Malaysia Plans to Induct Su-57 Fighter Jets by 2035

 




Despite mixed reviews of the Russian Su-57 Felon fighter jet, there is noticeable international interest in its purchase. According to local media outlet Twentytwo13, Malaysia is considering adding the Su-57 to the Royal Malaysian Air Force's (RMAF) fleet by 2035. Unnamed sources report that Malaysia could receive its first Su-57 Felon towards the end of its 14th Plan, which involves procuring one squadron initially with an option for a second.

The sources also mention that Malaysia intends to acquire another type of fighter jet, likely the American-made F/A-18C/D Hornets from Kuwait. Additionally, Malaysia plans to upgrade its current fleet of 18 Sukhoi Su-30MKM jets to the Super Flanker standard.

Malaysia's interest in the Su-57 and the South Korean KF-21 Boramae is due to their modern, operational status. Initially, Malaysia considered several options, including the Eurofighter Typhoon, French Dassault Rafale, Swedish Saab JAS-39 Gripen, and American Boeing F/A-18E/F Super Hornet. However, these aircraft are classified as 4.5 generation and have been in service for about two decades. The Super Hornet, for instance, is nearing its 25th year in operation, with Boeing planning to end production by 2025. Experts believe this generation of aircraft has nearly reached its developmental potential.

Meanwhile, Russia continues to equip its fighter squadrons with the Su-57 Felon in a cautious low-rate initial production phase.

The Su-57 Felon, developed by Russia’s Sukhoi company, is designed for air combat and strike missions. It features stealth, supermaneuverability, and the latest avionics, and is set to replace older aircraft like the MiG-29 and Su-27 in the Russian Air Force. The Su-57 is 66 feet long, 46 feet wide, and 15 feet tall, enabling it to carry a variety of weapons and sensors while remaining hard to detect on radar. It uses two Saturn AL-41F1 engines that help it reach speeds of up to Mach 2 and fly at supersonic speeds without afterburners, conserving fuel.

The unique wing design combines trapezoidal and swept wings with two widely spaced engines, improving lift, reducing drag, and enhancing stability and control. The Su-57's movable horizontal and vertical stabilizers enhance agility, stability, and control during various flight phases. The aircraft is built with alloys, including 40.5-44.5% aluminum and 18.6% titanium, and composites, which make up 22-26% of its weight and about 70% of its outer surface.

The Su-57 features the N036 Byelka radar system, which uses AESA technology to electronically steer its beam, allowing quicker target spotting and tracking. This radar enhances the Su-57’s situational awareness and combat effectiveness. It can detect and follow multiple targets simultaneously and has advanced electronic warfare capabilities, including jamming enemy radars and communications and gathering intelligence from enemy signals. The radar’s low probability of intercept (LPI) capability makes its signals hard for enemies to detect, reducing the chance of the Su-57 being tracked or targeted.

The Su-57 is armed with the R-77 missile (AA-12 Adder), R-73 missile (AA-11 Archer), and R-37M missile (AA-13 Arrow) for long-range engagements. It also carries air-to-ground weapons like the Kh-38 missile and Kh-59MK2 cruise missile, which is designed for high-value targets with low radar visibility and precision. The Su-57 can deploy guided bombs such as the KAB-250 and KAB-500, making it effective for close air support and strategic bombing. Additionally, it has a 30mm GSh-30-1 autocannon for close-range air combat and ground target strafing, adding to its versatility and lethality.

Germany Expands Eurofighter Fleet with New Order of 20 Jets Amid Defense Boost





 Germany has announced plans to purchase an additional 20 Eurofighter combat aircraft, supplementing an existing order of 38 jets. This decision aims to strengthen the nation's defense capabilities and support the aerospace industry, according to Chancellor Olaf Scholz. The announcement was made on the first day of the Berlin Air Show, highlighting how the influx of defense funds, spurred by Russia's invasion of Ukraine, has revitalized the aerospace sector.

The new Eurofighters, with an estimated cost of €2 billion (approximately $2.2 billion), will ensure continuous production for Airbus, the aircraft manufacturer. Scholz hinted at potential future exports of the Eurofighter, developed in collaboration with the UK, Italy, and Spain, suggesting more orders could follow.

Besides these four core countries, the Eurofighter is also part of the air fleets of Austria, Saudi Arabia, Oman, Kuwait, and Qatar. However, exports to Middle Eastern nations with poor human rights records occasionally cause political tensions in Germany, and by extension, with other European co-producers who are less concerned about such issues. Germany's current stance allows Saudi Arabia to purchase additional Eurofighters through Britain as the intermediary.

Currently, Airbus is producing a batch of 38 Eurofighters in the Quadriga configuration, costing nearly $6 billion, with the final deliveries expected by 2030. Additionally, Germany is collaborating with France and Spain on the Future Combat Air System (FCAS), a next-generation aircraft projected to debut in 2040, though delays seem likely.

To mitigate potential setbacks with the FCAS program, Germany and France are enhancing their existing fleets—Germany with the Eurofighter and France with the Rafale—despite asserting that there is no substitute for the FCAS.

France Offers Heron for NATO Role


PARIS - France is offering the Heron TP as its contribution in kind to the NATO Alliance Ground Surveillance program, but technical and financial problems related to adapting the medium-altitude, long-endurance (MALE) UAV to French standards are holding up a deal with Dassault and Israel Aerospace Industries (IAI), industrial and political sources said.

French Defense Minister Gerard Longuet told the French aerospace journalists' press club that the deal would be sealed by "the end of 2012."

Dassault is negotiating with IAI on the contract for the Heron TP, which the French company would then deliver to French authorities.
That's later than expected by industry and parliamentary sources, who had thought the controversial contract would be signed before the presidential elections starting in April.
"There are many difficulties" on adapting the Heron TP, driving the cost above the 320 million euro ($408 million) budget, a parliamentary source said. An extra 150 million euros each for Dassault and Thales has been estimated for the modifications, the source said.
That would push the cost to 620 million euros, approaching the 700 million euro price tag of a previous Dassault offer of the Système de Drone MALE.
The Defense Ministry has asked Dassault to submit a technical-financial proposal on the Heron TP at the end of the month.
Among the key modifications are a satellite communications link and de-icing equipment, vital to plugging the UAV into the French - and NATO - network and fly in the northern European climate, the industry executive said.
Procurement officials are working hard to make progress on the UAV case, and one option might be to acquire the Heron TP with little or no modification, the executive said.
That might create problems of interoperability within NATO as Paris has offered the Heron TP as its asset contribution, instead of paying cash, toward maintaining the AGS system, the executive said.
Although 13 nations are acquiring AGS, based on the Northrop Grumman Global Hawk UAV, all 28 alliance members help maintain the system in return for access to AGS information.
"The AGS package is still being discussed at NATO," an alliance press officer said. "It is a topic to be discussed in the February meeting of defense ministers."
NATO has long sought to launch the AGS program, intended to provide commanders with a common operational picture.
France has had a troubled relationship with AGS, as Paris looked to gain a big technological role. The planned AGS system relies on five Global Hawks to provide radar and optical pictures of conditions the ground, and a network of transportable ground stations. The UAVs will be based at Sigonella airbase, Italy.
The choice of the Heron TP sparked resistance in the French Senate, which argued for acquisition of General Atomics' Reaper on grounds of cost, performance and interoperability with allied forces.
Longuet defended the choice of the Israeli UAV as "a compromise between capability and a long-term interest for industrial policy," he told the press club.
"We could have found a cheaper, more efficient, quicker solution, but at the [unacceptable] price of long-term dependence," he said.
Longuet denied that most of the contract value would go to IAI, saying that air vehicle is the smallest part of the system, with communication and observation more important.
The government argues that adapting the Heron TP to French needs will help develop competences among about 10 domestic companies in high-value areas, particularly in communications. Critics of the choice say there would be more work for French companies on the Reaper, pitched by EADS and General Atomics.
"No proposition was made by Reaper, which did not want to share, nor to adapt to French standards," Longuet said.
General Atomics did not make a formal offer because France did not send a letter of request, an industry executive said.
In 2010, the U.S. company signed a technical-assistance agreement with EADS detailing its offer, the executive said. The agreement listed modifications, including a communications link developed by French equipment firm Zodiac for the Harfang UAV flying in Afghanistan.
General Atomics also wrote in June 2011 to French Sens. Jacques Gautier and Daniel Reiner, setting out a $209 million offer for seven air vehicles, ground gear and service support.
The government, however, sees Dassault as holding a key position on a strategic roadmap intended to ensure interoperability in observation, surveillance, targeting and air power. That position stems from its work on the Rafale and Anglo-French cooperation, in the government's view.
Longuet said risk-reduction work on the Heron TP would start in 2013.
Dassault and DGA were unavailable for comment.
On a proposed new MALE UAV to be developed with Britain, Longuet urged a pan-European rather than a strictly bilateral approach.
The project "should accept the construction of Europe," he said. "We can't ignore countries with industrial capabilities. We'll probably have an Anglo-French project, which cannot avoid opening to other European partners."
On the Anglo-French cooperation treaty, Longuet said, a new date for a summit meeting would be set for before his birthday on Feb. 24.
"There are no doubts on defense," he said on relations between London and Paris.
EADS and Finmeccanica signed a deal in December to team on UAV development, reflecting wider discontent in Italy and Germany over the Anglo-French defense accord.
France would not develop the EADS Talarion Advanced UAV, Longuet said.
One way of bringing a European dimension into the planned Anglo-French MALE UAV would be to integrate it into the European combat aircraft environment, dominated by the Eurofighter Typhoon and Rafale aircraft, Longuet said.
"If we're intelligent, we should say, 'You British work on Eurofighter with Germany, Italy and Spain, and we'll work on Rafale,'" he said. "It would be good if the MALE UAV were to be compatible with one and the other."
OTHER PROGRAMS
France will buy the A330 Multi-Role Tanker Transport (MRTT) from Airbus "in 2013 for delivery four years later," Longuet said, leaving Boeing out in the cold.
Longuet dismissed previous official denials that Airbus had been chosen as "semantic elegance."
The U.S. Air Force's $35 billion pick of Boeing over Airbus for its KC-X tender effectively shut the door on a French tender.
France is expected to order five to seven A330 MRTT units in a first-batch order that could total 14.
Paris had been considering leasing part of Britain's A330 tanker fleet, but the Libyan air campaign led French authorities to decide they wanted their own aircraft.
On domestic consolidation, Thales would likely take a 10 percent to 20 percent stake in Nexter in exchange for handing over its TDA Armements mortar and munitions business to the land systems specialist, Longuet said.
Thales' holding would be significant but would not leave Nexter "dependent," he said.
Answering a question on anxiety at DCNS, where Thales is raising its stake in the naval company to 35 percent from 25 percent, Longuet said, "Thales is not the obligatory supplier of systems. DCNS can choose its systems."
DCNS makes naval combat management systems, and executives fear Thales will impose its own products, relegating the company to being a platform maker.
Nexter and DCNS had to forge European alliances to compete with companies from emerging economies such as Brazil, but first they had to consolidate their domestic base, Longuet said. Nexter had to look to German partners, as that was where the land sector was strong, he said.
Asked about the health of French defense companies, Longuet said, "Thales is a company necessarily in more peril because it is innovative on creative subjects on a world scale. It is more difficult. It has to take risks and goes through periods of uncertainty."
Regarding arms exports, the 2011 total for France would be around 6.5 billion euros, helped by an Indian contract for modernization of its Mirage 2000 fighters, Longuet said. That compared with 5.12 billion in 2010.
In October, procurement chief Laurent Collet-Billon had told lawmakers in October he expected 2011 export sales to reach 7.5 billion euros.
On export prospects for the Rafale, Longuet said a UAE decision to pick the Rafale would help sell the fighter to Kuwait and Qatar, which want to be interoperable with their neighbor's Air Force.
"They are interested" but would not be the first to commit, he said. "If they think no decision is being made [by UAE], they will look elsewhere."
Kuwait is looking at acquiring 18 to 22 jet fighters, with Qatar potentially 24, industry executives said, according to La Tribune.
The Defense Ministry appeared to harbor worries about Qatar raising its stake in Lagardère, the family-controlled company which owns 7.5 percent of EADS.
"There are fewer problems in football than in military aeronautics," Longuet said. "It's a subject."
But the decision on Qatar's shareholding in Lagardère was up to the Finance Ministry, not the Defense Ministry, he said.
A Qatari sovereign fund holds 10.07 percent of Lagardère stock, making it the largest single stockholder in the French company, and has asked for a seat on the board. Qatar bought 70 percent of the Paris Saint Germain football club for 30 million euros in May.

U.S. Draws Up Contingencies in Case Israel Attacks Iran: Report


WASHINGTON - The U.S. government is concerned that Israel is preparing to take military action against Iran over U.S. objections, and has stepped up contingency planning to safeguard U.S. facilities in the region, The Wall Street Journal reported Jan. 13.
The newspaper said U.S. President Barack Obama, Defense Secretary Leon Panetta and other top officials have delivered a series of private messages to Israeli leaders, warning about the dire consequences of a strike.
Obama spoke by telephone Jan. 12 with Israeli Prime Minister Benjamin Netanyahu, and Army Gen. Martin Dempsey, chairman of the U.S. Joint Chiefs of Staff, will meet with Israeli military officials in Tel Aviv next week, the report said.
The report said that the U.S. military was preparing for a number of possible responses to an Israeli strike, including assaults by pro-Iranian Shiite militias in Iraq against the U.S. Embassy in Baghdad.
Up to 15,000 U.S. diplomats, federal employees and contractors still remain in Iraq.
To help deter Iran, the United States is maintaining 15,000 troops in Kuwait, and has moved a second aircraft carrier strike group to the Persian Gulf area, the report said.

Qatar, Kuwait Await UAE's Move on Rafale


PARIS - Qatar and Kuwait are interested in buying French Rafale fighter jets but are waiting to see whether the United Arab Emirates will make a purchase first, France's defense minister said Jan. 9.
"They are, in effect, interested but they won't know for sure until the first one jumps in," minister Gerard Longuet said, adding that he hoped the UAE, which is talks with France to buy 60 Rafales, would make a decision "within a time frame that will allow its two neighbors, which hope to be interoperable with the Emirates, to make decisions."
Industry experts have estimated that Kuwait needs 18 to 22 new fighter jets and that Qatar needs 24.
After opening talks on the purchase in 2008, the UAE said in November that the offer for Rafales from France's Dassault Aviation was uncompetitive and opened up the tender to competition.
France has raised concerns over the future of the Rafale program, which has struggled to find foreign buyers to support a project that has so far cost more than 40 billion euros ($51 billion).
Longuet warned in December that production on the multirole fighter could halt if it remains unable to sell any abroad.

Mideast Weapon Sales Part of Long-Term Plan: U.S.


The final days of 2011 saw the Obama administration finalize two important weapon sales with countries in the Middle East: a $3.48 billion sale of a Lockheed Martin-made missile defense system to the United Arab Emirates, and a $29.4 billion sale of Boeing-made F-15 fighter jets to Saudi Arabia.
While the announcements come as tensions between the United States and Iran continue to rise over a dispute regarding access to the Strait of Hormuz, the deals themselves are not meant to address current events, State Department officials said.
The F-15 deal was finalized with Saudi Arabia on Dec. 24. However, the White House first notified Congress of that sale, which includes 84 new aircraft and the modernization of 70 existing aircraft as well as missiles, spare parts, training, maintenance and logistics, in October 2010.
During a Dec. 30 State Department news conference, Andrew Shapiro, assistant secretary of state for political-military affairs, told reporters that the deal was not directed toward Iran, adding that work on the sale precedes the latest news out of the region.
"We did not gin up a package based on current events in the region," he said.
Over the last several weeks, the United States and Iran have stepped up the economic and military pressure on each other, with the latest threat coming from Iran, which warned the United States not to return one of its aircraft carriers to the gulf.
On Jan. 3, the Pentagon dismissed Iran's warnings.
"The deployment of U.S. military assets in the Persian Gulf region will continue as it has for decades," Pentagon Press Secretary George Little said in a statement. "Our transits of the Strait of Hormuz continue to be in compliance with international law, which guarantees our vessels the right of transit passage."
Meanwhile, Undersecretary of State for Political Affairs Wendy Sherman is on a four-day trip to Saudi Arabia and the UAE.
"While in the gulf region, she will consult with senior Saudi and Emirati officials on a wide range of bilateral and regional issues," according to the State Department. Her trip "further illustrates the robust strategic relationship the United States shares with both Saudi Arabia and the United Arab Emirates."
While the latest sales to the Middle East are being placed in this geopolitical context, the late December announcements are not tied to the escalating tensions, but part of a longer-term security plan, said Danny Sebright, president of the U.S.-UAE Business Council and a counselor at the Cohen Group, Washington.
"The overall sales with regard to both countries are definitely the result of a long-term concern with Iranian intentions, a long-term concern with wanting to improve individual countries' defense capabilities," Sebright said. "But, is the announcement of these two deals specifically tied to Iran? I would say no to that. I would say it's much more about internal decision-making in both countries - some with regard to terms and conditions of the sale, some with regard to budgeting, and some with regard to the Arab Spring."
According to Sebright, the United States gave the formal Letter of Offer and Acceptance to Saudi Arabia last spring and the Saudi government has been holding on to it until it was ready to sign.
"The basic deal had all but been done over a year ago, but they waited for internal and external reasons," he said.
A State Department official said, "While we decline to get into the specifics on the negotiations, the timeline here is not particularly atypical. A sale of this magnitude and complexity required close, continual consultations with our Saudi and industry partners to sort out the details."
Congress was first notified of the plan to sell UAE the Terminal High Altitude Area Defense System (THAAD) in September 2008. After negotiating the details of the contract, the United States and UAE signed the THAAD deal on Dec. 25. Lockheed Martin is on contract for four THAAD batteries for the U.S. Army, but the UAE deal is the program's first foreign sale.
Lockheed Martin's portion of the $3.48 billion sale is $1.96 billion. The overall deal includes two THAAD batteries, 96 missiles, two AN/TPY-2 radars, and 30 years of spare parts, support, and training to the UAE, according to the Pentagon.
Since the 2008 congressional notification, UAE trimmed the buy.
At first it was expected the country would buy three THAAD fire units, 147 missiles, and four radar sets for an estimated value of $6.95 billion.
The United Arab Emirates has asked Lockheed not to publicly discuss the delivery schedule of the weapon system, said Dennis Cavin, vice president of corporate business development at Lockheed Martin.
"This sale is an important step in improving the region's security through a regional missile defense architecture, and follows a number of recent ballistic missile defense-related sales," Little said in a Dec. 30 statement.
Sales from earlier in the year include a $1.7 billion direct commercial sales contract to upgrade Saudi Arabia's Patriot missiles and the sale of 209 Patriot GEM-T missiles to Kuwait, valued at about $900 million.
Loren Thompson, a defense analyst at the Lexington Institute, also put the sale in the context of December's announcement that Iraq would buy Lockheed's F-16s and Oman's decision to double the size of its F-16 fleet.
"When combined with the modernization of the Saudi Air Force and the extensive F-16 inventory of the United Arab Emirates, it is clear Arab gulf states will be positioned to greatly outmatch the antiquated tactical aircraft fleet of Iran," he wrote in a blog for Forbes.
According to Lockheed Martin, demand for missile defense capabilities continues to climb around the world.
"With regional threats in the Middle East and the uncertainties of what's going on in North Korea, demand for a very capable missile defense system has never been stronger," Cavin said. "The U.S. government is in discussion with a number of countries who have expressed interest in the THAAD, but we'd prefer that the Missile Defense Agency address any specifics with regard to which countries have contacted them."
The Missile Defense Agency declined to provide further details.
In announcing the Saudi deal, the State Department emphasized it would improve interoperability between the Saudi and American air forces.
In addition to greater cooperation with the United States, the sales also bolster internal cooperation among the Gulf Cooperation Council countries, which include Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE, Sebright said.
The gulf countries have taken more steps to improve internal coordination and work toward multilateral defense policies in the last year than they have over the last 25, he said.

U.S. Forces Leave Iraq After Nine Years


IRAQ-KUWAIT BORDER, Kuwait - The last U.S. forces left Iraq and entered Kuwait on Dec. 18, nearly nine years after launching a divisive war to oust Saddam Hussein, and just as the oil-rich country grapples with renewed political deadlock.

The last of roughly 110 vehicles carrying 500-odd troops mostly from the 3rd Brigade, 1st Cavalry Division, crossed the border at 7:38 a.m., leaving just 157 military trainers at the U.S. embassy, in a country where there were once nearly 170,000 troops on 505 bases. It ended a war that left tens of thousands of Iraqis and nearly 4,500 American soldiers dead, many more wounded, and 1.75 million Iraqis displaced, after the U.S.-led invasion unleashed brutal sectarian killing.
"It feels good, it feels real good" to be out of Iraq, Sgt. Duane Austin told AFP after getting out of his vehicle in Kuwait. "It's been a pretty long year - it's time to go home now."
The 27-year-old father-of-two, who completed three tours in Iraq, added: "It's been a long time, coming and going. It's been pretty hard on all of us ... (It will) be a nice break to get back, knowing that it's over with now."
The last vehicles transporting U.S. troops out of Iraq left the recently handed over Imam Ali Base outside the southern city of Nasiriyah at 2:30 a.m. to make the 220-mile journey south to the Kuwaiti border.
They travelled down a mostly deserted route, which U.S. forces paid Shiite tribal sheikhs to inspect regularly to ensure no attacks could take place. Five hours later, they crossed a berm at the Kuwaiti border lit with floodlights and ringed with barbed wire.
"I am proud - all Iraqis should be proud, like all those whose country has been freed," 26-year-old baker Safa, who did not want to give his real name, told AFP in Baghdad. "The Americans toppled Saddam, but our lives since then have gone backward."
A 50-year-old mother-of-four who gave her name only as Umm Mohammed, or mother of Mohammed, added: "I don't think we can ever forgive the Americans for what they did to us."
The withdrawal comes as Iraq struggles with renewed political deadlock as its main Sunni-backed bloc said it was boycotting parliament and Prime Minister Nuri al-Maliki, a Shiite, moved to oust one of his deputies, a Sunni Arab.
Maliki sent an official letter to parliament urging MPs to withdraw confidence in Deputy Prime Minister Saleh al-Mutlak, a member of the secular Iraqiya party, after Mutlak accused him of being "worse than Saddam," an aide to the premier said.
Later on Dec. 18, Vice-President Tareq al-Hashemi, also a Sunni and an Iraqiya member, was escorted off a plane at Baghdad airport as security forces arrested two of his bodyguards on "terrorism charges," officials and a witnesses said.
Earlier, a security official told AFP that 10 of Hashemi's guards had been detained and were being questioned in connection with terror attacks.
A day earlier, Iraqiya, which emerged as the largest bloc in inconclusive 2010 polls but was unable to form a government, said it was boycotting parliament in protest at what it said was Maliki's centralization of power.
Iraqiya, which controls 82 of the 325 seats in parliament and nine ministerial posts, has not, however, pulled out of Iraq's national unity government.
It said the government's actions, which it claimed included stationing tanks and armored vehicles outside the houses of its leaders in Baghdad's heavily fortified Green Zone, "drives people to want to rid themselves of the strong arm of central power as far as the constitution allows them to."
Provincial authorities in three Sunni-majority provinces north and west of Baghdad have all moved take up the option of similar autonomy to that enjoyed by Kurds in north Iraq, drawing an angry response from Maliki.
Key political issues such as reform of the mostly state-run economy and a law to regulate and organize the lucrative energy sector also remain unresolved, to say nothing of an explosive territorial dispute between Arabs and Kurds centered around the northern oil hub of Kirkuk.
Dec. 18's completion of the withdrawal brings to a close nearly nine years of American military involvement in Iraq, beginning with a "shock and awe" campaign in 2003 to oust Saddam, which many in Washington believed would see U.S. forces conclude their mission within months.
But key decisions taken at the time have since been widely criticized as fuelling what became a bloody Sunni Arab insurgency, in particular dissolving the Iraqi army and purging the civil service of all members of Saddam's Baath Party, including lower-rankers.
The insurgency eventually sparked communal bloodshed, particularly after the February 2006 bombing of a Shiite shrine in the predominantly Sunni city of Samarra by al-Qaida. More than 100,000 Iraqis have been reported killed in violence since the invasion, according to British NGO Iraq Body Count.
The bloodshed was only quelled when then-U.S. president George W. Bush ordered a "surge" of American troops to Iraq, and Sunni tribal militias sided with U.S. forces against al-Qaida.
Baghdad and Washington signed a 2008 pact that called for the withdrawal by the end of this year, and in the summer of last year, the U.S. declared a formal end to combat operations while maintaining fewer than 50,000 troops in Iraq.
The U.S. embassy will now retain just 157 U.S. soldiers, for training Iraqi forces, and a group of Marines for security.
Attacks in Iraq remain common but violence has declined significantly since its peak.
Iraq has a 900,000-strong security force that many believe is capable of maintaining internal security but lacks the means to defend its borders, airspace and territorial waters.
Some also fear a return to bloody sectarianism, doubt the strength of Iraq's political structures, and feel that Maliki has entrenched his powerbase to the detriment of Iraq's minorities.

DoD Lax in Monitoring Weapon Sales to Gulf: Audit

WASHINGTON - U.S. authorities have failed to adequately monitor weapons sales to Persian Gulf countries criticized for dismal rights records or recent security crackdowns on protesters, a government audit said Nov. 18.
The Government Accountability Office pointed to "gaps" in how the State Department and the Pentagon monitor military equipment, including sensitive technology, after it is sold.
Rising tensions in the Middle East and North Africa between long-standing regimes and protesters seeking their removal triggered concern from government auditors, especially ahead of a looming $53 million arms deal with Bahrain.
Although the State Department has vetted hundreds of individuals and units set to receive U.S.-funded training in the Gulf to make sure the equipment will not be used for rights abuses, it has not done so for $188 million in assets due to reach Oman and Bahrain, the GAO said.
"Such vetting is especially critical given Bahrain's use of its security forces to quell public demonstrations since Spring 2011," it said, noting the lapses mean that sensitive technology such as night-vision devices are left "prone to diversion."
Earlier this year, Bahrain's Sunni monarchy crushed pro-democracy protests, spearheaded by the majority Shiites, with the help of troops from other Arab states in the Gulf, led by Saudi Arabia.
Twenty-four people died during the monthlong crackdown, according to official figures from Manama. Four protesters have since died in custody. The opposition said 40 people were killed.
Auditors also criticized the Defense Department for failing to document its efforts to verify the security and accountability procedures in countries receiving sensitive military equipment, while Pentagon staff in five of six Gulf countries did not document monitoring activities for less sensitive items.
"We need to ensure that the equipment is not being diverted to third parties, and that those groups and units who are the intended recipients are not implicated in human rights violations," said House Foreign Affairs Committee Chairwoman Ileana Ros-Lehtinen, R-Fla.
Gulf Cooperation Council countries - Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates - are among the U.S. military's biggest clients, with some $22 billion in arms sales from 2005 to 2009.

Kuwait Minister: No Plan for More U.S. Troops

KUWAIT CITY - The Kuwaiti defense minister has denied reports about plans to bolster U.S. troops in the Gulf emirate after their withdrawal from Iraq by year's end, local media reported on Monday.
"Not at all. We have [no plan] to relocate U.S. troops to Kuwait or increase their numbers," Sheikh Jaber Mubarak Al-Sabah was cited as saying by Al-Watan newspaper. "They [U.S. troops] will only pass through Kuwait from Iraq [on their way] to the United States. Their presence is governed by the U.S. Kuwait [defense] pact and nothing will surpass this agreement," the minister said.
The 10-year defense pact expires next year.
Around 23,000 U.S. troops are permanently stationed at Arifjan in Kuwait, one of the largest military bases in the Gulf. The emirate has been used as a transit point for U.S. troops both to Iraq and Afghanistan.
The Kuwaiti minister's comments came in response to reports that Washington was studying options to relocate some of the 39,000 U.S. troops due to leave Iraq to neighboring Kuwait apparently due to concerns over the perceived Iranian threat.
"We will not allow or accept for our country to be used as a launching pad for attacks on any state, not Iran or others," Sheikh Jaber said.

U.N.: 'Critical time' for Iraq as U.S. withdraws

BAGHDAD - Iraq faces a "very critical time" as U.S. forces leave, the United Nations envoy to Baghdad said Oct. 24, calling on Iraqis to work together to address the myriad challenges the country faces.
"We are in a very critical time, a very important period and phase of the history of Iraq, after the announcement of President [Barack] Obama ... to withdraw troops completely," Martin Kobler, the U.N. secretary general's special representative for Iraq, told a news conference.
Obama said Oct. 21 that all American troops will leave Iraq by the end of 2011, bringing to a close a war that has stretched for over eight years.
"Many are already speculating about what will happen in Iraq come January the first," Obama said in a speech at a ceremony marking the 66th anniversary of the U.N's founding. "Yes, [it] may be there will be challenges ahead. But I do see a tremendous opportunity for Iraqis to prove to the world that they are able to deliver on the commitment they made to themselves and the international community to ensure a democratic, stable, peaceful and prosperous Iraq."
"It is an opportunity for all Iraqis to come together and build the Iraq they can be proud of," Kobler said.
During the news conference, he emphasized the importance of dialogue between Iraq's autonomous Kurdistan region and the central government, which are at odds over control of swathes of north Iraq.
"Wherever there is a chance to support the dialogue between Baghdad and Arbil, we are doing it," he said, referring to the capital of the Kurdistan region.
"The question of the ... disputed internal boundaries is a very important one," Kobler said, adding that one of the U.N.'s main focuses "will be the Baghdad-Arbil relations."
He also said that "for the government of Iraq, it's very important to improve relations with Kuwait" so it can exit "the Chapter VII resolutions."
Sanctions against Iraq were imposed following its 1990 invasion of Kuwait, under Chapter VII of the U.N. Charter.
