Japan Picks F-35 as Mainstay Fighter: Reports


TOKYO - Japan has chosen the U.S.-made F-35 stealth jet as its next-generation mainstay fighter in a multibillion-dollar deal, reports said Dec. 13.
The Defense Ministry picked the jet made by Lockheed Martin to replace its aging fleet of F-4 jets over two rivals, the Boeing-made F/A-18 Super Hornet and the Eurofighter Typhoon, the Yomiuri Shimbun said.
Japan's biggest daily said the Defense Ministry had "agreed in principle" to select the F-35, with a formal announcement expected Dec. 16 at the Security Council of Japan, chaired by Prime Minister Yoshihiko Noda.
Kyodo News cited unnamed government sources as saying the ministry had decided to buy 40 F-35 fighters, while the Nikkei business daily said only that the jet remained a "prime candidate."
Earlier reports said Japan could buy as many as 50 new jets, equipped with stealth technology, with a price tag of more than $6 billion.
A Defense Ministry spokesman on Dec. 13 declined to confirm the reports, saying: "We are still trying to do our best to make a final decision by the end of this year."
And Chief Cabinet Secretary Osamu Fujimura denied the reports that a final decision had been made, Dow Jones Newswires said.
The F-35, the most expensive weapons program in Pentagon history, has been plagued by cost overruns and technical delays.
The jet, co-developed with British defense giant BAE Systems, is the most expensive among the three candidates, with a price tag estimated at $113 million per aircraft.
Japan initially aimed to acquire the F-22 stealth fighter to renew its fleet, but U.S. law prohibits exports of the jet because the U.S. has said it would halt production of the model.

India May Choose Fighter Next Month: Report

NEW DELHI - India could decide by next month on a $12 billion fighter jet deal which France's Dassault and the Eurofighter consortium are vying for, the country's air force chief reportedly said Nov. 18.
Air Chief Marshal N.A.K. Browne said government officials were working on the shortlisted bids of Dassault and Eurofighter, which were opened Nov. 4.
"We are calculating very hard. There is a lot of work going on. I expect in another four weeks, we should be able to wrap it up," the Press Trust of India quoted Browne as telling reporters in the southern Indian city of Bangalore.
Officials say the name of the lowest bidder will be unveiled after experts assess the "life-cycle" maintenance costs of each plane and other contract details.
"By mid-December we should have very good sense of who has been selected," the Indian Air Force chief said without elaborating.
The contract is for the outright purchase of 18 combat aircraft by 2012, with another 108 to be built in India with options to acquire more.
India in April cut out U.S. bidders Boeing and Lockheed Martin, as well as dropping Sweden's Saab AB and the Russian makers of the MiG 35 from the race.
Such a large order attracted strong lobbying during visits to India last year by U.S. President Barack Obama, French President Nicolas Sarkozy, British Prime Minister David Cameron and Russian President Dmitry Medvedev.
India, the biggest importer of military hardware among emerging nations, issued the request for proposals in 2007 and trials of aircraft from the six companies competing for the deal began a year later

UAE Received Information on F/A-18, F-15

DUBAI - Boeing provided information earlier this year on its F/A-18 and F-15 combat aircraft to the United Arab Emirates (UAE) as part of the gulf state's "open fighter competition," said Dennis Muilenburg, president and CEO of Boeing Defense, Space & Security.
The data on the two fighter jets was supplied at the same time that Boeing supported government-to-government talks under the U.S. Foreign Military Sales regime, Muilenburg said.
"We're honored to have two great fighters to compete," Muilenburg told journalists at the Dubai Airshow here. "We've got hot production lines for both aircraft."
Boeing could provide cost and delivery certainty, and also ensure post-delivery logistical support for both aircraft, he said.
The Eurofighter consortium, meanwhile, confirmed in a statement that the U.K. responded to a UAE request for a briefing on the Typhoon fighter.
"The briefing took place on 17th October 2011," the statement said.
The U.K. then received a request for proposals for the supply of the Typhoon for the UAE Air Force.
"We are working hard to deliver a response," Eurofighter said.
The request for a Eurofighter bid came as a blow to the French government and industry, which have been hoping for a UAE contract for Dassault's Rafale fighter before the end of the year.
Lockheed Martin also has responded to the UAE's request for information on its F-16, which the U.S. company sees as a bridge to selling the F-35 Joint Strike Fighter to the gulf state.
Boeing hopes that moves aimed at boosting local UAE industry will help its fighter bid.
Boeing and Mubadala Aerospace, a unit of the Mubadala state-owned holding company, announced Nov. 14 they had agreed to two deals under a 2009 framework agreement to develop the UAE's civil and military aerospace industry.
Under the first deal, Boeing will establish local company Strata Manufacturing as a composite aerostructures supplier. Strata will be able to qualify as a tier 1 supplier to Boeing if it meets performance and competitiveness targets set in a so-called "strategic roadmap."
Secondly, the Advanced Military Maintenance Repair and Overhaul Center, a Mubadala Aerospace company, will work under a strategic agreement with Boeing Defense, Space & Security to provide support for military aircraft in the UAE, including Boeing-built Apache and Chinook helicopters and C-17 airlifters.
Boeing sees interest in the F/A-18 and F-15 in the gulf region, including Kuwait and Qatar.
A sale of F-15s to Saudi Arabia is under government-to-government discussion, after having sparked protest from Israel.

U.S. To Buy Decommissioned British Harrier Jets

WASHINGTON and LONDON - Britain has agreed to sell all of its 74 decommissioned Harrier jump jets, along with engines and spare parts, to the U.S. Navy and Marine Corps - a move expected to help the Marines operate Harriers into the mid-2020s and provide extra planes to replace aging two-seat F-18D Hornet strike fighters.

Rear Adm. Mark Heinrich, chief of the U.S. Navy's Supply Corps, confirmed the two-part deal Nov. 10 during a conference in New York sponsored by Bank of America Merrill Lynch in association with Defense News.
Heinrich negotiated the $50 million purchase of all Harrier spare parts, while Rear Adm. Donald Gaddis, the U.S. Navy's program executive officer for tactical aircraft, is overseeing discussions to buy the Harrier aircraft and their Rolls-Royce engines, Heinrich said.
A spokesman for the Ministry of Defence in London confirmed the Disposal Services Agency was in talks with the U.S. Navy for the sale of the Harriers. The deal had yet to be concluded, he said Nov. 11.
Britain retired its joint force of Royal Air Force and Royal Navy Harrier aircraft late last year in one of the most controversial moves of the defense reductions, which also cut the aircraft carriers that operated the jets, other warships, maritime patrol planes and personnel.
Most of the retired Harriers are stored at the Royal Air Force base at Cottesmore, England.
They have been undergoing minimum fleet maintenance, including anti-deterioration measures, in order to keep them airworthy, Heinrich said.
A spokesman for the U.S. Navy's Naval Air Systems Command declined Nov. 11 to comment on the deal, deferring to the British military.
An MoD source said Nov. 11 that he thought both deals could be signed in the next week or two. The MoD source confirmed that the entire fleet of 74 Harrier aircraft was involved in the sale.
Heinrich noted that payment details were the only outstanding issue on the parts deal discussions, and he said the purchase will give the U.S. Marines a relatively economical way to get their hands on key components to keep the Harrier fleet running.
Similar Aircraft
While it is unusual for the U.S. to buy used foreign military aircraft for operation, integration of the British planes into Marine Corps squadrons shouldn't be a major problem, one expert said.
"I don't think it will be costly to rip out the Brit systems" and replace them with Marine gear, said Lon Nordeen, author of several books on the Harrier.
Nordeen noted that the British GR 9 and 9As are similar in configuration to the Marines' AV-8B night attack version, which make up about a third of U.S. Harriers. The British planes also are night planes dedicated to air-ground attack, he said, and while both types carry Forward Looking Infrared (FLIR) sensors, neither is fitted with a multimode radar such as the APG-65 carried by U.S. AV-8B+ models.
The absence of the big radar, Nordeen said, makes the GR 9A and AV-8Bs "a better-performing plane. Weighing less, it's more of a hot rod."
British GR 9s, although upgraded with improved avionics and weapons, are powered by the Rolls-Royce Mark 105 Pegasus engine. GR 9As have the more powerful Mark 107, similar to the Rolls-Royce F402-RR-408s that power Marine AV-8Bs.
British and U.S. Harrier II aircraft had a high degree of commonality from their origin. The planes were developed and built in a joint arrangement between British Aerospace - now BAE Systems - and McDonnell Douglas, now a division of Boeing. While each company built its own wings, all forward sections of the British and American Harrier IIs were built by McDonnell in St. Louis, Mo., while British Aerospace built the fuselage sections aft of the cockpit.
"All the planes have to fit together," Nordeen said.
The Harrier IIs, built between 1980 and 1995, "are still quite serviceable," he said. "The aircraft are not that far apart. We're taking advantage of all the money the Brits have spent on them. It's like we're buying a car with maybe 15,000 miles on it."
Operationally, Nordeen said, "these are very good platforms. They need upgrades, but on bombing missions they have the ability to incorporate the Litening II targeting pod [used by U.S. aircraft]. They're good platforms. And we've already got trained pilots."
Marine Corps Harriers are to be phased out by 2025, when replacement by new F-35B Joint Strike Fighters should be complete.
Nordeen, however, said he expects the British Harriers to be used initially to replace two-seat Marine F-18D Hornet fighters now operated in the night attack role.
"The F-18Ds are more worn out than the Harriers," Nordeen said. "Most of the conversions [of ex-British aircraft] early on will be to replace 18Ds and not Harriers." He noted the first Marine F-35B squadron already is slated to replace an F-18D unit.
Nordeen applauded the move.
"I would see this as a good bargain to extend the operational utility of the Harrier II fleet, no matter what," he said.

UAE Also Eyeing Typhoon in Combat Aircraft Competition

DUBAI - The United Arab Emirates (UAE) has asked Britain to bid the Eurofighter Typhoon for its combat aircraft fleet competition, a British government spokesman said, dealing a blow to French efforts to sell the Rafale to the Gulf state.
"We have received the request for proposal for the Eurofighter Typhoon," an official from the U.K. Defense & Security Organization said Nov. 13 on the opening day of the Dubai Airshow. "We're working on it."
No figures were immediately available for the British bid.
The U.K. Minister for International Security Strategy, Gerald Howarth, was attending the exhibition as part of London's official support to place the Eurofighter in the UAE.
The British Chief of the Air Staff, Sir Stephen Dalton, was also in Dubai, flying the flag for the Royal Air Force, which flew two Eurofighters to the show. A Eurofighter was scheduled to fly in the daily display, as was the Rafale.
Dassault Aviation declined comment.
French Air Force officers heard of the Eurofighter news on Nov. 11, through a London embassy attaché.
The UAE has been in talks with France since 2008 on a sale of 60 upgraded Rafales, but the negotiations suffered political upsets along the way and Gulf officials saw the initial $10 billion tag as excessive.
On the Rafale talks, French defense minister Gérard Longuet told journalists here "the final stage has been well engaged and a flick of the eyebrows could mean hundreds of millions of euros either way."
Each side was defending its interests, but the talks were essentially between the Rafale commercial team and the UAE, he said.
The UAE's request for a Eurofighter bid was a case of "livening up the procedure," Longuet said, adding he still expected the UAE would order the Rafale in December when the Gulf state celebrated its 40th anniversary of founding.
An important price element was the Rafale's multirole capability, which meant the same crew could perform air combat, reconnaissance and close air support missions, Longuet said. For a country with a small population, that was a big saving in crew costs.
On the UAE's Mirage 2000-9 fleet, any decision in an "innovative solution" was a decision at the state level as part of a strategic relationship, above that of the ministry or manufacturer, he said.
Some Mirage 2000-9 units were aging, others were more recent, he said.
In the official opening of the show, UAE Prime Minister Sheikh Muhammad Bin Rashid Al-Makhtum made the briefest of visits at the Rafale stand in his tour of the exhibition.
Lockheed Martin has been in talks with the UAE on F-16 upgrades, mainly communications, to allow the U.S.-built fighters to talk to the F-35, F-16 business development executive William Henry said here.
In an upgrade that took units out of service, Lockheed offered sales of new F-16s to allow operators to maintain force levels, he said.
Lockheed also has talked to the UAE about sales of the F-35, Henry said.
"As air forces look to the future, the F-35 is going to be a key element of their force planning," he said.
Lockheed sees potential sales of 50 to 100 F-16s around the world, Henry said. On top of 18 F-16s ordered by Iraq, 52 units are on the backlog.
Maj. Gen. Ibrahim Naser Al Alawi, deputy commander of the UAE Air Force and Air Defense, told an air chiefs conference Nov. 12 that, in a new generation combat aircraft, the air force was looking for network capability, open architecture and interoperability.
A future weapon system would be versatile, multirole, and capable of handing modular sensors and payloads, Al Alawi said.
Other elements of the future aircraft would include upgradeable and expandable hardware and software, and the plane would be fast, agile and easily serviceable, he said.
The systems should also draw on dual use military-civil technology and offer versatility.
MBDA Chief Executive Antoine Bouvier said the European missile company has not received a request from Eurofighter or the UAE to work on an offer of weapons for the Typhoon.
The UAE Air Force flew its F-16 and Mirage 2000-9 fighters in the NATO-led coalition operation over Libya. Qatar also flew alongside with French missions.
That deployment yielded many "firsts," including the UAE's first time flying as a non-NATO member in a coalition air campaign, Al Alawi said.
Among the lessons learned from Libya were the need for integration of non-NATO elements into the alliance procedures, need for a well thought out communications plan among partner nations and the importance of exchange liaison officers, Al Alawi said.
The UAE is still in talks with the French government and industry for the Rafale, a Gulf source said.
UAE foreign minister Abdullah Bin Zayed Al Nahyan recently held a first meeting with his counterpart Alain Juppé, who has been tasked by president Nicolas Sarokzy to lead the export drive for the Rafale.
The request for a Eurofighter bid is the latest setback for France's Rafale foreign sale campaign. UAE officials asked Lockheed for information on the F-16s, on which the Gulf state has invested in co-development on its Block 60 version.
The U.S government was also out in force at the show, displaying the V22 Osprey tilt-rotor aircraft for the first time here, as well the F-15, F-16 and F-18 fighters. The Apache attack helicopter was also at the show.
Bilateral ties between France and the UAE were back to normal after a hitting a low patch last year, when the Gulf state viewed the Paris government as ignoring its concerns.

U.S. Navy Ship Set for Alt Fuel Demo

Having powered jet fighters, helicopters and small craft with alternative fuels, the U.S. Navy will conduct its largest-yet demonstration next week when a former destroyer takes to sea with a mixture of algal oil and diesel fuel.

The Paul F. Foster, a Spruance-class destroyer now used for experimental purposes, will sail from Point Loma in San Diego to her base at the Naval Surface Warfare Center in Port Hueneme, Calif., powered by a 50-50 blend of hydro-processed algal oil and F-76 petroleum, the Naval Sea Systems Command (NAVSEA) said Nov. 10.
The alt fuel will power one of the ship's LM2500 gas turbines used for propulsion, and the ship's service gas turbine.
The short, overnight transit is part of a commitment by Navy Secretary Ray Mabus to demonstrate a Green Strike Group in 2012 and deploy a strike group composed completely of alternatively powered ships, "the Great Green Fleet," by 2016, NAVSEA said in a press release.
In October, the Navy demonstrated the algal oil-F-76 fuel aboard a landing craft utility at Little Creek, Va., where a riverine combat craft also operated with the fuel mix. Yard Patrol training vessels at the U.S. Naval Academy in Annapolis, Md., have also used the alt fuel.
Several different aircraft types have flown with alternative fuels, including F/A-18 Super Hornet and F-15 Eagle jet fighters, a T-45C Goshawk training jet, an EA-6B Prowler electronic warfare aircraft, an MV-22 Osprey tilt-rotor, an MH-60S Seahawk helicopter and an MQ-8B Fire Scout unmanned helicopter.
Another alt fuel test of a Landing Craft Air Cushion (LCAC) vehicle is to take place in December at the Naval Surface Warfare Center in Panama City, Fla.

Dubai Show May Include 1,000 Exhibitors................. JF-17 To Make Gulf Debut

PARIS - Pakistan is looking to steal the thunder with its JF-17 fighter jet, due to fly at the Dubai Airshow, opening Nov. 13.
The JF-17 Thunder, a single-engine, multirole combat aircraft, is co-developed by Pakistan Aeronautical Complex and China, where it is dubbed the FC-1 Fierce Dragon.
With a price tag of $20 million to $25 million per unit, the JF-17 is a low-cost plane poles away from Western-built fighters such as the F-15, F-16, F/A-18 and Rafale, also to be displayed.
Dubai will be the JF-17's fourth air show, after a static display at Farnborough, and flights at the Izmir show in Turkey and Zhuhai in China.
Pakistan also is showing off its Super Mushshak basic trainer, flown by the Saudi and Pakistan air forces, and its Karakoram-8 light trainer jet.
Alenia will field its M346 trainer jet, which previously won a UAE competition for a lead-in fighter trainer only to see the deal called off and a new tender set.
The U.S. is fielding the V-22 Osprey tilt-rotor aircraft alongside the conventional AH-64 Apache Longbow attack helicopter.
In the expanding market for spy planes, L-3 Communications will display its modified King Air 350ER turboprop, pitched at foreign clients as an intelligence, surveillance and recon asset.
At the large end of the spectrum, a Boeing 737 airborne early warning and control system plane from the Turkish Air Force will be at the show.
Dubai will host the 12th edition of the air show, which has booked up to 1,000 exhibitors from 50 countries, a 12 percent increase over 2009, the organizers said. More than 55,000 trade visitors are expected.

U.S. Air Force To Upgrade 300 F-16s

The U.S. Air Force will upgrade between 300 and 350 F-16C Block 40 and 50 fighters with new avionics and increased airframe life, a three-star general said before Congress.
Testifying Nov. 2, Lt. Gen. Herbert "Hawk" Carlisle, Air Force deputy chief for operations, plans and requirements, also said the service doesn't have enough trained UAV pilots, and that the U-2 isn't quite ready for retirement.
"You hear an announcement fairly quickly from the United States Air Force, we're going to [service life extension program (SLEP)] and avionics modernize probably in the vicinity 300 to 350 F-16s,".
That number could climb to 600 aircraft, Carlisle said, but it is not likely the Air Force will have to upgrade so many jets.
The modernized jets will be crucial to maintaining the Air National Guard (ANG) and Air Force Reserve fighter force. It will also help maintain the Air Force's dwindling arsenal of tactical fighters before the F-35 Lightning II Joint Strike Fighter (JSF) becomes operational.
Although the service doesn't yet know when the F-35 will become operational, the aircraft will likely miss the current projected date of 2016. The aircraft will likely become fully operational in 2018, Carlisle said, but the service is not naming an official date until the new master schedule is complete.
There is money in fiscal 2012 budget to develop a modernization program for the F-16, Carlisle said. The Air Force will start developing the avionics modernization plan soon, he said.
Maj. Gen. Jay Lindell, Air Force director of global power programs, said the airframe life of the F-16 would be increased from 8,000 to "at least" 10,000 hours. That would afford the Air Force eight more years of operations using the old aircraft, he said.
"We're looking at capability through the next decade, which would be through 2030," Lindell said.
Each plane would cost $9.4 million, he said, so the Air Force wants to get its money's worth.
The scope of the modernization plan for the F-16 fleet and the fielding of the stealthy new F-35 depends on the forthcoming integrated master schedule for the new jet, Carlisle said. The F-35 will be fielded to ANG units, starting with the Vermont ANG, he said.
With the upgrades, the F-16 could be serving for decades to come.
The Navy and Marine Corps are also working on extending the life of 150 of their F/A-18 Hornets, said Marine Lt. Gen. Terry Robling, the U.S. Marine Corps' deputy commandant for aviation. The upgraded F/A-18s are slated to hold the sea services over until the F-35 becomes operational.
Pilots for UAVs
In his testimony, Carlisle said the Air Force doesn't have enough pilots for its growing fleet of drones. He said the service was on its sixth surge for providing Predator and Reaper combat air patrols (CAPs). But to attain the required 60 CAPs, the Air Force has had to press instructor pilots into active service and shut down its elite Weapons School course for the unmanned planes, he said.
"Our issue today is our ability to train our sensor operators and pilots," Carlisle said.
The Air Force will likely have to ratchet down the number of CAPs to reconstitute its ability to train and field new unmanned aircraft pilots, he said. The community has grown quickly; it is now the single largest group of aviators in the service.
Reconstituting the training force and rebuilding the expertise at the Weapons School will take about a year, Carlisle said. Once the Air Force can rebuild its schoolhouses, the Air Force can get back on track to fielding 65 CAPs as required by the forces deployed in combat.
No Retirement for U-2
Of the Air Force's U-2 spy planes, Carlisle said the Air Force won't be retiring them until a technical shortcoming with the RQ-4 Global Hawk high-altitude unmanned aircraft is resolved.
Although the Air Force plans to replace the venerable U-2 with the new unmanned aircraft, the Global Hawk's sensors are still not capable of measuring up to the standards set by the five-decade old Dragon Lady.
"The Global Hawk, the RQ-4, will be the replacement," Carlisle said. "It is not there yet. The sensors suite is not there. It cannot match what the U-2 does."
There is a high-altitude transition team, but the U-2 will be maintained until the Global Hawk can match the older plane. With the sensors on the Block 40 Global Hawk, the unmanned plane will "start to get close to that," Carlisle said.
The U-2 will be around through 2014 and 2015, but the Global Hawk should be able to start matching its capabilities by then, he said.

U.S. Ready To Sell F-35 to India: Pentagon

WASHINGTON - The U.S. would be prepared to sell India the new F-35 fighter jet, the Pentagon said Wednesday, after New Delhi rejected a U.S. offer of older aircraft in a major competition this year.
In a report to Congress on U.S. defense ties with India, the Pentagon said India was a vital partner and that Washington wanted to bolster security cooperation with New Delhi, including joint exercises and high-tech arms sales.
In the first round of a contest for a combat aircraft contract, India in April shortlisted France's Dassault and the European Eurofighter consortium while rejecting the U.S. offer of F-16 and F-18 jets.
"Despite this setback, we believe US aircraft, such as the Joint Strike Fighter (JSF), to be the best in the world," said the Pentagon report, referring to the radar-evading F-35 jet.
"Should India indicate interest in the JSF, the United States would be prepared to provide information on the JSF and its requirements ... to support India's future planning," it said.
Mindful of China's rise and growing military reach, President Barack Obama has placed a high priority on deepening ties with India.
The U.S.-India defense relationship has expanded rapidly over the past decade and the administration sees India as a natural partner and global "player," Robert Scher, deputy assistant secretary of defense for South and Southeast Asia, told reporters.
India has made no request for more information on the F-35, but the U.S. invitation was "an example of the high regard that we hold India's military modernization," Scher said.
In the April contest for a new multirole fighter for India, Rafale and the Eurofighter Typhoon beat out U.S. aerospace giants Boeing and Lockheed Martin, as well as Sweden's Saab AB and the Russian makers of the MiG 35.
The U.S. report noted that India is working with Russia on developing a fifth-generation fighter aircraft.
The Pentagon touts the F-35 Joint Strike Fighter as the premier fifth-generation fighter equipped with stealth technology, but the program faces rising costs, with a price tag of nearly $150 million each.
The two U.S. senators who asked the Defense Department for the report welcomed the document but said Washington needed to work to expand its security relationship with India.
"While the report shows that tremendous progress has been made in military-to-military relations over the past ten years, we believe that there is much more that can be done," Sen. Joe Lieberman, I-Conn., said in a statement.

Spain readies to pull troops from Libya

MADRID - Spanish Defence Minister Carme Chacon on Tuesday said Spain would pull its troops from Libya as soon as NATO formally announces the end of its operations there.
"As soon as NATO formally confirms the end of this operation, Spanish assets will be immediately pulled back to Spanish territory," she said at a news conference.
"This means that all the troops that we have today in Libyan territory will be in Spain before October 31," she added.
On Oct. 12 Chacon said Madrid was withdrawing its four F-18 fighter jets assigned to the NATO air campaign in Libya due to positive developments in the north African country.
The minister noted that Spain still had two refueling aircraft in Libya and would continue to help enforce the UN-mandated arms embargo on the country with a frigate and a maritime patrol aircraft.
NATO ambassadors are scheduled to meet Wednesday to make a formal decision on a preliminary agreement to terminate the seven-month-old mission on Oct. 31.
But Libya's new regime has asked the alliance to maintain air operations a month longer than planned.
The alliance decided to wind down the mission after determining that civilians were essentially free from the threat of attacks from fighters loyal to Moammar Gadhafi, who was killed last week by troops loyal to the new regime.

India to Announce MMRCA Winner Next Month

NEW DELHI - India's $10 billion Medium Multirole Combat Aircraft (MMRCA) contest has entered its last stage, with the Indian Defence Ministry alerting the two competitors that the commercial bids will be opened Nov. 4.
Letters were sent Oct. 24 to France's Dassault Aviation and European company EADS, a ministry source here said. After the commercial bids are opened, the lowest bidder will be decided and price negotiations with the winner will begin.
The MMRCA program has picked up momentum in the Defence Ministry, and a contract is likely to be sealed by March 2012.
Based on flight trials of all the MMRCA competitors, the aircraft proposed by U.S. companies Lockheed Martin and Boeing, Sweden's Saab and Russia's MiG Aircraft were ejected from the race, leaving the Dassault Rafale, the Eurofighter Typhoon in the fray.
The Indian Defence Ministry floated its biggest global tender, worth $10 billion, for the acquisition of 126 MMRCAs in August 2007.
The Indian Air Force intends to replace its aging Russian-built MiG-21 fighter aircraft with the MMRCA because the Indian-designed and -built Light Combat Aircraft has been delayed by more than a decade.
Under the MMRCA proposal, India would buy 18 ready-to-fly fighters off the shelf and the remaining 108 would be built in India under technology transfer from the contract winner.

China Officially Offers Pakistan J-10 Variant


ISLAMABAD - China for the first time officially offered Pakistan a variant of its most advanced frontline fighter, the Chengdu J-10 Vigorous Dragon/F-10 Vanguard.
Official Pakistani interest in the fighter dates back to February 2006, when then-Pakistani President Pervez Musharraf toured the J-10 production facilities on a trip to China. Pakistani government approval for the purchase of 36 FC-20s, a Pakistani-specific variant, was given in April 2006. Service entry was slated for the middle of the decade.
Citing defense sources, the offer was reported in the Urdu press here over the weekend. The offer was made during the recent visit to China by Lt. Gen. Waheed Arshad, the Pakistani Army chief of General Staff.
Precise details of the deal are not yet known. However, Usman Shabbir of the Pakistan Military Consortium think tank, said "the initial deal will be for at least two squadrons [at least 32 aircraft] and will be financed by China via a soft, long-term loan."
Analyst Kaiser Tufail said the J-10's operational autonomy would be far greater than that provided by the U.S.-built F-16C.
"It has to be remembered that India refused to consider the F-16C/D and F-18E/F, as they wanted a freer hand in operability aspects as well as technology transfer, which the U.S. was unwilling to provide," Tufail said.
With the J-10, Pakistan would "be able to operate it in an environment not constrained by security restrictions," and could base the aircraft wherever desired, Tufail said. He also said the lack of technology-transfer restrictions from the original equipment manufacturer is a factor.
"The J-10 will provide F-16-class capabilities for Pakistan but without the cost and political encumbrances of U.S.-sourced aircraft," Carlo Kopp of the Air Power Australia think tank said.
"What a J-10 would provide is quantity over any U.S.- or EU-sourced product," Kopp said, though he is still uncertain whether China will supply "pre-loved J-10A…or new-build J-10A or J-10B airframes."
Shabbir said the broader Sino-Pakistani combat aircraft relationship has eroded Western influence over Pakistan, though he remains concerned about the implications Pakistan's fragile economy has for its defense capabilities.
"The availability of J-10 and JF-17 from the Chinese means that Pakistan is now not that reliant on the U.S. and Europe for its aircraft requirements, and this of course will erode U.S influence over Pakistan in the long term," he said.
The Pakistani Air Force is the largest operator of U.S supplied weapons in South Asia and therefore most vulnerable to sanctions

With No 'Plan B,' U.S. Marine Corps Shows Off F-35B

NAVAL AIR STATION PATUXENT RIVER, Md. - In a graphic demonstration of the U.S. Marine Corps' strident support of its F-35B version of the tri-service Joint Strike Fighter (JSF), the service flew the first-ever live demonstration the aircraft's short take-off/vertical landing (STOVL) capability before reporters on July 29.

Piloted by Marine Lt. Col. Fred Schenk, the F-35B accelerated down the runway and lifted off in less than 450 feet. Once in the air, it flew past the assembled reporters and senior Marine Corps, Navy and industry brass at 60 knots airspeed. Schenk brought the plane, designated BF-1, to a hover and landed it vertically.
The display was all the more impressive because it was made during a humid summer day when temperatures exceeded 95 degrees Fahrenheit. Heat and humidity reduce aircraft and engine performance.
Moreover, BF-1 is a test aircraft, not a mature production plane. That is not without risk and the service took precautions. Multiple aircraft had been prepared as back-ups, test pilots at the base said.
At least one backup aircraft, BF-3, flown by test pilot Marine Lt. Col. Matt Kelly, went on to conduct a test sortie after BF-1 successfully flew its demonstration. BF-4, which is a mission systems test plane, was also on standby in case both aircraft aborted.
U.S. Marine Corps Commandant Gen. Jim Amos, himself an F/A-18 Hornet pilot, reiterated that the F-35B is vital to his service. The Corps' position is that the service has no backup plans if the F-35B does not make it though the two-year probation period that then-Defense Secretary Robert Gates placed upon the variant when it encountered technical problem and fell behind in flight testing.
"There is no Plan B," Amos said. "We need this airplane."
Asked what would allow the F-35 to exit probation, Amos said that the exit criteria have not yet been set. But he voiced confidence the jet would meet whatever those requirements might be.
Lt. Gen. Terry Robling, the service's deputy commandant for aviation, said the F-35B's progress in test flights since last year was "amazing." The F-35B caught up on last year's test points, and is now head of this year's flight test schedule, he said. Soon, in September, the F-35B will go to sea onboard the amphibious assault ship USS Wasp, he said.
Robling also expressed confidence that the STOVL version, which is the most expensive version of the jet, will come down in price as production increases.
"As soon as that ramp goes up, the costs will start coming down dramatically," he said.
Robling and Amos both reiterated the Corps' argument that the service needs an aircraft that can be based anywhere, which is the primary requirement behind the F-35B. The F-35B model will allow the Navy and Marine Corps to effectively double the number of aircraft carriers in the U.S. fleet because amphibious assault ships would be able to carry strike aircraft.
However, the service is also buying five squadrons of the carrier variant F-35C model planes to support the Navy's carrier fleet. Robling said that even though the service is buying some 80 C-models, the F-35B can also operate from a Navy carrier.
The F-35B will also play in the DoD's Air-Sea Battle concept, Robling said. Despite sacrificing some range, the jet retains all the capabilities of the Air Force and Navy versions. The F-35B would also support the land component of Air-Sea by providing support to Marine ground operations with having to rely on a carrier, he said.
Robling reiterated the Marines' need for a fifth-generation fighter to counter emerging threats such as advanced Russian and Chinese aircraft.
"It's absolutely the aircraft that we need to counter the fifth-generation aircraft that are coming online in places like China, "Robling said. "If we take this fifth-generation aircraft away, there is not another one on the drawing boards in the United States."

USMC to Test Communications-jamming Device


A U.S. Marine Corps AV-8B Harrier jump jet squadron is set to conduct trials on the services' new Intrepid Tiger II communications intelligence and jamming pod next month.
The device is an open-architecture, commercially derived unit built by the service to quickly and effectively field state-of-the-art electronic attack capabilities on a limited budget. This will be the second iteration of the pod.
Each pod - which is integrated by the service itself, not a contractor - costs less than $600,000 and can be upgraded by simply replacing off-the-shelf internal components without exhaustive integration work or testing, said U.S. Marine Lt. Col. Jason Schuette, who serves in the U.S. Navy's N88 office as the EA-6B and Marine Air Ground Taskforce (MAGTF) electronic warfare requirements officer. Schuette was speaking at the Lexington Institute's Electronic Attack Capitol Hill Conference on July 28.
"In fact, in two years, when I get ready to upgrade whatever is inside this pod, I will just pullout the part and put in the new one," Schuette said of upgrading the device to it's future Intrepid Tiger II configuration. "I will [not] rely on industry to continue to make a part that is old and obsolete; I'll put in the new one."
Eventually the pod will not only collect communications intelligence and jam those transmissions, but also it will be upgraded to provide electronic support.
Schuette said the service was able to build the cheap and flexible pod by leveraging commercial development of the electronic hardware. New civilian hardware can produce very clean signals, he said.
The challenge, said Schuette, is the bureaucracy - the Marines have to convince the test community that the new part will not have to undergo an exhaustive test process from scratch.
"The challenge will be convincing the testing powers-that-be that we shouldn't have to go back and do all sorts integration testing to field this pod that we continue upgrade," Schuette said.
Timely fielding of new technology is critical in the fast moving electronic attack field because technology and threats change rapidly, he said. Fielding upgrades quickly is vital.
The pod will be tested next month with a Harrier squadron and will deploy in the fall if everything goes according to plan, Schuette said. But eventually the pod will also be carried on the F/A-18 Hornet fighter and AH-1 attack helicopters.
In keeping with Marine doctrine, the pod will be used to support Marine ground forces, whose radio battalions will control the pod from the surface. The pilot will be able to control the pod, but the idea is that Marines on the ground control the pod, eventually with a handheld device.

UAE Eyes F-16 as Rafale Talks Falter


PARIS - The United Arab Emirates (UAE) is talking with Lockheed Martin about buying more F-16 fighter jets because France's offer of an advanced version of the Rafale is seen as too expensive, said a source familiar with the negotiations in the Arabian Gulf.
Discussions on the F-16 pile pressure on Dassault Aviation, builder of the Rafale, to cut prices and on the French government to increase funding for upgrades seen as vital to sealing an export deal for the twin-engine combat jet with the UAE, analysts said.
In the 1990s, the UAE bought 80 F-16E/F fighters under a $7.3 billion foreign military sales contract.
"The UAE is finding the Rafale offer to be too costly compared to the capabilities of aircraft and other technologies on the market," the source said. "The negotiations with France are still ongoing, and both sides are looking for a compromise."
The UAE has been seen as a potential first export buyer of the Rafale in a deal estimated last year at $10 billion. Meetings on the sale of the French fighter took place at the Paris Air Show, which ended June 26.
But price resistance has led UAE officials to open discussions with Lockheed to buy more F-16s with the latest "weaponry and targeting sensors," the source said.
Last year, UAE officials asked for technical information on Boeing's F/A-18E/F Super Hornet following a political chill at the highest levels between Abu Dhabi and Paris.
In talks with the French, the elements said to be stretching the UAE's planned budget are the co-development costs for a more powerful "special" version of the Rafale, plus maintenance and spare parts. The UAE wants its Rafales powered by Snecma M88 engines, whose 9 tons of thrust would provide 1.5 tons more than the version flown by the French Air Force.
Other improvements requested include a longer-range active electronically scanned array (AESA) radar and a more capable Spectra electronic warfare suite.
The upgrades previously have been estimated at 2 billion euros ($2.9 billion) by then-French Defense Minister Hervé Morin.
Officials with Dassault Aviation declined to comment. Shortly before the Paris Air Show, Dassault Chief Executive Charles Edelstenne said of the Rafale offer to the UAE, "the talks are advancing."
The gulf source said, "Lockheed Martin is offering a very attractive financial package."
A UAE sale might help Lockheed keep its F-16 assembly line open after India rejected the U.S. fighter in its Medium Multirole Combat Aircraft competition.
Lockheed officials were unable to comment by press time.
France badly needs export success on the Rafale, a showcase of military technological competence, as the national defense budget assumes foreign contracts to help pay for a steady rate of production.
Dassault has said it must build 11 Rafales per year to keep the production line running at an economical rate.
Large companies depending on the Rafale include Safran subsidiaries Sagem for the forward-looking infrared gear and Snecma for the jet engines, as well as Thales for the electronics and RBE2 AESA radar, and MBDA, which hopes to sell the Meteor long-range missile.
The UAE's interest in the F-16 has forced Dassault to reduce prices, said Loic Tribot La Spiere, chief executive of think tank Centre d'Etude et Prospective Stratégique. Dassault has little room to maneuver as it must sell the Rafale, needed to boost "other opportunities" in export markets, he said.
Dassault hopes to sell the Rafale to Brazil, India and Switzerland, among other countries.
"Faced with this development, Dassault could go far in concessions, and the Emirates know it," Tribot La Spiere said.
But the U.S. also has an urgent need to boost exports, given its dire domestic economic situation, Tribot La Spiere said. The gulf is seen as a region that helps sustain U.S. activity.
"In this context, it is a safe bet that buying the F-16 aircraft could be seen, or rather proposed, as underwriting a security insurance policy: 'You buy this product and we will ensure your security, even internally,'" he said.
Research fellow Hélène Masson of think tank Fondation pour la Récherche Stratégique said the UAE's talks with Lockheed are a "radical means to put pressure on Dassault's offer."
The move may raise France's financial burden to pay for the Rafale's development, particularly the M88 engine.
"The central problem is really the funding for the aircraft's new functions, notably the engine," Masson said. "It's a way to say to the aircraft maker, and above all, the French Defense Ministry, that they must contribute more significantly to the development of this new version of the M88 and so reduce the financial cost to the UAE. ... Yes, this is really a chess game."
Dassault refuses, as a policy, to use company money to fund military aircraft development, insisting the government client pay.
The French Air Force is understood to be content with the current engine's performance, so it appears Paris must decide whether to further fund upgrades to win the UAE sale. That comes as France seeks to cut its public deficit.
In the 1990s, the UAE bought 80 F-16E/F fighters, with distinctive conformal fuel tanks, under a $7.3 billion contract through the Pentagon's Foreign Military Sales program. A reported $3 billion of that amount went to co-develop the Block 60 Desert Falcon, widely viewed as the most capable version of the F-16 worldwide.
As co-developer, the UAE is co-owner of some of the sensitive military technology on the Block 60 version. As part of the deal, UAE personnel worked on the co-development program, and Lockheed trained Emirati nationals to service the Block 60 aircraft.
The 1990s also saw the UAE buy Dassault Mirage 2000-9s, which were more advanced than the 2000-5 flown by the French Air Force. Older Mirage fighters were also upgraded to the more capable variant.
The Mirage 2000-9 fleet still has a long life ahead, but the UAE could start taking delivery of the new F-16s in under five years while keeping its Mirages, the source said.
France has offered to buy back the Mirage 2000-9 fleet and resell it in export markets to encourage the Rafale sale to the UAE.
The UAE has bought the Black Shaheen cruise missile for the Mirage. The UAE also has the long-range strike missile Hakim, which was shown under the wing of a Rafale model displayed in February on missile maker MBDA's stand at the IDEX arms show in Abu Dhabi.

USAF Suspects Carbon Monoxide in F-22 Grounding

The prolonged grounding of the U.S. Air Force's F-22 Raptor fleet may be due to carbon monoxide entering the cockpit via the aircraft's oxygen system, two sources said.
Investigators say carbon monoxide may have caused the grounding of the F-22 fleet. The gas generated by the planes' jet engines may have gotten into cockpits at a base in Alaska, where pilots often start the engines inside a hangar before takeoff. (U.S. Air Force)
Service leaders grounded the stealthy twin-engine fighter May 3, after 14 incidents when F-22 pilots suffered "hypoxia-like symptoms."
Air Force officials initially suspected a problem with the aircraft's On-Board Oxygen Generation System (OBOGS), but that is looking less likely, the sources said.
Instead, investigators now suspect that carbon monoxide generated by the plane's jet engines is getting into the cockpit.
Part of the problem may be the procedures used at Elmendorf Air Force Base, Alaska, where most of the known incidents have occurred. Because of the harsh climate, pilots often start their jet engines inside a hangar before taking off. Investigators suspect that exhaust gases are getting trapped in the building and subsequently sucked back into the engines, where they enter the bleed air intakes that supply the OBOGS, sources said.
The design and placement of the intakes, which are located within the engines' compressor sections, are fairly standard for jet aircraft.
There is no immediate fix in sight, sources said.
Asked for comment, an Air Force spokesman said he had no further information at this time.
"The safety of our aircrews is paramount, and the Air Force continues to carefully study all factors of F-22 flight safety," said Maj. Chad Steffey.
However, a July 21 press release says Air Force Secretary Michael Donley has ordered the service's Scientific Advisory Board to conduct a "quick-look study" of "aircraft using on-board oxygen generation systems."
One aviation safety expert said that if the hypoxia is being caused by carbon monoxide in the cockpit, the gas is likely being generated by the plane's engines.
"I would think that it has something to do with exhaust flow somehow getting into the oxygen generating system," said Hans Weber, who sat on the U.S. Federal Aviation Administration's Research, Engineering and Development Advisory Committee, and is president of Tecop International, a San Diego consulting firm.
Even a small amount of the colorless, odorless gas can have serious effects, Weber said.
"It doesn't take a large concentration of carbon monoxide to start affecting people, making them ill - and not just ill but really diminishing their ability to perceive anything."
Weber said the difficulty of the fix will depend on the problem.
If the carbon monoxide is being ingested because the engines are being started in confined spaces, a fix could be as simple as moving the jet outside, Weber said. If the engine must be started inside the hangar, the startup of the oxygen system might be delayed until the jet is out in the open, he said.
But if dangerous levels of carbon monoxide are entering the cockpit despite these changes, the Air Force might have to add bulky cartridges or scrubbers to the life-support system, he said.
The U.S. Navy has had similar problems with the OBOGS on its F/A-18 Hornet, which sucked carbon monoxide into its oxygen system during carrier operations.
Between 2002 and 2009, Hornet aviators suffered 64 reported episodes of hypoxia, including two that killed the pilots, according to the July-August 2010 issue of "Approach," a Navy Safety Center publication.
Some 77 percent of the incidents happened in single-seat Hornets, which saw 3.2 incidents per 100,000 flight hours. The two-seat version saw 1.7 incidents per 100,000 flight hours.
According to Navy documents, "Prolonged exposure to jet engine exhaust while sitting behind another aircraft waiting to take off and operating with low bleed air pressures can result in carbon monoxide (CO) breaking through … into the pilot's breathing gas."
The Navy modified the planes' OBOGS to fix the problem, has had no recent similar incidents, and is not currently investigating the systems, Naval Air Systems Command officials said.

U.S. Navy Resumes EMALS Tests

Flight tests of the U.S. Navy's new electromagnetic aircraft launch system (EMALS) resumed in late May after a five-month hiatus, and two more aircraft types have now passed their initial launch tests.

The program's maiden launches were accomplished in mid-December when an F/A-18E Super Hornet strike fighter from Air Test and Evaluation Squadron 23 (VX-23) made four takeoffs from the Navy's catapult test center at Lakehurst, N.J. But the tests revealed the need to fine-tune the software that controls the system's motors and better control the miniscule timing gaps between when the motors are energized and turned off.
"The linear motors fire sequentially as you go down the catapult track," said Capt. James Donnelly, the Navy's program manager for EMALS. "Only three are energized at a time. They turn on, turn off. As each one energizes, a force is exerted on the aircraft, and the timing needed to be fine-tuned."
Flight tests with the F/A-18E resumed May 25, and "the launches validated the software changes," Donnelly said.
The Super Hornet made 14 launches using the revamped software, followed by 12 launches on June 1 and 2 with a T-45C Goshawk training jet from VX-23.
A C-2A Carrier Onboard Delivery aircraft from VX-20 made a further series of 12 launches on June 8 and 9.
The Super Hornet will return in July to Lakehurst for another series of launches using a variety of stores, or weapons, mounted under the wings and on the aircraft. Later in the summer, an E-2D Advanced Hawkeye airborne command-and-control aircraft will begin launch tests, Donnelly said.
The multiple launches are used to test a variety of weights on the aircraft, he said, and to validate the EMALS system and improve reliability. The aircraft are also tested at various launch speeds.
Reliability of the EMALS system is "improving," Donnelly said.
"We have more and more launches without any [warning] lights that come on, anything we annotate in launch logs," he said during a June 23 interview.
"A lot of corrections" were made during the early stages of the program's flight testing, Donnelly said.
"We're doing much less of that. We had very few issues in the May and June launches."
The EMALS, under development by prime contractor General Atomics and the Navy, is intended for installation on board the new Gerald R. Ford CVN 78-class aircraft carriers, where they will replace traditional steam catapults. The launch tests are done at Lakehurst using a mixed Navy-General Atomics team.
Despite the five-month pause in the test schedule, production and delivery of EMALS components is proceeding for the Gerald R. Ford, under construction at Huntington Ingalls Industries' Newport News, Va., shipyard.
"No impact to the ship [construction] schedule," Donnelly said. "We're meeting our required in-yard dates. We started deliveries in May, and we're delivering a lot of equipment this month, including most of the motor generators - the components that many folks were most concerned about schedule-wise."
Asked about the program's budget performance, Donnelly noted that production elements are being procured under a fixed-price contract - "no ups and extras there," he said - but he declined to provide test budget figures.
"We're constantly looking at the testing budget, so that's under discussion," he said.
"The bottom line is, we'll continue testing," he said. "Our focus is to ensure the catapult is as reliable as possible as when we deliver and the ship gets underway with sailors aboard."

Western Jetmakers Vie For Asian Contracts


TAIPEI - As Western defense budgets crash, East Asian democracies could spend $23 billion within the decade on new fighter aircraft and upgrades, providing lucrative markets for European and U.S. aerospace and defense companies.
Japan released a request for proposals (RfP) in April for 40 fighters for its F-X program. The Boeing F/A-18E/F Super Hornet, Lockheed Martin F-35 Joint Strike Fighter (JSF) and Eurofighter Typhoon are fighting over the $4 billion deal. Bids are due in August with a contract award by the end of the year. The F-X will replace the Mitsubishi F-4EJ Kai Phantoms due for retirement in 2015.
South Korea is expected to issue an RfP in January for its F-X Phase 3 program. While 60 aircraft likely will be involved, it may come in two tranches, with the first being 40. The Boeing F-15, Typhoon and F-35 are already positioning themselves for the $9 billion deal. The FX Phase 3 will replace aging F-4 Phantom and F-5 Tiger fighters. The RfP is expected for release in January.
Taiwan is an exception. Due to Chinese pressure, the U.S. ignored a 2006 request for 66 F-16C/D Block 50/52 fighters for $5.5 billion. Taiwan also awaits a reply to a $4.5 billion request for an upgrade package for older F-16A/B Block 20 fighters in 2009.
With Western defense budgets under review and increasing pressure to pursue new market opportunities, European and U.S. combat aircraft manufacturers are "vigorously" engaging the East Asian fighter market, said Doug Barrie, senior fellow for military aerospace, U.K.-based International Institute for Strategic Studies.
"While Japan and South Korea have traditionally been U.S. combat aircraft customers, the present round of acquisition programs offers Europe an opportunity to break into the market," Barrie said.
European companies face an "uphill battle" to wrestle control of the fighter market from the U.S., which has "locked in markets" for fighter sales to the region for decades, said Richard Bitzinger, a defense industry analyst at the Institute of Defence and Strategic Studies, S. Rajaratnam School of International Studies, Singapore.
"The big question will be if the Europeans can break into this market," Bitzinger said. If not, there is future potential for European aerospace companies to participate in indigenous fifth-generation fighter programs in Japan and South Korea, but in terms of new fighter sales, "these countries are still owned by the USA," Bitzinger said.
Barrie said the Typhoon had its best shot at winning in South Korea, despite the fact Boeing won both F-X Phase 1 and 2 with 60 F-15K Slam Eagle fighters. Boeing might propose the stealthy F-15 Silent Eagle in an attempt to edge the Typhoon out of the competition, he said.
In Japan and South Korea, there is a major effort by the competitors to provide local production opportunities.
"The fighter choice in both countries will send a political signal as to the extent to which, if any, South Korea or Japan wants to begin to build a substantial defense-industrial relationship with their respective relationships with Washington," Barrie said.
Japan's F-X program experienced delays over an intense Japanese lobbying effort begun in 2007 to force Washington to release exports of the F-22 Raptor, but the U.S. Congress blocked the effort. After the F-22 rejection, Tokyo set its sights on the F-35, only to see the JSF effort dogged by delays and cost overruns, which postponed the F-X RfP last year.
Tokyo highlighted its interest in stealth by pursuing an indigenous fifth-generation fighter program. Now, Japan is "using their own fifth-generation fighter [TFX] as a bargaining chip" in the competition, but it is still in the research-and-development stage and "hideously expensive," Barrie said.
Japan is desperate to secure local manufacturing options for the F-X, but it is prohibitively expensive for only 40 aircraft. Manufacturing costs could be driven down by the procurement of more fighters to replace F-15Js, increasing the number of F-X fighters to more than 100 and lowering manufacturing costs.
Unless the F-X fighters are produced in Japan, the local fighter manufacturing industry faces dire straits. Japan's only remaining fighter production line, the Mitsubishi F-2, will end in September.
There are also budget concerns after Japan's devastating triple disaster - earthquake, tsunami and a nuclear power plant crisis - and many wonder how the estimated $300 billion price tag for the catastrophe will affect the F-X budget.
Cost issues could push Japan to select the Super Hornet or the Typhoon. Eurofighter officials have been promoting the Typhoon as a flexible, inexpensive alternative to the F/A-18 and F-35. A European industry source in Tokyo said technical restrictions hamper F-35 exports, while Eurofighter has "no black box policy," which means wider options for Japanese industry participation.
Yet the Japan-U.S. military alliance and pressure to procure a U.S. fighter may keep Tokyo from picking a European fighter.
Taiwan's request for new F-16C/Ds is seen as a follow-on request for an earlier procurement of F-16A/Bs in the 1990s. Despite Beijing protests, the U.S. Congress recently called for the White House to release new fighters and upgrade packages, including a request for a follow-on F-16 trainer program for Taiwan's 21st Tactical Fighter Squadron based at Luke Air Force Base, Ariz. In dollar amounts alone, as the U.S. economy declines, increased pressure on the White House to release the F-16s might be too great to withstand.
"In the case of Taiwan, irrespective of posturing on the part of Beijing, the delivery of F-16 Block 52s should proceed," Barrie said.
Taiwan bought $16.5 billion worth of U.S.­built arms and equipment from 2007 to 2010. Sales included 12 P-3C Orion Maritime Patrol Aircraft, 30 AH-64D Apache Longbow attack helicopters and 60 UH-60M Black Hawk utility helicopters. Taiwan has requirements for signal intelligence aircraft, attack jet trainers, basic aircraft trainers and UAVs.

Chinese Avionics Advances Ripple Throughout Asia


ISLAMABAD - China's avionics industry is closing the gap with other avionics producers, with benefits flowing to Pakistan and new challenges emerging for the U.S.
Chinese aircraft are helping Pakistan maintain conventional deterrence toward India as New Delhi pursues cutting-edge technology to revamp its airpower. As a result, said Usman Shabbir, of the Pakistan Military Consortium think tank, the new "JF-17 Block II [combat aircraft] may see a Chinese AESA [active electronically scanned array] radar along with an IRST [infrared search and track] sensor, and an even better ECM [electronic countermeasures] suite."
Wider advances by China's aviation industry would result in "greater use of composites to reduce the overall airframe weight" for the JF-17 Block II, and also a thrust vectoring control engine; though Shabbir conceded the latter "has never been officially confirmed."
Analyst Kaiser Tufail said an AESA radar is "the way to go," and that "all future [radar] acquisitions or retrofits would be AESA, whether mechanically scanned or phased-array type."
Tufail said the current JF-17 radar, a variant of which is fitted to the Chinese Chengdu J-10 combat jet, is an interim solution "because the [Pakistan Air Force] had been unable to find a radar vendor who could sell cutting-edge technology at an affordable price."
Tufail said Pakistan's acquisition of advanced Chinese avionics should not be seen through the prism of Indian programs, such as the Medium Multirole Combat Aircraft program. Rather, he said, it should be seen as Pakistan's effort to keep pace with modern weaponry.
And China benefits from its collaboration with Pakistan.
"Traditionally, the Chinese aviation industry has found an excellent test bed in the PAF, and their products have been, and can be, proven in ways that are not possible with [China's Air Force], due to limitations of comparative analysis in truly operational scenarios and with respect to Western equipment that PAF operates," he said.
As a result, a "Chinese AESA radar would, therefore, be a synergetic success in partnership with Pakistan," he said.
However, it is unknown whether the new JF-17 Block II radars are variants of those fitted to the improved J-10B. If that is the case, analyst and Chinese specialist Andrei Chang said the new radar is unlikely to be an AESA type.
"The phased-array radar testing on the J-10B is a passive model," he said.
Chang said he does not think the Chinese have developed "a useful AESA radar for the JF-17 and J-10B," but they could in the future.
"I know they are researching AESA radars, but it takes time," he said.
China's technological advances give potential adversaries cause for concern, Tufail said.
"As in many other fields like space and information technology, China is making a mark in major ways which impacts geostrategic and security issues," he said. "Technological developments like AESA radars would, thus, certainly have a bearing on the comfort levels of countries that have an adversarial relationship with China."
The potential threat posed by Chinese advances in avionics is an issue Carlo Kopp of the Air Power Australia think tank has tried to raise.
"Chinese technology is a mix of reverse-engineered Western and Russian designs, and some often very good indigenous ideas," he said. The danger this poses is clear.
"As the Chinese advance and proliferate these products, they are increasingly narrowing the range of environments in which Western air forces and navies can operate," Kopp said.
CHINESE DEFENSES
"Today, only the U.S. F-22A [stealth fighter] and B-2A [stealth bomber] can penetrate Chinese airspace with impunity," he said. "All other Western designs, including the intended F-35 [Joint Strike Fighter] and existing F/A-18E, would suffer prohibitive loss rates" to surface-to-air missiles, he said.
Kopp's opinion of the F-35 is perhaps surprising, but he said he believes China's investment in more maneuverable aircraft will expose severe weaknesses.
"The notion that having a good AESA [radar] can overcome kinematic performance limitations in a design is predicated on the idea that your missiles are 100 percent effective in long-range combat," he said. "The evidence shows otherwise for the AIM-120 AMRAAM."
The approach that says "let the missiles do the turning," rather than the aircraft, "is a mantra in the F-35 and F/A-18 camps," Kopp said. "Unfortunately, it is wishful thinking by folks promoting obsolete designs. The mathematics and physics of aerial combat do not support this proposition."
Therefore, the strategic impact of China's advances will be substantial and exacerbated by poor long-term decision-making by the U.S., Kopp said.
"As China wholly recapitalizes its fleets, and exports these products, there will be an inevitable strategic impact, as the U.S. has been reluctant to export the F-22, has chopped F-22 production funds, and has no new products in the pipeline capable of robustly surviving against top-end Chinese products in combat," he said.
Kopp also blames the reluctance by Washington to share high-technology weaponry with allies that could check China's advance.
He singles out Defense Secretary Robert Gates for making decisions that will produce "a dangerous long-term strategic environment in Asia as China introduces and proliferates advanced technology, and the U.S. chooses for ideological reasons to no longer invest in advanced air power."
