Germany and Spain Compete for Indian Navy Submarine Deal with Advanced AIP Technology

 




The Indian Navy's pursuit of fuel cell-based Air Independent Propulsion (AIP)-equipped conventional submarines is moving forward, albeit slowly. Currently, the Navy is evaluating two submarines for its advanced diesel-electric submarine needs, but only one has proven and validated technology. The Indian Navy is conducting field evaluation trials of the AIP technology developed by Spanish shipbuilder Navantia at Cartagena.

This technology has yet to be integrated into the S80 submarine offered to the Indian Navy, although a submarine of this class has already been inducted into the Spanish Navy without AIP technology. Navantia claims that its submarine design meets 'almost' all technical requirements of the P-75I without needing redesign.

Navantia's AIP system for the S80 produces over 300 kW of power, which can be directly applied to P75(I) without scaling up, thus reducing major risks for the Indian Navy. Factory testing of the AIP technology has been completed, simulating actual submarine mission conditions at the Cartagena Shipyard.

Navantia states that the S80 offered to the Indian Navy incorporates the latest technologies, such as Generation BEST AIP (Bio-ethanol Stealth Technology) and an advanced sensor suite. This third-generation AIP system uses hydrogen produced on board from bioethanol instead of stored hydrogen, allowing submarines to sail for up to three weeks submerged with minimal detectable signatures.

The Indian Navy also requires AIP technology combined with Lithium-ion batteries, enabling submarines to operate at high speeds without compromising their position. Navantia and its Indian partner, Larsen and Toubro (L&T), are not collaborating with another partner for proven Lithium-ion battery technology for this project.

Navantia's first submarine equipped with AIP BEST technology is expected to be operational by 2026. However, experts estimate that the AIP system will be ready for operational deployment in about three years, pending further laboratory tests and simulations.

Another submarine under consideration by India is already proven and used by several frontline navies. Recently, a submarine from this class completed a rare voyage under the Arctic ice. This submarine, the Arpão (S161), built by Howaldtswerke-Deutsche Werft (HDW) in Germany, is based on the export-optimized Type 214 design.

ThyssenKrupp has offered India its 214-class submarines, which combine advanced technologies from the 212 CD submarines with the latest AIP developments. These submarines, tailored to the Indian Navy's requirements, will feature Lithium-ion batteries, advanced sensor and combat systems, and enhanced stealth capabilities.

The 212 and 214-class submarines' AIP technology, powered by hydrogen fuel cells, allows for extended submerged operations and silent running, enhancing stealth. These submarines can operate silently, launch torpedoes stealthily, and have countermeasures against torpedoes, providing increased operational flexibility.

The Indian Navy is currently strengthening its undersea fleet, as evidenced by a recent exercise in the Arabian Sea involving eight submarines. Despite challenges such as dwindling fleet numbers and aging submarines, the Navy is pushing forward with plans to build six more conventional diesel submarines under Project-75 I.

However, the Chinese Navy's rapid expansion poses a significant challenge. China has been continuously deploying at least one nuclear-armed submarine at sea and is providing advanced submarine technology to Pakistan. In response, the Indian Navy is enhancing its capabilities to maintain strategic balance in the region.

The Indian Navy's adoption of AIP technology will enhance its fleet's capabilities, putting it in a better position against regional threats. While the Navy considers whether to proceed with proven technology or wait for the deployment of Navantia's AIP BEST technology on an operational submarine, the decision will significantly impact India's undersea defense strategy.

Japan Commissions Sixth Mogami-Class Frigate 'Agano' for JMSDF





 On June 21, 2024, Japanese shipbuilder Mitsubishi Heavy Industries Maritime Systems Co., Ltd. held a delivery and flag-raising ceremony for the ‘Agano’ (あがの), officially commissioning it into the Japan Maritime Self-Defense Force (JMSDF). The 'Agano' is the sixth vessel in the Mogami-class series of next-generation frigates, designated with the pennant number FFM-6. It will be stationed at the Maizuru Naval Base.

The frigate is named after the Agano River, a notable river in the Hokuriku region of Honshu, Japan. The ship was launched by MHI in Nagasaki in December 2022.



The Mogami-class frigates, also known as 30FFM and previously 30DX, represent the next generation of multi-mission vessels for the JMSDF. The JMSDF initially planned to procure 22 of these frigates but has revised this number to 12 by the end of fiscal year 2023. From 2024 to 2028, a new class of 12 improved Mogami-class frigates will be built, featuring longer-range missiles, enhanced anti-submarine capabilities, and improved maritime operational functionalities.

Key specifications of the FFM include a full load displacement of approximately 5,500 tons, a length of 132.5 meters, and a beam of 16.3 meters, with a maximum speed exceeding 30 knots. The frigates are designed to be highly automated, requiring a crew of about 90 sailors.

The FFM is equipped with advanced weaponry and systems, including:

The introduction of the new-class FFM aims to bolster the JMSDF's capabilities, with the enhanced frigates featuring improved anti-aircraft and search functions, potentially elevating them to the status of missile frigates (FFG).

Additionally, the Royal Australian Navy has shortlisted the Mogami-class as one of four contenders for its next frigate, alongside Germany’s Meko A-200, South Korea’s Daegu class FFX Batch II and III, and Spain’s Navantia ALFA3000. Admiral Sakai Ryo of the JMSDF welcomed this selection, emphasizing the high trust and evaluation of Japanese naval equipment.

Project-75I: German Shipbuilder to Provide Stealthy AIP Submarines with Lithium-Ion Batteries to Indian Navy

 




The Indian Navy is pursuing the acquisition of six submarines under its Project-75I, which aims to integrate Fuel Cell Air-Independent Propulsion (AIP) technology with Lithium-ion batteries. This combination will enable the submarines to remain submerged for extended periods and move swiftly without compromising their stealth.

The focus of the Indian Navy is not on having the largest or fastest submarines but rather on achieving superior stealth and lethality. German shipbuilder ThyssenKrupp, a leading contender for the contract, has proposed its 214-class submarines, which incorporate advanced AIP technology and are tailored to Indian requirements. These submarines will be an enhanced version of the 214 class, featuring advanced sensors, combat systems, and Lithium-ion batteries, all while maintaining stealth capabilities.

Dr. Christian Frühling, Program Head for Project-75I at ThyssenKrupp Marine Systems (tkMS), emphasized that their unique AIP solution and proven submarine design would be game-changing for the Indian Navy. The AIP system provides long-range endurance at low speeds, while the Lithium-ion battery enables high-speed cruising, allowing the submarines to cover extensive areas like the Bay of Bengal while remaining submerged.

The hydrogen-powered AIP technology allows the submarines to stay submerged for up to three weeks, significantly reducing the need to surface and enhancing stealth. The 212 and 214 class submarines operate silently, launching torpedoes stealthily and featuring countermeasures against enemy torpedoes. These submarines can also "bottom" on the ocean floor, conserving energy and extending mission duration while using passive sonar to detect targets.

Efficient energy systems are crucial for the Indian Navy, which currently has only 16 conventional submarines against a requirement for 24. Most of these submarines are over 30 years old, making Project-75I a high priority.

AIP-based submarines are more cost-effective and easier to maintain than nuclear-powered ones. They have modular fuel cell systems and smaller crews. The German government, which initially hesitated when the tender was issued three years ago, now supports the project. In March 2024, the German Navy provided its submarine for the Indian Navy's evaluation.

TkMS, confident in its technology, remains the only company with sea-proven fuel-cell-based AIP systems. The 214-class submarines are already in service with Greece, Portugal, Turkey, and South Korea. The Indian Navy, which operates 209-class submarines, has partnered with Mazagon Dockyard Limited (MDL) for repairs and refurbishments. TkMS and MDL jointly produced four submarines for the Indian Navy and are now bidding together for Project-75I.

In Project-75I, the submarines will be built in India from the first unit onward, with TkMS providing design and critical components. MDL will lead the project, with the first submarine expected to be completed seven years from the contract date, followed by one submarine annually.

The field evaluations for Project-75I are set to conclude by June. Spain's Navantia is also competing for the contract but lacks operational AIP technology. Given India's urgent need for advanced submarines to counter China's growing maritime presence, a government-to-government contract to build these submarines in India is a possibility.

Australia Seeks Foreign Shipbuilders for Urgent Frigate Procurement Under Project Sea 3000

 




Australia is urgently seeking foreign shipbuilders to procure general-purpose frigates as part of Project Sea 3000, according to the Defence Department's statement to Defense News. On May 24, the government issued requests for information to shipbuilders from Germany, Japan, South Korea, and Spain. A department spokesperson withheld further details, citing the commercial, procurement, and probity processes still in progress.

The “Enhanced Lethality Surface Combatant Fleet” review, released in February, recommended replacing eight existing Anzac-class frigates with eleven new general-purpose frigates. To expedite this, the initial three frigates will be constructed overseas, with the remainder built in Western Australia.

The review highlighted Germany’s MEKO A-200, Japan’s 30FFM, South Korea’s FFX from the second and third batches, and Spain’s Alfa 3000 as potential candidates. The rationale for grouping the two FFX batches as a single platform was not clarified.

Shipbuilders were given four weeks to respond to the initial request and an additional three weeks to outline how subsequent frigates could be constructed in Australia. The selection process is expected to conclude next year, with the first overseas-built ship to be commissioned by 2030. The fourth through sixth vessels, to be built in Australia, will follow the same design baseline. Decisions on the design of the seventh through eleventh frigates have not yet been made.

By 2026, the Royal Australian Navy's surface combatant fleet will consist of nine hulls, highlighting a capability gap before the new frigates are delivered.

Shipbuilders approached by Defense News declined to provide details on Australia’s procurement effort. ThyssenKrupp Marine Systems of Germany confirmed their participation in the tender but refrained from further comment. South Korean shipbuilders Hyundai Heavy Industries, SK Oceanplant, and Hanwha Ocean are currently constructing six Ulsan-class FFX-III vessels, with Hyundai confirming receipt of Australia's request for information.

Hyundai Heavy Industries emphasized its competitive edge in warship construction, highlighting its experience in research and development and the building of the latest Ulsan-class frigate.

Rear Adm. Stephen Hughes, head of naval capabilities for Australia, mentioned at the Combined Naval Event conference in the U.K. on May 23 that the country is leveraging existing designs to expedite the integration of new vessels into the fleet. However, he acknowledged potential challenges since the weapon systems, sensors, and technologies chosen by the original customers of these ships might be unfamiliar to the Royal Australian Navy. Notably, the Saab 9LB combat management system and Australian-made CEA Technologies radars, currently used by the Australian fleet, are not included in these designs.

Hughes described the acquisition process as an opportunity rather than a risk, emphasizing the importance of making informed and wise choices regarding the new designs.

Turkey's Hürjet and Anka-III Unmanned Aircraft Conduct Joint Flight, Showcasing Growing Military Prowess



 


In a remarkable display of Turkey's advancing military capabilities, two indigenously developed aircraft—the Hürjet trainer jet and the Anka-III unmanned combat aircraft—recently completed a joint flight.

Local media reports revealed that the ANKA-3 Flying Wing Unmanned Combat Aircraft and the HÜRJET, Turkey's first domestically built supersonic jet, flew together. During the test, the aircraft reached an altitude of 7,000 feet, flew at 165 knots, and remained airborne for 50 minutes.

Turkish Aerospace Industries (TAI) announced on social media platform X (formerly Twitter) that this joint flight marked the ANKA III's eighth sortie and the HÜRJET's 66th. This joint operation could signify the beginning of future collaborations, considering the Hürjet's role as a trainer aircraft and the Anka-III's as an unmanned jet. Analysts note this is significant as TAI plans to integrate manned-unmanned teaming in its next-generation stealth aircraft, 'KAAN', utilizing a data link for coordination.

The Anka-III made its maiden flight last year, following its development initiation in 2022. This medium-altitude UAV, designed for long-endurance surveillance, boasts a 30-hour endurance and can operate at 30,000 feet, covering 250 kilometers. The stealth UCAV, weighing 6.5 tonnes with a payload capacity of 750 kilograms, first flew on December 28, 2023.

The Anka-III is capable of various missions, including electronic warfare, ISR operations, and precision strikes, often overseen by ground stations. Its stealth design aims to withstand combat missions, such as electronic warfare and the suppression of enemy air defenses.

TAI is enhancing Anka-III's capabilities, with plans for a supersonic version featuring two engines, as confirmed by TAI CEO Temel Kotil.

The Hürjet, an advanced jet trainer and light attack aircraft, made its maiden flight on April 23, as announced by Turkish President Recep Tayyip Erdogan on April 25. The aircraft, which has completed 66 sorties in over a year, gained attention after TAI won a contract to supply light combat aircraft to the Royal Malaysian Air Force, although it lost the tender to South Korea's FA-50.

Despite this setback, Turkey continues its efforts to export the Hürjet, recently entering Spain's tender to replace its F-5 trainer aircraft. Some analysts view the Hürjet as a competitor to Boeing's T-7 Red Hawk, which has faced delays. TAI hopes to market the Hürjet internationally before the T-7.

Hürjet is part of TAI's ambitious projects, including the Anka-III and KAAN fighter jets. The trainer is scheduled for its first overseas flight in Egypt this year, aiming to attract international customers. This recent flight underscores the rapid progress the aircraft has made in just a year.

MBDA Germany Unveils New Long-Range Cruise Missile for Future Combat Air System at Berlin Air Show

 As the European next-generation fighter program, the Future Combat Air System (FCAS), led by France, Germany, and Spain, continues to develop, MBDA Germany has introduced a conceptual standoff-range cruise missile that may become a key component of FCAS.

According to Flight Global, the new missile concept, named ‘remote carrier multi-domain multi-role effector’ (RCM²), was revealed at the ILA Berlin Air Show. The missile is expected to have a strike range exceeding 500 kilometers.

A replica of the approximately 4-meter-long design is on display at the FCAS exhibit at the ILA Berlin Air Show, which began on June 5 and will continue until June 9.

Thomas Gottschild, managing director of MBDA Germany, stated that the RCM² would be suitable for various missions, with performance comparable to the current Taurus cruise missile.

The Taurus missile is known for its long range of about 500 kilometers, advanced navigation systems, and high accuracy. Its terrain-contour matching navigation system makes it less susceptible to electronic jamming, and its extended range enhances the safety of fighter jet pilots. However, Gottschild emphasized that the RCM² would offer additional capabilities, such as carrying different payloads, including a kinetic warhead or electronic combat and jamming tools, making it versatile for various scenarios.

Without an extended booster, the RCM² is expected to have a launch weight under 340 kilograms. It will be equipped with an imaging infrared seeker, an inertial navigation system, and a turbofan engine.

This missile's unveiling comes at a time when FCAS is gaining momentum after experiencing delays and difficulties among the three partner nations. Gottschild also mentioned a joint project with Rheinmetall to develop a small anti-drone missile.

Furthermore, Gottschild has urged Germany to consider integrating the Meteor air-to-air missile from MBDA with its incoming fleet of 35 Lockheed Martin F-35A aircraft.

MBDA was not the only company to make headlines at the Berlin Air Show. Airbus revealed a full-sized model of its futuristic unmanned wingman concept aircraft and announced a new collaboration with German AI startup Helsing to develop AI capabilities for the airframe.

The new aircraft, known as Wingman, is designed to meet the evolving operational needs of the German Air Force. According to Airbus, it will operate alongside manned combat aircraft, such as the Eurofighter Typhoon, to enhance capability and maintain air superiority. The Wingman will be controlled by a manned fighter jet pilot, adhering to human-in-the-loop protocols.

Additionally, Chancellor Olaf Scholz announced that Germany would purchase several Eurofighter Typhoons.

Italian Navy Deploys Carrier Strike Group for Five-Month Indo-Pacific Mission

 




The Italian Navy's Carrier Strike Group, led by the Cavour (CVH 550) STOVL aircraft carrier and accompanied by the Alpino (F 594) Bergamini-class frigate, embarked on a five-month deployment to the Indo-Pacific region on June 1st. This mission was confirmed by Italian Navy Chief of Staff Admiral Enrico Credendino at the Conference Navale de Paris in January, though the Ministry of Defense has not released detailed information.

During this deployment, the Carrier Strike Group will visit around ten countries and ports, traveling through the Mediterranean Sea, Indian Ocean, Red Sea, and Gulf of Aden to reach the Pacific. The group will operate in the Indo-Pacific for approximately two months before returning to Italy, making stops in Southeast Asia, India, and the Middle East.

Admiral Credendino emphasized that the Cavour Carrier Strike Group is a versatile tool for projecting power globally, maintaining sea control, and ensuring open sea lines of communication. The deployment will achieve initial operating capability (IOC) for the Italian Navy’s fifth-generation aircraft, enhancing interoperability with allies.

The Cavour carries an air group including Lockheed Martin F-35B Lightning IIs, Boeing AV-8B Harrier II Plus aircraft, and NH90 helicopters, totaling more than a dozen assets, with expectations of increased numbers during the mission. The Alpino frigate provides anti-submarine warfare capabilities, and the group will expand with NATO, EU, and allied naval assets, including Spanish and French frigates.

The Italian Carrier Strike Group will engage in naval diplomacy, promote Italian industry, and collaborate with NATO and local navies. Highlights include the biennial Pitch Black exercise in Australia, interactions with the US Armed Forces in the Central Pacific, and engagements with the Japan Maritime Self-Defense Force. The group will visit the Philippines, Indonesia, Singapore, India, Oman, Pakistan, and Saudi Arabia before returning to Italy in early November.

This mission is crucial for evaluating and qualifying the capabilities of the fifth-generation F-35Bs, aiming to reach IOC by the end of 2024, which is significant for both the Italian Navy and NATO.

Germany Expands Eurofighter Fleet with New Order of 20 Jets Amid Defense Boost





 Germany has announced plans to purchase an additional 20 Eurofighter combat aircraft, supplementing an existing order of 38 jets. This decision aims to strengthen the nation's defense capabilities and support the aerospace industry, according to Chancellor Olaf Scholz. The announcement was made on the first day of the Berlin Air Show, highlighting how the influx of defense funds, spurred by Russia's invasion of Ukraine, has revitalized the aerospace sector.

The new Eurofighters, with an estimated cost of €2 billion (approximately $2.2 billion), will ensure continuous production for Airbus, the aircraft manufacturer. Scholz hinted at potential future exports of the Eurofighter, developed in collaboration with the UK, Italy, and Spain, suggesting more orders could follow.

Besides these four core countries, the Eurofighter is also part of the air fleets of Austria, Saudi Arabia, Oman, Kuwait, and Qatar. However, exports to Middle Eastern nations with poor human rights records occasionally cause political tensions in Germany, and by extension, with other European co-producers who are less concerned about such issues. Germany's current stance allows Saudi Arabia to purchase additional Eurofighters through Britain as the intermediary.

Currently, Airbus is producing a batch of 38 Eurofighters in the Quadriga configuration, costing nearly $6 billion, with the final deliveries expected by 2030. Additionally, Germany is collaborating with France and Spain on the Future Combat Air System (FCAS), a next-generation aircraft projected to debut in 2040, though delays seem likely.

To mitigate potential setbacks with the FCAS program, Germany and France are enhancing their existing fleets—Germany with the Eurofighter and France with the Rafale—despite asserting that there is no substitute for the FCAS.

Oman seeks Bid for Euro-fighter


The government of Oman has requested that BAE Systems submit a formal bid for the supply of Typhoon fighter aircraft. The move clarifies the Middle East nation’s continuing commitment to the program following delays in completing negotiations.
A spokeswoman for the U.K.-based defense company said it expected to complete negotiations by the end of the year, with deliveries of the first aircraft taking place 36 months later.
The request for proposals involves a squadron’s worth of Tranche 3 standard aircraft — about 12 airframes — a support package and training for the Omani air force.
Last month, Oman ordered a second batch of 12 F-16 Block 50’s from Lockheed Martin in a $600 million deal
The Omanis formally stated their intention to purchase the Eurofighter Typhoon in early 2010, and company executives said at the time that the deal could be ready for signing within months.
In a statement, BAE said it welcomed the release of the request for proposals, adding that the news underpins its long-standing defense and security relationship with the sultanate as a major equipment supplier.
The most recent major equipment sale was signed in 2007 to deliver three corvettes to the Omani navy in a deal valued at 400 million pounds.
The warships remain undelivered for technical reasons.
The first of the Khareef-class vessels should have been handed over in 2010 but have been delayed following the discovery of technical problems during sea trials.
The spokeswoman denied that the signing of the fighter deal between the two sides is dependent on the agreement of a get-well package for three corvettes.
The spokeswoman said the first of the corvettes is now scheduled to be handed over at the end of the second quarter.
The Omanis’ commitment to Typhoon follows recent competition losses for the fighter in Japan and Switzerland.
A decision by India on whether to select the Eurofighter aircraft or its French rival, Dassault Rafale, is imminent.
Earlier this month, BAE announced that talks with the Middle East’s first Typhoon customer, Saudi Arabia, over amendments to a deal to supply 72 fighters, were dragging on and would likely affect its 2011 earnings.
The original deal called for the first 24 aircraft to be delivered from the BAE production line in the U.K., with subsequent assembly in Saudi Arabia.
BAE and the Saudis announced a change of plan last February over where the final 42 aircraft would be built but are still haggling over the details.

France Offers Heron for NATO Role


PARIS - France is offering the Heron TP as its contribution in kind to the NATO Alliance Ground Surveillance program, but technical and financial problems related to adapting the medium-altitude, long-endurance (MALE) UAV to French standards are holding up a deal with Dassault and Israel Aerospace Industries (IAI), industrial and political sources said.

French Defense Minister Gerard Longuet told the French aerospace journalists' press club that the deal would be sealed by "the end of 2012."

Dassault is negotiating with IAI on the contract for the Heron TP, which the French company would then deliver to French authorities.
That's later than expected by industry and parliamentary sources, who had thought the controversial contract would be signed before the presidential elections starting in April.
"There are many difficulties" on adapting the Heron TP, driving the cost above the 320 million euro ($408 million) budget, a parliamentary source said. An extra 150 million euros each for Dassault and Thales has been estimated for the modifications, the source said.
That would push the cost to 620 million euros, approaching the 700 million euro price tag of a previous Dassault offer of the Système de Drone MALE.
The Defense Ministry has asked Dassault to submit a technical-financial proposal on the Heron TP at the end of the month.
Among the key modifications are a satellite communications link and de-icing equipment, vital to plugging the UAV into the French - and NATO - network and fly in the northern European climate, the industry executive said.
Procurement officials are working hard to make progress on the UAV case, and one option might be to acquire the Heron TP with little or no modification, the executive said.
That might create problems of interoperability within NATO as Paris has offered the Heron TP as its asset contribution, instead of paying cash, toward maintaining the AGS system, the executive said.
Although 13 nations are acquiring AGS, based on the Northrop Grumman Global Hawk UAV, all 28 alliance members help maintain the system in return for access to AGS information.
"The AGS package is still being discussed at NATO," an alliance press officer said. "It is a topic to be discussed in the February meeting of defense ministers."
NATO has long sought to launch the AGS program, intended to provide commanders with a common operational picture.
France has had a troubled relationship with AGS, as Paris looked to gain a big technological role. The planned AGS system relies on five Global Hawks to provide radar and optical pictures of conditions the ground, and a network of transportable ground stations. The UAVs will be based at Sigonella airbase, Italy.
The choice of the Heron TP sparked resistance in the French Senate, which argued for acquisition of General Atomics' Reaper on grounds of cost, performance and interoperability with allied forces.
Longuet defended the choice of the Israeli UAV as "a compromise between capability and a long-term interest for industrial policy," he told the press club.
"We could have found a cheaper, more efficient, quicker solution, but at the [unacceptable] price of long-term dependence," he said.
Longuet denied that most of the contract value would go to IAI, saying that air vehicle is the smallest part of the system, with communication and observation more important.
The government argues that adapting the Heron TP to French needs will help develop competences among about 10 domestic companies in high-value areas, particularly in communications. Critics of the choice say there would be more work for French companies on the Reaper, pitched by EADS and General Atomics.
"No proposition was made by Reaper, which did not want to share, nor to adapt to French standards," Longuet said.
General Atomics did not make a formal offer because France did not send a letter of request, an industry executive said.
In 2010, the U.S. company signed a technical-assistance agreement with EADS detailing its offer, the executive said. The agreement listed modifications, including a communications link developed by French equipment firm Zodiac for the Harfang UAV flying in Afghanistan.
General Atomics also wrote in June 2011 to French Sens. Jacques Gautier and Daniel Reiner, setting out a $209 million offer for seven air vehicles, ground gear and service support.
The government, however, sees Dassault as holding a key position on a strategic roadmap intended to ensure interoperability in observation, surveillance, targeting and air power. That position stems from its work on the Rafale and Anglo-French cooperation, in the government's view.
Longuet said risk-reduction work on the Heron TP would start in 2013.
Dassault and DGA were unavailable for comment.
On a proposed new MALE UAV to be developed with Britain, Longuet urged a pan-European rather than a strictly bilateral approach.
The project "should accept the construction of Europe," he said. "We can't ignore countries with industrial capabilities. We'll probably have an Anglo-French project, which cannot avoid opening to other European partners."
On the Anglo-French cooperation treaty, Longuet said, a new date for a summit meeting would be set for before his birthday on Feb. 24.
"There are no doubts on defense," he said on relations between London and Paris.
EADS and Finmeccanica signed a deal in December to team on UAV development, reflecting wider discontent in Italy and Germany over the Anglo-French defense accord.
France would not develop the EADS Talarion Advanced UAV, Longuet said.
One way of bringing a European dimension into the planned Anglo-French MALE UAV would be to integrate it into the European combat aircraft environment, dominated by the Eurofighter Typhoon and Rafale aircraft, Longuet said.
"If we're intelligent, we should say, 'You British work on Eurofighter with Germany, Italy and Spain, and we'll work on Rafale,'" he said. "It would be good if the MALE UAV were to be compatible with one and the other."
OTHER PROGRAMS
France will buy the A330 Multi-Role Tanker Transport (MRTT) from Airbus "in 2013 for delivery four years later," Longuet said, leaving Boeing out in the cold.
Longuet dismissed previous official denials that Airbus had been chosen as "semantic elegance."
The U.S. Air Force's $35 billion pick of Boeing over Airbus for its KC-X tender effectively shut the door on a French tender.
France is expected to order five to seven A330 MRTT units in a first-batch order that could total 14.
Paris had been considering leasing part of Britain's A330 tanker fleet, but the Libyan air campaign led French authorities to decide they wanted their own aircraft.
On domestic consolidation, Thales would likely take a 10 percent to 20 percent stake in Nexter in exchange for handing over its TDA Armements mortar and munitions business to the land systems specialist, Longuet said.
Thales' holding would be significant but would not leave Nexter "dependent," he said.
Answering a question on anxiety at DCNS, where Thales is raising its stake in the naval company to 35 percent from 25 percent, Longuet said, "Thales is not the obligatory supplier of systems. DCNS can choose its systems."
DCNS makes naval combat management systems, and executives fear Thales will impose its own products, relegating the company to being a platform maker.
Nexter and DCNS had to forge European alliances to compete with companies from emerging economies such as Brazil, but first they had to consolidate their domestic base, Longuet said. Nexter had to look to German partners, as that was where the land sector was strong, he said.
Asked about the health of French defense companies, Longuet said, "Thales is a company necessarily in more peril because it is innovative on creative subjects on a world scale. It is more difficult. It has to take risks and goes through periods of uncertainty."
Regarding arms exports, the 2011 total for France would be around 6.5 billion euros, helped by an Indian contract for modernization of its Mirage 2000 fighters, Longuet said. That compared with 5.12 billion in 2010.
In October, procurement chief Laurent Collet-Billon had told lawmakers in October he expected 2011 export sales to reach 7.5 billion euros.
On export prospects for the Rafale, Longuet said a UAE decision to pick the Rafale would help sell the fighter to Kuwait and Qatar, which want to be interoperable with their neighbor's Air Force.
"They are interested" but would not be the first to commit, he said. "If they think no decision is being made [by UAE], they will look elsewhere."
Kuwait is looking at acquiring 18 to 22 jet fighters, with Qatar potentially 24, industry executives said, according to La Tribune.
The Defense Ministry appeared to harbor worries about Qatar raising its stake in Lagardère, the family-controlled company which owns 7.5 percent of EADS.
"There are fewer problems in football than in military aeronautics," Longuet said. "It's a subject."
But the decision on Qatar's shareholding in Lagardère was up to the Finance Ministry, not the Defense Ministry, he said.
A Qatari sovereign fund holds 10.07 percent of Lagardère stock, making it the largest single stockholder in the French company, and has asked for a seat on the board. Qatar bought 70 percent of the Paris Saint Germain football club for 30 million euros in May.

Australia Ranked 1st, N. Korea Last on Nuke Safety


WASHINGTON - Australia has the tightest security controls among nations with nuclear material while North Korea poses the world's greatest risks, a new index by experts said Jan. 11.
The Nuclear Threat Initiative, in a project led by former U.S. Sen. Sam Nunn and the Economist Intelligence Unit, aims to draw attention to steps that nations can take to ensure the safety of the world's most destructive weapons.
Among 32 nations that possess at least one kilogram of weapons-usable nuclear materials, Australia was ranked as the most secure. It was followed by European nations led by Hungary, the Czech Republic and Switzerland.
On the bottom of the list, North Korea was ranked as the least secure of its nuclear material, edging out Pakistan.
The index, which gave rankings on a scale of 100, also listed Iran, Vietnam and India below the 50-point threshold.
"This is not about congratulating some countries and chastising others. We are highlighting the universal responsibility of states to secure the world's most dangerous materials," said Nunn, who has long been active on nuclear safety.
Nunn, a Democrat who represented Georgia in the Senate from 1972 until early 1997, voiced concern that the world had a "perfect storm" - an ample supply of weapons-usable nuclear materials and terrorists who want them.
"We know that to get the materials they need, terrorists will go where the material is most vulnerable. Global nuclear security is only as strong as the weakest link in the chain," he said.
The index, timed ahead of the March summit on nuclear security in South Korea, called for the world to set benchmarks and to hold nations accountable for nuclear safety. It also urged nations to stop increasing stocks of weapons-usable material and to make public their security regulations.
North Korea has tested two nuclear bombs and in 2009 renounced a U.S.-backed agreement on denuclearization. The world has watched warily since last month as young Kim Jong-Un takes over as leader from his late father Kim Jong-Il.
Pakistan has vigorously defended its right to nuclear weapons. The father of Pakistan's atomic bomb, Abdul Qadeer Khan, admitted in 2004 that he ran a nuclear black market selling secrets to Iran, Libya and North Korea but later retracted his remarks.
Australia does not have nuclear weapons and supports their abolition. But it has a security alliance with the United States and holds the world's largest reserves of uranium.
Of acknowledged nuclear weapons states, Britain scored best at 10th among the 32 countries. The United States ranked 13th.
The Nuclear Threat Initiative also released a separate index of security conditions in countries without significant nuclear materials, saying they could be used as safe havens or transit points. Somalia, which is partially under the control of the al-Qaida-linked Shebab movement and has effectively lacked a central government for two decades, was ranked last among the 144 countries surveyed.
Other countries that ranked near the bottom included Republic of Congo, Zimbabwe, Eritrea and Chad.
On the top of the list, Finland was ranked as the most secure nation among those without nuclear material. It was followed by Denmark, Spain, Estonia, Slovenia and Romania.

Bids Submitted for Aegis Follow-On System


Lockheed Martin, Raytheon and Boeing have submitted proposals to take over support and development of the Aegis combat system, the companies said Dec. 14.
The Combat System Engineering Agent (CSEA) competition also is intended to provide a follow-on system to Aegis, the U.S. Navy's most capable weapon system and the foundation for its fleet air defense, surface warfare and ballistic missile defense (BMD) missions.
Lockheed has held the Aegis development and support contract since 1995, when it acquired Martin Marietta. The system was first developed by RCA starting in the late 1960s. General Electric then bought the company, which in turn was sold to Martin Marietta and subsequently merged with Lockheed.
Aegis, perhaps the world's most effective naval combat system, has been worth many billions of dollars to Lockheed over the years. All 27 Ticonderoga-class cruisers and at least 70 DDG 51 Arleigh Burke-class destroyers have been built with the system. Spain, Norway, Japan and the Republic of Korea operate Aegis warships, and Australia is building a new class of Aegis destroyers.
A combination of radars, computers and weapons, Aegis was first developed to counter massed attacks by Soviet anti-ship missiles, and has evolved into an effective surface warfare system. Although not designed to target ballistic missiles, the system has been modified with more powerful processors as the basis for the Navy's BMD systems, and is the foundation for the Phased Adaptive Approach effort for the land-based missile defense of Europe.
According to the Missile Defense Agency, 24 Aegis ships - five cruisers and 19 destroyers - have BMD capability. That number is to increase to 32 ships by the end of 2013 as more units are upgraded.
The CSEA effort is intended to provide for the design, development and integration of Aegis weapon system and Aegis combat system future capabilities for existing cruisers and destroyers, and potentially create a new system for DDG 51 Flight III ships beginning in 2016.
Dependent on development, Flight III ships may be fitted with a new combat system or continue with Aegis.
The Navy is expected to award the CSEA contract in the fall of 2012.
A separate competition is underway to develop a new phased-array radar for Aegis. The Air and Missile Defense Radar (AMDR) is to provide new radars to replace existing SPY-1 radars beginning with the U.S. Navy's 2016 Flight III destroyers.
Lockheed, Raytheon and Northrop are working to develop the AMDR, which will be a dual-band system. All three companies are working under Navy contracts to develop an S-band (AMDR-S) radar, with development contracts yet to be issued for the AMDR-X X-band system. The AMDR systems will also include a radar suite controller to integrate the radars.
