UAE Eyes F-16 as Rafale Talks Falter


PARIS - The United Arab Emirates (UAE) is talking with Lockheed Martin about buying more F-16 fighter jets because France's offer of an advanced version of the Rafale is seen as too expensive, said a source familiar with the negotiations in the Arabian Gulf.
Discussions on the F-16 pile pressure on Dassault Aviation, builder of the Rafale, to cut prices and on the French government to increase funding for upgrades seen as vital to sealing an export deal for the twin-engine combat jet with the UAE, analysts said.
In the 1990s, the UAE bought 80 F-16E/F fighters under a $7.3 billion foreign military sales contract.
"The UAE is finding the Rafale offer to be too costly compared to the capabilities of aircraft and other technologies on the market," the source said. "The negotiations with France are still ongoing, and both sides are looking for a compromise."
The UAE has been seen as a potential first export buyer of the Rafale in a deal estimated last year at $10 billion. Meetings on the sale of the French fighter took place at the Paris Air Show, which ended June 26.
But price resistance has led UAE officials to open discussions with Lockheed to buy more F-16s with the latest "weaponry and targeting sensors," the source said.
Last year, UAE officials asked for technical information on Boeing's F/A-18E/F Super Hornet following a political chill at the highest levels between Abu Dhabi and Paris.
In talks with the French, the elements said to be stretching the UAE's planned budget are the co-development costs for a more powerful "special" version of the Rafale, plus maintenance and spare parts. The UAE wants its Rafales powered by Snecma M88 engines, whose 9 tons of thrust would provide 1.5 tons more than the version flown by the French Air Force.
Other improvements requested include a longer-range active electronically scanned array (AESA) radar and a more capable Spectra electronic warfare suite.
The upgrades previously have been estimated at 2 billion euros ($2.9 billion) by then-French Defense Minister Hervé Morin.
Officials with Dassault Aviation declined to comment. Shortly before the Paris Air Show, Dassault Chief Executive Charles Edelstenne said of the Rafale offer to the UAE, "the talks are advancing."
The gulf source said, "Lockheed Martin is offering a very attractive financial package."
A UAE sale might help Lockheed keep its F-16 assembly line open after India rejected the U.S. fighter in its Medium Multirole Combat Aircraft competition.
Lockheed officials were unable to comment by press time.
France badly needs export success on the Rafale, a showcase of military technological competence, as the national defense budget assumes foreign contracts to help pay for a steady rate of production.
Dassault has said it must build 11 Rafales per year to keep the production line running at an economical rate.
Large companies depending on the Rafale include Safran subsidiaries Sagem for the forward-looking infrared gear and Snecma for the jet engines, as well as Thales for the electronics and RBE2 AESA radar, and MBDA, which hopes to sell the Meteor long-range missile.
The UAE's interest in the F-16 has forced Dassault to reduce prices, said Loic Tribot La Spiere, chief executive of think tank Centre d'Etude et Prospective Stratégique. Dassault has little room to maneuver as it must sell the Rafale, needed to boost "other opportunities" in export markets, he said.
Dassault hopes to sell the Rafale to Brazil, India and Switzerland, among other countries.
"Faced with this development, Dassault could go far in concessions, and the Emirates know it," Tribot La Spiere said.
But the U.S. also has an urgent need to boost exports, given its dire domestic economic situation, Tribot La Spiere said. The gulf is seen as a region that helps sustain U.S. activity.
"In this context, it is a safe bet that buying the F-16 aircraft could be seen, or rather proposed, as underwriting a security insurance policy: 'You buy this product and we will ensure your security, even internally,'" he said.
Research fellow Hélène Masson of think tank Fondation pour la Récherche Stratégique said the UAE's talks with Lockheed are a "radical means to put pressure on Dassault's offer."
The move may raise France's financial burden to pay for the Rafale's development, particularly the M88 engine.
"The central problem is really the funding for the aircraft's new functions, notably the engine," Masson said. "It's a way to say to the aircraft maker, and above all, the French Defense Ministry, that they must contribute more significantly to the development of this new version of the M88 and so reduce the financial cost to the UAE. ... Yes, this is really a chess game."
Dassault refuses, as a policy, to use company money to fund military aircraft development, insisting the government client pay.
The French Air Force is understood to be content with the current engine's performance, so it appears Paris must decide whether to further fund upgrades to win the UAE sale. That comes as France seeks to cut its public deficit.
In the 1990s, the UAE bought 80 F-16E/F fighters, with distinctive conformal fuel tanks, under a $7.3 billion contract through the Pentagon's Foreign Military Sales program. A reported $3 billion of that amount went to co-develop the Block 60 Desert Falcon, widely viewed as the most capable version of the F-16 worldwide.
As co-developer, the UAE is co-owner of some of the sensitive military technology on the Block 60 version. As part of the deal, UAE personnel worked on the co-development program, and Lockheed trained Emirati nationals to service the Block 60 aircraft.
The 1990s also saw the UAE buy Dassault Mirage 2000-9s, which were more advanced than the 2000-5 flown by the French Air Force. Older Mirage fighters were also upgraded to the more capable variant.
The Mirage 2000-9 fleet still has a long life ahead, but the UAE could start taking delivery of the new F-16s in under five years while keeping its Mirages, the source said.
France has offered to buy back the Mirage 2000-9 fleet and resell it in export markets to encourage the Rafale sale to the UAE.
The UAE has bought the Black Shaheen cruise missile for the Mirage. The UAE also has the long-range strike missile Hakim, which was shown under the wing of a Rafale model displayed in February on missile maker MBDA's stand at the IDEX arms show in Abu Dhabi.

U.S. Navy Resumes EMALS Tests

Flight tests of the U.S. Navy's new electromagnetic aircraft launch system (EMALS) resumed in late May after a five-month hiatus, and two more aircraft types have now passed their initial launch tests.

The program's maiden launches were accomplished in mid-December when an F/A-18E Super Hornet strike fighter from Air Test and Evaluation Squadron 23 (VX-23) made four takeoffs from the Navy's catapult test center at Lakehurst, N.J. But the tests revealed the need to fine-tune the software that controls the system's motors and better control the miniscule timing gaps between when the motors are energized and turned off.
"The linear motors fire sequentially as you go down the catapult track," said Capt. James Donnelly, the Navy's program manager for EMALS. "Only three are energized at a time. They turn on, turn off. As each one energizes, a force is exerted on the aircraft, and the timing needed to be fine-tuned."
Flight tests with the F/A-18E resumed May 25, and "the launches validated the software changes," Donnelly said.
The Super Hornet made 14 launches using the revamped software, followed by 12 launches on June 1 and 2 with a T-45C Goshawk training jet from VX-23.
A C-2A Carrier Onboard Delivery aircraft from VX-20 made a further series of 12 launches on June 8 and 9.
The Super Hornet will return in July to Lakehurst for another series of launches using a variety of stores, or weapons, mounted under the wings and on the aircraft. Later in the summer, an E-2D Advanced Hawkeye airborne command-and-control aircraft will begin launch tests, Donnelly said.
The multiple launches are used to test a variety of weights on the aircraft, he said, and to validate the EMALS system and improve reliability. The aircraft are also tested at various launch speeds.
Reliability of the EMALS system is "improving," Donnelly said.
"We have more and more launches without any [warning] lights that come on, anything we annotate in launch logs," he said during a June 23 interview.
"A lot of corrections" were made during the early stages of the program's flight testing, Donnelly said.
"We're doing much less of that. We had very few issues in the May and June launches."
The EMALS, under development by prime contractor General Atomics and the Navy, is intended for installation on board the new Gerald R. Ford CVN 78-class aircraft carriers, where they will replace traditional steam catapults. The launch tests are done at Lakehurst using a mixed Navy-General Atomics team.
Despite the five-month pause in the test schedule, production and delivery of EMALS components is proceeding for the Gerald R. Ford, under construction at Huntington Ingalls Industries' Newport News, Va., shipyard.
"No impact to the ship [construction] schedule," Donnelly said. "We're meeting our required in-yard dates. We started deliveries in May, and we're delivering a lot of equipment this month, including most of the motor generators - the components that many folks were most concerned about schedule-wise."
Asked about the program's budget performance, Donnelly noted that production elements are being procured under a fixed-price contract - "no ups and extras there," he said - but he declined to provide test budget figures.
"We're constantly looking at the testing budget, so that's under discussion," he said.
"The bottom line is, we'll continue testing," he said. "Our focus is to ensure the catapult is as reliable as possible as when we deliver and the ship gets underway with sailors aboard."

Chinese Avionics Advances Ripple Throughout Asia


ISLAMABAD - China's avionics industry is closing the gap with other avionics producers, with benefits flowing to Pakistan and new challenges emerging for the U.S.
Chinese aircraft are helping Pakistan maintain conventional deterrence toward India as New Delhi pursues cutting-edge technology to revamp its airpower. As a result, said Usman Shabbir, of the Pakistan Military Consortium think tank, the new "JF-17 Block II [combat aircraft] may see a Chinese AESA [active electronically scanned array] radar along with an IRST [infrared search and track] sensor, and an even better ECM [electronic countermeasures] suite."
Wider advances by China's aviation industry would result in "greater use of composites to reduce the overall airframe weight" for the JF-17 Block II, and also a thrust vectoring control engine; though Shabbir conceded the latter "has never been officially confirmed."
Analyst Kaiser Tufail said an AESA radar is "the way to go," and that "all future [radar] acquisitions or retrofits would be AESA, whether mechanically scanned or phased-array type."
Tufail said the current JF-17 radar, a variant of which is fitted to the Chinese Chengdu J-10 combat jet, is an interim solution "because the [Pakistan Air Force] had been unable to find a radar vendor who could sell cutting-edge technology at an affordable price."
Tufail said Pakistan's acquisition of advanced Chinese avionics should not be seen through the prism of Indian programs, such as the Medium Multirole Combat Aircraft program. Rather, he said, it should be seen as Pakistan's effort to keep pace with modern weaponry.
And China benefits from its collaboration with Pakistan.
"Traditionally, the Chinese aviation industry has found an excellent test bed in the PAF, and their products have been, and can be, proven in ways that are not possible with [China's Air Force], due to limitations of comparative analysis in truly operational scenarios and with respect to Western equipment that PAF operates," he said.
As a result, a "Chinese AESA radar would, therefore, be a synergetic success in partnership with Pakistan," he said.
However, it is unknown whether the new JF-17 Block II radars are variants of those fitted to the improved J-10B. If that is the case, analyst and Chinese specialist Andrei Chang said the new radar is unlikely to be an AESA type.
"The phased-array radar testing on the J-10B is a passive model," he said.
Chang said he does not think the Chinese have developed "a useful AESA radar for the JF-17 and J-10B," but they could in the future.
"I know they are researching AESA radars, but it takes time," he said.
China's technological advances give potential adversaries cause for concern, Tufail said.
"As in many other fields like space and information technology, China is making a mark in major ways which impacts geostrategic and security issues," he said. "Technological developments like AESA radars would, thus, certainly have a bearing on the comfort levels of countries that have an adversarial relationship with China."
The potential threat posed by Chinese advances in avionics is an issue Carlo Kopp of the Air Power Australia think tank has tried to raise.
"Chinese technology is a mix of reverse-engineered Western and Russian designs, and some often very good indigenous ideas," he said. The danger this poses is clear.
"As the Chinese advance and proliferate these products, they are increasingly narrowing the range of environments in which Western air forces and navies can operate," Kopp said.
CHINESE DEFENSES
"Today, only the U.S. F-22A [stealth fighter] and B-2A [stealth bomber] can penetrate Chinese airspace with impunity," he said. "All other Western designs, including the intended F-35 [Joint Strike Fighter] and existing F/A-18E, would suffer prohibitive loss rates" to surface-to-air missiles, he said.
Kopp's opinion of the F-35 is perhaps surprising, but he said he believes China's investment in more maneuverable aircraft will expose severe weaknesses.
"The notion that having a good AESA [radar] can overcome kinematic performance limitations in a design is predicated on the idea that your missiles are 100 percent effective in long-range combat," he said. "The evidence shows otherwise for the AIM-120 AMRAAM."
The approach that says "let the missiles do the turning," rather than the aircraft, "is a mantra in the F-35 and F/A-18 camps," Kopp said. "Unfortunately, it is wishful thinking by folks promoting obsolete designs. The mathematics and physics of aerial combat do not support this proposition."
Therefore, the strategic impact of China's advances will be substantial and exacerbated by poor long-term decision-making by the U.S., Kopp said.
"As China wholly recapitalizes its fleets, and exports these products, there will be an inevitable strategic impact, as the U.S. has been reluctant to export the F-22, has chopped F-22 production funds, and has no new products in the pipeline capable of robustly surviving against top-end Chinese products in combat," he said.
Kopp also blames the reluctance by Washington to share high-technology weaponry with allies that could check China's advance.
He singles out Defense Secretary Robert Gates for making decisions that will produce "a dangerous long-term strategic environment in Asia as China introduces and proliferates advanced technology, and the U.S. chooses for ideological reasons to no longer invest in advanced air power."

U.S. Senate Committee: Transfer MC-12s to Army

The U.S. Air Force's MC-12 program could soon be transferred to the Army if an amendment to the defense authorization bill becomes law.

The amendment in the Senate Armed Services Committee markup of the bill requires incoming Defense Secretary Leon Pannetta to "develop and implement a plan for the orderly transfer" of the fleet. It is unclear who introduced the amendment because the markup took place during closed sessions. The language does not appear in the House version of the bill.
The turboprop aircraft are Hawker Beechcraft Super King Air 350s modified with sophisticated ISR capabilities. Each aircraft costs $17 million, and the Air Force plans for a fleet of 37 planes.
This isn't the first time the Army has been poised to receive the Liberty. Two years ago, the Pentagon proposed transferring the Liberty to the Army and moving the C-27J from the Army to the Air Force. While the Air Force eventually took control of the C-27, it also retained control of Liberty.
The MC-12 is the product of Project Liberty, a $461 million program launched in 2008 in the wake of Defense Secretary Robert Gates' criticism of the Air Force, which he said was not deploying ISR assets into combat quickly enough. The plane made its combat debut in June 2009 with a sortie over Iraq.
Built to provide instant ISR data to troops, the MC-12 is a complete collection, processing, analysis and dissemination system of airmen. The plane is flown by four airmen: two pilots, one sensor operator and one signals intelligence specialist. The sensor operator controls the full-motion video camera, and the SIGINT specialist operates "Pennant Race," an advanced version of the SIGINT package found on unmanned MQ-9 Reapers.

A Flash of Opportunity

ROME - The Via Tiburtina, the old Roman road that heads east out of the Italian capital, is home today to various Finmeccanica outposts. But amid the units of the state-controlled giant stands Elettronica, the small family-run firm that has become a leading light on Europe's electronic warfare scene.
Sixty years after its founding, Elettronica is pushing into a new market it believes will help secure its future: infrared (IR) countermeasures for aircraft that do a better job than flares at playing havoc with the IR guidance systems of shoulder-fired missiles.
"With directional infrared countermeasures [DIRCM], we will be covering transport aircraft, helicopters and VIP platforms ... so we are moving into the world of homeland security," CEO Enzo Benigni said. "We see the market value for DIRCM rising above the 1 billion euro [$1.44 billion] mark."
Elettronica's supply of electronic warfare (EW) systems to large European programs like FREMM frigates, the NH90 helicopter and the Eurofighter Typhoon has allowed it to build revenue from 165 million euros in 2006 to 195 million in 2010. But Benigni knows the likes of the Typhoon program are due to wind down, and has been seeking new opportunities.
The firm's new DIRCM product, the ELT/572, is based on technology initially developed by Elbit Systems. Elettronica jointly funded the program and is now co-owner, divvying up potential markets with the Israeli company.
"Elbit proved to have the most advanced know-how to develop and industrialize the DIRCM, based on fiber laser, dual-color principles," Benigni said.
South America, India and the Middle East are key markets, he said. But the launch customer is the Italian Air Force, which has signed a 25 million euro contract to install five ELT/572 systems, each based on two turrets, on C-27J and C-130J transport planes and AW101 utility helicopters.
The ELT/572 also may be flown on the Air Force's new 767 tankers, P180 VIP/light transport and ATR maritime patrol aircraft and the Army's new Chinook helicopters.
Gen. Giuseppe Bernardis, chief of the Air Force, has said that Northrop Grumman DIRCM was unavailable in time for military export.
With its own product, Elettronica can exploit the demand for systems that lack U.S.-made components subject to Washington's International Traffic in Arms Regulations. The company also may stress the technical advantages the ELT/572 offers, with officials citing a potentially faster reaction time between the missile warning alert and the laser flash.
The new countermeasures work follows a series of joint initiatives planned with Israeli industry, a useful partnership for Italian industry after it was excluded from EW workshare on the international F-35 Joint Strike Fighter.
"Our work on Eurofighter helped us evolve to a level that gives us an undisputed technological advantage," Benigni said.
If Italy decides to acquire a new signals intelligence aircraft and opts for Israeli systems, he said, Elettronica would be a partner.
"And if Italy sells an armed version of the M346 jet trainer to Israel, we would be exploiting that opportunity, too," the CEO said.
The firm already has a strong presence in the United Arab Emirates, with business worth 1 billion euros contracted since the 1980s and a local joint venture. Electronic warfare, electronic support measures and electronic intelligence systems have been supplied for Dash-8 maritime patrol aircraft, new ships, including Baynunah corvettes, ground systems and Mirage 2000-9 fighter jets.
Orders from outside Europe now account for 9 percent of the firm's revenue, a figure Benigni said he would like to see rise to 40 percent within 10 years, alongside an overall revenue increase of 5 percent per year.
Benigni said he is encouraged by the Italian government's newfound desire to back defense exports.
"The [Ministry of Defense] is really assisting us, which is a huge change from the past," Benigni said. "Marketing in India requires a good deal of political support, particularly in the fighter contest, where I would not exclude the U.S. fighters re-entering the competition."
Founded by Benigni's uncle, Elettronica employs the CEO's son and daughter, suggesting the family tradition will continue. Stakes held by Finmeccanica (33 percent) and French company Thales (32 percent) are stable, he said. That leaves Benigni the majority shareholder.
DIRCM apart, Benigni said a second trend to watch is the combining of different emitters in one turret, which is attached to an aircraft's exterior.
Elettronica signed up in 2005 to an Italo-Swedish program to combine radar, EW and communications into one system with no interference. Though limited funding for research into the Multifunctional Active Electronically Scanned antennas was in the Italian defense budget last year, Benigni said funding is stalled.
"This was a missed opportunity," he said. "We know it's the future, and the first country to do it will have big advantages."
In the meantime, Elettronica will continue to benefit from ongoing work on the defensive aids systems it supplies for the Typhoon. Last September, a 400 million pound ($656 million) deal was handed to a European consortium, including Elettronica, to supply the Praetorian self-protection system for 112 Tranche 3A Typhoons.
But with no more Typhoon buys in the cards from Britain, Germany, Italy and Spain, what has been a solid revenue stream looks set to wind down. Benigni said a large part of the 80 percent of Elettronica revenue that comes from European programs came from Eurofighter.
"Elettronica is ... dependent on Eurofighter but has developed other technologies which are bearing fruit and can therefore maintain a good position in the market," said Michele Nones, head of the security and defense department at Rome think tank Istituto Affari Internazionali.
"Having Thales and Finmeccanica as shareholders could present problems since they are competitors, but they tend to balance each other out," Nones said. "And the firm has the attention of the Italian government since it is considered strategic. Italy believes it needs EW capability."
With a focus on engineering, Benigni said Elettronica's small size and niche status is an advantage.
"A big company does not have the same mentality. The Israelis have shown that," he said.
Elettronica recently fought off tough Israeli competition to win a contract for a naval electronic support measures system from an East Asia customer, the CEO said.
Benigni said the victory came thanks in part to Elettronica's focus on what he called "the science of architecture" - the arrangement of components in an electronic system that leaves room for growth.

F-22 Getting New Brain

It has proved so difficult and expensive to upgrade the F-22 Raptor, whose stealthy body contains sensors and electronic brains, that the U.S. Air Force may take the unprecedented step of threading what amounts to a second central nervous system into a fighter jet.
By introducing an open architecture to one of the world's most tightly knit proprietary systems, service officials hope to make it much cheaper and easier to insert new technology - even gear developed for the F-35 Lightning II - into the stealthy air-superiority fighter.
"This jet has a very highly integrated avionics system. Because of that tight coupling and that highly integrated nature, it makes it very difficult, and we are highly reliant upon [Raptor makers] Lockheed Martin and Boeing to do any kinds of modifications to the jet," said David Weber, deputy director of the F-22 System Program Office (SPO) at Wright-Patterson Air Force Base, Ohio.
Weber said the open-architecture effort is meant to allow the Air Force to open upgrade work to competition.
Today, he said, "the architecture is proprietary to Lockheed Martin, and we're kinda stuck with Lockheed Martin when we want to integrate something new."
Weber said the work is at such an early stage that the F-22 SPO has no guess how much it might cost.
This year, service officials plan to study the options, in part by issuing a request for information inviting contractors to suggest demonstration projects to help flesh out the alternatives.
"All of them have different ideas about how to go about doing this," Weber said.
In October through December, the service will award contracts to allow contractors to demonstrate ideas in a lab or flying testbed, said Col. John Williams, who runs the F-22 SPO's modernization office.
The SPO officials said Boeing and Lockheed would be welcome to bid on the demonstration contracts.
Lockheed, which had earlier proposed to essentially port the hardware and software architecture of the F-35 Lightning II into the Raptor, might respond to the Air Force solicitation with a similar proposal, said Jeff Babione, Lockheed's Raptor program manager. But Babione said the company might propose a different solution, depending on the service's requirements.
The Air Force will ultimately select one contractor to install the new architecture on its Raptors - ideally, said Weber, all 185 that will be built, less two losses.
"From our perspective, the fleet size is so small compared to where we wanted to be, our objective would be to make this applicable to all aircraft," he said.
The SPO deputy director said it may be deemed too costly to install the new architecture on the 34 oldest Raptors, which are currently used for training. Those planes are also not slated to get the Increment 3.2 upgrade, the next major group of hardware and software upgrades for the Raptor fleet.
But Weber noted that the new architecture might also make it cost-effective to bring those oldest Raptors up to the 3.2 standard.
If all goes well, development work could begin in earnest around 2014 as part of the development of Increment 3.2C, which is slated to begin installation in 2019 or 2020, he said.
Grafting On
As currently envisioned, the new network would be grafted onto the F-22's existing avionics, Weber said. The twin-engine jet's current network would continue to carry data between existing components, while upgraded ones would be linked by the new network. The data from both architectures would be translated and fused so that the jet continues to operate as a cohesive whole.
The installation of the new architecture might happen in one step, or it might proceed piece by piece, Williams said.
"Potentially, you could do it multiple times based on what you're trying to open up," he said. "You're opening up the [communication, navigation and identification]; maybe you're opening up the radar more, something like that. You may actually have multiple guys doing it, but it will be to a common standard."
As more systems are ported over to the new architecture, the older systems would wither away.
"Gradually, you'd have to start migrating some of the functions that we currently have in our core integrated processor away from the core integrated processor, so that everything doesn't flow through that piece," Williams said.
It may or may not be possible to migrate all of the Raptor's functionality.
"It depends on the degree we can open up the architecture," Weber said.
Lockheed's Babione said it might not be cost-effective to move everything to the new system.
The F-22 has received one upgrade - called Increment 2 - since it first arrived on Air Force flight lines in 2005. Those upgrades have added the capability to drop two 1,000-pound Joint Direct Attack Munitions to the aircraft.
A planned upgrade, called Increment 3.1 and slated to begin this year, will add synthetic aperture radar mapping, the capability to carry eight Small Diameter Bombs, and other features.
In 2014, a software-only upgrade called Increment 3.2A will add electronic protection against jamming, better Link 16 receive capability and combat identification, and other improvements. In 2017, Increment 3.2B will add support for the plane's AIM-9X short-range and AIM-120D medium-range anti-air missiles, among many other upgrades.
In 2008, then-Pentagon acquisition chief John Young put the total cost of developing and installing Increment 3.1 and what became 3.2A and 3.2B at around $8 billion. The figure has likely gone up because the Air Force now plans to upgrade more F-22s.
Once the new architecture is installed, "if we want a new capability on the airplane, we can go out to industry with an RfI [request for information] and say, 'You all got good ideas; can you make it work with this architecture?'" Weber said.
The ultimate goal is to allow systems such as new radars to be "plug-and-play," as a printer might be to a desktop computer, he said.
This might allow the Raptor to use technology developed for the F-35 Lightning II without time-consuming and expensive integration work, Williams said. Ë

Pakistan Awaits 50 Jets Made With China: Minister

BEIJING - Pakistan hopes to take delivery within the next six months of 50 JF-17 fighter jets manufactured jointly with China, Defence Minister Ahmad Mukhtar said May 20 during a visit to Beijing.
Mukhtar made the comments on the sidelines of a meeting between Chinese President Hu Jintao and Pakistani Prime Minister Yousuf Raza Gilani, who was wrapping up a four-day visit to China - his country's long-time ally.
"We think there is a good deal," said Mukhtar, who put the price of each JF-17, or Thunder, aircraft at $20 million to $25 million "as compared to $80 million for the F-16", a U.S.-built jet also used by Pakistan's air force.
Mukhtar did not explicitly say whether the deal had been finalized, but it appeared that the agreement was nearing completion.
Further details of the deal were not made public but the agreement was apparently discussed during the visit by Gilani, who met Chinese Premier Wen Jiabao earlier in the week.
China is Pakistan's main arms supplier and a close ally of Islamabad.
Pakistan's air force has a fleet of Chinese aircraft, including F-7PGs and A-5s, but also F-16s and French Mirages.
The neighbors began developing the JF-17 together in 1999 and has said it wants 250 of the jets. In November, Islamabad said it would buy Chinese missiles and flight systems for the jets, Chinese state media reported.

India OKs $2.1B Upgrade for 51 Mirage Aircraft

NEW DELHI - India's top acquisition body has cleared a $2.1 billion deal to upgrade 51 Dassault Mirage 2000H aircraft, ending a four-year wait.

At its May 19 meeting, the Cabinet Committee of Security (CCS) agreed to the French proposal to allow only French missiles on the upgraded Mirage aircraft, ruling out a proposal to arm the planes with Israeli missiles, said a Defence Ministry source.
A contract is expected within three months, and the program is to be complete within five years after that.
Under the deal, lead integrator Thales and Dassault will upgrade four Mirages in France, then help India's state-owned Hindustan Aeronautics Ltd. (HAL) perform the work on the other 47. MBDA will help deliver a variety of missiles for the upgrade.
The upgrade includes replacing the avionics with two mission computers, an advanced navigation system, and pulse doppler radar that can look down to detect targets through clutter out to 70 nautical miles.
The new glass cockpit will come with two lateral displays and an advanced head-down display. The upgraded radar warning receiver will have an instantaneous wide bank receiver and an integrated missile approach warning receiver that can provide continuous information on time to impact. A new jammer will be able to handle multiple surveillance acquisition radars. Other new gear will include a digital video recorder, data transfer system, and simulation systems.
The upgraded aircraft will be able to carry four beyond-visual-range missiles and other missiles and smart ammunition.

Turkey Takes Aim At Targeting Pod

ANKARA - Turkey's largest defense company is beginning to flight-test the country's first indigenous advanced targeting and reconnaissance pod.
The tests mark the end of the initial phase of an ambitious program by military electronics specialist Aselsan. It is not publicly known how long Aselsan has been working on the once-classified project, but the company says it has so far spent $50 million to design and develop the Aselpod.
Built to track up to four targets simultaneously in infrared (IR) and day video, the pod contains a zoomable, third-generation IR camera with a 640x512 mid-wave detector and three fields of view. Both IR and video cameras can automatically track objects on the ground and in the air, and inertial trackers help keep the cameras on target even when the line of sight is momentarily obscured.
For stability, the cameras pivot on a four-axis gimbal in the sensor head. Solid-state recorders bring the information back home for debriefing. A laser pointer enables the pod to designate targets for other weapons, and a laser spot tracker allows the pod to lock onto targets illuminated by others.
Military and company officials declined to discuss further details about the pod and its development.
The tests are proceeding at an air base in Eskisehir, 220 kilometers northwest of here. The Turkish Air Force plans to install the first Aselpod to an F-4E 2020 before the end of 2011.
The second phase of the program calls for the production of 16 pods, to be installed on F-16 Block 50 fighter jets.
Procurement officials said the Aselpod, when fully operational, will replace the U.S. made LANTIRN, a combined navigation and targeting pod system for use on the U.S. Air Force's premier fighter aircraft - the F-15E Strike Eagle and F-16 Block 40/42 C and D models.
Last year, Lockheed Martin signed a foreign military sales contract to deliver Sniper Advanced Targeting Pods (ATPs) and LANTIRN Enhanced Resolution (ER) navigation pods to the Turkish Air Force. Valued at $118 million, the contract will provide Sniper ATP and LANTIRN ER navigation pods to equip Turkish Air Force F-16 Block 40 and Block 50 Peace Onyx aircraft.
A Turkish defense official said the military hopes the Aselpod eventually will replace the LANTIRN.
"The program reflects a strategic choice to end our dependency on foreign [U.S.] systems for targeting equipment," he said.
Observers' Doubts
But analysts were dubious about official claims about the Aselpod.
An Ankara-based defense analyst said that although Aselsan has invested much time and resources into the Aselpod program, the end result may fall short of the Turkish ambitions.
"No doubt, the Turkish system will work this way or another, within this time frame or another," he said. "But how much the Aselpod may deviate from the existing technology and costings is yet to be seen."
A London-based Turkey specialist said the Aselpod may be another example of Turkish ambition to go local.
"Indigenous programs often make the Turks proud. But success in terms of desired capabilities and costs is something else," he said.
In recent years, Turkey's procurement planners have strongly encouraged local design, development and production of systems including UAVs, armored vehicles, helicopters, trainer aircraft, naval platforms and several defense electronic, avionic and software systems.
Aselsan is a public company owned by the Turkish Armed Forces Support Foundation. Turkey's top five defense companies are all owned by the same foundation.
Aselsan reported $792 million in sales in 2010. It aims at $850 million this year and $1 billion in 2013. The company exports products to 37 countries.

Brazil's Global Player

LONDON - Take a regional flight from an airport in the U.S., Europe or Asia and there's a good chance you will be flying on a jet developed and built by Embraer.
In little more than a decade, the Brazilian company has grown from a state-owned aerospace also-ran into a privatized global player in the regional and business jet markets.
Now Embraer is turning its attention to defense and security. It has high hopes for growth in the business unit it created last year to pursue its ambitions in the sector, Luiz Carlos Aguiar, the first president of the new Embraer Defense and Security operation, said at the recent Latin American Aerospace and Defense (LAAD) show in Rio de Janeiro.
"By the end of the decade, we want to grow business in the sector to represent 20 percent of total Embraer revenues, taking into account our other businesses are going to also grow," Aguiar said.
In 2010, defense accounted for revenues of $670 million, 12.5 percent of the company's $5.5 billion in annual sales.
On top of sales, Embraer reckons its aviation support services business last year earned military revenues of $150 million. Much of that came in Embraer's traditional military markets involving the Super Tucano trainer and light attack aircraft and various adaptations of civil jet airliners into specialist platforms for airborne early warning and other tasks.
The company also is heavily involved in modernizing Brazilian military aircraft, including A-4 fighter jets for the Navy and AMX and F-5 fighters for the Air Force.
Still, company officials said, the traditional airframe business will continue to provide the core of Embraer's defense and security business for the foreseeable future.
The company is developing the KC-390, a jet-powered rival to Lockheed Martin's C-130 Hercules airlifter, and will also assemble a new fighter jet if the Brazilian government ever gets around to picking a winner.
The KC-390 is being built for the Brazilian and other air forces; first flight is scheduled for 2014.
The company also is expecting a decision from the U.S. Air Force (USAF), which is choosing between the Super Tucano and Hawker Beechcraft's AT-6 for a light attack requirement.
That could mark Embraer's long-sought foothold in the U.S. defense market. Company officials thought they had one when the U.S. ordered the ERJ-145 in 2006 as a surveillance aircraft, but that deal was canceled through no fault of the Brazilian company.
Now its U.S. priority is the light attack requirement.
"It's very important to win this campaign," Aguiar said. "We did a great job in the U.S. when we demonstrated our capability, and it's very well rated by the USAF. Better relations following [U.S. President] Barack Obama's visit here will help the process a lot."
If it wins, Embraer has a deal with contractor Sierra Nevada, an aerospace company based in Sparks, Nev., to build the aircraft.
Embraer also is transforming more generally under the government's 2008 national defense strategy to bolster local industries.
The first four months of operation at Embraer Defense and Security has seen the business already signal the intended direction of travel with moves to acquire radar, unmanned air systems and C4I and systems integration capabilities.
Much of that change became evident at the LAAD show, where in the space of two days, Aguiar announced the he had struck a deal with Elbit Systems' local subsidiary AEL Sistemas to jointly develop tactical UAVs, and then acquired 50 percent of local systems integration and C4I provider Atech Negocious em Tecnologias.
Part of the deal with Elbit, an Israeli company, involves Embraer becoming a minority stakeholder in AEL itself.
A few weeks earlier, Aguiar, who had previously been Embraer's chief financial officer, made the new business unit's first acquisition when it took a 64.7 percent stake in the radar division of Orbisat.
The UAVs, radar and particularly Atech's capabilities all reinforce a key Embraer objective to secure the lead position on a pair of massive Brazilian land border and maritime surveillance programs.
Together worth around $10 billion, the first of those programs could kick off next year and run for the next decade.
Uncertainties There are some uncertainties about the timing of these and other defense programs with the new government of Brazilian President Dilma Rousseff reviewing major requirements here, including the long-running scrap between Boeing, Dassault Aviation and Saab for the fighter deal.
This year's defense budget has taken a big hit, and although the cut is said not to be directed at programs, executives at LAAD were nervous about the collateral damage the cutback could cause.
Rebecca Barrett, Forecast International's Latin American military markets analyst, said that Brazil needs to protect its strategic interests.
"This should be reflected in the defense budget and government's spending pattern during the Rousseff administration," Barrett said. "In that regard, programs that will be used for surveillance and the protection of Brazil's borders and off-shore oil assets will be top priority."
The analyst said the Brazilian defense budget for next year is set at 60.2 billion real ($38.4 billion). Forecast International says that figure will rise moderately to 64 billion real by 2015.
Aguiar told reporters at LAAD that, for the short term at least, Embraer's main focus would be on building the business at home rather than buying foreign assets.
"Acquisition has not traditionally been how Embraer has grown," Aguiar said. "Acquisition in country is a good way of learning as it is easier to do something close to us. We have a small team looking [at M&A opportunities], and not only in Brazil, but there is nothing in the short term."

Team Players Sensors, Data Links Will Tie Latest Apache into Net, Data Links Will Tie Latest Apache into Net

The U.S. Army is set to field the fastest, most maneuverable AH-64D Apache Longbows in its history, but it might be the sensors inside the attack helicopter's black boxes that end up defining it.
Pilots will have a window into each perspective on the battlefield - from the soldiers on the ground, the unmanned aerial systems (UAS) flying nearby, or a Kiowa scout helicopter already on station. It is part of the larger Manned Unmanned Teaming Level 2 project the Army is pursuing to integrate the influx of sensors populating Army aircraft underbellies.
Block III Apaches feature performance upgrades to help the aircraft fly and hover in mountainous terrains found in Afghanistan, and improve maneuverability bled off the aircraft by adding weight to the D-model Longbows.
Engineers added a 701D engine, composite rotor blades and an Improved Drive System of the 21st Century Face Gear Transmission, which provides the aircraft more power. These upgrades will give pilots 6K/95 hover performance: the helicopter can hover at 6,000 feet even when the temperature hits 95 degrees Fahrenheit.
What some in the aviation community find more exciting are the upgraded antennas and computing power added to the Block III. Feeds from UAS and nearby helicopters will be fed into the Apache's digital cockpit. Apache pilots can also record feeds and send them to other Apache, Kiowa and UAS pilots as well as troops with the One System Remote Video Terminal.
The first Block III Apache will roll off Boeing's production line in October, said Col. Shane Openshaw, the Apache program's project manager. Five combat aviation brigades - the 1st, 10th, 101st, 3rd and 229th - will fly Block IIIs by 2013.
The first Block III Apaches will be sent to the 101st Combat Aviation Brigade. The addition of the Block III will allow the service to retire the A model by 2013.
The 101st will become the first full-spectrum combat aviation brigade in the Army, adding a Grey Eagle UAS company and two Shadow platoons. Incorporating the Block III Apaches will help fast-track that process, Openshaw said.
"The 101st will effectively be writing all the tactics, techniques and procedures to be utilized through the system. We've learned a lot through VUIT-2, but this has even more capability," said Lt. Col. John Vannoy, product manager for Apache Sensor Systems.
VUIT stands for video from unmanned aircraft systems for interoperability teaming.
Aviation leaders want soldiers on the ground to walk Apache pilots onto targets, as both look at the same video that is broadcast from an RQ-7B Shadow UAV. And if the Apache is called to a different target, the pilots can send that same video to another Apache or Kiowa, replacing them in the fight.
Security of that data has been an additional concern the past couple years. Block III Apaches will have Tx/Rx encryption that will allow them to protect the signals being sent via the Ku-band digital antennas. Encrypting the data has added to the challenge of making sure everyone is on the same page, said Col. Gregory Gonzalez, head of the Army's UAS Project Office.
"Encryption of all these data links just changes things to an enormous degree, because then you have to make sure all the data links work but make sure you have the right crypto for it," Gonzalez said.
The Apache's new Ku-band antennas have a longer range - 15 versus 12 kilometers - than the VUIT that preceded the newer Apaches. The system also takes half the time to boot up. It took up to five minutes; now pilots can start it in less than three.
Block III Apache's additional computing also comes with a bonus: Its total system weight is 49 pounds lighter than VUIT.
The Army will test the Block III Apaches and how effectively the service has advanced in integrating UAS with manned aircraft this September at Dugway Proving Ground, Utah. Shadows, Grey Eagles, Kiowas and Apaches will fly in the Manned/Unmanned Systems Integration Capability exercise running through different battlefield scenarios with troops on the ground.
"This gives us a chance to show the maturation of the TTPs [tactics, training and procedures] we've developed over the past few years and test out a few new ones to make this work even better," said Tim Owings, Army UAS deputy program manager.
Getting helicopter pilots on board for the manned-unmanned teaming concept and an exercise like this has allowed the Army to turn the corner towards integrating each aviation asset more seamlessly on the battlefield, Gonzalez said.
"The manned aviation community started off not caring about unmanned systems, then they were pretty agnostic about it, now they are not only hopeful but they want what we can provide them," Gonzalez said.

US Navy issues BAA for carrier-borne UAS

The US Navy (USN) has taken the next step towards its ambitious goal of fielding a stealthy carrier-borne unmanned combat aircraft system by the end of this decade with the release of a Broad Agency Announcement (BAA) for its projected Unmanned Carrier Launched Airborne Surveillance and Strike (UCLASS) system.
The BAA, issued by the Naval Air Systems Command (NAVAIR) on 28 March, is to support pre-Milestone A programme activities, including crafting an analysis of alternatives, developing the concept of operations and system requirements documents, and analysing potential material solutions to meet a goal for operational capability in the 2018 timeframe. Proposals are required no later than 29 April.
Plans for UCLASS were first revealed in March 2010 when the USN issued an initial request for information (RfI) for a carrier-based system providing persistent intelligence, surveillance and reconnaissance (ISR) and strike capabilities. This move came in response to a need identified by Vice Admiral David Dorsett, the deputy chief of naval operations for information dominance (N2/N6), to give carrier-based aviation a new degree of versatility in long-range combat operations.
Last year's RfI described a notional system that would include four to six air vehicles, each capable of flying for 11 to 14 hours from a nuclear-powered carrier (CVN) without refuelling, plus mission control interfaces (afloat and ashore), sensor payloads, weapon interfaces and personnel.

Boeing, US Navy Mark Delivery of 500th Super Hornet/Growler

ST. LOUIS, April 21, 2011 -- Boeing [NYSE: BA] and the U.S. Navy celebrated a milestone delivery on April 20 in St. Louis: 500 F/A-18E/F Super Hornets and derivative EA-18G Growlers have joined the Navy's tactical aircraft fleet.
The Super Hornet Block II is the Navy's frontline strike fighter, deploying leading-edge technology and multirole strike capability around the globe. The EA-18G is now the premier airborne electronic attack platform in the Navy's arsenal and the United States' newest tactical aircraft, providing the ability to block enemy radar and electronic systems.
"The Super Hornet and Growler, both combat-deployed, have continuously increased capability for the warfighter while reducing cost for the Navy and the taxpayer," F/A-18 and EA-18 Programs Vice President Kory Mathews said at the ceremony. "Boeing has delivered every F/A-18E/F and EA-18G to the U.S. Navy on budget and ahead of schedule."
"Today is another significant milestone for a program that has by any measure exceeded expectations for cost, schedule and performance," said Capt. Mark Darrah, F/A-18 and EA-18G program manager (PMA-265). "The PMA-265/Hornet Industry Team has consistently delivered capable and reliable aircraft to our fleet customer."
The F/A-18E/F and EA-18G will operate from U.S. Navy aircraft carriers through 2035 and beyond, with the flexibility to seamlessly operate from land-based airfields.
"These aircraft were designed with extensive growth capacity, enabling evolutionary technology to be added throughout the life of the aircraft to expand capabilities and remain well ahead of changing threats," said Mathews.
The Boeing F/A-18E/F Super Hornet is a multirole aircraft able to perform virtually every mission in the tactical spectrum, including air superiority, day/night strike with precision-guided weapons, fighter escort, close air support, suppression of enemy air defenses, maritime strike, reconnaissance, forward air control and tanker missions. The Super Hornet Block II achieved Initial Operational Capability in 2007.
Boeing is on contract to deliver 24 two-seat F/A-18F Super Hornets to the Royal Australian Air Force. The Super Hornet also is a competitor in ongoing fighter competitions in Brazil, India, Malaysia and Japan.
The Boeing EA-18G Growler is the only air combat platform that delivers full-spectrum airborne electronic attack (AEA) capability along with the targeting and self-defense capabilities derived from the Block II Super Hornet. A derivative of the two-seat F/A-18F Block II, the EA-18G's highly flexible design enables warfighters to operate either from the deck of an aircraft carrier or from land-based airfields. It is replacing the Navy's current AEA platform, the EA-6B Prowler, which has been in service since 1971. Pakistan Air Force on track


Pakistan inducted the new Lockheed Martin F-16 Block 52+ fighters in their Air Force, while in the mean time the next two full-strength squadrons of Chengdu/Pakistan Aeronautical Complex JF-17 Thunders are close to becoming fully functional.
According to the service, the 17 F-16 Block 52+ fighters were inducted into the 5th Squadron on March 11. The final aircraft of the 18-unit deal is still being tested in the USA and is scheduled to arrive some time next month.
The new batch of the aircraft features 12 single-seat C-model versions and six two-sweat F-16Ds. The air force also states that it is negotiating with the USA for additional Block 52+ fighters due to a point in the contract which contained an option for extra 18 aircraft.
The new F-16s are being powered by Pratt & Whitney F100-229 engines. One of the other systems implemented in the F16 is Northrop Grumman’s mechanically scanned APG-68(V)9 radar and ITT’s ALQ-211(V)9 advanced integrated defensive electronic warfare suite.
The US Defense Security Cooperation Agency also offered a weapons package which included 500 Raytheon AIM-120C5 advanced medium-range air-to-air missiles, 200 short-range AIM-9M-8/9 Sidewinders, 1600 enhanced GBU-12/24 laser-guided bombs, 500 Boeing joint direct attack munitions and 700 BLU-109 penetrator bombs.
There is also a mid-life upgrade scheduled for the 34 F-16A/B Block 15 aircraft. Some of the fighters will be upgraded in Turkey, while others in Pakistan. The project is most likely to be completed by 2012.
Zeng Wen, vice-president of the China National Aero-Technology Import and Export Corporation (CATIC) stated at Air Show China, that Pakistan had 50 firm orders for the JF-17, but in the end they could buy up to 200.
The JF-17s will be used to replace fighters like the Dassault Mirage III, Mirage 5, Nanchang A-5 and the Chengdu F-7. All A-5s will be decommissioned in early April.
China and Pakistan have been known to cooperate on the development of the JF-17. Pakistan began the assembling in 2009 and can implement Western avionics, radars and various other systems in the JF-17 by 2012.

Fire-Detection Radar Sale to Iraq Proposed

The Pentagon has told Congress that it wants to sell up to $300 million worth of fire-detection radars to Iraq, according to a Defense Security Cooperation Agency (DSCA) notice.
If approved by lawmakers, the sale would include six AN/TPQ-36(V)10 Firefinder radars, 18 AN-TPQ-48 Lightweight Counter-Mortar radars, parts, training and logistical support, according to the DSCA notice. DSCA is the arm of the Pentagon that notifies lawmakers of proposed foreign military sales.
The Firefinder, built by Northrop Grumman and Thales Raytheon Systems, is a ground-based radar that detects medium-range mortars, artillery and rocket launchers, according to a Raytheon fact sheet. The U.S. Army and Marine Corps use the system.
The Lightweight Counter-Mortar radar, built by Syracuse, N.Y.-based SRCTec, detects and locates mortar firing positions by tracking the mortar shell to the weapon it was fired from, according to a company fact sheet.
"The proposed sale of the Firefinder radars will advance Iraq's efforts to develop an integrated ground defense capability and to develop a strong and dedicated military force," the DSCA notice states. "The Firefinder radars will enable Iraq to assume some of the missions currently accomplished by U.S. and coalition forces and to sustain itself in its efforts to establish stability to Iraq."
Smith-Detection Technologies in Edgewood, Md., ITT Corp. and L-3 Communications would also supply equipment should the contract be approved.

Coalition Against Gadhafi Growing

Overall direction of the extended, multi-national effort to enforce a United Nations-mandated no-fly zone over Libya is not yet clear. While the U.S. is leading military operations, several key NATO partners are also involved in combat operations which began March 19.

"The U.S. is militarily in the lead," Vice Adm. Bill Gortney, director of the U.S. Joint Staff, said at a March 20 Pentagon briefing, but the goal is to shift to a coalition-led leadership structure.
"We do not know when we'll be ready to do that and we don't yet know what that structure will be," he told reporters.
The immediate goal of the combat operations is not to oust Libyan leader Moammar Gadhafi, but to protect civilians with the establishment of a no-fly zone over Libya's northern regions, Adm. Mike Mullen, chairman of the U.S. Joint Chiefs of Staff, said while making the rounds of Sunday-morning talk shows,
U.S. forces gathered to conduct military operations against Libya are organized under U.S. Africa Command (AFRICOM), commanded by Army Gen. Carter Ham from his headquarters in Stuttgart, Germany. Locklear is triple-hatted as commander of U.S. Naval Forces Europe, U.S. Naval Forces Africa and of the Allied Joint Force Command, headquartered in Naples, Italy.
British Major Gen. John Lorimer described the command structure at a morning briefing March 20. "This operation is currently under U.S. command, supported closely by French and U.K. armed forces. AFRICOM is the supported Combatant Command, and U.K. has liaison officers and staff embedded at every level," Lorimer said.
A French defense ministry source told Agence France-Presse March 20 that coalition members conducting air strikes on Libyan targets are coordinating their actions but there is no central command organizing the attacks.
"There is no centralized headquarters and at this stage everyone is using their own headquarters in a coordinated manner," the French source said.
The French are operating out of Mont Verdun, near Lyon in the east of the country, where the air force has its chief air defense control center. The British headquarters are at Northwood, in the suburbs of London, and those of the United States at Ramstein in southwest Germany. The American HQ has the "greater planning capacity," the French source said.
He added that there were "exchanges of staff between the three HQs," in particular between Mont Verdun and Ramstein, and a "definition of command structures as the deployment takes place."
The purpose of Operation Odyssey Dawn, according to AFRICOM, "is to enforce U.N. Security Council Resolution 1973, which is centered on protecting Libyan citizens from any further harm from Libyan leader Moammar Gadhafi's regime."
First Strikes 'Effective'
Forces from the U.S., France, Italy, Canada and the United Kingdom were involved in the initial operations and strikes on Libya on March 19, which included the launch of at least 110 Tomahawk land-attack cruise missiles from U.S. surface ships and submarines and one British submarine.
Gortney said on March 20 that more Tomahawks had been launched since then, bringing the total to 124.
Combat aircraft from the U.S., U.K., and France took part in the first strikes on Libyan targets. Many of the aircraft are operating from at least seven air bases in southern Italy.
The first strikes were aimed at Libya's air defense systems, including SA-2, SA-3 and SA-5 surface-to-air guided missiles, and their guidance radars.
"We judge these strikes to have been very effective in degrading their systems," Gortney said. "There has been no new air activity by the regime," he said. "The fixed missiles, SA-2, 3 and 5, and early warning radars have been taken down and we do not see them emitting."
Further strikes were conducted March 20 against Libyan government forces about 10 miles south of Benghazi, Gortney said. While battle reports are still coming in, "we judge those strikes at having been quite successful at halting ground movement."
"Benghazi is certainly not safe from attack but is certainly safer than yesterday," he added.
The attacks were carried out by U.S., British and French strike aircraft, Gortney said, supported by U.S. Navy EA-18G Growler electronic warfare aircraft flying from land bases.
Strikes were also conducted against the Ghadrabiya air base, a joint military and civilian facility, Gortney said. U.S. Air Force B-2 Spirit stealth bombers using joint direct attack munitions (JDAMs) took on the mission, flown from their base at Whiteman Air Force Base in Missouri, he added. A number of military targets at the base were destroyed, he said.
There were no indications of civilian casualties, Gortney said.
The Libyan government has claimed that at least 48 people have died in the assaults.
Libyan leader Gadhafi is not a target.
"At this point I can guarantee that he is not on a targeting list," Gortney said.
No coalition aircraft have been lost, he noted.
Coalition forces are not now targeting mobile anti-aircraft sites, Gortney, said, including SA-6 and SA-8 mobile missile launchers or the many hand-held SA-7 missile launchers, nor are anti-aircraft guns being directly targeted.
"There are so many mobile guns that it's better to avoid them," he explained.
Gortney would not answer questions about specific nations allowing coalition aircraft to operate from their bases or about overflight issues.
Gadhafi's call for a cease fire garnered little respect from Gortney.
"I question anything that Gadhafi calls for," Gortney said. "He moved troops into Benghazi after he called for a cease fire."
Gortney noted growing support for the coalition operations.
"Shortly before I came, in here the Arab League endorsed our enforcement of the no-fly zone," he said.
Coalition Growing
The coalition supporting the no-fly zone against Libya is growing, Gortney said, and is not limited.
"We'll take as many coalition partners as will commit to do this with us," he said. "We have many nations that are waiting to announce themselves."
More forces from the first five countries are en route to the region, and several other nations have joined the coalition or appear about to join.

U.S. Under Pressure to Arm Libya Rebels

WASHINGTON - The administration of President Barack Obama has come under mounting pressure to arm Libyan rebels facing an emboldened and regrouping military, amid charges Washington missed recent chances to oust the country's strongman.
Obama has insisted that all options, including military action, remain on the table with respect to Libya, where Moammar Gadhafi's forces have unleashed deadly airstrikes on rebels and civilians in efforts to crush an uprising in which thousands are feared dead.
But with the administration cautioning that a decision on a no-fly zone was still far off, opinion among U.S. lawmakers and former officials appeared to coalesce around the likelihood that supplying weapons to the outgunned rebels was a way forward.
"I assume that a lot of weapons are going to find their way there (to rebels in Libya) from one means or another over the course of the next weeks," Senate Foreign Relations Committee Chairman John Kerry, from Obama's Democratic Party, told CBS's "Face the Nation" March 6.
Ex-governor of New Mexico Bill Richardson, a former U.S. ambassador to the United Nations, also said it was time to "covertly arm the rebels" and enforce a no-fly zone over Libya.
And Stephen Hadley, national security adviser to Obama's predecessor George W. Bush, said Washington should look at the potential for funneling arms to Gadhafi's opponents.
"Obviously, if there is a way to get weapons into the hands of the rebels, if we can get anti-aircraft systems so that they can enforce a no-fly zone over their own territory, that would be helpful," Hadley told CNN.
Pentagon spokesman Col. David Lapan declined to confirm any potential plans to send weapons to opposition forces, simply telling AFP that "all options are being considered."
According to The New York Times, these options could include use of signal-jamming aircraft in international airspace to muddle Libyan government communications with military units.
Another tactic would be to air-drop weapons and supplies to Libyan rebels, the report said. Other options under consideration also included inserting small special operations teams to assist the rebels, as was done in Afghanistan to topple the Taliban, the paper noted.
Kerry said a no-fly zone should be set up in conjunction with allies, but warned that direct military action would be "trickier."
"The last thing we want to think about is any kind of military intervention, and I don't consider the fly zone stepping over that line," Kerry said.
U.S. Defense Secretary Robert Gates has warned that imposing a no-fly zone begins with direct military action, as it would require bombing raids to eradicate Libya's air defenses, thus potentially dragging the United States into a third major war front after Iraq and Afghanistan.
But both Kerry and Republican Sen. John McCain - two of the most renowned combat veterans in the U.S. Senate - downplayed the risk and complexity of such a move.
"That's actually not the only option for what one could do," said Kerry.
"One could crater the airports and the runways and leave them incapable of using them for a period of time."
There were other ways of displaying U.S. might to Tripoli, including the use of military transport planes to fly Egyptian refugees out of Tunisia, and the recent arrival in the Mediterranean of two U.S. warships with Marines on board.
"We have made the presence of American military felt for that purpose," Kerry said.
A former Tripoli regime member complained that Washington has missed a key opportunity to end Gadhafi's four-decade grip on power.
"We asked for help when he was on the ropes," said Libya's ex-minister of immigration Ali Errishi, who resigned shortly after the uprising began nearly three weeks ago, along with several key Gadhafi loyalists and military figures.
"They were dragging their feet, I don't know why."
Rebels have taken control of much of Libya's eastern half, but Gadhafi's well-armed forces have gone on the counter-attack against rag-tag groups of rebels who are often armed only with AK-47 assault rifles.
McCain, Obama's 2008 rival for the presidency, said a no-fly zone would "send a signal to Gadhafi" that Obama was serious in his call for the Libyan leader to step down.
"It would be encouraging to the resistance, who are certainly outgunned from the air," he told ABC's "This Week."
He backed off from direct military engagement but noted Washington could also provide technical assistance and intelligence capabilities.

S. Korea Blames North for GPS, Phone Jamming

SEOUL - North Korea has been trying since March 4 to jam mobile phones in the Seoul area, as well as GPS tracking devices used by South Korean troops, government and intelligence authorities here said.

The North is believed to be conducting trials of its truck-mounted GPS jamming equipment, allegedly modified from Russian ones, according to the sources, amid high tension over the ongoing joint command post/field training exercises by South Korean and U.S. forces.
The local Munwha Broadcasting Corporation, or MBC, reported the General Bureau of Surveillance of the North Korean People's Army, blamed for the deadly sinking of South Korea's Cheonan warship last year, was behind the latest attempt to block South Korean communication devices.
Col. Yoon Won-shik at the public affairs office of South Korea's Ministry of National Defense declined to comment on the report, and whether or not the GPS-jamming signals were sent by the North.
Yoon said, however, his ministry "has already recognized the North's intent to develop its technology used in blocking GPS signals in the South."
According to the Korea Communications Commission, GPS signals in Seoul and nearby cities, including the western port city of Incheon and Paju near the Military Demarcation Line (MDL) dividing both Koreas, started being disrupted in the afternoon of March 4.
As a result, some mobile phones both used by civilians and soldiers - as well as certain military equipment, such as distance measurement devices in artillery units - in the areas didn't work properly, the commission said.
Some citizens in the areas were still suffering network problems with their cellular phones March 6, it said.
Commission and other government officials believe the GPS-jamming signals were sent from the North's military bases in Haeju and Gaeseong, which are close to the heavily fortified border.
"The signals were sent intermittently every five to 10 minutes, so we suspect the North was testing its new GPS blockers imported from overseas given that the jamming signals were not sent continuously," an unidentified intelligence source said, according to Yonhap news agency.
Damage by the GPS disrupting maneuvers was relatively minor, the official said, adding: "The South Korean government has already been on track to establish an anti-jamming system to control and overcome such a low level of GPS blocking attempts."
In a parliamentary audit of the defense ministry in October 2010, former Defense Minister Kim Tae-young said that the North had already developed a GPS jammer by copying a Russian device.
The jammer is believed to be capable of disrupting all GPS signals in radius of 50 to 100 kilometers (31 to 62 miles), including state-of-the-art missiles and precision bombs.
When the Iraq War began in 2003, the Iraqi army is known to have caused a stir by using a similar GPS jamming system to disrupt the U.S. military's guided weapons systems.
The South Korean military and U.S. Forces Korea (USFK) has boosted their GPS-guided precision striking missiles in recent years.
Since last March, USFK has deployed five new A-10 ground attack jet aircraft that can carry the Joint Direct Attack Munition (JDAM). The South Korean Air Force has also equipped its fleet of KF-16 fighters with JDAMs.
The JDAM can be used in neutralizing North Korea's artillery pieces hidden in mountain caves and tunnels near the border.
