U.S. Marines Won't Fly Brit Harriers

An official announcement could come within days of Britain's sale of its remaining Harrier jump jets to the U.S. Marine Corps, but sources are saying privately the purchase will be strictly for spare parts and logistic support, and not a move to increase the operational fleet.

"We have no intent at any point to ever fly any of these" British jets, said one U.S. source.
The two-part deal was revealed Nov. 10 during a conference in New York, when Rear Adm. Mark Heinrich, chief of the U.S. Navy's Supply Corps, told attendees he had negotiated a $50 million deal to purchase the spare parts inventory from the British.
A separate deal, he said, was being negotiated by the U.S. Navy's Naval Air Systems Command (NAVAIR) to acquire all 74 remaining GR Mark 9 and Mark 9A Harriers and their spare Rolls-Royce engines from the British.
Neither NAVAIR nor the British Ministry of Defence would officially comment on the negotiations, but sources on both sides of the Atlantic confirmed the deal was in the works.
Heinrich said the spare parts deal was worth $50 million, but no value for the larger aircraft and engine deal has been revealed.
One U.S. source, however, said that acquisition of the British aircraft and their spares could save the Marines up to $1 billion over the life of the fleet. The Marines plan to operate the AV-8B at least until 2025, when conversion to the F-35B Joint Strike Fighter is expected to be completed.
Britain retired its joint force of Royal Air Force and Royal Navy Harrier aircraft late last year in one of the most controversial moves in a series of defense reductions, which also cut the aircraft carriers that operated the jets, other warships, maritime patrol planes and personnel.
British and U.S. Harrier II aircraft had a high degree of commonality from the beginning. The planes were developed and built in a joint arrangement between British Aerospace - now BAE Systems - and McDonnell Douglas, now a division of Boeing. While each company built its own wings, all forward sections of the British and American Harrier IIs were built by McDonnell in St. Louis, while British Aerospace built the fuselage sections aft of the cockpit.
"All the planes have to fit together," Lon Nordeen, a Harrier expert and author of several books about the aircraft, pointed out.
"There are significant differences between Royal Air Force GR Mark 9s and Marine AV-8Bs, which would be a challenge to overcome," Nordeen added. "However, the engines and spare parts would be very valuable for long-term sustainment of the Marine Corps Harrier fleet."
U.S. Navy and Marine Corps sources would not comment last week on media queries about their plans for the British jets, leading to speculation that the aircraft might be made operational.

U.S. To Buy Decommissioned British Harrier Jets

WASHINGTON and LONDON - Britain has agreed to sell all of its 74 decommissioned Harrier jump jets, along with engines and spare parts, to the U.S. Navy and Marine Corps - a move expected to help the Marines operate Harriers into the mid-2020s and provide extra planes to replace aging two-seat F-18D Hornet strike fighters.

Rear Adm. Mark Heinrich, chief of the U.S. Navy's Supply Corps, confirmed the two-part deal Nov. 10 during a conference in New York sponsored by Bank of America Merrill Lynch in association with Defense News.
Heinrich negotiated the $50 million purchase of all Harrier spare parts, while Rear Adm. Donald Gaddis, the U.S. Navy's program executive officer for tactical aircraft, is overseeing discussions to buy the Harrier aircraft and their Rolls-Royce engines, Heinrich said.
A spokesman for the Ministry of Defence in London confirmed the Disposal Services Agency was in talks with the U.S. Navy for the sale of the Harriers. The deal had yet to be concluded, he said Nov. 11.
Britain retired its joint force of Royal Air Force and Royal Navy Harrier aircraft late last year in one of the most controversial moves of the defense reductions, which also cut the aircraft carriers that operated the jets, other warships, maritime patrol planes and personnel.
Most of the retired Harriers are stored at the Royal Air Force base at Cottesmore, England.
They have been undergoing minimum fleet maintenance, including anti-deterioration measures, in order to keep them airworthy, Heinrich said.
A spokesman for the U.S. Navy's Naval Air Systems Command declined Nov. 11 to comment on the deal, deferring to the British military.
An MoD source said Nov. 11 that he thought both deals could be signed in the next week or two. The MoD source confirmed that the entire fleet of 74 Harrier aircraft was involved in the sale.
Heinrich noted that payment details were the only outstanding issue on the parts deal discussions, and he said the purchase will give the U.S. Marines a relatively economical way to get their hands on key components to keep the Harrier fleet running.
Similar Aircraft
While it is unusual for the U.S. to buy used foreign military aircraft for operation, integration of the British planes into Marine Corps squadrons shouldn't be a major problem, one expert said.
"I don't think it will be costly to rip out the Brit systems" and replace them with Marine gear, said Lon Nordeen, author of several books on the Harrier.
Nordeen noted that the British GR 9 and 9As are similar in configuration to the Marines' AV-8B night attack version, which make up about a third of U.S. Harriers. The British planes also are night planes dedicated to air-ground attack, he said, and while both types carry Forward Looking Infrared (FLIR) sensors, neither is fitted with a multimode radar such as the APG-65 carried by U.S. AV-8B+ models.
The absence of the big radar, Nordeen said, makes the GR 9A and AV-8Bs "a better-performing plane. Weighing less, it's more of a hot rod."
British GR 9s, although upgraded with improved avionics and weapons, are powered by the Rolls-Royce Mark 105 Pegasus engine. GR 9As have the more powerful Mark 107, similar to the Rolls-Royce F402-RR-408s that power Marine AV-8Bs.

"All the planes have to fit together," Nordeen said.
The Harrier IIs, built between 1980 and 1995, "are still quite serviceable," he said. "The aircraft are not that far apart. We're taking advantage of all the money the Brits have spent on them. It's like we're buying a car with maybe 15,000 miles on it."
Operationally, Nordeen said, "these are very good platforms. They need upgrades, but on bombing missions they have the ability to incorporate the Litening II targeting pod [used by U.S. aircraft]. They're good platforms. And we've already got trained pilots."
Marine Corps Harriers are to be phased out by 2025, when replacement by new F-35B Joint Strike Fighters should be complete.
Nordeen, however, said he expects the British Harriers to be used initially to replace two-seat Marine F-18D Hornet fighters now operated in the night attack role.
"The F-18Ds are more worn out than the Harriers," Nordeen said. "Most of the conversions [of ex-British aircraft] early on will be to replace 18Ds and not Harriers." He noted the first Marine F-35B squadron already is slated to replace an F-18D unit.
Nordeen applauded the move.
"I would see this as a good bargain to extend the operational utility of the Harrier II fleet, no matter what," he said.

USMC to Test Communications-jamming Device


A U.S. Marine Corps AV-8B Harrier jump jet squadron is set to conduct trials on the services' new Intrepid Tiger II communications intelligence and jamming pod next month.
The device is an open-architecture, commercially derived unit built by the service to quickly and effectively field state-of-the-art electronic attack capabilities on a limited budget. This will be the second iteration of the pod.
Each pod - which is integrated by the service itself, not a contractor - costs less than $600,000 and can be upgraded by simply replacing off-the-shelf internal components without exhaustive integration work or testing, said U.S. Marine Lt. Col. Jason Schuette, who serves in the U.S. Navy's N88 office as the EA-6B and Marine Air Ground Taskforce (MAGTF) electronic warfare requirements officer. Schuette was speaking at the Lexington Institute's Electronic Attack Capitol Hill Conference on July 28.
"In fact, in two years, when I get ready to upgrade whatever is inside this pod, I will just pullout the part and put in the new one," Schuette said of upgrading the device to it's future Intrepid Tiger II configuration. "I will [not] rely on industry to continue to make a part that is old and obsolete; I'll put in the new one."
Eventually the pod will not only collect communications intelligence and jam those transmissions, but also it will be upgraded to provide electronic support.
Schuette said the service was able to build the cheap and flexible pod by leveraging commercial development of the electronic hardware. New civilian hardware can produce very clean signals, he said.
The challenge, said Schuette, is the bureaucracy - the Marines have to convince the test community that the new part will not have to undergo an exhaustive test process from scratch.
"The challenge will be convincing the testing powers-that-be that we shouldn't have to go back and do all sorts integration testing to field this pod that we continue upgrade," Schuette said.
Timely fielding of new technology is critical in the fast moving electronic attack field because technology and threats change rapidly, he said. Fielding upgrades quickly is vital.
The pod will be tested next month with a Harrier squadron and will deploy in the fall if everything goes according to plan, Schuette said. But eventually the pod will also be carried on the F/A-18 Hornet fighter and AH-1 attack helicopters.
In keeping with Marine doctrine, the pod will be used to support Marine ground forces, whose radio battalions will control the pod from the surface. The pilot will be able to control the pod, but the idea is that Marines on the ground control the pod, eventually with a handheld device.

Loss of Carrier Strike Capability Top Concern of Royal Navy Chief

LONDON - The head of the Royal Navy says retaining Britain's carrier strike capability would have been top of his "wish list" if the recent strategic defense and security review were to be rewritten.

First Sea Lord Adm. Sir Mark Stanhope told the parliamentary defense committee that if Britain still had a carrier available, it would be deployed off the coast of Libya helping to enforce U.N. Resolution 1973.
Giving evidence alongside the heads of the Army and Air Force on the impact of last year's defense review, Stanhope said that retaining HMS Ark Royal and its fleet of Harrier strike aircraft would have been his top priority if the government's strategic defense review and associated four-year defense spending plan could be revisited.
Britain's Navy was hard hit by the latest round of defense cuts with frigates, destroyers, an aircraft carrier and support ships all being pensioned off. The other two services also suffered heavy cuts, particularly the Royal Air Force.
Later in his evidence, Stanhope pointed to the impact the cuts were already having, saying the Royal Navy would find it "significantly challenging" to maintain the deployment of a frigate and a mine countermeasures vessel off the coast of Libya for much more than six months without crippling other standing commitments.
The British government axed the Royal Navy's remaining aircraft carrier and the Harrier aircraft that fly from its deck as part of a strategic defense and security review that saw surveillance aircraft, warships, tanks and other equipment eliminated to help meet swinging cuts to the defense budget over the four years ending 2014.
Withdrawing Ark Royal and the Harriers earlier this year was by far the most controversial element of the defense spending cuts. Stanhope later indicated he would not oppose resurrecting the Harrier force if possible and if money was made available to support the aircraft.
Stanhope and Air Marshal Sir Stephen Dalton, the chief of the Air Staff, were asked by a defense committee member whether returning the Harrier force to service had gone beyond the point of no return.
Dalton said it had. But Stanhope responded that while Dalton's statement was correct, he would "like to think that should a decision [be made to reassess the Harrier force, we could], look again. It all comes down to money."
Stanhope said the Royal Navy is faced with the task of regenerating the carrier force in the latter half of the decade as a new aircraft carrier and the F-35C fighter become available. Rebuilding an aircraft carrier force around 2019 could only be done with the assistance of allied carrier operators France and the U.S., he said. Such a program is now being developed, Stanhope said.
Three Fleet Air Arm pilots are already flying F/A-18s with the U.S. military to help maintain British capabilities. A fourth is due to move to the U.S. soon, he said.
Britain is building two 65,000-ton carriers, with the first entering service around 2017 and the second scheduled to be ready around 2019.
The defense cuts saw the government commit to only operating the second of the warships as an aircraft carrier.
Stanhope said Britain would have to operate two carriers unless it wanted to follow the example of France, which could only get its single carrier, the nuclear powered Charles de Gaulle, operational for five years in every eight. The remainder of the time is devoted to maintenance and workup, he said.
The Harriers were operated jointly by the Royal Navy and Air Force, and the plan is to do the same with the F-35s. In his evidence, Dalton denied the RAF had any ambitions to take over the role of the Fleet Air Arm on the Navy carriers, and said a 60-40 split in favor of the Air Force had already been agreed to between the two services.
Dalton said the carrier would start operating with a single squadron of F-35s and eventually work up to three squadrons.

Harrier Ops Making Case for F-35B

BOARD THE USS KEARSARGE - When U.S. naval strike jets hit targets in Libya in the predawn hours of March 20, they weren't flying from aircraft carriers.
Instead, the U.S. Marine Corps' short-takeoff, vertical-landing AV-8B Harrier IIs did the job from this amphibious assault ship. And that, said the senior Marine commander aboard, shows why his service needs the F-35B Joint Strike Fighter, the STOVL plane whose developmental problems have landed it under a two-year "probationary period" and made it a favored target of some budget-cutters.
"It would be lovely to have an aircraft carrier here, but there are not enough to go round," said Col. Mark Desens, the commander of the 26th Marine Expeditionary Unit, which operates the AV-8Bs aboard the Kearsarge. "What we do have is the opportunity to do a lot of things with this vessel, and we are accomplishing a tremendous return on investment with these six STOVL jets."
As the Libyan operation was coming together in the days leading up to the attack, the Wasp-class vessel was the only U.S. Navy vessel with a substantial flight deck near the Mediterranean Sea. Smaller than a full-sized Nimitz or Ford-class aircraft carrier equipped with catapult launchers, the Wasp-class ships can host STOVL aircraft alongside a host of helicopters.
By the time air strikes began, the six Harriers were just a small part of the 200-plus coalition aircraft assembled for the operation. But because the Kearsarge was far closer to Libya than the French and Italian air bases used by jets from other allied countries, the Harriers could fly not one but two sorties per night.
Analysts and sources said their performance has been a godsend for partisans of the F-35B. As the cost of the Joint Strike Fighter program ballooned, the knives came out for the STOVL version. Last fall, the United Kingdom abandoned its plans to buy the F-35B, leaving Italy and the U.S. Marine Corps as the only remaining buyers. Italy is nervous about the aircraft's fate since its new aircraft carrier, the Cavour, is built to host STOVL aircraft only.
For the Marine Corps, losing the strike jet would require a wholesale rethinking of their approach to combat. It would neuter the planned amphibious assault ship America, which is being built without a well deck, almost purely as a STOVL platform. It might even prevent the Marines from carrying out forced-entry amphibious landings, their raison d'etre recently blessed by Defense Secretary Robert Gates.
Will the STOVL jets' role in Operation Odyssey Dawn boost the case for the F-35B? "I would think so. We were here and we were ready to go," Desens said.
Big Improvement Desens and others noted that the F-35B would be a vast improvement over the Harrier. Not only does it carry more weapons and fuel, its sensors allow it to target enemy air defenses and vacuum up intelligence, surveillance and reconnaissance data and feed it back to the fleet.
"When you look at the capabilities of the F-35B and how much it expands the tool box, that aircraft is going to push us way out in front of any future potential threats out there," the colonel said.
The plane is such a leap forward that it brings the capabilities of amphibious assault ships closer to those of aircraft carriers, said Daniel Gouré, an analyst at the Lexington Institute, Arlington, Va. "In a sense, you're doubling the number of aircraft-capable ships in the U.S. Navy with the F-35B, because there are more than a dozen amphibs," Gouré said.
That means more sovereign flight decks that can launch military operations without potentially difficult negotiations over basing.
"A vessel is sovereign. With an AV-8B or an F-35B, you get an immediate ability to start impacting a wide range of things," Desens said. "As you look down the road, the need for a STOVL jet sells itself, because you are not going to get more aircraft carriers. An F-35B costs a lot less than a carrier."Desens noted that a STOVL jet can also move ashore with troops as they push farther away from the beachhead, landing and flying from far smaller patches of ground than regular fixed-wing planes.
"You have tremendous operational flexibility if you are going to do a projected land war, like Iraq and Afghanistan, where those jets were sea-based and then we put them ashore as we moved north, meaning we could turn around a lot more sorties," Desens said. "Put that together and why wouldn't you want a STOVL?" 4 A.M. Launch On the first night of Odyssey Dawn, four of the Kearsarge's six Harriers took to the skies at 4 a.m. to join other U.S. and allied aircraft halting government forcesadvancing on rebel-held Benghazi.
"We had been planning with intelligence before the Benghazi sortie, and we had a picture of the [government] positions on the highway" leading to the eastern Libyan city, said one Marine pilot, Capt. Michael Wyrsch, who was flying his first operational mission.
Covering the 150 miles to Benghazi in about 15 minutes, the pilots saw explosions from attacks on the loyalist military vehicles that were launched by U.S. Air Force F-15s and F-16s already on the scene.
The Harriers engaged the middle section of a convoy of about 50 vehicles, including Russian-built T-72 tanks, armored personnel carriers and artillery pieces, which were spread along several kilometers of the highway.
Dropping six GPU-12 laser-guided bombs, the Harriers destroyed four tanks, one refueling truck and an infantry fighting vehicle.
"We had indications of anti-aircraft radar activity, but were not fired on," Wyrsch said.
At 10 p.m. on March 20, four Harriers took off for a second sortie to locate and attack the remnants of the same convoy, which had been reinforced by new vehicles outside the city of Ajdabiya. Using night-vision goggles, the pilots dropped 12 GPU-12s, destroying mobile artillery and rocket launchers.
"The best use of these aircraft is against tactical equipment, frequently tanks and heavy army equipment," said Rear Adm. Peg Klein, the commander of the expeditionary naval force.
Harrier raids were suspended on the third night of operations, when two Ospreys were scrambled to pick up the pilot of an F-15E who had ejected near Benghazi after his fighter jet apparently suffered a mechanical failure.
Two Harriers from the Kearsarge arrived on the scene before the Ospreys and flew low over a "suspect" group of armored vehicles. They dropped two GPU-12s on the vehicles, and according to a military source, fired their cannons as well.
Media reports claimed that between five and 10 local citizens were injured by gunfire in the area around the time of the rescue. The Marines declined to comment on the reports of woundings, saying an investigation was underway.
The Ospreys came in at 250 mph and under 1,000 feet of altitude, following laser designation provided by an accompanying Harrier that had a GPS reference.
"We were looking at a needle and avoiding populated areas," one pilot said.
They landed and retrieved the F-15 pilot.
A second F-15 crew member whose GPS device was not transmitting was met by locals sympathetic to the rebels and later handed over to the U.S. military.
Speaking of the Osprey, Desens was unfazed by doubts over the effect of JSF jet blast on flight decks.
"Take the V-22, where we had a concrete issue with the exhaust close to the deck. We used hotplates, but you don't see that now because we have found techniques to create deflection. I don't know if we would do that with the F-35, but I am sure we would find a solution because when you have a capability that is worth that much, you will figure out a way to solve that problem," he said.
Bottom line, Desens said: The benefits of the F-35B will far outweigh any difficulties.

To-Date Costs of Libya Strikes: $550M

WASHINGTON - U.S. military strikes on Libya have cost $550 million so far, the Pentagon said March 29, adding that the tab was likely to increase another $40 million in the next few weeks.

Between March 19 and 28, the Defense Department spent more than 60 percent of the funds on munitions, such as missiles and bombs, with the rest going toward deploying troops and covering the costs of combat, including additional fuel needed for U.S. aircraft and ships.
U.S. troops fired at least 192 of the 199 Tomahawk cruise missiles launched against Libyan air defenses and command centers.
Each Tomahawk missile costs about $1.5 million, NATO Supreme Allied Commander Europe Adm. James Stavridis told a congressional hearing, bringing total expenditures for munitions alone to nearly $300 million.
The United States has also launched 455 of the 602 laser-guided weapons used by the coalition over the same period.
"Future costs are highly uncertain," said Navy Cmdr. Kathleen Kesler, a Pentagon spokeswoman.
Kesler estimated the Pentagon would spend another $40 million over the next three weeks as NATO assumes full control of coalition operations from the United States and U.S. forces gradually reduce their presence.
"After that, if U.S. forces stay at the levels currently planned and the operations continues, we would incur added costs of about $40 million per month," she told AFP.
U.S. Chief of Naval Operations Adm. Gary Roughead said last week that the operational costs in Libya were negligible.
"Because we're not mobilizing or sending more forces forward, all of these are relatively minor increases in costs," he said, adding that the United States would easily replenish its stock of Tomahawk missiles, which currently counts 3,000 such munitions.
