Syria accuses Qatar of arming Rebels


DAMASCUS, Syria — Syria’s state-owned media on Jan. 18 accused Qatar of arming and financing opponents of President Bashar al-Assad’s regime.
Qatar’s call to send Arab troops to the country “falls within the framework of the negative role played by Qatar since the start of this crisis... through the financing of armed groups,” the Tishrin newspaper charged.
The Gulf state “can help Syria get out of its crisis ... by stopping its financing of armed (groups) and the trafficking of weapons” to insurgents, wrote the daily.
Qatar’s emir, Sheikh Hamad Ben Khalifa al-Thani, said in an interview that he backs sending Arab troops to Syria, where the regime has been trying to crush a democracy protest movement with brutal force for the past 10 months.
Arab League Secretary General Nabil al-Arabi said the idea could come up for discussion at the next meeting of the pan-Arab body at its Cairo headquarters on Jan. 21-22.
The Arab bloc is expected to discuss the future of its widely criticized observer mission to Syria, where the United Nations says the regime’s crackdown on protests has cost more than 5,400 lives since March.
Damascus routinely blames the violence in Syria on “armed groups” and “terrorists” backed by foreign powers pursuing an agenda of regime change in the country.
Tishrin also accused Qatar of blocking any solution to the crisis in order to “ramp up international pressure” on Damascus.
The daily also accused Qatar of “manipulating information” on Syria through its satellite television channel Al-Jazeera.
The accusations come one day after Damascus flatly rejected Qatar’s proposal to send troops to Syria.
“Syria rejects the statements of officials of Qatar on sending Arab troops to worsen the crisis ... and pave the way for foreign intervention,” the foreign ministry said.
“The Syrian people refuse any foreign intervention in any name. They will oppose any attempt to undermine the sovereignty of Syria and the integrity of its territory,” the ministry added.

France Offers Heron for NATO Role


PARIS - France is offering the Heron TP as its contribution in kind to the NATO Alliance Ground Surveillance program, but technical and financial problems related to adapting the medium-altitude, long-endurance (MALE) UAV to French standards are holding up a deal with Dassault and Israel Aerospace Industries (IAI), industrial and political sources said.

French Defense Minister Gerard Longuet told the French aerospace journalists' press club that the deal would be sealed by "the end of 2012."

Dassault is negotiating with IAI on the contract for the Heron TP, which the French company would then deliver to French authorities.
That's later than expected by industry and parliamentary sources, who had thought the controversial contract would be signed before the presidential elections starting in April.
"There are many difficulties" on adapting the Heron TP, driving the cost above the 320 million euro ($408 million) budget, a parliamentary source said. An extra 150 million euros each for Dassault and Thales has been estimated for the modifications, the source said.
That would push the cost to 620 million euros, approaching the 700 million euro price tag of a previous Dassault offer of the Système de Drone MALE.
The Defense Ministry has asked Dassault to submit a technical-financial proposal on the Heron TP at the end of the month.
Among the key modifications are a satellite communications link and de-icing equipment, vital to plugging the UAV into the French - and NATO - network and fly in the northern European climate, the industry executive said.
Procurement officials are working hard to make progress on the UAV case, and one option might be to acquire the Heron TP with little or no modification, the executive said.
That might create problems of interoperability within NATO as Paris has offered the Heron TP as its asset contribution, instead of paying cash, toward maintaining the AGS system, the executive said.
Although 13 nations are acquiring AGS, based on the Northrop Grumman Global Hawk UAV, all 28 alliance members help maintain the system in return for access to AGS information.
"The AGS package is still being discussed at NATO," an alliance press officer said. "It is a topic to be discussed in the February meeting of defense ministers."
NATO has long sought to launch the AGS program, intended to provide commanders with a common operational picture.
France has had a troubled relationship with AGS, as Paris looked to gain a big technological role. The planned AGS system relies on five Global Hawks to provide radar and optical pictures of conditions the ground, and a network of transportable ground stations. The UAVs will be based at Sigonella airbase, Italy.
The choice of the Heron TP sparked resistance in the French Senate, which argued for acquisition of General Atomics' Reaper on grounds of cost, performance and interoperability with allied forces.
Longuet defended the choice of the Israeli UAV as "a compromise between capability and a long-term interest for industrial policy," he told the press club.
"We could have found a cheaper, more efficient, quicker solution, but at the [unacceptable] price of long-term dependence," he said.
Longuet denied that most of the contract value would go to IAI, saying that air vehicle is the smallest part of the system, with communication and observation more important.
The government argues that adapting the Heron TP to French needs will help develop competences among about 10 domestic companies in high-value areas, particularly in communications. Critics of the choice say there would be more work for French companies on the Reaper, pitched by EADS and General Atomics.
"No proposition was made by Reaper, which did not want to share, nor to adapt to French standards," Longuet said.
General Atomics did not make a formal offer because France did not send a letter of request, an industry executive said.
In 2010, the U.S. company signed a technical-assistance agreement with EADS detailing its offer, the executive said. The agreement listed modifications, including a communications link developed by French equipment firm Zodiac for the Harfang UAV flying in Afghanistan.
General Atomics also wrote in June 2011 to French Sens. Jacques Gautier and Daniel Reiner, setting out a $209 million offer for seven air vehicles, ground gear and service support.
The government, however, sees Dassault as holding a key position on a strategic roadmap intended to ensure interoperability in observation, surveillance, targeting and air power. That position stems from its work on the Rafale and Anglo-French cooperation, in the government's view.
Longuet said risk-reduction work on the Heron TP would start in 2013.
Dassault and DGA were unavailable for comment.
On a proposed new MALE UAV to be developed with Britain, Longuet urged a pan-European rather than a strictly bilateral approach.
The project "should accept the construction of Europe," he said. "We can't ignore countries with industrial capabilities. We'll probably have an Anglo-French project, which cannot avoid opening to other European partners."
On the Anglo-French cooperation treaty, Longuet said, a new date for a summit meeting would be set for before his birthday on Feb. 24.
"There are no doubts on defense," he said on relations between London and Paris.
EADS and Finmeccanica signed a deal in December to team on UAV development, reflecting wider discontent in Italy and Germany over the Anglo-French defense accord.
France would not develop the EADS Talarion Advanced UAV, Longuet said.
One way of bringing a European dimension into the planned Anglo-French MALE UAV would be to integrate it into the European combat aircraft environment, dominated by the Eurofighter Typhoon and Rafale aircraft, Longuet said.
"If we're intelligent, we should say, 'You British work on Eurofighter with Germany, Italy and Spain, and we'll work on Rafale,'" he said. "It would be good if the MALE UAV were to be compatible with one and the other."
OTHER PROGRAMS
France will buy the A330 Multi-Role Tanker Transport (MRTT) from Airbus "in 2013 for delivery four years later," Longuet said, leaving Boeing out in the cold.
Longuet dismissed previous official denials that Airbus had been chosen as "semantic elegance."
The U.S. Air Force's $35 billion pick of Boeing over Airbus for its KC-X tender effectively shut the door on a French tender.
France is expected to order five to seven A330 MRTT units in a first-batch order that could total 14.
Paris had been considering leasing part of Britain's A330 tanker fleet, but the Libyan air campaign led French authorities to decide they wanted their own aircraft.
On domestic consolidation, Thales would likely take a 10 percent to 20 percent stake in Nexter in exchange for handing over its TDA Armements mortar and munitions business to the land systems specialist, Longuet said.
Thales' holding would be significant but would not leave Nexter "dependent," he said.
Answering a question on anxiety at DCNS, where Thales is raising its stake in the naval company to 35 percent from 25 percent, Longuet said, "Thales is not the obligatory supplier of systems. DCNS can choose its systems."
DCNS makes naval combat management systems, and executives fear Thales will impose its own products, relegating the company to being a platform maker.
Nexter and DCNS had to forge European alliances to compete with companies from emerging economies such as Brazil, but first they had to consolidate their domestic base, Longuet said. Nexter had to look to German partners, as that was where the land sector was strong, he said.
Asked about the health of French defense companies, Longuet said, "Thales is a company necessarily in more peril because it is innovative on creative subjects on a world scale. It is more difficult. It has to take risks and goes through periods of uncertainty."
Regarding arms exports, the 2011 total for France would be around 6.5 billion euros, helped by an Indian contract for modernization of its Mirage 2000 fighters, Longuet said. That compared with 5.12 billion in 2010.
In October, procurement chief Laurent Collet-Billon had told lawmakers in October he expected 2011 export sales to reach 7.5 billion euros.
On export prospects for the Rafale, Longuet said a UAE decision to pick the Rafale would help sell the fighter to Kuwait and Qatar, which want to be interoperable with their neighbor's Air Force.
"They are interested" but would not be the first to commit, he said. "If they think no decision is being made [by UAE], they will look elsewhere."
Kuwait is looking at acquiring 18 to 22 jet fighters, with Qatar potentially 24, industry executives said, according to La Tribune.
The Defense Ministry appeared to harbor worries about Qatar raising its stake in Lagardère, the family-controlled company which owns 7.5 percent of EADS.
"There are fewer problems in football than in military aeronautics," Longuet said. "It's a subject."
But the decision on Qatar's shareholding in Lagardère was up to the Finance Ministry, not the Defense Ministry, he said.
A Qatari sovereign fund holds 10.07 percent of Lagardère stock, making it the largest single stockholder in the French company, and has asked for a seat on the board. Qatar bought 70 percent of the Paris Saint Germain football club for 30 million euros in May.

Qatar, Kuwait Await UAE's Move on Rafale


PARIS - Qatar and Kuwait are interested in buying French Rafale fighter jets but are waiting to see whether the United Arab Emirates will make a purchase first, France's defense minister said Jan. 9.
"They are, in effect, interested but they won't know for sure until the first one jumps in," minister Gerard Longuet said, adding that he hoped the UAE, which is talks with France to buy 60 Rafales, would make a decision "within a time frame that will allow its two neighbors, which hope to be interoperable with the Emirates, to make decisions."
Industry experts have estimated that Kuwait needs 18 to 22 new fighter jets and that Qatar needs 24.
After opening talks on the purchase in 2008, the UAE said in November that the offer for Rafales from France's Dassault Aviation was uncompetitive and opened up the tender to competition.
France has raised concerns over the future of the Rafale program, which has struggled to find foreign buyers to support a project that has so far cost more than 40 billion euros ($51 billion).
Longuet warned in December that production on the multirole fighter could halt if it remains unable to sell any abroad.

U.K. Defense Chief Urges U.S. To Maintain Tight NATO Ties


LONDON and WASHINGTON - Just before the Pentagon unveiled a new military strategy that emphasizes a shift in focus toward the Asia-Pacific region, Britain's Defense Secretary Phillip Hammond urged the U.S. government to maintain the strength of its commitment to the NATO alliance.
Speaking Jan. 5 in Washington on his first visit to the United States since taking over for Liam Fox in October, Hammond said that "however pressing the growing importance of the Asia-Pacific region is to the United States, the alliance between the U.S. and the countries of Europe is, and will remain, of vital interest to both continents."
Hammond said the growth in power and influence of other regions is a reason to strengthen the NATO alliance rather than weaken it.
The speech to an audience at the Atlantic Council, an organization formed to promote trans-Atlantic cooperation, was delivered right before U.S. President Barack Obama took the stage in the Pentagon briefing room to announce a new strategy that envisions a smaller military with resources increasingly devoted to the Pacific.
The eight-page strategy document says the United States remains committed to "bolstering the strength and vitality of NATO," but it also acknowledges that the strategic landscape in Europe has changed since NATO was first created and therefore the U.S. military posture must also evolve.
"Most European countries are now producers of security rather than consumers of it," the document says. "Combined with the drawdown in Iraq and Afghanistan, this has created a strategic opportunity to rebalance the U.S. military investment in Europe, moving from a focus on current conflicts toward a focus on future capabilities."
Hammond said he planned to meet with his U.S. counterpart, Leon Panetta, later that afternoon to discuss the new defense posture and the impact of the U.S. military spending cuts on trans-Atlantic relations.
The strategy did not say how many U.S. troops could leave Europe, but some reports indicate 4,000 more may withdraw.
"Of course reductions in U.S. troop numbers are not going to be welcomed by European allies, but I think we all understand the budget pressure the United States, like all of us, is under," Hammond said.
NATO members also recognize the world is changing and that the United States may have to shift its strategic focus, he said.
"I think Europe needs to respond in a mature way, not in a histrionic way," he said.
The release of the strategy document did not include new programmatic details, including any information on potential changes to the F-35 Joint Strike Fighter, the Pentagon's largest and most expensive weapon program. The United Kingdom plans to buy the naval variant of the aircraft.
Hammond said he is particularly concerned with what a delay to the program's schedule or a reduction to the U.S. buy could do to the aircraft's unit cost and availability.
"We're already under some pressure from public opinion in the United Kingdom that we're going to have built and launched [aircraft] carriers some years before we have the aircraft to fly off them," he said.
His speech served to remind the United States of the importance of NATO as it makes its strategic transition toward Asia.
At the same time, Hammond wanted to address comments made by Panetta and former U.S. Defense Secretary Robert Gates, who have both been critical of the unbalanced resources some European countries provide NATO and its operations.
Although Afghanistan and Libya had shown what the alliance was capable of, the contributions of many alliance members fell short "in terms of capability, the balance of contributions and in terms of the will to deploy."
In June, Gates said NATO had become a two-tiered alliance with some members shouldering the costs and participating in combat missions, while others enjoy the benefits of NATO membership without footing the bill or participating in difficult operations.
Despite these shortcomings, Hammond said people need to be realistic.
"Without strong economies and stable public finances, it is impossible to build and sustain in the long term the military capability required to project power and maintain defense," he said. "That is why today the debt crisis should probably be regarded as the greatest strategic threat to our nations."
With defense budgets continuing to be cut by NATO members, he warned the situation would get worse before it got better.
"Across the alliance, aggregate defense expenditure is certain to fall in the short term and, at best, recover slowly in the medium term," Hammond said.
Part of the answer to NATO's capability woes in a time of austerity lies in a series of capacity enhancing measures. He recommended a thorough assessment of NATO's capabilities and then stacking these against its current ambitions.
Such an analysis would provide the basis for choices regarding "greater pooling and sharing of capabilities; mission, role and geographic specialization; greater sharing of technology; cooperation on logistics; alignment of research-and-development programs, and more collaborative training."
The strategy document released by the Pentagon hinted at a similar approach.
"In this resource-constrained era, we will also work with NATO allies to develop a 'Smart Defense' approach to pool, share, and specialize capabilities as needed to meet 21st century challenges," it says.
Without more money, Hammond said the challenge was to maximize existing NATO capability.
"Prioritizing ruthlessly, specializing aggressively and collaborating unsentimentally. ... With budgets so tight, allies need to revisit approaches and ideas that might previously have seemed politically unacceptable," said Hammond.
Hammond also argued for greater cooperation with allies outside of NATO, naming Sweden, Australia, Qatar, the United Arab Emirates, Japan and South Korea.
However, he said he is opposed to growing the alliance and rejected the idea that the European Union should be a member.

Mideast Weapon Sales Part of Long-Term Plan: U.S.


The final days of 2011 saw the Obama administration finalize two important weapon sales with countries in the Middle East: a $3.48 billion sale of a Lockheed Martin-made missile defense system to the United Arab Emirates, and a $29.4 billion sale of Boeing-made F-15 fighter jets to Saudi Arabia.
While the announcements come as tensions between the United States and Iran continue to rise over a dispute regarding access to the Strait of Hormuz, the deals themselves are not meant to address current events, State Department officials said.
The F-15 deal was finalized with Saudi Arabia on Dec. 24. However, the White House first notified Congress of that sale, which includes 84 new aircraft and the modernization of 70 existing aircraft as well as missiles, spare parts, training, maintenance and logistics, in October 2010.
During a Dec. 30 State Department news conference, Andrew Shapiro, assistant secretary of state for political-military affairs, told reporters that the deal was not directed toward Iran, adding that work on the sale precedes the latest news out of the region.
"We did not gin up a package based on current events in the region," he said.
Over the last several weeks, the United States and Iran have stepped up the economic and military pressure on each other, with the latest threat coming from Iran, which warned the United States not to return one of its aircraft carriers to the gulf.
On Jan. 3, the Pentagon dismissed Iran's warnings.
"The deployment of U.S. military assets in the Persian Gulf region will continue as it has for decades," Pentagon Press Secretary George Little said in a statement. "Our transits of the Strait of Hormuz continue to be in compliance with international law, which guarantees our vessels the right of transit passage."
Meanwhile, Undersecretary of State for Political Affairs Wendy Sherman is on a four-day trip to Saudi Arabia and the UAE.
"While in the gulf region, she will consult with senior Saudi and Emirati officials on a wide range of bilateral and regional issues," according to the State Department. Her trip "further illustrates the robust strategic relationship the United States shares with both Saudi Arabia and the United Arab Emirates."
While the latest sales to the Middle East are being placed in this geopolitical context, the late December announcements are not tied to the escalating tensions, but part of a longer-term security plan, said Danny Sebright, president of the U.S.-UAE Business Council and a counselor at the Cohen Group, Washington.
"The overall sales with regard to both countries are definitely the result of a long-term concern with Iranian intentions, a long-term concern with wanting to improve individual countries' defense capabilities," Sebright said. "But, is the announcement of these two deals specifically tied to Iran? I would say no to that. I would say it's much more about internal decision-making in both countries - some with regard to terms and conditions of the sale, some with regard to budgeting, and some with regard to the Arab Spring."
According to Sebright, the United States gave the formal Letter of Offer and Acceptance to Saudi Arabia last spring and the Saudi government has been holding on to it until it was ready to sign.
"The basic deal had all but been done over a year ago, but they waited for internal and external reasons," he said.
A State Department official said, "While we decline to get into the specifics on the negotiations, the timeline here is not particularly atypical. A sale of this magnitude and complexity required close, continual consultations with our Saudi and industry partners to sort out the details."
Congress was first notified of the plan to sell UAE the Terminal High Altitude Area Defense System (THAAD) in September 2008. After negotiating the details of the contract, the United States and UAE signed the THAAD deal on Dec. 25. Lockheed Martin is on contract for four THAAD batteries for the U.S. Army, but the UAE deal is the program's first foreign sale.
Lockheed Martin's portion of the $3.48 billion sale is $1.96 billion. The overall deal includes two THAAD batteries, 96 missiles, two AN/TPY-2 radars, and 30 years of spare parts, support, and training to the UAE, according to the Pentagon.
Since the 2008 congressional notification, UAE trimmed the buy.
At first it was expected the country would buy three THAAD fire units, 147 missiles, and four radar sets for an estimated value of $6.95 billion.
The United Arab Emirates has asked Lockheed not to publicly discuss the delivery schedule of the weapon system, said Dennis Cavin, vice president of corporate business development at Lockheed Martin.
"This sale is an important step in improving the region's security through a regional missile defense architecture, and follows a number of recent ballistic missile defense-related sales," Little said in a Dec. 30 statement.
Sales from earlier in the year include a $1.7 billion direct commercial sales contract to upgrade Saudi Arabia's Patriot missiles and the sale of 209 Patriot GEM-T missiles to Kuwait, valued at about $900 million.
Loren Thompson, a defense analyst at the Lexington Institute, also put the sale in the context of December's announcement that Iraq would buy Lockheed's F-16s and Oman's decision to double the size of its F-16 fleet.
"When combined with the modernization of the Saudi Air Force and the extensive F-16 inventory of the United Arab Emirates, it is clear Arab gulf states will be positioned to greatly outmatch the antiquated tactical aircraft fleet of Iran," he wrote in a blog for Forbes.
According to Lockheed Martin, demand for missile defense capabilities continues to climb around the world.
"With regional threats in the Middle East and the uncertainties of what's going on in North Korea, demand for a very capable missile defense system has never been stronger," Cavin said. "The U.S. government is in discussion with a number of countries who have expressed interest in the THAAD, but we'd prefer that the Missile Defense Agency address any specifics with regard to which countries have contacted them."
The Missile Defense Agency declined to provide further details.
In announcing the Saudi deal, the State Department emphasized it would improve interoperability between the Saudi and American air forces.
In addition to greater cooperation with the United States, the sales also bolster internal cooperation among the Gulf Cooperation Council countries, which include Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE, Sebright said.
The gulf countries have taken more steps to improve internal coordination and work toward multilateral defense policies in the last year than they have over the last 25, he said.

Qatar Discusses MEADS Partnership with Germany, Italy

Qatar is in talks to become a risk partner on the Medium Extended Air Defense System (MEADS) missile defense program with Germany and Italy, a source knowledgeable of the talks has told Defense News.

The gulf state started talks with Italy and Germany after the U.S. announced in February that it would leave the program at the conclusion of the development phase, without procuring the system.
Qatar is interested in the program as it looks to security requirements ahead of 2022 when it is hosting the soccer World Cup, the source said. The growing perception of a missile threat from Iran has also persuaded the gulf state to consider joining MEADS.
It is not clear how Qatar's entry into the program would save it, since 58 percent of the program has been funded by the U.S., with Germany and Italy funding 25 percent and 17 percent respectively. After the U.S. pulls out, Germany said it would not proceed with procurement.
The U.S. has spent $1.5 billion thus far on the $4.2 billion program. Pentagon officials plan to spend another $800 million to complete the design and development phase in 2014.
Lockheed Martin, which is developing the missile defense system, announced it completed its first successful flight test Nov. 17 at White Sands Missile Range, N.M. The test proved the PAC-3 Missile Segment Enhancement could destroy a simulated target attacking from behind.
"Today's successful flight test is an important validation for the continuing MEADS development," said MEADS International President Dave Berganini in a statement.
"MEADS' advanced capabilities detect, track and intercept tomorrow's threats from farther away and without blind spots. The MEADS digital design ensures high reliability and significantly reduced operational and support costs."
The test comes as the U.S. Congress continues to rip the program and question why a nation struggling to shrink its defense budget would spend nearly another $1 billion on a missile defense system the Army has said it doesn't want. Congress left appropriations out of the defense authorization bill to pay the rest of the contract.
"The committee concluded that the course proposed by the Department is untenable and that the Department should explore all options with our allies before continuing to fund a program which we no longer need," Sen. Carl Levin, D-Mich., chairman of the Senate Armed Services Committee, wrote in a statement.
President Barack Obama disagreed with the decision to cancel the program, saying he recommended the Pentagon complete the contract. He said it made sense to complete the design and development phase rather than cancel the program and potentially pay more in cancellation fees. Canceling now would also let down our international partners.
"This lack of authorization could also call into question DoD's ability to honor its financial commitments in other binding cooperative MOUs and have adverse consequences for other international cooperative programs," the statement from the Office of Management and Budget reads.

UAE Also Eyeing Typhoon in Combat Aircraft Competition

DUBAI - The United Arab Emirates (UAE) has asked Britain to bid the Eurofighter Typhoon for its combat aircraft fleet competition, a British government spokesman said, dealing a blow to French efforts to sell the Rafale to the Gulf state.
"We have received the request for proposal for the Eurofighter Typhoon," an official from the U.K. Defense & Security Organization said Nov. 13 on the opening day of the Dubai Airshow. "We're working on it."
No figures were immediately available for the British bid.
The U.K. Minister for International Security Strategy, Gerald Howarth, was attending the exhibition as part of London's official support to place the Eurofighter in the UAE.
The British Chief of the Air Staff, Sir Stephen Dalton, was also in Dubai, flying the flag for the Royal Air Force, which flew two Eurofighters to the show. A Eurofighter was scheduled to fly in the daily display, as was the Rafale.
Dassault Aviation declined comment.
French Air Force officers heard of the Eurofighter news on Nov. 11, through a London embassy attaché.
The UAE has been in talks with France since 2008 on a sale of 60 upgraded Rafales, but the negotiations suffered political upsets along the way and Gulf officials saw the initial $10 billion tag as excessive.
On the Rafale talks, French defense minister Gérard Longuet told journalists here "the final stage has been well engaged and a flick of the eyebrows could mean hundreds of millions of euros either way."
Each side was defending its interests, but the talks were essentially between the Rafale commercial team and the UAE, he said.
The UAE's request for a Eurofighter bid was a case of "livening up the procedure," Longuet said, adding he still expected the UAE would order the Rafale in December when the Gulf state celebrated its 40th anniversary of founding.
An important price element was the Rafale's multirole capability, which meant the same crew could perform air combat, reconnaissance and close air support missions, Longuet said. For a country with a small population, that was a big saving in crew costs.
On the UAE's Mirage 2000-9 fleet, any decision in an "innovative solution" was a decision at the state level as part of a strategic relationship, above that of the ministry or manufacturer, he said.
Some Mirage 2000-9 units were aging, others were more recent, he said.
In the official opening of the show, UAE Prime Minister Sheikh Muhammad Bin Rashid Al-Makhtum made the briefest of visits at the Rafale stand in his tour of the exhibition.
Lockheed Martin has been in talks with the UAE on F-16 upgrades, mainly communications, to allow the U.S.-built fighters to talk to the F-35, F-16 business development executive William Henry said here.
In an upgrade that took units out of service, Lockheed offered sales of new F-16s to allow operators to maintain force levels, he said.
Lockheed also has talked to the UAE about sales of the F-35, Henry said.
"As air forces look to the future, the F-35 is going to be a key element of their force planning," he said.
Lockheed sees potential sales of 50 to 100 F-16s around the world, Henry said. On top of 18 F-16s ordered by Iraq, 52 units are on the backlog.
Maj. Gen. Ibrahim Naser Al Alawi, deputy commander of the UAE Air Force and Air Defense, told an air chiefs conference Nov. 12 that, in a new generation combat aircraft, the air force was looking for network capability, open architecture and interoperability.
A future weapon system would be versatile, multirole, and capable of handing modular sensors and payloads, Al Alawi said.
Other elements of the future aircraft would include upgradeable and expandable hardware and software, and the plane would be fast, agile and easily serviceable, he said.
The systems should also draw on dual use military-civil technology and offer versatility.
MBDA Chief Executive Antoine Bouvier said the European missile company has not received a request from Eurofighter or the UAE to work on an offer of weapons for the Typhoon.
The UAE Air Force flew its F-16 and Mirage 2000-9 fighters in the NATO-led coalition operation over Libya. Qatar also flew alongside with French missions.
That deployment yielded many "firsts," including the UAE's first time flying as a non-NATO member in a coalition air campaign, Al Alawi said.
Among the lessons learned from Libya were the need for integration of non-NATO elements into the alliance procedures, need for a well thought out communications plan among partner nations and the importance of exchange liaison officers, Al Alawi said.
The UAE is still in talks with the French government and industry for the Rafale, a Gulf source said.
UAE foreign minister Abdullah Bin Zayed Al Nahyan recently held a first meeting with his counterpart Alain Juppé, who has been tasked by president Nicolas Sarokzy to lead the export drive for the Rafale.
The request for a Eurofighter bid is the latest setback for France's Rafale foreign sale campaign. UAE officials asked Lockheed for information on the F-16s, on which the Gulf state has invested in co-development on its Block 60 version.
The U.S government was also out in force at the show, displaying the V22 Osprey tilt-rotor aircraft for the first time here, as well the F-15, F-16 and F-18 fighters. The Apache attack helicopter was also at the show.
Bilateral ties between France and the UAE were back to normal after a hitting a low patch last year, when the Gulf state viewed the Paris government as ignoring its concerns.

Qatar Admits It Had Boots on Ground in Libya

DOHA - Qatar revealed for the first time Oct. 26 that hundreds of its soldiers had joined Libyan rebel forces on the ground as they battled troops of veteran leader Moammar Gadhafi.
"We were among them and the numbers of Qataris on the ground were hundreds in every region," said Qatari chief of staff Maj. Gen. Hamad bin Ali Al-Atiya.
The announcement marks the first time that Qatar has acknowledged it had military boots on the ground in Libya.
Previously, the country said it had only lent the support of its air force to NATO-led operations to protect civilians during the eight-month uprising, which ended when Gadhafi was captured and killed last week.
Speaking on the sidelines of a meeting of military allies of Libya's National Transitional Council, Atiya said the Qataris had been "running the training and communication operations."
"Qatar had supervised the rebels' plans because they are civilians and did not have enough military experience. We acted as the link between the rebels and NATO forces," he said.
Libya's interim leader Mustafa Abdel Jalil told the meeting that Qatar had been "a major partner in all the battles we fought."
He added that the Qataris had "planned" the battles which paved the way for NTC fighters to gradually take over Gadhafi-held towns and cities.
Atiya also said that after the departure of NATO troops, a new international coalition led by Qatar would oversee "military training, collecting weapons, and integrating the rebels in newly established military institutions."
The coalition, named as the "Friends Committee in Support of Libya" and which held its first meeting in Doha on Oct. 26, is made up of 13 countries including the U.S., Britain and France, Atiya said.
Abdel Jalil, meanwhile, urged NATO to continue its Libya campaign until year's end, saying Gadhafi loyalists still posed a threat to the country.

Powers Unlock $1 Billion For Libya Rebels

TRIPOLI, Libya - Key powers have vowed to unlock a billion dollars for hard-pressed Libyan rebels in talks to map out a "post-Gadhafi Libya" as a fresh volley of NATO air strikes rocked the capital on June 10.
Mikhail Margelov, the special envoy of Russian President Dmitry Medvedev, meanwhile said he was preparing to visit Tripoli to find a solution to the Libya conflict after meeting the opposition in their Benghazi stronghold.
Libya's former foreign minister, Abdurrahman Shalgam, said the rebel National Transitional Council needed at least $3 billion over the next four months to pay its expenses as it battles to oust Moammar Gadhafi.
In a boost to the opposition, the United States joined Australia and Spain in recognizing the NTC as the legitimate representative of the Libyan people, with pressure mounting on the veteran leader to step down.
"Gadhafi's days are numbered. We are working with our international partners through the UN to plan for the inevitable: a post-Gadhafi Libya," U.S. Secretary of State Hillary Clinton told talks in Abu Dhabi on June 9.
"Time is on our side," the chief U.S. diplomat said, adding international military, economic and political pressure was mounting on the Libyan colonel to abandon his four decades in power at the helm of the north African nation.
Clinton was meeting counterparts from NATO and other countries participating in the air strikes against Gadhafi's forces for a third round of Libya talks.
The chief U.S. diplomat said later that "people close to Gadhafi" have been making continuous contacts with many different interlocutors about the "potential for a transition" to a new regime.
"There is not a clear way forward yet," she told a news conference, also referring to the NTC as "the legitimate interlocutor" of the Libyan people.
Clinton offered no direct U.S. financial contribution to the rebels, pledging instead another "$26.5 million to help all the victims of this conflict, including Libyan refugees."
Such money will likely be distributed through relief agencies.
But Italian Foreign Minister Franco Frattini said Rome would provide the rebel council with loans and fuel products worth 300 to 400 million euros ($438 million to $584 million). And his French counterpart, Alain Juppe, said Paris would release 290 million euros ($420.9 million) of frozen Libyan funds for the NTC.
In a sign of the continued pressure on the Gadhafi regime, a fresh wave of NATO air strikes hit the Libyan capital very early June 10, with three strong explosions shaking central Tripoli at around midnight. Other more distant explosions followed.
In the past two days, Tripoli has been targeted by the most intense NATO air raids since the international military campaign began on March 19.
The nominee to be the next U.S. defense secretary, Leon Panetta, said the sustained economic, diplomatic and military pressure would likely lead Gadhafi to step down.
"I think there are some signs that - if we continue the pressure, if we stick with it - that ultimately Gadhafi will step down," Panetta told U.S. lawmakers.
"Frankly, I think there are gains that have been made. We have seen the regime weakened significantly. We have seen the opposition make gains, both in the east and the west."
Senegalese President Abdoulaye Wade urged Gadhafi to step down as he became the first head of state to visit the rebels' bastion of Benghazi in eastern Libya.
"I look at you in the eyes... the sooner you go, the better," Wade said.
A member of the NTC said on the sidelines of the Abu Dhabi meeting that an international fund aimed at helping Libya's rebels had "become operational" from Thursday.
A State Department official later told reporters "we have got commitments of something about $300 million that came out of today's meeting," including $180 million from Kuwait and $100 million from Qatar.
In Moscow, envoy Margelov called on Gadhafi to step down, saying the Libyan leader needs to take a "responsible, courageous decision about his future."
"I am now involved in preparations for a Tripoli trip," he told reporters after returning from his visit to rebel-held eastern Libya and Egypt.
Margelov said Medvedev had not ordered him to meet Gadhafi and instead planned to hold talks with the Libyan prime minister and foreign minister. He did not give any details on when the trip would take place but said the Russian side was waiting for NATO to arrange a transport corridor so that the visit could go ahead in full security.
