U.S. Army to Deploy Over 1,000 Switchblade 600 Drones Under Replicator Program





 The U.S. Army plans to deploy more than 1,000 Switchblade 600 drones over the next year as part of the Replicator initiative. This program, spearheaded by the Pentagon, aims to field thousands of uncrewed systems. General James Mingus, the Army’s vice chief of staff, disclosed this quantity during a House Appropriations defense subcommittee hearing on June 21 at the Defense Innovation Unit’s headquarters in Mountain View, California.

Manufactured by AeroVironment, the Switchblade 600 loitering munition is among the initial systems the Defense Department will procure through the first tranche of the Replicator program. It is the only system officials have identified by name so far. Other systems include an unspecified fleet of maritime drones, uncrewed surface vehicles, and counter-drone systems.

Replicator, announced by Deputy Defense Secretary Kathleen Hicks last August, has two main objectives. In the short term, the Pentagon aims to deploy large numbers of expendable drones to counter China. The larger goal is to establish a sustainable process for acquiring technology to meet the department’s urgent operational needs.

The Pentagon plans to allocate $1 billion to the Replicator effort during fiscal years 2024 and 2025, with funds sourced from prior year appropriations, a reprogramming request, a national security supplemental approved in August, and the department’s yet-to-be-approved FY-25 budget proposal.

Switchblade drones have seen significant use on battlefields in Russia, Syria, and Iraq. The Army initially intended to procure the system through its Low Altitude Stalking and Strike Ordnance program in smaller quantities. In October, the Army announced plans to purchase 100 Switchblade drones for testing and deployment within its units.

General Mingus highlighted the collaboration behind this innovation during the hearing, noting that the Switchblade was included as part of Replicator Tranche One and will now be scaled up to over 1,000 units in the coming year.

Deputy Defense Secretary Hicks announced last month that the department began fielding Replicator systems to Indo-Pacific Command in early May. However, the Pentagon has not disclosed the specific systems or quantities fielded.

“This demonstrates that warfighter-centric innovation is not only feasible but is also yielding tangible results,” Hicks stated. “As we deploy these systems, our comprehensive capability development process continues.”

White House Criticizes Shipbuilding and Defense Measures in FY25 Defense Bill

 




The White House issued a statement on Tuesday critiquing various elements of the House’s fiscal 2025 defense policy bill ahead of upcoming votes.

While the statement commended the House Armed Services Committee for its bipartisan efforts on the $884 billion bill, it highlighted concerns over provisions related to shipbuilding, the formation of an Army drone corps, missile defense, and pricing transparency for defense contractors.

The White House also pressed Congress to establish an Indo-Pacific Security Assistance Initiative, which the bill lacks despite a Pentagon request for a program similar to the one aiding Ukraine.

“The administration looks forward to continuing to work with Congress to set appropriate and responsible levels of defense and non-defense spending to support the security of the nation,” stated the White House’s Office of Management and Budget, expressing a desire to collaborate on addressing concerns.

Despite its objections, the White House did not issue a veto threat but warned that this could change if the House adopts certain socially conservative amendments proposed by the Republican right-flank during this week’s votes.

Last year, Republicans adopted a similar strategy, turning a bipartisan bill into a partisan one with amendments from the Freedom Caucus. However, these provisions were removed during Senate negotiations, resulting in a bipartisan compromise bill for FY24 in December.

The Senate Armed Services Committee is set to mark up its version of the FY25 defense policy bill later this week.

House Armed Services Chairman Mike Rogers (R-Ala.) and Rep. Adam Smith (D-Wash.), the committee’s top Democrat, urged the Rules Committee to prioritize non-divisive amendments out of the 1,386 proposed.

“The bill we are presenting today is truly bipartisan,” said Rogers, noting that it advanced 57-1 last month. Smith added that efforts to restrict reproductive healthcare or LGBTQ rights would pose significant problems, as would any attempt to block the Department of Defense’s inclusivity efforts.

Shipbuilding Disagreements

Aside from potential social policy conflicts, the Armed Services Committee is at odds with defense appropriators over their draft spending bill, which overrides several provisions in the defense policy bill. For instance, the draft FY25 defense spending bill does not fund the policy bill’s $1 billion authorization for a second Virginia-class attack submarine, aligning with the White House and Navy’s decision to fund only one due to production delays.

“The authorization of incremental funding for a second [Virginia-class submarine] would result in a significant unplanned bill in FY26,” noted the White House statement. The Biden administration encourages Congress to support near-term submarine industrial base investments instead.

The Armed Services Committee argues that dropping a second Virginia-class vessel in FY25 will set back companies further down the submarine supply chain. The defense policy bill also cuts $1.17 billion in procurement of a frigate for FY25, drawing further White House objections.

Additionally, the White House opposed a provision blocking the retirement of guided-missile cruisers, arguing that ships like the USS Shiloh and USS Lake Erie are too costly to modernize and restore.

Army and Missile Defense

The White House strongly opposes the bill’s provision to create a drone corps within the Army, citing concerns over specialization and flexibility. It also opposes establishing a third continental missile interceptor site on the east coast by 2030, arguing there is no operational need for such a site, with 20 Next-Generation Interceptors to be fielded in Alaska by 2028.

Defense Contractor Pricing Data

The White House also objects to a provision raising the cap for obtaining certified cost or pricing data from subcontractors to $5 million, up from $2 million. This change would reduce the incentive for prime contractors to negotiate fair contracts with subcontractors, creating unnecessary taxpayer risks.

The Project on Government Oversight, a watchdog group, also opposes this provision, arguing it would allow prime contractors to provide outdated historical data to justify price hikes, complicating the contracting officers’ ability to determine fair pricing.

US Army Pushes For Lighter, High-Tech Abrams Tank with Enhanced Capabilities

 




The U.S. Army has awarded General Dynamics Land Systems (GDLS) a contract to begin preliminary design for a new variant of the Abrams tank, designated M1E3. This new tank is expected to be lighter and incorporate advanced technologies to enhance its battlefield survivability, according to Brig. Gen. Geoffrey Norman, the head of combat vehicle modernization.

The contract aims to align the development of the M1E3 Abrams with the M30 Mechanized Infantry Combat Vehicle, hoping to field both simultaneously within armored brigade combat teams. Whether this alignment is possible will depend on factors such as technology maturation and budgets.

The Army is currently running a competition between American Rheinmetall Vehicles and GDLS to develop the XM30 vehicle, which will replace the Bradley infantry fighting vehicle. A winner is expected to be chosen by late fiscal 2027 or early fiscal 2028.

The preliminary design schedule for the M1E3 is under review, with a more concrete timeline anticipated by fall. The Army decided last fall to abandon its upgrade plans for the Abrams tank in favor of a more significant modernization effort, resulting in the end of the M1A2 System Enhancement Package version 4 program.

The M1E3 will be an engineering change proposal with a different design approach to meet existing requirements, resulting in a very differently configured Abrams tank. Over the next 18 months, the Army will focus on technology maturation efforts, including autoloader capabilities, alternate power trains, active protection systems, and aids for fully buttoned-up crew operation.

The goal is to reduce the tank's weight from its current 73 tons to under 60 tons, though this is considered ambitious. Changes may include a revised crew configuration, possibly involving a remote or optionally manned turret. Hybrid power trains will also be examined to reduce fuel consumption and achieve silent watch and drive capabilities, while still maintaining high dash speeds.

The M1E3 will feature an integrated active protection system as a core component of its design to enhance vehicle survivability. This new tank variant represents a major step in the modernization of the U.S. Army's armored forces.

US Army Expands Competition for Short-Range Laser Defense Systems

 



The U.S. Army is broadening its evaluation of 50-kilowatt platforms as it pursues the acquisition of short-range air defense laser weapons. Despite deploying the initial four prototypes to U.S. Central Command’s area of operations, the Army is considering additional platforms to enhance its capabilities, according to a Defense News report.

Currently, three Directed Energy Maneuver-Short Range Air Defense systems (DE M-SHORAD) are operational in Iraq, facilitating experimentation in relevant operational environments. The fourth prototype will join them after undergoing necessary adjustments, stated Lt. Gen. Robert Rasch, director of the Rapid Capabilities and Critical Technologies Office.

While the Army originally intended to conclude the DE M-SHORAD prototyping effort and transition to Program Executive Office Missiles and Space by 2023, it has extended the timeline to fiscal year 2025 for further development.

The initial prototypes feature a 50-kilowatt laser installed on a Stryker combat vehicle, with Raytheon and Kord Technologies leading integration efforts. Two additional 50-kilowatt platforms from nLight and Lockheed Martin will be evaluated next year, offering different designs and characteristics.

The Army's evaluation process is expected to span approximately two years, gathering data from existing and new systems to inform senior leadership decisions by the late 2026 or early 2027 timeframe. Rasch emphasized the importance of maintaining competition to enhance overall performance and affordability.

While progress may seem slow, Rasch underscored the significance of operationalizing the systems to understand their lethality and reliability in real-world scenarios. The Army is investing approximately $100 million annually in this endeavor, evaluating laser options ranging from 10 to 300 kilowatts to address various threats and missions.

Through an integrated test campaign, the Army aims to collect comprehensive data on power, lethality, affordability, and reliability across directed-energy weapons. This approach will inform strategic decision-making and help optimize defense strategies against emerging threats in diverse environments, Rasch concluded.
