Pakistan Measures in U.S. Defense Bill 'Counterproductive'


ISLAMABAD - Measures to withhold hundreds of millions of dollars in funds for Pakistan in the recently passed U.S. defense authorization bill for 2012 have been labeled counterproductive by regional experts.
The measures seek to withhold $700 million for Pakistan until Congress is convinced by the defense secretary that Islamabad is moving to combat the IEDs used to attack NATO/ISAF troops in Afghanistan.
The Pakistani government and military have not released a response to the measures.
However, former Australian defense attaché to Islamabad, Brian Cloughley, said the measures were "petty and spiteful" and "put in place by politicians who are anxious to play the patriotism card to win votes."
He said the measures were also unworkable as one of the main concerns of U.S authorities was to restrict the flow of fertilizer from Pakistan to Afghanistan. Fertilizer from Pakistan is a main ingredient in the production of homemade explosives.
Cloughley said that fertilizer was desperately needed in Afghanistan because of the generally poor soil quality and, therefore, he believes the fertilizer would be imported regardless of what the U.S. Congress wants.
"There is no possible means of detecting it other than individual search of every truck moving through official border check posts, including, of course, via northern routes," Cloughley said.
Cloughley added: "Fertilizer doesn't come only from Pakistan. It, along with much other contraband, enters through Turkmenistan and Uzbekistan; probably Iran, too."
He said Congress had also ignored the fact that "over 150,000 Pakistani troops have been committed to the western border, more than the U.S. and ISAF have in the whole of Afghanistan", and that "of the claimed 170,000 Afghan army troops supposed to be serving … only 3,000 to 4,000 [troops] are in the east of the country."
Even if Pakistan was able to stop the flow of fertilizer through the border crossings, Cloughley said smugglers would resort to more simple measures by loading it onto donkeys trained to make their own way across the border.
The withholding of finances is a keenly felt issue in Pakistan.
Analyst Haris Khan, of the Pakistan Military Consortium think tank, said "Under the Pakistan Counterinsurgency Capability Fund (PCCF) aid, no money or funds have been released since June 2011."
The Pakistani government and military have been somewhat silent on the non-payment of funds, Khan said.
Kahn described the silence in terms of the continued non-reimbursement of payments Pakistan made for 28 embargoed F-16C/Ds under the Pressler Amendment in the 1990s. Pakistan initially continued to make payments for the embargoed aircraft despite it being unlikely they would be released.
He said Pakistan should take a more forceful and "businesslike" approach to the non-payment of funds for services rendered, and be more active in demanding payments.
Just what Pakistan can do in this regard is uncertain, as all movement of NATO supplies through Pakistan has already stopped due to the NATO/ISAF attacks on two border posts on the night of Nov. 25/ 26.
Pakistan may not have much leverage, but Cloughley said he believes the U.S. is also in a similar position.
While the measures sound very severe, Cloughley said, "the freeze will not affect Pakistan gravely."
Ultimately, Cloughley said the measures are counterproductive as the "only definite outcome" will be "increased distrust and hatred of the U.S. throughout Pakistan."

Fighter Jet Projects Surge, But Not Where You'd Expect


The number of countries attempting to develop a new fighter aircraft has surged recently, part of a cycle that has ebbed and flowed since the dawn of the jet age.
South Korea and Turkey are the latest nations to start clean-sheet programs, while Japan is working on its ATD-X concept demonstrator, India is working on an improved version of its Light Combat Aircraft and Indonesia has signed on to the Korean effort.
Most are drawn by the prospects of developing a homegrown industrial base, boosting employment and filling military needs, analysts said.
"If you want to do all three badly, then you build a national fighter," said Richard Aboulafia, an analyst at the Teal Group, Fairfax, Va. "It comes in waves, and a lot of it driven by national aspirations and a lot of it is driven by perception of threat, and a lot of it is driven by the ruling party in the given country."
In the 1980s, domestic politics fostered a spate of indigenous fighter projects, which were generally killed off in the next decade or two by economic realities, Aboulafia said. With free-market capitalism's cachet diminished in many parts of the world, such national programs have made a comeback.
"Even autarchy has come back into vogue," Aboulafia said. "I think this might be a reflected dislike of market reality that has come with the economic meltdown of the past three years."
There is also a perception that an indigenous effort will be cheaper than an imported design, said Byron Callan, an analyst at Capital Alpha Partners in Washington. Many countries cannot afford new fighters such as the F-35, Eurofighter Typhoon, Dassault Rafale or even the new Russian PAK-FA, Callan said.
Even the Swedish Gripen, which recently won a Swiss order largely because it was cheaper than the Rafale and Typhoon, is very expensive, he said.
Something has to fill the market void, Callan said.
But Aboulafia said these nations are grossly underestimating the cost of developing a new fighter. For example, Seoul estimates that its KF-X stealth fighter effort will cost about $8 billion - "which is enough to maybe design a decent set of wings," he said.
Dan Gouré, an analyst at the Lexington Institute, Arlington, Va., concurred.
"It's horribly expensive," he said.
The track record for national fighter programs is not a good one. Japan, which has a highly developed economy and advanced technology, tried and failed to develop good cost-effective fighter, even with U.S. help, Aboulafia said.
Japan's experience with the F-2, which was based on the F-16, was a disaster that largely soured the country on developing an indigenous fighter. Aboulafia noted Tokyo's ongoing ATD-X stealth fighter development effort but said it would likely produce only a concept demonstrator, not a full production effort.
"There is nothing about history that would make you want to do this," Aboulafia said. "And looking at history, they have a lot to answer for."
Nor do most countries attempting to build an indigenous fighter have the technical wherewithal to build such an aircraft. Neither Turkey nor South Korea has the technical ability to build such fighters without external help.
"They're going to find there is an enormous gap between the licensed production of F-16s and designing, integrating and producing an entirely new product," Aboulafia said.
Even South Korea's recent experience in co-developing the T-50 jet trainer does little to alleviate the problem, he said.
Gouré was blunt about their chances for success: "There is no way in hell."
Only a handful of nations can design and build fighters without external help, he said. France, Britain, the U.S. and Russia are the only countries ever to successfully develop their own fighters, he said.
"Even the Chinese stuff, it's really all derivative of Russian hardware," he said.
Only about 60 percent of the Saab Gripen is built in Sweden, with the rest, including the engines, mostly U.S. in origin, Gouré said.
Because indigenous programs almost invariably offer an inferior product, there is tension between those who would develop such aircraft and those who will be expected to fly them in combat.
"Are you simply expecting to do as good a job as a traditional producer, or are you simply expecting your air force to take casualties?" Aboulafia said. "The best-case scenario is the reinvention of a fourth-generation jet with higher cost, which is exactly what happened with Japan's F-2."
India's Light Combat Aircraft is a good example. Leery of adopting the homegrown fighter because of its less-than-impressive performance, the Air Force has shown a clear preference for the winner of the country's Medium Multi-Role Combat Aircraft - either Rafale or the Typhoon - and the Indo-Russian T-50 PAK-FA stealth fighter.
Callan said, ultimately, countries that need only interceptors for home defense don't need particularly advanced aircraft. A light fighter similar to an F-16 or F/A-18 might suffice.
"There is 'good enough' for a lot of these markets," he said.

Italy Gives Bombing Stats for Libya Campaign


ROME - In their first official breakdown of facts and figures about Italy's air campaign over Libya this year, officials said military aircraft deployed 710 guided bombs and missiles during sorties. Italian Air Force Tornados and AMX fighter bombers deployed 550 bombs and missiles, while Navy AV8s deployed 160 guided bombs, the officials said during an event at Trapani Air Base in Sicily to honor military personnel involved in the conflict.
The Air Force total included Storm Shadow missiles, which sources put at between 20 and 30, which were fired from Tornado IDS aircraft - the first time the Air Force has deployed the missile during operations. The success rate of the Storm Shadow was 97 percent, one official said.
Otherwise, the Air Force deployed Paveway and JDAM guided munitions. AMX bombers for the first time used Litening III targeting pods, while Tornado IDS aircraft used JDAM munitions operationally for the first time.
Although the Air Force used guided bombs in its Kosovo campaign, Libya marked its first "extensive" use of guided munitions, said Air Force chief Gen. Giuseppe Bernardis.
With up to 12 different aircraft flying missions on given days during the seven-month operation, the Air Force racked up 1,900 sorties and 7,300 flying hours using Tornado IDS and AMX aircraft for strike missions, Tornado ECR for air defense suppression, F-16s and Eurofighters for no-fly zone patrol, C-130J and 767 tanker aircraft for refueling, and the unarmed Reaper UAV for reconnaissance.
Patrol and air defense flights accounted for 38 percent of flying hours, surveillance and reconnaissance flights took up 23 percent, ground-attack missions made up 14 percent, air defense suppression flights took up 8 percent, refueling flights took up 8 percent, flights detecting electromagnetic emissions and undertaking electronic warfare were 4 percent, while "armed reconnaissance and attacks on targets of opportunity" took up 5 percent.
More than 340,000 high-resolution pictures were taken by Reccelite pods on Tornado and AMX aircraft while 250 hours of video was transmitted in real time by Reaper UAVs.
Eight Italian Navy AV8 Harrier jets, which enforced the no-fly zone over Libya and operated bombing missions, flew 1,221 hours from the carrier Garibaldi, while 30 ship-based helicopters, including the EH-101, SH-3D and AB-212 types, flew 1,921 hours as part of the operation.
The Air Force also rushed into service its new Boeing 767 tanker aircraft. A third aircraft was delivered in November and the final aircraft is expected in the first quarter of 2012.
Italian Navy statistics released about the campaign revealed that two submarines, the Todaro and the Gazzana, were involved in the NATO Unified Protector operation.

Iraq Wants to Buy 18 More F-16 Fighter Jets


Iraq wants to buy an additional 18 Lockheed Martin F-16IQ Fighting Falcon jets, the Defense Security Cooperation Agency notified Congress on Dec. 12.
The $2.3 billion sale includes 24 Pratt and Whitney F100-PW-229 or General Electric F110-GE-129 engines, and would be managed under the Pentagon's Foreign Military Sales (FMS) apparatus, the release says. The deal would also include a host of ancillary equipment such as targeting pods, weapons and conformal fuel tanks.
"The proposed sale will contribute to the foreign policy and national security objectives of the United States by enhancing the capability of Iraq's Air Force," the release says. "The proposed aircraft and accompanying weapon systems will greatly enhance Iraq's interoperability with the U.S. and other NATO nations, making it a more valuable partner in an important area of the world, as well as supporting Iraq's legitimate need for its own self-defense."
Earlier in the year, Iraq ordered 18 F-16 C and D model jets. If this proposed sale is finalized, Iraq would own 36 of the single engine, multirole fighters.
Lockheed was awarded the $835 million contract on Dec. 5, calling for the delivery of 12 C-model single-seat jets and six D-model combat-capable two-seat training jets by May 30, 2018. The company will also provide support equipment, technical orders, integrated logistics support and contractor logistics support. The jets will be powered by Pratt and Whitney's F100 PW-229 afterburning turbofan, which delivers 29,000 pounds of thrust. The deal was announced in late September.

U.S., China Hold Military Talks


BEIJING - Chinese and US defense officials opened military talks in Beijing on Dec. 7 after ties were strained by American arms sales to Taiwan and a planned U.S. troop deployment in Australia.
The talks, led by Michele Flournoy, U.S. undersecretary of defense for policy, and her Chinese counterpart Ma Xiaotian, come a day after China's President Hu Jintao urged the navy to prepare for military combat.

China's official Xinhua news agency said military relations between the two powers, the situations in the Korean Peninsula and the South China Sea and the sale of U.S. arms to Taiwan would be on the agenda.They are the first ministry-level talks between the two nations since September, when Washington announced a $5.85 billion upgrade to Taiwan's fleet of F-16 fighter jets, angering Beijing, which considers the island a breakaway province.
Several Asian nations have competing claims over parts of the South China Sea, a strategically vital area believed to encompass huge oil and gas reserves, while China claims it all.
One-third of global seaborne trade passes through the maritime area and Vietnam and the Philippines have accused Chinese forces of increasing aggression there, ratcheting up tensions in the region.
On Dec. 6, Hu said in a speech to China's Central Military Commission that the navy needed to "make extended preparations for military combat in order to make greater contributions to safeguard national security and world peace."
Opening the one-day annual meeting, Ma said the talks showed that "both countries are being sincere about maintaining military exchanges".
"Hopefully both sides will make the best of this opportunity to expand common ground, keep risks under control and avoid misjudgment," he added, according to Xinhua.

Iraq Places Order for 18 F-16s


Lockheed Martin has been awarded an $835 million contract for 18 Block 52 F-16 Fighting Falcons for Iraq.

The contract, awarded Dec. 5, calls for the delivery of 12 C-model single-seat jets and six D-model combat-capable two-seat training jets by May 30, 2018.
The company will also provide support equipment; technical orders; integrated logistics support; and contractor logistics support. The jets will be powered by Pratt and Whitney's F100 PW-229 afterburning turbofan, which delivers 29,000 pounds of thrust. The deal was originally announced in late September.
Iraq is buying the jets though the U.S. Defense Department's Foreign Military Sales system.

India May Choose Fighter Next Month: Report

NEW DELHI - India could decide by next month on a $12 billion fighter jet deal which France's Dassault and the Eurofighter consortium are vying for, the country's air force chief reportedly said Nov. 18.
Air Chief Marshal N.A.K. Browne said government officials were working on the shortlisted bids of Dassault and Eurofighter, which were opened Nov. 4.
"We are calculating very hard. There is a lot of work going on. I expect in another four weeks, we should be able to wrap it up," the Press Trust of India quoted Browne as telling reporters in the southern Indian city of Bangalore.
Officials say the name of the lowest bidder will be unveiled after experts assess the "life-cycle" maintenance costs of each plane and other contract details.
"By mid-December we should have very good sense of who has been selected," the Indian Air Force chief said without elaborating.
The contract is for the outright purchase of 18 combat aircraft by 2012, with another 108 to be built in India with options to acquire more.
India in April cut out U.S. bidders Boeing and Lockheed Martin, as well as dropping Sweden's Saab AB and the Russian makers of the MiG 35 from the race.
Such a large order attracted strong lobbying during visits to India last year by U.S. President Barack Obama, French President Nicolas Sarkozy, British Prime Minister David Cameron and Russian President Dmitry Medvedev.
India, the biggest importer of military hardware among emerging nations, issued the request for proposals in 2007 and trials of aircraft from the six companies competing for the deal began a year later

U.S. To Transfer Upgraded F-16s to Indonesia

The White House issued a statement Nov. 18 saying that it will transfer more than two dozen surplus F-16 Fighting Falcon jet fighters to Indonesia.
"The Government of Indonesia has chosen to improve its internal air defense capability through the upgrade and regeneration of Excess Defense Articles (EDA) USAF F-16 Block 25 aircraft provided to the Government of Indonesia via a grant approved in August 2011," the statement reads.
The deal represents the largest transfer of defense articles between the U.S. and Indonesia, according to the statement.
The White House statement called the move "a signal of the growing commitment to regional security under the bilateral Comprehensive Partnership."
Indonesia currently operates an aging fleet of 10 Block 15 F-16 A and B model jets. Indonesia wants a total of 30 fighters; 24 of those would be F-16 Block 25 aircraft that would be refurbished and modernized.
"At the conclusion of the regeneration, Indonesia will possess a fleet of 24 F-16 aircraft updated with the most advanced Modular Mission Computer (MMC) produced by Raytheon," the statement reads. "The aircraft will also have vastly improved radar, avionics, and the capability to carry and field more advanced weaponry and sensors."
An additional four Block 25 jets and two Block 15 aircraft would be transferred to use as spare parts. The grant also includes 28 Pratt & Whitney F100 afterburning turbofan engines.
Indonesia will pay to refurbish the 24 F-16s destined for operational use and will also pay for the overhaul of the 28 engines.
The U.S. Defense Department is working with the Indonesian Defense Ministry to draft the final documents and is waiting for the final congressional notification to be completed. The notification and the final Letter of Offer and Acceptance should be completed by early 2012. If all goes as planned, the first modernized aircraft will be delivered by 2014, the statement reads.

U.S. House Panel Urges Fighter Jet Sale to Taiwan

WASHINGTON - A key U.S. House of Representatives panel on Nov. 17 approved bills urging the sale of new F-16 fighter jets to Taiwan and letting its leaders travel more freely to the United States, steps opposed by Beijing.
The House Foreign Affairs Committee approved the legislation by voice vote.
President Barack Obama's administration on Sept. 21 announced a $5.85 billion upgrade of Taiwan's 146 aging F-16 A/B jets, saying that the move would allow the island to bolster its defenses against a rapidly growing China.
But a number of lawmakers have pushed the administration to sell 66 of the new and more powerful F-16 C/Ds, a longstanding request of leaders on the self-governing island which China claims as part of its territory.
The two bills that cleared the committee urge Obama to provide the more potent jets, which Taiwan had sought in response to China's military ramp-up.
One of the measures calls for adding Taiwan to the list of countries benefiting from a U.S. travel visa waiver program and boosting travel by senior Taiwan officials to the United States and vice versa.
"Why is it that the president of a democratic partner of the United States is not allowed to visit this country, except as part of transit stops to other countries?" said the committee's top Democrat, Rep. Howard Berman. "It's time that all Taiwanese officials are afforded the proper respect and be allowed to visit the United States," he said.
One of the bills also urges the Obama administration to seek a free trade agreement with Taiwan.
The legislation could clear the full House but its fate is unclear in the Senate, where similar efforts to push for the sale of the F-16s has stalled.

Taiwan Drills Test Defenses Against China Attack

CHIATUNG, Taiwan - Taiwan's military on Nov. 17 carried out a major maneuver testing its ability to withstand a D-Day style attack by China.

The drill, held on the south of the island, pitted a marine brigade, acting as an enemy landing force, against a motorized infantry brigade defending the island, according to the defense ministry.
The air force had planned to have four aircraft, including a U.S.-made F-16, land on and take off from a sealed-off section of a highway near the southern city of Pingtung but had to skip that part of the drill due to low visibility.
Ties between Taiwan and China have improved drastically since Ma Ying-jeou of the China-friendly Kuomintang party became president in 2008. Ma promised to boost trade links and allow more Chinese tourists to visit the island.
But China still claims sovereignty over Taiwan, which has governed itself since 1949, and has vowed to get it back, by force if necessary.
As a result, China continues to build up its military facing Taiwan, focusing especially on weaponry that can help bring the island to its knees, should the need arise.
Taiwanese experts estimate that China has more than 1,600 missiles aimed at the island and has recently deployed a new type of ballistic missile despite improving ties.

Pakistan Air Force Jet Crashes; Pilot Killed

ISLAMABAD - A Pakistani air force jet crashed during a training flight on Nov. 14 in northern Pakistan, killing the pilot, the air force said.
The crash took place near the garrison town of Attock, 40 miles northwest of Islamabad.
The jet "crashed due to technical malfunction near Attock. The pilot was fatally injured," an air force statement said, not specifying the type of aircraft.
No loss of civilian life or property was reported on the ground, it said, adding that an inquiry had been ordered to determine the cause of the crash.
Pakistan's air force has a fleet of Chinese aircraft, including F-7PGs and A-5s, plus U.S.-built F-16s and French Mirages. It recently acquired medium-tech JF-17 or Thunder jets, manufactured jointly by China and Pakistan.

UAE Also Eyeing Typhoon in Combat Aircraft Competition

DUBAI - The United Arab Emirates (UAE) has asked Britain to bid the Eurofighter Typhoon for its combat aircraft fleet competition, a British government spokesman said, dealing a blow to French efforts to sell the Rafale to the Gulf state.
"We have received the request for proposal for the Eurofighter Typhoon," an official from the U.K. Defense & Security Organization said Nov. 13 on the opening day of the Dubai Airshow. "We're working on it."
No figures were immediately available for the British bid.
The U.K. Minister for International Security Strategy, Gerald Howarth, was attending the exhibition as part of London's official support to place the Eurofighter in the UAE.
The British Chief of the Air Staff, Sir Stephen Dalton, was also in Dubai, flying the flag for the Royal Air Force, which flew two Eurofighters to the show. A Eurofighter was scheduled to fly in the daily display, as was the Rafale.
Dassault Aviation declined comment.
French Air Force officers heard of the Eurofighter news on Nov. 11, through a London embassy attaché.
The UAE has been in talks with France since 2008 on a sale of 60 upgraded Rafales, but the negotiations suffered political upsets along the way and Gulf officials saw the initial $10 billion tag as excessive.
On the Rafale talks, French defense minister Gérard Longuet told journalists here "the final stage has been well engaged and a flick of the eyebrows could mean hundreds of millions of euros either way."
Each side was defending its interests, but the talks were essentially between the Rafale commercial team and the UAE, he said.
The UAE's request for a Eurofighter bid was a case of "livening up the procedure," Longuet said, adding he still expected the UAE would order the Rafale in December when the Gulf state celebrated its 40th anniversary of founding.
An important price element was the Rafale's multirole capability, which meant the same crew could perform air combat, reconnaissance and close air support missions, Longuet said. For a country with a small population, that was a big saving in crew costs.
On the UAE's Mirage 2000-9 fleet, any decision in an "innovative solution" was a decision at the state level as part of a strategic relationship, above that of the ministry or manufacturer, he said.
Some Mirage 2000-9 units were aging, others were more recent, he said.
In the official opening of the show, UAE Prime Minister Sheikh Muhammad Bin Rashid Al-Makhtum made the briefest of visits at the Rafale stand in his tour of the exhibition.
Lockheed Martin has been in talks with the UAE on F-16 upgrades, mainly communications, to allow the U.S.-built fighters to talk to the F-35, F-16 business development executive William Henry said here.
In an upgrade that took units out of service, Lockheed offered sales of new F-16s to allow operators to maintain force levels, he said.
Lockheed also has talked to the UAE about sales of the F-35, Henry said.
"As air forces look to the future, the F-35 is going to be a key element of their force planning," he said.
Lockheed sees potential sales of 50 to 100 F-16s around the world, Henry said. On top of 18 F-16s ordered by Iraq, 52 units are on the backlog.
Maj. Gen. Ibrahim Naser Al Alawi, deputy commander of the UAE Air Force and Air Defense, told an air chiefs conference Nov. 12 that, in a new generation combat aircraft, the air force was looking for network capability, open architecture and interoperability.
A future weapon system would be versatile, multirole, and capable of handing modular sensors and payloads, Al Alawi said.
Other elements of the future aircraft would include upgradeable and expandable hardware and software, and the plane would be fast, agile and easily serviceable, he said.
The systems should also draw on dual use military-civil technology and offer versatility.
MBDA Chief Executive Antoine Bouvier said the European missile company has not received a request from Eurofighter or the UAE to work on an offer of weapons for the Typhoon.
The UAE Air Force flew its F-16 and Mirage 2000-9 fighters in the NATO-led coalition operation over Libya. Qatar also flew alongside with French missions.
That deployment yielded many "firsts," including the UAE's first time flying as a non-NATO member in a coalition air campaign, Al Alawi said.
Among the lessons learned from Libya were the need for integration of non-NATO elements into the alliance procedures, need for a well thought out communications plan among partner nations and the importance of exchange liaison officers, Al Alawi said.
The UAE is still in talks with the French government and industry for the Rafale, a Gulf source said.
UAE foreign minister Abdullah Bin Zayed Al Nahyan recently held a first meeting with his counterpart Alain Juppé, who has been tasked by president Nicolas Sarokzy to lead the export drive for the Rafale.
The request for a Eurofighter bid is the latest setback for France's Rafale foreign sale campaign. UAE officials asked Lockheed for information on the F-16s, on which the Gulf state has invested in co-development on its Block 60 version.
The U.S government was also out in force at the show, displaying the V22 Osprey tilt-rotor aircraft for the first time here, as well the F-15, F-16 and F-18 fighters. The Apache attack helicopter was also at the show.
Bilateral ties between France and the UAE were back to normal after a hitting a low patch last year, when the Gulf state viewed the Paris government as ignoring its concerns.

Russian Planes Spark NATO Scramble in Baltics

VILNIUS - NATO jets were scrambled Nov. 7 as four Russian air force planes flew near the territory of the Baltic states, Lithuania's defense ministry said, adding that the unusual number was a cause for concern.
Defense ministry spokeswoman Ugne Naujokaityte said that four Danish F-16fighters, which currently police the skies of Lithuania, Latvia and Estonia, took to the air twice to escort the Russian planes.
Two AN26 transport aircraft and a TU134 bomber flew in succession from Russia's Baltic territory of Kaliningrad to Russia itself, and an IL20 intelligence-gathering plane flew in the opposite direction.
While their path over neutral waters did not ultimately encroach on the Baltic states' airspace, the flurry of flights was unusual in an area that normally sees only a few Russian aircraft transit every few weeks.
"The intensity of these Russian planes' flights raises concern. It proves once again the importance and necessity of the NATO air police mission in Baltic states," Naujokaityte said.
The Baltic states broke away from the crumbling Soviet Union in 1991 after five decades of communist rule and joined NATO in 2004. They have had rocky ties with Moscow since independence and are jittery about Russian military moves in the region.
With a total population of 6.5 million and a professional military of 20,500, they lack sufficient aircraft to police their own skies.
As a result, other members of 28-nation NATO take turns patrolling the trio's airspace on rotations lasting several months, out of a base in Lithuania. Denmark took over from France in September. Russian aircraft bound for Kaliningrad - sandwiched between the Baltic Sea, Lithuania and fellow ex-communist NATO member Poland - have at times strayed into the Baltic states' skies without permission.
The line between navigational error and Russian "buzzing" of the Baltics can be hazy, experts say. While the planes involved in Monday's incident did not actually cross into the Baltic states' airspace, it comes amid growing disquiet about a Russian build-up in the region.
The Baltic states have stressed repeatedly that improving ties with their resurgent former master is by far their preferred option. But their concerns increased after Russia's 2008 war with ex-Soviet Georgia, as well as Moscow's affirmation in its military doctrine that NATO's expansion is a threat, and by military exercises with scenarios including cutting off the Baltic states from the rest of NATO.
Worries have been stoked by the bolstering of a brigade of marines in Kaliningrad, and reported Russian deployment there of a new anti-aircraft missile system sweeping the Baltic states and Poland.

Dubai Show May Include 1,000 Exhibitors................. JF-17 To Make Gulf Debut

PARIS - Pakistan is looking to steal the thunder with its JF-17 fighter jet, due to fly at the Dubai Airshow, opening Nov. 13.
The JF-17 Thunder, a single-engine, multirole combat aircraft, is co-developed by Pakistan Aeronautical Complex and China, where it is dubbed the FC-1 Fierce Dragon.
With a price tag of $20 million to $25 million per unit, the JF-17 is a low-cost plane poles away from Western-built fighters such as the F-15, F-16, F/A-18 and Rafale, also to be displayed.
Dubai will be the JF-17's fourth air show, after a static display at Farnborough, and flights at the Izmir show in Turkey and Zhuhai in China.
Pakistan also is showing off its Super Mushshak basic trainer, flown by the Saudi and Pakistan air forces, and its Karakoram-8 light trainer jet.
Alenia will field its M346 trainer jet, which previously won a UAE competition for a lead-in fighter trainer only to see the deal called off and a new tender set.
The U.S. is fielding the V-22 Osprey tilt-rotor aircraft alongside the conventional AH-64 Apache Longbow attack helicopter.
In the expanding market for spy planes, L-3 Communications will display its modified King Air 350ER turboprop, pitched at foreign clients as an intelligence, surveillance and recon asset.
At the large end of the spectrum, a Boeing 737 airborne early warning and control system plane from the Turkish Air Force will be at the show.
Dubai will host the 12th edition of the air show, which has booked up to 1,000 exhibitors from 50 countries, a 12 percent increase over 2009, the organizers said. More than 55,000 trade visitors are expected.

No. 2 in NATO Afghanistan Training Program Sacked

KABUL - A United States general working with NATO's training mission in Afghanistan has been fired after accusing President Hamid Karzai and his corruption-plagued administration of being out of touch and ungrateful for American support.
U.S. Army Maj. Gen. Peter Fuller, deputy commander of NATO's mission to train and equip Afghan forces, was dismissed after making "inappropriate public comments," the NATO-led international force said late Nov. 4.
Fuller's comments made public some of the frustrations expressed privately by U.S. and other foreign military officers and diplomats about working with Karzai and his government.
In an interview published by news website Politico on Nov. 3, Fuller said Afghan leaders did not fully recognize the human and financial cost borne by the United States in Afghanistan and were "isolated from reality."
He also directly criticized Karzai after the president said last month that Afghanistan would support Pakistan if Islamabad ever went to war with the United States.
"Why don't you just poke me in the eye with a needle?" Fuller said of Karzai's comments.
"You've got to be kidding me... I'm sorry, we just gave you $11.6 billion and now you're telling me, 'I don't really care?' " He added: "When they are going to have a presidential election, you hope they get a guy that's more articulate in public."
U.S. Marine Gen. John Allen, commander of the NATO-led International Security Assistance Force (ISAF), said the remarks did not reflect the state of the international force's relationship with Karzai's administration.
"These unfortunate comments are neither indicative of our current solid relationship with the government of Afghanistan, its leadership, or our joint commitment to prevail here in Afghanistan," Allen said in a statement.
"The Afghan people are an honorable people and comments such as these will not keep us from accomplishing our most critical and shared mission - bringing about a stable, peaceful and prosperous Afghanistan."
U.S. Defense Secretary Leon Panetta fully backed the decision to dismiss Fuller with immediate effect, spokesman U.S. Navy Capt. John Kirby said.
A spokesman for ISAF in Kabul, U.S. Navy Lt. Gregory Keeley, said it did not have any information on whether Fuller would be leaving the military or redeploy to another role.
Last year, U.S. Army Gen. Stanley McChrystal, then commander of international troops in Afghanistan, was dismissed by President Obama over comments made by him and his aides about senior political leaders to Rolling Stone magazine.
NATO's mission to train and equip the Afghan army and police to take increasing control of security after foreign combat troops leave in 2014 is seen as one of the most important parts of the military effort in Afghanistan.
Afghan security force numbers have increased significantly in recent years, growing from around 190,000 in late 2009 to about 305,000 today. That figure is due to rise to 352,000 by November next year.
But problems persist, including poor literacy and questions over issues such as cronyism.
News of Fuller's sacking emerged as U.S. Army Lt. Gen. Daniel Bolger on Nov. 5 took overall command of NATO's training mission in Afghanistan from U.S. Army Lt. Gen. William Caldwell, who has completed a two-year tour of duty.
Elsewhere in the interview, Fuller used an unusual analogy to illustrate how he had to tell Afghan officials why they could not have equipment like F-16 fighter jets and tanks.
"You can teach a man how to fish, or you can give them a fish," said Fuller.
"Were giving them fish while they're learning and they want more fish! [They say] I like swordfish, how come you're giving me cod? Guess what? Cod's on the menu today."
He added that one unidentified Afghan figure had told him he only wanted tanks so he could use them in parades.

Pakistan gets hi-tech for F-16

Islamabad – Pakistan has bought the American ALQ-211 AIDEWS (Advanced Integrated Defensive Electronic Warfare Suite) pod for their F-16 fighters.
The ALQ-211 allows the aircraft to detect radar, jamming and laser signals hitting the aircraft, as well as the presence of chemical weapons. ALQ-211 also provides some jamming of its own, and assistance on where the signal is coming from, so the pilot can move the aircraft away from the threat, said a report published in U.S. magazine.
ALQ-211 is also installed in helicopters, but not as a pod. Rather, the individual components are installed in the helicopter where space is available.
Components of ALQ-211 are programmable, so that the system can quickly be updated for newly discovered enemy equipment. Pakistan will receive ALQ-211(V) 9 (version 9), which costs about $3.5 million per pod.

U.S. Air Force To Upgrade 300 F-16s

The U.S. Air Force will upgrade between 300 and 350 F-16C Block 40 and 50 fighters with new avionics and increased airframe life, a three-star general said before Congress.
Testifying Nov. 2, Lt. Gen. Herbert "Hawk" Carlisle, Air Force deputy chief for operations, plans and requirements, also said the service doesn't have enough trained UAV pilots, and that the U-2 isn't quite ready for retirement.
"You hear an announcement fairly quickly from the United States Air Force, we're going to [service life extension program (SLEP)] and avionics modernize probably in the vicinity 300 to 350 F-16s,".
That number could climb to 600 aircraft, Carlisle said, but it is not likely the Air Force will have to upgrade so many jets.
The modernized jets will be crucial to maintaining the Air National Guard (ANG) and Air Force Reserve fighter force. It will also help maintain the Air Force's dwindling arsenal of tactical fighters before the F-35 Lightning II Joint Strike Fighter (JSF) becomes operational.
Although the service doesn't yet know when the F-35 will become operational, the aircraft will likely miss the current projected date of 2016. The aircraft will likely become fully operational in 2018, Carlisle said, but the service is not naming an official date until the new master schedule is complete.
There is money in fiscal 2012 budget to develop a modernization program for the F-16, Carlisle said. The Air Force will start developing the avionics modernization plan soon, he said.
Maj. Gen. Jay Lindell, Air Force director of global power programs, said the airframe life of the F-16 would be increased from 8,000 to "at least" 10,000 hours. That would afford the Air Force eight more years of operations using the old aircraft, he said.
"We're looking at capability through the next decade, which would be through 2030," Lindell said.
Each plane would cost $9.4 million, he said, so the Air Force wants to get its money's worth.
The scope of the modernization plan for the F-16 fleet and the fielding of the stealthy new F-35 depends on the forthcoming integrated master schedule for the new jet, Carlisle said. The F-35 will be fielded to ANG units, starting with the Vermont ANG, he said.
With the upgrades, the F-16 could be serving for decades to come.
The Navy and Marine Corps are also working on extending the life of 150 of their F/A-18 Hornets, said Marine Lt. Gen. Terry Robling, the U.S. Marine Corps' deputy commandant for aviation. The upgraded F/A-18s are slated to hold the sea services over until the F-35 becomes operational.
Pilots for UAVs
In his testimony, Carlisle said the Air Force doesn't have enough pilots for its growing fleet of drones. He said the service was on its sixth surge for providing Predator and Reaper combat air patrols (CAPs). But to attain the required 60 CAPs, the Air Force has had to press instructor pilots into active service and shut down its elite Weapons School course for the unmanned planes, he said.
"Our issue today is our ability to train our sensor operators and pilots," Carlisle said.
The Air Force will likely have to ratchet down the number of CAPs to reconstitute its ability to train and field new unmanned aircraft pilots, he said. The community has grown quickly; it is now the single largest group of aviators in the service.
Reconstituting the training force and rebuilding the expertise at the Weapons School will take about a year, Carlisle said. Once the Air Force can rebuild its schoolhouses, the Air Force can get back on track to fielding 65 CAPs as required by the forces deployed in combat.
No Retirement for U-2
Of the Air Force's U-2 spy planes, Carlisle said the Air Force won't be retiring them until a technical shortcoming with the RQ-4 Global Hawk high-altitude unmanned aircraft is resolved.
Although the Air Force plans to replace the venerable U-2 with the new unmanned aircraft, the Global Hawk's sensors are still not capable of measuring up to the standards set by the five-decade old Dragon Lady.
"The Global Hawk, the RQ-4, will be the replacement," Carlisle said. "It is not there yet. The sensors suite is not there. It cannot match what the U-2 does."
There is a high-altitude transition team, but the U-2 will be maintained until the Global Hawk can match the older plane. With the sensors on the Block 40 Global Hawk, the unmanned plane will "start to get close to that," Carlisle said.
The U-2 will be around through 2014 and 2015, but the Global Hawk should be able to start matching its capabilities by then, he said.

U.S. Ready To Sell F-35 to India: Pentagon

WASHINGTON - The U.S. would be prepared to sell India the new F-35 fighter jet, the Pentagon said Wednesday, after New Delhi rejected a U.S. offer of older aircraft in a major competition this year.
In a report to Congress on U.S. defense ties with India, the Pentagon said India was a vital partner and that Washington wanted to bolster security cooperation with New Delhi, including joint exercises and high-tech arms sales.
In the first round of a contest for a combat aircraft contract, India in April shortlisted France's Dassault and the European Eurofighter consortium while rejecting the U.S. offer of F-16 and F-18 jets.
"Despite this setback, we believe US aircraft, such as the Joint Strike Fighter (JSF), to be the best in the world," said the Pentagon report, referring to the radar-evading F-35 jet.
"Should India indicate interest in the JSF, the United States would be prepared to provide information on the JSF and its requirements ... to support India's future planning," it said.
Mindful of China's rise and growing military reach, President Barack Obama has placed a high priority on deepening ties with India.
The U.S.-India defense relationship has expanded rapidly over the past decade and the administration sees India as a natural partner and global "player," Robert Scher, deputy assistant secretary of defense for South and Southeast Asia, told reporters.
India has made no request for more information on the F-35, but the U.S. invitation was "an example of the high regard that we hold India's military modernization," Scher said.
In the April contest for a new multirole fighter for India, Rafale and the Eurofighter Typhoon beat out U.S. aerospace giants Boeing and Lockheed Martin, as well as Sweden's Saab AB and the Russian makers of the MiG 35.
The U.S. report noted that India is working with Russia on developing a fifth-generation fighter aircraft.
The Pentagon touts the F-35 Joint Strike Fighter as the premier fifth-generation fighter equipped with stealth technology, but the program faces rising costs, with a price tag of nearly $150 million each.
The two U.S. senators who asked the Defense Department for the report welcomed the document but said Washington needed to work to expand its security relationship with India.
"While the report shows that tremendous progress has been made in military-to-military relations over the past ten years, we believe that there is much more that can be done," Sen. Joe Lieberman, I-Conn., said in a statement.
