Indian-U.S. Joint Venture To Produce Radar, Surveillance Systems

NEW DELHI - India's automobile maker Mahindra & Mahindra has forged a joint venture with U.S. aviation communications equipment major Telephonics to produce radars, surveillance systems and communications solutions for the Indian military and civilian use.
Mahindra & Mahindra already has a joint venture with the U.K.'s BAE Systems to build a variety of military vehicles in India.
In the Telephonics joint venture, Mahindra & Mahindra will hold 74 percent equity and the U.S. company 26 percent, said Khutub Hai, chief executive of Mahindra Defence Systems, the defense arm of Mahindra & Mahindra.
Under law, an overseas defense company can have no more than 26 percent equity in a joint venture in defense, and a request for approval of the venture will be made to the government this month, Khutub said.
Apart from the radars, surveillance systems and friend-or-foe identification systems, the joint venture will manufacture air traffic management services, and equipment for homeland security and other emerging surveillance requirements.

U.S. To Buy Decommissioned British Harrier Jets

WASHINGTON and LONDON - Britain has agreed to sell all of its 74 decommissioned Harrier jump jets, along with engines and spare parts, to the U.S. Navy and Marine Corps - a move expected to help the Marines operate Harriers into the mid-2020s and provide extra planes to replace aging two-seat F-18D Hornet strike fighters.

Rear Adm. Mark Heinrich, chief of the U.S. Navy's Supply Corps, confirmed the two-part deal Nov. 10 during a conference in New York sponsored by Bank of America Merrill Lynch in association with Defense News.
Heinrich negotiated the $50 million purchase of all Harrier spare parts, while Rear Adm. Donald Gaddis, the U.S. Navy's program executive officer for tactical aircraft, is overseeing discussions to buy the Harrier aircraft and their Rolls-Royce engines, Heinrich said.
A spokesman for the Ministry of Defence in London confirmed the Disposal Services Agency was in talks with the U.S. Navy for the sale of the Harriers. The deal had yet to be concluded, he said Nov. 11.
Britain retired its joint force of Royal Air Force and Royal Navy Harrier aircraft late last year in one of the most controversial moves of the defense reductions, which also cut the aircraft carriers that operated the jets, other warships, maritime patrol planes and personnel.
Most of the retired Harriers are stored at the Royal Air Force base at Cottesmore, England.
They have been undergoing minimum fleet maintenance, including anti-deterioration measures, in order to keep them airworthy, Heinrich said.
A spokesman for the U.S. Navy's Naval Air Systems Command declined Nov. 11 to comment on the deal, deferring to the British military.
An MoD source said Nov. 11 that he thought both deals could be signed in the next week or two. The MoD source confirmed that the entire fleet of 74 Harrier aircraft was involved in the sale.
Heinrich noted that payment details were the only outstanding issue on the parts deal discussions, and he said the purchase will give the U.S. Marines a relatively economical way to get their hands on key components to keep the Harrier fleet running.
Similar Aircraft
While it is unusual for the U.S. to buy used foreign military aircraft for operation, integration of the British planes into Marine Corps squadrons shouldn't be a major problem, one expert said.
"I don't think it will be costly to rip out the Brit systems" and replace them with Marine gear, said Lon Nordeen, author of several books on the Harrier.
Nordeen noted that the British GR 9 and 9As are similar in configuration to the Marines' AV-8B night attack version, which make up about a third of U.S. Harriers. The British planes also are night planes dedicated to air-ground attack, he said, and while both types carry Forward Looking Infrared (FLIR) sensors, neither is fitted with a multimode radar such as the APG-65 carried by U.S. AV-8B+ models.
The absence of the big radar, Nordeen said, makes the GR 9A and AV-8Bs "a better-performing plane. Weighing less, it's more of a hot rod."
British GR 9s, although upgraded with improved avionics and weapons, are powered by the Rolls-Royce Mark 105 Pegasus engine. GR 9As have the more powerful Mark 107, similar to the Rolls-Royce F402-RR-408s that power Marine AV-8Bs.
British and U.S. Harrier II aircraft had a high degree of commonality from their origin. The planes were developed and built in a joint arrangement between British Aerospace - now BAE Systems - and McDonnell Douglas, now a division of Boeing. While each company built its own wings, all forward sections of the British and American Harrier IIs were built by McDonnell in St. Louis, Mo., while British Aerospace built the fuselage sections aft of the cockpit.
"All the planes have to fit together," Nordeen said.
The Harrier IIs, built between 1980 and 1995, "are still quite serviceable," he said. "The aircraft are not that far apart. We're taking advantage of all the money the Brits have spent on them. It's like we're buying a car with maybe 15,000 miles on it."
Operationally, Nordeen said, "these are very good platforms. They need upgrades, but on bombing missions they have the ability to incorporate the Litening II targeting pod [used by U.S. aircraft]. They're good platforms. And we've already got trained pilots."
Marine Corps Harriers are to be phased out by 2025, when replacement by new F-35B Joint Strike Fighters should be complete.
Nordeen, however, said he expects the British Harriers to be used initially to replace two-seat Marine F-18D Hornet fighters now operated in the night attack role.
"The F-18Ds are more worn out than the Harriers," Nordeen said. "Most of the conversions [of ex-British aircraft] early on will be to replace 18Ds and not Harriers." He noted the first Marine F-35B squadron already is slated to replace an F-18D unit.
Nordeen applauded the move.
"I would see this as a good bargain to extend the operational utility of the Harrier II fleet, no matter what," he said.

UAE to Build Integrated Air Ops Center in 2012

DUBAI - The United Arab Emirates (UAE) plans to build an integrated air operations center next year as part of a layered ballistic missile defense system, the deputy commander of the UAE Air Force and Air Defense said Nov. 12.
The air operations center would control air defense and missile assets, as part of preparations for an "emerging missile threat," Maj. Gen. Ibrahim Naser Al Alawi told an air chiefs conference organized by conference and consulting company Inegma, and held ahead of the Dubai Airshow's Nov. 13 opening.
The air operations center would be a "force multiplier," Al Alawi said.
A layered missile defense would offer "upper and lower" level protection, he said.
The UAE has orders for interceptors at the upper level, namely the Theater High Altitude Area Defense (THAAD) and Patriot advanced capability (PAC-3) missiles, respectively, from Lockheed Martin and Raytheon.
On the new air operations center, Lockheed Martin and ThalesRaytheonSystems are competing to win a contract, reported to be worth $1 billion, for delivering the integrated air and missile defense system, which is seen as a defense against Iranian threats.
A system that included interceptors against lower level threats and which might afford protection against saturation attacks appeared to open up opportunities for European missile maker MBDA.
"A versatility of interception is the right answer to multi-threat and saturation attacks," MBDA chief executive Antoine Bouvier said on the sidelines of the conference. "A segmentation of interception is not."
A multi-threat environment consists of attacks from aircraft, cruise missiles and ballistic missiles, with a possible mass launch of the latter weapon.
"Is an upper level only the right answer to a globalized threat?" Bouvier asked.
An upgraded version of MBDA's Aster missile, the NT1 due to be developed by 2015, could help counter the lower level threats and saturation missile attacks, he said.
Al Alawi's remarks appeared to confirm a move by the UAE toward a greater layered approach in its air and missile defense system, Bouvier said.
The UAE has reportedly cut a 2008 planned purchase to 96 THAAD missiles from 144, two AN/TPY-2 radars from four, and two batteries from three. That procurement also included six communications units and nine launchers. If all options had been exercised, the deal would have been worth $6.95 billion.
The UAE also signed up for the PAC-3 missile in a deal valued at over $1.8 billion over the life of the program.

Taiwan Says Early Warning Radar Tests Underway

TAIPEI - Taiwan said Nov. 10 it has started testing a billion-dollar early warning radar system, designed to give an extra six minutes' warning of any Chinese missile attack, which is nearing completion.
Deputy Defense Minister Chao Shih-chang said the installation of the state-of-the-art, long-range radar system, supplied by defense giant Raytheon, has entered its final stage.
"The radar system has undergone initial tests lately," Chao said in response to a question in parliament.
"And the results showed that it has successfully linked to the Patriot anti-missile units and the Heng Shan military command," he said, referring to the emergency military command center in the capital Taipei.
Construction of the ultra-high-frequency radar - delayed for three years, partly due to the collapse of the road to the mountainous construction site - will be finished next year, the state Central News Agency said.
"This is the most advanced system of its kind in the world. ... It is crucial as the Chinese communists are aiming at Taiwan with more than 1,000 ballistic missiles," Chao said, adding it is also capable of detecting cruise missiles.
Critics say the system, which will cost more than 30 billion Taiwan dollars ($1 billion), is too costly given it will only provide six more minutes of warning.
Ties between Taipei and Beijing have improved markedly since Ma Ying-jeou of the China-friendly Kuomintang Party came to power in 2008, promising to boost trade links and allow more Chinese tourists to visit the island. But Beijing still sees the island as part of its territory awaiting reunification, by force if necessary.
China has repeatedly threatened to invade Taiwan should the island declare formal independence, prompting Taipei to seek more advanced weapons, largely from the United States.

Pakistan gets hi-tech for F-16

Islamabad – Pakistan has bought the American ALQ-211 AIDEWS (Advanced Integrated Defensive Electronic Warfare Suite) pod for their F-16 fighters.
The ALQ-211 allows the aircraft to detect radar, jamming and laser signals hitting the aircraft, as well as the presence of chemical weapons. ALQ-211 also provides some jamming of its own, and assistance on where the signal is coming from, so the pilot can move the aircraft away from the threat, said a report published in U.S. magazine.
ALQ-211 is also installed in helicopters, but not as a pod. Rather, the individual components are installed in the helicopter where space is available.
Components of ALQ-211 are programmable, so that the system can quickly be updated for newly discovered enemy equipment. Pakistan will receive ALQ-211(V) 9 (version 9), which costs about $3.5 million per pod.

Finland Weighs Surface-to-Surface Missile Options

HELSINKI - Finland's armed forces are examining costs and needs for surface-to-surface tactical missiles (SSMs) as part of the Army's $60 million SSM modernization program, which centers on purchasing new ordnance for guided rocket launchers and 155mm artillery systems.
The main focus is on advancing a procurement solution that will add new strength to the Army's battlefield weapons arsenal, and that can guarantee economy of purchase and deployment. The Finnish military's armory includes the M270 armored and self-propelled multiple-launch rocket system (local designation: 298 RsRakH 06), Euro-Spike anti-tank missiles and Czech-produced RM-70 multiple rocket launcher (local designation: 122 RakH 89).
The SSMs being considered would be launched from heavy rocket launchers. The SSM type review and inspection process is expected to continue into 2013, with a decision on whether to purchase in 2014 or 2015.
A big component of the SSM project would be upgrades to the rocket launchers' computer software support programs, which would enable launchers to use new types of modern ordnance with a range of 200 to 300 kilometers.
The Finnish armed forces have engaged in several notable and capital-intensive strategic defense programs since 2008. In 2009, the Ministry of Defence approved a $700 million budget to cover the cost of a new Norwegian Advanced Air-to-Surface Missile air defense and radar platform supplied by Norway's Kongsberg and the U.S.'s Raytheon.

Russia Delivers Radar Jammers to Iran

MOSCOW - Russia has sent a set of mobile radar jammers to Iran and is negotiating future deliveries that Moscow believes do not contravene current United Nations sanctions on the Islamic state's regime, an official said Tuesday.
The Avtobaza truck-mounted jammers are part of a broader line of arms Russia hopes to sell Iran despite concerns over Tehran's nuclear program, the deputy head of the military and technical cooperation agency said.
"This is a defensive system," the agency's deputy director Konstantin Biryulin was quoted as saying by the state RIA Novosti news agency.
"We are not talking about jets, submarines or even S-300 (missile) systems. We are talking about providing security for the Iranian state.
"We are in constant talks with Iran over that country's purchases of military technology that does not fall under UN sanctions," he was quoted as saying.
The arms delivery was disclosed the same day as a Western diplomat said Russia and China were urging the UN atomic agency to soften, or even hold back, a report detailing Iran's suspected efforts to develop nuclear weapons.
Russia had strongly defended its close trading partner until agreeing in September 2010 to cancel a planned sale of S-300 missile systems and supporting stronger sanctions against Tehran.
But limited arms shipments have continued and Iran last month finally put a Russian-made nuclear power plant on stream in Bushehr after years of delays.
Biryulin did not disclose when the radar systems were delivered or how many units were sold.

Iran: Turkey's NATO Radar to Protect Arch-Foe

TEHRAN - Turkey's hosting an early-warning radar as part of NATO's missile defense system is to protect Iran's arch-foe Israel, the official IRNA news agency cited the defense minister as saying on Sept. 22.
"Installation of the radar system is to defend the Zionist regime since this regime is on a downhill trajectory and America has been forced to get involved directly to save it," Ahmad Vahidi said.
"We will not allow any foreign forces to threaten our interests and we will strongly confront any threat," he added on the sidelines of a military parade marking the 31st anniversary of the start of a bloody eight-year war with Iraq.
Tehran has toughened its criticism of the Turkish plan to host the early warning radar system allocated by the United States to NATO, with President Mahmoud Ahmadinejad criticizing "brother" Turkey.
Other officials in the Islamic republic have said the deployment would create tension and lead to "complicated consequences."
Leaders of the 28-member NATO alliance gave their backing last year for the Europe-wide ballistic missile shield, which U.S. officials say is aimed at thwarting missile threats from the Middle East, particularly Iran.
On Sept. 9, the foreign ministry in Ankara said the early warning radar will be deployed at a military facility base in Kurecik near Malatya in the southeast.
Tehran has made maintaining a good relationship with Ankara a priority in recent years, and has considered Turkey an ally for its refusal to implement Western sanctions against Tehran over its controversial nuclear program.
Tehran does not recognize the Jewish state, and Ahmadinejad has repeatedly dubbed the Holocaust a "lie" which he said was used as an excuse for Israel's creation.

German Navy Gets Capability to Strike Targets on Land

BONN, GERMANY - The German Navy received its first series-production RBS15 Mk3 type missile on Sept. 22, giving the Navy the capability to attack land targets from sea for the first time.
The heavyweight, fire-and-forget, anti-ship missile will become the primary weapon system of the service's new K130-class corvettes. RBS15 Mk3 has a range of well over 200 kilometers and can also be used to engage land targets from the sea.
The subsonic missile can strike targets in all weather and is equipped with a radar altimeter enabling extremely low sea-skimming. The missile uses GPS and a high-resolution radar seeker.
The German military will procure 30 systems for about 65 million euros ($88.99 million).
The primary contractor is German company Diehl BGT Defence, which has signed a cooperation deal with the Swedish developer of the RBS 15, Saab Bofors Dynamics. It includes marketing, production, deliveries, maintenance and future upgrades for both the Swedish and German navies, as well as for the export market.

U.S. To Deny Taiwan New F-16 Fighters


Offers AESA Radar in Upgrade for Older Jets
TAIPEI - Bowing to Chinese pressure, the U.S. will deny Taiwan's request for 66 new F-16C/D fighter aircraft, a Taiwan Ministry of National Defense (MND) official said.

"We are so disappointed in the United States," he said.
A U.S. Department of Defense (DoD) delegation arrived here last week to deliver the news and offer instead a retrofit package for older F-16A/Bs that includes an active electronically scanned array (AESA) radar.
The visit coincided with the biennial Taipei Aerospace and Defense Technology Exhibition (TADTE), held here Aug. 11-14.
"The U.S. Pentagon is here explaining what is in the upgrade package," a U.S. defense industry source said at TADTE. "They are going to split the baby: no C/Ds, but the A/B upgrade is going forward."
Sources said an official announcement of the decision is expected by month's end.
But an official at the American Institute in Taiwan (AIT), the de facto U.S. Embassy, said "no decisions have been made," while DoD officials declined to comment on their delegation's mission.
The proposed upgrade package would make the 146 Taiwanese F-16A/Bs among the most capable variants of the aircraft, perhaps second only to the APG-80 AESA-equipped F-16E/Fs flown by the United Arab Emirates.
Originally requested by Taipei in 2009, the package would cost $4.2 billion, sources at TADTE said.
The new gear would include an AESA radar, likely either Northrop Grumman's Scalable Agile Beam Radar or the Raytheon Advanced Combat Radar, to replace the planes' current APG-66(V)3 radar.
Either one would be an improvement on the Northrop APG-68(V)9 mechanical radar once contemplated for Taiwan's upgrade package. The switch is meant to soften the blow of denying new planes to Taipei, a Lockheed Martin source said.
A decision between the two AESA candidates could foreshadow the U.S. Air Force's own choice as it prepares to upgrade its fleet of F-16s. The upgrade package will also improve the planes' Raytheon ALQ-184(V)7 electronic countermeasures pod by adding the capacity to intercept and save hostile radar transmissions, then use the same frequency to jam them.
However, ITT is offering the ALQ-211 Advanced Integrated Defensive Electronic Warfare Suite pod as an alternative.
ITT is also offering the BRU-57/A Smart Twin Store Carrier, which doubles the number of bombs an F-16 can carry, an ITT source said.
The package would also replace the AIM-9P/M Sidewinder air-to-air missile with the new AIM-9X; fit the planes to carry enhanced GBU-12 Paveway II laser-guided bombs; and add a digital radar warning receiver, helmet-mounted cueing system and center pedestal display.
The package will not include new engines to better handle the additional weight and electrical draw, though there could be an upgrade to bring the existing Pratt & Whitney F100-PW-220 to the PW-220E standard. The upgrade would swap out obsolete parts for newer ones, but wouldn't offer any additional performance.
Lockheed Martin will be working with Taiwan's state-run Aerospace Industrial Development Corp. (AIDC) to integrate the new gear on the jets.
"Changing a fighter's major sensor should not be taken lightly. It is more than electrical capacity. It is the integration of sensors, weapons, displays, etc., that make a fighter aircraft effective," Lockheed spokeswoman Laura Siebert said.
Consequences

Siebert said the failure to release F-16C/Ds will weaken Lockheed Martin's plans to extend the production line for the fighter.
"While Congress has been notified of Oman and Iraq's desire for F-16s, the Taiwan order for 66 aircraft is very important to the long-term viability of the F-16 production to include the U.S. Air Force, Lockheed Martin and the thousands of suppliers throughout the U.S.," she said.
More than a few TADTE attendees said the Obama administration might reverse the decision as the 2012 presidential election approaches and political pressure for new jobs builds.
A June report by the Perryman Group, a Texas-based economic and financial analysis firm, estimated that Taiwan's F-16C/D program would create more than 16,000 jobs and almost $768 million in U.S. federal tax revenue. Much of that tax revenue and new jobs would go to election battleground states: California, Connecticut, Florida, Maryland, Ohio, Texas and Utah.
But China holds about 8 percent of U.S. debt, the largest block in foreign hands.
As one TADTE attendee said, "Beijing's Kung Fu is better than Washington's."
The denial of the new jets will likely lead AIDC officials to ask the government to expand upgrade plans for Taiwan's 126 Indigenous Defense Fighters, of which 71 are currently slated for upgrades.
The company has also been pushing Taiwan's Air Force to allocate funds for full-rate production of the IDF C/D Goshawk, which features improved range and weapons payload.
Background

In July, the U.S. State Department indicated a final decision on the F-16 issue would be made by Oct. 1. Since 2006, the U.S. has repeatedly denied Taiwan's request for 66 F-16C/D Block 50/52s, a prospective sale estimated at more than $8 billion.
The planes would replace 60 F-5 Tigers and 60 Mirage 2000-5s due for retirement within five to 10 years.
China has called the sale a "red line." A recent editorial in the state-controlled People's Daily called for the use of a "financial weapon" against the U.S. if new F-16s were released.
The U.S. decision comes as a blow to the self-ruled island's effort to counter China's growing military, whose first aircraft carrier began sea trials last week, and therefore to its independence.
There are fears that losing Taiwan could spell the end of U.S. power projection in the region. Losing Taiwan would "change everything from the operational arch perspective to the posture of Japan and the U.S." in the region, said Raytheon's Asia president, Walter Doran, a retired admiral who once commanded the U.S. Pacific Fleet.

Thales, Dassault Sign India Mirage Upgrade Deal


PARIS - Thales and Dassault signed July 29 a modernization contract for Indian Air Force's Mirage 2000 fighter jet fleet, the electronics company said in a statement.
The deal was worth about 1 billion euros ($1.42 billion) for Thales, a company spokeswoman said.
Thales will supply the RDY-3 radar, navigation and attack equipment, and electronic countermeasures for India's 51 Mirage 2000 fighter aircraft. Dassault will supply a new onboard computer.
"The extensive involvement of Indian industry within the program will consolidate existing ties with the French aerospace industry and will reinforce long-term cooperation based on cutting edge technologies and the sharing of technical know-how and expertise," Thales said.
Separately, Dassault's Rafale has been shortlisted with the Eurofighter Typhoon for India's contract for 126 medium-range combat aircraft in a deal estimated to be worth $10 billion.

UAE Eyes F-16 as Rafale Talks Falter


PARIS - The United Arab Emirates (UAE) is talking with Lockheed Martin about buying more F-16 fighter jets because France's offer of an advanced version of the Rafale is seen as too expensive, said a source familiar with the negotiations in the Arabian Gulf.
Discussions on the F-16 pile pressure on Dassault Aviation, builder of the Rafale, to cut prices and on the French government to increase funding for upgrades seen as vital to sealing an export deal for the twin-engine combat jet with the UAE, analysts said.
In the 1990s, the UAE bought 80 F-16E/F fighters under a $7.3 billion foreign military sales contract.
"The UAE is finding the Rafale offer to be too costly compared to the capabilities of aircraft and other technologies on the market," the source said. "The negotiations with France are still ongoing, and both sides are looking for a compromise."
The UAE has been seen as a potential first export buyer of the Rafale in a deal estimated last year at $10 billion. Meetings on the sale of the French fighter took place at the Paris Air Show, which ended June 26.
But price resistance has led UAE officials to open discussions with Lockheed to buy more F-16s with the latest "weaponry and targeting sensors," the source said.
Last year, UAE officials asked for technical information on Boeing's F/A-18E/F Super Hornet following a political chill at the highest levels between Abu Dhabi and Paris.
In talks with the French, the elements said to be stretching the UAE's planned budget are the co-development costs for a more powerful "special" version of the Rafale, plus maintenance and spare parts. The UAE wants its Rafales powered by Snecma M88 engines, whose 9 tons of thrust would provide 1.5 tons more than the version flown by the French Air Force.
Other improvements requested include a longer-range active electronically scanned array (AESA) radar and a more capable Spectra electronic warfare suite.
The upgrades previously have been estimated at 2 billion euros ($2.9 billion) by then-French Defense Minister Hervé Morin.
Officials with Dassault Aviation declined to comment. Shortly before the Paris Air Show, Dassault Chief Executive Charles Edelstenne said of the Rafale offer to the UAE, "the talks are advancing."
The gulf source said, "Lockheed Martin is offering a very attractive financial package."
A UAE sale might help Lockheed keep its F-16 assembly line open after India rejected the U.S. fighter in its Medium Multirole Combat Aircraft competition.
Lockheed officials were unable to comment by press time.
France badly needs export success on the Rafale, a showcase of military technological competence, as the national defense budget assumes foreign contracts to help pay for a steady rate of production.
Dassault has said it must build 11 Rafales per year to keep the production line running at an economical rate.
Large companies depending on the Rafale include Safran subsidiaries Sagem for the forward-looking infrared gear and Snecma for the jet engines, as well as Thales for the electronics and RBE2 AESA radar, and MBDA, which hopes to sell the Meteor long-range missile.
The UAE's interest in the F-16 has forced Dassault to reduce prices, said Loic Tribot La Spiere, chief executive of think tank Centre d'Etude et Prospective Stratégique. Dassault has little room to maneuver as it must sell the Rafale, needed to boost "other opportunities" in export markets, he said.
Dassault hopes to sell the Rafale to Brazil, India and Switzerland, among other countries.
"Faced with this development, Dassault could go far in concessions, and the Emirates know it," Tribot La Spiere said.
But the U.S. also has an urgent need to boost exports, given its dire domestic economic situation, Tribot La Spiere said. The gulf is seen as a region that helps sustain U.S. activity.
"In this context, it is a safe bet that buying the F-16 aircraft could be seen, or rather proposed, as underwriting a security insurance policy: 'You buy this product and we will ensure your security, even internally,'" he said.
Research fellow Hélène Masson of think tank Fondation pour la Récherche Stratégique said the UAE's talks with Lockheed are a "radical means to put pressure on Dassault's offer."
The move may raise France's financial burden to pay for the Rafale's development, particularly the M88 engine.
"The central problem is really the funding for the aircraft's new functions, notably the engine," Masson said. "It's a way to say to the aircraft maker, and above all, the French Defense Ministry, that they must contribute more significantly to the development of this new version of the M88 and so reduce the financial cost to the UAE. ... Yes, this is really a chess game."
Dassault refuses, as a policy, to use company money to fund military aircraft development, insisting the government client pay.
The French Air Force is understood to be content with the current engine's performance, so it appears Paris must decide whether to further fund upgrades to win the UAE sale. That comes as France seeks to cut its public deficit.
In the 1990s, the UAE bought 80 F-16E/F fighters, with distinctive conformal fuel tanks, under a $7.3 billion contract through the Pentagon's Foreign Military Sales program. A reported $3 billion of that amount went to co-develop the Block 60 Desert Falcon, widely viewed as the most capable version of the F-16 worldwide.
As co-developer, the UAE is co-owner of some of the sensitive military technology on the Block 60 version. As part of the deal, UAE personnel worked on the co-development program, and Lockheed trained Emirati nationals to service the Block 60 aircraft.
The 1990s also saw the UAE buy Dassault Mirage 2000-9s, which were more advanced than the 2000-5 flown by the French Air Force. Older Mirage fighters were also upgraded to the more capable variant.
The Mirage 2000-9 fleet still has a long life ahead, but the UAE could start taking delivery of the new F-16s in under five years while keeping its Mirages, the source said.
France has offered to buy back the Mirage 2000-9 fleet and resell it in export markets to encourage the Rafale sale to the UAE.
The UAE has bought the Black Shaheen cruise missile for the Mirage. The UAE also has the long-range strike missile Hakim, which was shown under the wing of a Rafale model displayed in February on missile maker MBDA's stand at the IDEX arms show in Abu Dhabi.

2 U.S. Senators Unhappy With Missile Defense Plan

WASHINGTON - Two Republican U.S. senators on July 12 expressed concerns about a possible agreement to base a missile-shield radar in Turkey, citing the NATO ally's strained ties with Israel and relations with Iran.
Sens. Jon Kyl, R-Ariz., and Mark Kirk, R-Ill., wrote Defense Secretary Leon Panetta and Secretary of State Hillary Clinton seeking reassurances on the possible deal, which was described in a news report last week.
The lawmakers asked for "written assurances" that data collected by a so-called X-band radar "will be made available, in real time" to staunch U.S. ally Israel to be "fully integrated into its battlement management and control."
They also sought a guarantee that "Turkish entities are not engaged, or suspected of engaging" in activities that fall afoul of various U.S. laws aimed at curbing suspected nuclear weapons programs in Iran and Syria and keeping sensitive know-how from North Korea.
And President Obama's administration must also certify that the powerful radar will only be operated by U.S. personnel, and for 24 hours a day, seven days a week, except for maintenance breaks, the senators said.
Kyl, the No. 2 two Senate Republican, and Kirk also questioned whether the reported decision to locate the radar in Turkey would "ensure the best defense of the United States against the Iranian long-range ballistic missile threat."
They cited a U.S. Missile Defense Agency study that found that the South Caucasus to be "the optimum placement" if the system is designed to defend against an eventual Iranian ballistic missile attack.
"The administration's plans for missile defense will require the cooperation of the Congress; the prospects for such cooperation are jeopardized if the Congress is not provided the information it requests," they warned.

Chinese Avionics Advances Ripple Throughout Asia


ISLAMABAD - China's avionics industry is closing the gap with other avionics producers, with benefits flowing to Pakistan and new challenges emerging for the U.S.
Chinese aircraft are helping Pakistan maintain conventional deterrence toward India as New Delhi pursues cutting-edge technology to revamp its airpower. As a result, said Usman Shabbir, of the Pakistan Military Consortium think tank, the new "JF-17 Block II [combat aircraft] may see a Chinese AESA [active electronically scanned array] radar along with an IRST [infrared search and track] sensor, and an even better ECM [electronic countermeasures] suite."
Wider advances by China's aviation industry would result in "greater use of composites to reduce the overall airframe weight" for the JF-17 Block II, and also a thrust vectoring control engine; though Shabbir conceded the latter "has never been officially confirmed."
Analyst Kaiser Tufail said an AESA radar is "the way to go," and that "all future [radar] acquisitions or retrofits would be AESA, whether mechanically scanned or phased-array type."
Tufail said the current JF-17 radar, a variant of which is fitted to the Chinese Chengdu J-10 combat jet, is an interim solution "because the [Pakistan Air Force] had been unable to find a radar vendor who could sell cutting-edge technology at an affordable price."
Tufail said Pakistan's acquisition of advanced Chinese avionics should not be seen through the prism of Indian programs, such as the Medium Multirole Combat Aircraft program. Rather, he said, it should be seen as Pakistan's effort to keep pace with modern weaponry.
And China benefits from its collaboration with Pakistan.
"Traditionally, the Chinese aviation industry has found an excellent test bed in the PAF, and their products have been, and can be, proven in ways that are not possible with [China's Air Force], due to limitations of comparative analysis in truly operational scenarios and with respect to Western equipment that PAF operates," he said.
As a result, a "Chinese AESA radar would, therefore, be a synergetic success in partnership with Pakistan," he said.
However, it is unknown whether the new JF-17 Block II radars are variants of those fitted to the improved J-10B. If that is the case, analyst and Chinese specialist Andrei Chang said the new radar is unlikely to be an AESA type.
"The phased-array radar testing on the J-10B is a passive model," he said.
Chang said he does not think the Chinese have developed "a useful AESA radar for the JF-17 and J-10B," but they could in the future.
"I know they are researching AESA radars, but it takes time," he said.
China's technological advances give potential adversaries cause for concern, Tufail said.
"As in many other fields like space and information technology, China is making a mark in major ways which impacts geostrategic and security issues," he said. "Technological developments like AESA radars would, thus, certainly have a bearing on the comfort levels of countries that have an adversarial relationship with China."
The potential threat posed by Chinese advances in avionics is an issue Carlo Kopp of the Air Power Australia think tank has tried to raise.
"Chinese technology is a mix of reverse-engineered Western and Russian designs, and some often very good indigenous ideas," he said. The danger this poses is clear.
"As the Chinese advance and proliferate these products, they are increasingly narrowing the range of environments in which Western air forces and navies can operate," Kopp said.
CHINESE DEFENSES
"Today, only the U.S. F-22A [stealth fighter] and B-2A [stealth bomber] can penetrate Chinese airspace with impunity," he said. "All other Western designs, including the intended F-35 [Joint Strike Fighter] and existing F/A-18E, would suffer prohibitive loss rates" to surface-to-air missiles, he said.
Kopp's opinion of the F-35 is perhaps surprising, but he said he believes China's investment in more maneuverable aircraft will expose severe weaknesses.
"The notion that having a good AESA [radar] can overcome kinematic performance limitations in a design is predicated on the idea that your missiles are 100 percent effective in long-range combat," he said. "The evidence shows otherwise for the AIM-120 AMRAAM."
The approach that says "let the missiles do the turning," rather than the aircraft, "is a mantra in the F-35 and F/A-18 camps," Kopp said. "Unfortunately, it is wishful thinking by folks promoting obsolete designs. The mathematics and physics of aerial combat do not support this proposition."
Therefore, the strategic impact of China's advances will be substantial and exacerbated by poor long-term decision-making by the U.S., Kopp said.
"As China wholly recapitalizes its fleets, and exports these products, there will be an inevitable strategic impact, as the U.S. has been reluctant to export the F-22, has chopped F-22 production funds, and has no new products in the pipeline capable of robustly surviving against top-end Chinese products in combat," he said.
Kopp also blames the reluctance by Washington to share high-technology weaponry with allies that could check China's advance.
He singles out Defense Secretary Robert Gates for making decisions that will produce "a dangerous long-term strategic environment in Asia as China introduces and proliferates advanced technology, and the U.S. chooses for ideological reasons to no longer invest in advanced air power."

RQ-4B Variant Makes Combat Debut Early


PARIS - For the second year in a row, Northrop Grumman officials found themselves at a global air show explaining why the Global Hawk UAV wasn't performing up to Pentagon expectations.

In the wake of a DoD test report that noted deficiencies in nine areas, Northrop's top Global Hawk salesman, Edward Walby, took to a chalet podium at Paris Air Show 2011 to give the company's side of the story.
"When you have a system designed by engineers, made by a manufacturer, tested by evaluators, and certified by administrators, then you put it in the hands of troops, you get an entirely different picture," Walby said.
He was referring to the Global Hawk's unexpected deployments in March - to Japan to support the post-tsunami relief efforts, and to Libya to help U.S. and NATO operations against government troops. The operations catapulted the latest RQ-4B model, the Block 30, into real-world operations, where the aircraft produced performances that looked much better than the IOT&E report, Walby said.
For example, the testers watched the RQ-4 fly 19 sorties over 41 days, with mission effectiveness of 57 percent. But in "March Madness," as Northrop dubbed the intense first month of Libya/Japan ops, the UAVs flew 114 sorties in 45 days with a 92.1 percent mission effectiveness, Walby said. That's a level of performance far beyond the expected for an aircraft that hasn't reached its formal acceptance into service.
"We're not supposed to be doing that yet," he said.
What made the difference? One major thing was simply the passage of time, Walby said. The IOT&E testers looked at aircraft with the mid-2010 equipment and software builds. Since then, Northrop has fixed a leaky oil pump and improved the software in various ways.
One Block 10 aircraft was aloft a total of 379 hours in March - more than half of the hours in the month. Over Japan, two Global Hawks passed in the air, demonstrating the first on-station swap. The post-tsunami ops also saw the operation debut of the Block 30 Global Hawk, whose 3,000-pound payload includes electro-optical/infrared cameras, radar, moving-target indicators, and signals intelligence gear.
Next up for the suddenly hyperactive Global Hawk?
■ Block 30 is slated to be declared initially operational in July.
■ The first Euro Hawk, now finishing up testing at Edwards AFP, Calif., is slated to fly over to Germany later this summer.
■ Two Global Hawks are to attempt the world's first autonomous aerial refueling between UAVs in late summer or early autumn.
