Iran's Boasts Over Drone Reveal Inconsistencies


TEHRAN - Iran's boast it downed a highly sophisticated U.S. drone has handed the Islamic republic a propaganda coup while revealing numerous inconsistencies in both Iranian and U.S. accounts of the incident.

Leading Iranian newspapers on Dec. 10 gave front-page prominence to the story, displaying photos of what was said to be the remarkably intact RQ-170 Sentinel drone in Iran's possession.
One daily, Vatanemrooz, bragged that "Satan's eye has been gouged out," repeating the characterisation of the United States as the "Great Satan."
The ebullient media coverage, which began on Dec. 8 with state television images of the alleged drone, eclipsed other reports, including on the threat of more sanctions on Iran and the fallout from last month's storming of the British embassy in Tehran.
The deputy chief of Iran's armed forces, Brig. Gen. Masoud Jazayeri, was quoted by the official IRNA news agency as warning that "the U.S. government will have to pay a high price for its unacceptable actions."
He added: "Our defensive actions will not be limited to our geographical borders."
Iran has sent a letter of protest to the United Nations, saying the drone's flight was part of months of "covert actions by the American government" against it.
It also summoned the Swiss ambassador, who handles U.S. interests in Iran in the absence of U.S.-Iran diplomatic relations, and the Afghan ambassador to lodge formal protests and demand explanations.
A letter given to the Afghan ambassador said that Iran's airspace had been violated from his country and stressed "Afghanistan's responsibilities as a good neighbor," IRNA reported.
Information given by Iranian and U.S. officials in their respective countries' media since Tehran announced Dec. 4 it had captured the drone has raised several inconsistencies over the affair.
The Iranian military's joint chiefs of staff initially said its air defenses managed to "shoot down" the drone as it "briefly violated" Iran's eastern airspace.
Yet Mohammad Khazaee, Iran's ambassador to the United Nations, said in his letter of protest that the drone flew "deep inside" Iran, close to the eastern desert town of Tabas, according to Iranian media.
"After reaching the northern part of Tabas area - 150 miles deep inside Iranian territory - the aircraft was confronted by the timely response of the Islamic republic's armed forces," his letter read.
And Iranian military officials were now saying the drone - displaying little damage in state media images - had not been shot down as first asserted, but rather had its controls hacked by a Revolutionary Guards cyber warfare unit.
U.S. officials have also added to some of the mystery surrounding the incident.
Although none has spoken on the record, several told U.S. media anonymously the drone had been on a CIA mission over Iran - and not on a U.S. military flight over western Afghanistan, as the NATO-led International Security Assistance Force initially tried to suggest.
The officials were skeptical of Iran's claims that it had broken through encryption technology to seize control of the aircraft, hypothesizing that the drone suffered a malfunction.
But none was able to explain how the drone - programmed to either automatically return to its base in Afghanistan or possibly even self-destruct - was recovered by the Iranians.

Dempsey: DoD's F-35 Buy May Be Stretched Out


The Pentagon's purchase of F-35 Lightning II combat jets may have to be stretched out, the top U.S. uniformed official said.

"We are committed, that is to say, the U.S. military, to the development of the fifth-generation fighter, clearly," said Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, speaking at a Dec. 9 Atlantic Council event in Washington. "There are some fact-of-life changes that we'll probably have to make based on the ability to procure it on timelines that we'd like to have."
George Little, a spokesman for Defense Secretary Leon Panetta, said Dec. 8 that no decisions have been made yet on the F-35. He reiterated Panetta's strong support for the tri-service program.
"He believes that the F-35 program is important to pursue," Little said. "That it will give us capabilities that we need to maintain our edge in certain areas."
Dempsey said the F-35 is threatened from a different direction: Europe's financial troubles might undercut those partners on the eastern side of the Atlantic.
"When I mentioned earlier about our exposure to a potential problem in the euro zone, that's one of the issues that I was alluding to, their ability to continue to partner with us in that joint venture," Dempsey said.
"But it will clearly put them at risk if all the economic predictions about a potential collapse were to occur - inflation, devaluation," the general said. "Then … they would have to make some national decisions about reallocation of resources that could potentially affect the JSF."
Dempsey's comments came shortly after a report was delivered to the office of Frank Kendall, the Pentagon's acting procurement chief, calling for production of the aircraft to be slowed down while 13 test issues are resolved.
The report also declared the Lightning II's design fundamentally sound.
"There may be issues regarding the F-35 program," Little said. "Any large weapons program generally has issues from time to time. And we are aware of certain issues with the F-35 program. But we believe it's important to continue to invest in the program."
Panetta postponed a planned Dec. 9 visit to Naval Air Station Patuxent River, Md., where the U.S. Navy and Marine Corps' F-35 variants are being tested.
A senior Defense Department official said the Marines had hoped to convince the secretary to take the F-35B short-take-off/vertical-landing variant off the two-year "probation" that former Defense Secretary Robert Gates had slapped on it.
During the taping of "This Week in Defense News" on Dec. 8, the U.S. Air Force chief of staff, Gen. Norton Schwartz, said his service would do everything it can to protect the F-35, the Long Range Strike bomber and the KC-46 tanker program.
"There are three programs which we will sustain, and that is the F-35 at an appropriate level, the new bomber will certainly begin development, and then we will bring the tanker on," Schwartz said.
The Air Force would "do less of other things in order to protect those programs," he said.

U.S. Air Force Inspecting F-22 Oxygen Systems


The U.S. Air Force is inspecting the emergency oxygen system on its F-22 Raptor air-superiority fighters.

Colloquially referred to as the "green apple" by pilots, the system is a self-contained supply of liquid oxygen mounted on the jet's ejection seat and is used in case there is a failure of the main life-support system. By necessity, it is separate from the aircraft's main oxygen systems, which have been under investigation for much of the year due to a string of airborne incidents where pilots have experienced symptoms resembling hypoxia.
"The Air Force is implementing an immediate action time compliance technical order (TCTO) on the F-22 backup oxygen system," a Dec. 8 Air Combat Command (ACC) release said. "This system is known as the Emergency Oxygen System (EOS) and is designed to be used on rare occasions when pilots experience indications or physiological symptoms that suggest there may be a problem with their air supply."
Air Force spokesman Scott Knuteson said that since the Raptor fleet returned to the air in September after a four-month grounding, pilots has been using the backup system more often than usual.
"We have adapted procedures to use the EOS as a precautionary measure to further protect pilots when they receive indications that physiological incidents may occur," the release reads.
However, even then the emergency oxygen system has not been used that often since the jets started flying again, Knuteson said. The pilots only use the system if a problem is detected, he said.
"We have used the EOS on less than one percent of the flights since we returned to flying status and experienced performance anomalies on a small number of EOS activations," the ACC statement reads. "These anomalies have been analyzed by technicians, and corrective measures have been validated and verified."
The inspection was ordered "simply as a prudent step to ensure the full functionality of the EOS given increased usage under current operating procedures," the ACC statement reads.
"As of Dec. 7, approximately 85 percent of the F-22s' EOS bottles had been inspected," Knuteson said. "The main focus of the TCTO is inspecting the EOS bottles and returning them to service."
In the meantime, Lockheed Martin is still delivering new Raptors to the Air Force. One of the newest jets was supposed to arrive at Langley on Dec. 8, but was delayed and will now arrive next week, said Lockheed Martin spokeswoman Alison Orne.
The service currently has 175 Raptors. Of the remaining aircraft to be delivered to the service, tail numbers 4186, 4187, 4189, 4191, 4192 and 4194 will be delivered to Joint Base Langley-Eustis, Va., tail 4188 will be delivered to Nellis Air Force Base in Nevada, while tails 4190, 4193 and 4195 - the last Raptor to be built - will be delivered to Joint Base Elmendorf-Richardson in Alaska.

Iran Shows Images of Captured RQ-170


Iran's Vision of the Islamic Republic of Iran Network 1 television station has shown the first images of what appears to be an intact RQ-170 Sentinel UAV belonging to the U.S. Air Force, according to a report from the British Broadcasting Corporation (BBC).
According to the BBC, the footage was captioned "RQ170 - advanced US spy plane."
The images show Iranian military officials inspecting the aircraft, which appears to be largely undamaged, according to the BBC report.
The U.S. Defense Department has confirmed that an unmanned aircraft is missing over western Afghanistan. The Pentagon has so far declined to identify the type of aircraft or under what circumstances the plane was lost.
The Iranians claim to have brought down the stealthy Sentinel using electronic attack methods.
U.S. analyst Loren Thompson of the Lexington Institute in Arlington, Va., said the aircraft likely malfunctioned.
There is also concern that the RQ-170's stealth technology might be compromised, affording other powers to reverse engineer the planes' design features, said analyst Richard Aboulafia. However, any gains would be temporary, he said; reverse engineering doesn't help a national industry innovate.
The mostly likely beneficiary is China, he said.

2 More 'Physiological Incidents' Related to F-22


The U.S. Air Force's fleet of stealthy F-22 Raptor fifth-generation fighters has suffered two additional "physiological incidents" since Nov. 21, the service confirmed Dec. 2.
"Since 21 Nov., there have been two physiological incidents and no events of interest," said Air Combat Command spokeswoman Kelly Sanders in an emailed statement.
Since the F-22 returned to flight in September after a four-month grounding, the Air Force has maintained two listings for problems arising from operating the jet. The jet was originally grounded in May after more than a dozen pilots suffered symptoms resembling hypoxia.
"Under the current protocols established to monitor F-22 operations since their return to flight, occurrences are categorized into events of interest and physiological incidents," Sanders wrote. "An event of interest is an aircraft indication, system malfunction or a data point that has not caused symptoms of hypoxia nor caused any danger to the pilot or aircraft, but is noteworthy for data collection and further analysis."
However, because of the Raptor's unresolved oxygen system problems, a separate category has been established for incidents that resemble hypoxia.
"Any event of hypoxia or hypoxia-like symptoms during pre-flight activities or a mission would be categorized by Air Force Instructions as a physiological incident," Sanders wrote.
She noted that none of the most recent incidents caused any damage. Air Force sources who tipped off Defense News to these events had alluded to ground crews becoming ill when performing maintenance operations with the engines running. An Air Force official confirmed that was the case with a separate incident. However, the two most recent cases Air Combat Command referred to happened in the air.
"None of these incidents resulted in harm to a person or aircraft," Sanders wrote. "There is a rigorous process of collecting and analyzing operational, maintenance, and physiological data relevant to any incidents, which typically takes several weeks to complete and may or may not produce actionable information."

Indian Team Visits Moscow for Su T-50 Flight Demo

NEW DELHI - A delegation of Indian military officers and technicians was in Moscow to witness the first public flight Aug. 16 of the Sukhoi T-50, the base platform of the Fifth-Generation Fighter Aircraft (FGFA) that India and Russia have contracted to develop jointly.

The aircraft, which made its maiden flight at a Far East airbase in Russia in January 2010, was rolled out for its first public viewing at the MAKS international air show outside Moscow, where two of the sleek silver prototypes are due to perform air stunts Aug. 16 under the watchful eye of Russian Prime Minister Vladimir Putin.
India's Hindustan Aeronautics Ltd. (HAL) and Russia's Rosoboronexport and Sukhoi Design Bureau are working together to develop and produce the plane.
The two countries have proposed building about 500 FGFAs to meet the needs of both the Indian and Russian air forces. India's FGFA order is expected to cost the country more than $25 billion over the next two decades.
The exact details of the pact between India and Russia on technical collaboration are still not known, Indian Air Force sources said.
But a Defence Ministry official here said that HAL and Rosoboronexport on Dec. 21 signed a preliminary contract for design and development of the aircraft by HAL and the Sukhoi Design Bureau at a cost of $295 million. The preliminary development phase will last 18 months. Full-scale design and development work will be taken up under a separate contract, which will be negotiated and signed toward the end of the preliminary phase, the ministry official said.
The induction of the FGFA into the Indian fleet is to begin in 2018 as the first prototype has already undergone several tests, the official added.
The FGFA will be a stealthy, lethal swing-role fighter with advanced avionics, 360-degree situational awareness, smart weapons, data links and high-end mission computers, the Indian Air Force has said.

China's Aircraft Carrier Ends Maiden Trip: Xinhua

BEIJING - China's first aircraft carrier has returned to port after completing a "smooth" set of sea trials designed to test its capabilities, the state news agency Xinhua reported on Aug. 15.
The 990-foot ship docked in the northeastern port of Dalian on Aug. 14 after five days of trials that have sparked international concern about the country's widening naval reach.
The carrier tests came amid heightened tensions over a number of maritime territorial disputes involving China, notably in the South China Sea, which is believed to be rich in oil and gas and is claimed by several countries.
Dockworkers set off fireworks as the vessel, a refitted old Soviet carrier called the Varyag, returned to port, Xinhua said, adding that the ship would now undergo further work and testing.
"The sea trials carried out by the aircraft carrier on its maiden voyage went smoothly," it said.
China's People's Liberation Army - the world's largest active military - is extremely secretive about its defense programs, which benefit from a huge and expanding military budget boosted by the nation's runaway economic growth.
Earlier this year, China announced military spending would rise 12.7 percent to 601.1 billion yuan ($91.7 billion) in 2011.
In January, China revealed it was developing its first stealth fighter jet. It is also working on an anti-ballistic missile capable of piercing the defenses of even the most sturdy U.S. naval ships.
Japan recently expressed concern about what it called the "opaqueness" of China's military budget, and the U.S. State Department last week called on the country to explain why it needed an aircraft carrier.
"This is part of our larger concern that China is not as transparent as other countries," said spokeswoman Victoria Nuland. "It's not as transparent as the United States about its military acquisitions, about its military budget."
Beijing only recently confirmed it was revamping the old Soviet ship. It has repeatedly insisted that the carrier poses no threat to its neighbors and will be used mainly for training and research purposes.
But a news website run by China's defense ministry took a different stance four days ago, stating that the carrier should handle territorial disputes as well.

China: Japan's Defense Comments 'Irresponsible'


BEIJING - China launched a series of blistering attacks on key rival Japan on Aug. 4 after a defense paper approved by Tokyo criticized Beijing's military build-up and growing territorial assertiveness.
State news agency Xinhua went further, accusing Japan of "China bashing" and warning the document could jeopardize relations between the neighbors, while the defense ministry also issued a statement condemning the paper.
China's foreign ministry branded the paper "irresponsible," insisting Beijing's drive to modernise its forces was entirely defensive, and expressed its "strong dissatisfaction".
Japan's annual defense report, released this week, voiced concern over China's growing assertiveness in the South China Sea and Pacific Ocean, and what it called the "opaqueness" of Beijing's military budget.
"The Japanese 2011 defense white paper made irresponsible comments on China's national defense construction. China expresses its strong dissatisfaction," foreign ministry spokesman Ma Zhaoxu said.
"China's development is offering significant opportunities to all countries - including Japan - and China has not been, and never will be a threat to any other country."
China broke off all high-level contact with Tokyo last September after Japan detained a Chinese fishing boat captain whose vessel collided with Japanese coast guard patrol ships in waters claimed by both sides.
The row between Asia's two biggest economies was their worst in years and undermined painstaking recent efforts to improve relations marked by decades of mistrust stemming from Japan's 1930s invasion of China.
The Chinese skipper was released after more than two weeks and the two countries, which have deep trade ties, have been trying to mend fences.
Japan's defense report used a Japanese word that can be translated as "overbearing" or as "assertive" to describe China's stance over its "conflicting interests with neighboring countries, including Japan".
The paper also said China's defense spending was not transparent, saying that the budget publicly announced by China "is widely seen as only part of what Beijing actually spends for military purposes."
"Opaqueness in its defense policies and military movements are concerns for the region, including Japan, and for the international community, and we need to carefully analyze them," it said.
Xinhua called claims "groundless" and said the report "dutifully carries out its China-bashing tradition, nitpicking at China's defense expenditure growth and military modernization in the manner of a back seat driver".
Earlier this year, China announced military spending would rise 12.7 percent to 601.1 billion yuan ($91.7 billion) in 2011 after funding slowed last year.
Beijing has repeatedly sought to alleviate fears over its pursuit of sophisticated missiles, satellites, cyber-weapons and fighter jets, stressing that the nation's defense policy is "defensive in nature."
It has invested heavily in developing its first stealth fighter jet, revealed in January, as well as an aircraft carrier and anti-ballistic missile capable of piercing the defenses of even the most sturdy U.S. naval ships.
However, China has become increasingly assertive in its claims over the East China Sea and South China Sea, most of which it views as its maritime territory, but where several other Asian nations have competing claims.

With No 'Plan B,' U.S. Marine Corps Shows Off F-35B

NAVAL AIR STATION PATUXENT RIVER, Md. - In a graphic demonstration of the U.S. Marine Corps' strident support of its F-35B version of the tri-service Joint Strike Fighter (JSF), the service flew the first-ever live demonstration the aircraft's short take-off/vertical landing (STOVL) capability before reporters on July 29.

Piloted by Marine Lt. Col. Fred Schenk, the F-35B accelerated down the runway and lifted off in less than 450 feet. Once in the air, it flew past the assembled reporters and senior Marine Corps, Navy and industry brass at 60 knots airspeed. Schenk brought the plane, designated BF-1, to a hover and landed it vertically.
The display was all the more impressive because it was made during a humid summer day when temperatures exceeded 95 degrees Fahrenheit. Heat and humidity reduce aircraft and engine performance.
Moreover, BF-1 is a test aircraft, not a mature production plane. That is not without risk and the service took precautions. Multiple aircraft had been prepared as back-ups, test pilots at the base said.
At least one backup aircraft, BF-3, flown by test pilot Marine Lt. Col. Matt Kelly, went on to conduct a test sortie after BF-1 successfully flew its demonstration. BF-4, which is a mission systems test plane, was also on standby in case both aircraft aborted.
U.S. Marine Corps Commandant Gen. Jim Amos, himself an F/A-18 Hornet pilot, reiterated that the F-35B is vital to his service. The Corps' position is that the service has no backup plans if the F-35B does not make it though the two-year probation period that then-Defense Secretary Robert Gates placed upon the variant when it encountered technical problem and fell behind in flight testing.
"There is no Plan B," Amos said. "We need this airplane."
Asked what would allow the F-35 to exit probation, Amos said that the exit criteria have not yet been set. But he voiced confidence the jet would meet whatever those requirements might be.
Lt. Gen. Terry Robling, the service's deputy commandant for aviation, said the F-35B's progress in test flights since last year was "amazing." The F-35B caught up on last year's test points, and is now head of this year's flight test schedule, he said. Soon, in September, the F-35B will go to sea onboard the amphibious assault ship USS Wasp, he said.
Robling also expressed confidence that the STOVL version, which is the most expensive version of the jet, will come down in price as production increases.
"As soon as that ramp goes up, the costs will start coming down dramatically," he said.
Robling and Amos both reiterated the Corps' argument that the service needs an aircraft that can be based anywhere, which is the primary requirement behind the F-35B. The F-35B model will allow the Navy and Marine Corps to effectively double the number of aircraft carriers in the U.S. fleet because amphibious assault ships would be able to carry strike aircraft.
However, the service is also buying five squadrons of the carrier variant F-35C model planes to support the Navy's carrier fleet. Robling said that even though the service is buying some 80 C-models, the F-35B can also operate from a Navy carrier.
The F-35B will also play in the DoD's Air-Sea Battle concept, Robling said. Despite sacrificing some range, the jet retains all the capabilities of the Air Force and Navy versions. The F-35B would also support the land component of Air-Sea by providing support to Marine ground operations with having to rely on a carrier, he said.
Robling reiterated the Marines' need for a fifth-generation fighter to counter emerging threats such as advanced Russian and Chinese aircraft.
"It's absolutely the aircraft that we need to counter the fifth-generation aircraft that are coming online in places like China, "Robling said. "If we take this fifth-generation aircraft away, there is not another one on the drawing boards in the United States."

DoD Strives To Curb Rework From F-35 Production


The F-35 Lightning II is proving to be as stealthy as promised; now the challenge is turning production from a somewhat handcrafted affair to a dependable industrial process, the deputy director of the Joint Strike Fighter (JSF) program said July 27.
"The challenge that we see ahead is not necessarily achieving [very low observable] capabilities," said Air Force Maj. Gen. C.D. Moore. "The challenge is produce-ability. To be able to produce beyond four a month, six a month, eight a month, you need to be able to get your processes down to where you're not doing artisan type of work."
Right now, jets need to be reworked depending upon whatever corrections need to be made due to design changes or errors. Instead, what needs to happen is that aircraft have to be built so that such reworks are not needed, Moore said.
"That's still ahead of us to make [sure] we can do that and produce a plane the first time, every time," he said.
In the meantime, test pilots at Edwards Air Force Base, Calif., continue to put the jet through maturity tests using the same syllabus as the first student pilots at the 33rd Fighter Wing, the first F-35 training unit. About 80 percent of those tests have been completed, Moore said. Remaining tests include two-ship sorties.
The data gathered will be used by the Air Force and Navy air systems commands to determine whether to certify the jets as airworthy and ready to start training.
Training will start at Eglin Air Force Base, Fla., after an operational utility evaluation in the fall, Moore said.
Planning has already started for a second training site for the F-35 which should be up and running by 2014. The Air Force has not yet set a location, Moore said.

Toxins Grounded F-22s: Sources


The U.S. Air Force's fleet of F-22 Raptor fighters has been grounded since May 3 due to toxins entering the cockpit via the aircraft's life support systems, sources with extensive F-22 experience said.
Service leaders grounded the stealthy twin-engine fighter after pilots suffered "hypoxialike symptoms" on 14 occasions. The incidents affected Raptor pilots at six of seven F-22 bases; the exception is Tyndall Air Force Base, Fla.
But despite an investigation that has spanned nearly three months, no one yet knows what toxin or combinations of toxins might have caused the incidents, nor is it clear exactly how the chemicals are entering the pilots' air supply, sources said.
Toxins found in pilots' blood include oil fumes, residue from burned polyalphaolefin (PAO) anti-freeze, and, in one case, propane. Carbon monoxide, which leaves the blood quickly, is also suspected.
"There is a lot of nasty stuff getting pumped into the pilots' bloodstream through what they're breathing from that OBOGS [On-Board Oxygen Generation System]. That's fact," one former F-22 pilot said. "How bad it is, what type it is, exactly how much of it, how long - all these things have not been answered."
The blood tests were performed after each of the 14 incidents in which pilots reported various cognitive dysfunctions and other symptoms of hypoxia. One couldn't remember how to change radio frequencies. Another scraped trees on his final approach to the runway - and later could not recall the incident.
"These guys are getting tested for toxins and they've [gotten] toxins out of their bloodstreams," the source said. "One of the guys was expelling propane."
This source, along with the others, requested anonymity for fear of retribution.
The line of inquiry may shed new light on the death of Capt. Jeff "Bong" Haney, a 525th Fighter Squadron pilot who was killed when his F-22 crashed last November near Anchorage. Sources said that in Haney's last few radio calls before his jet disappeared, he sounded drunk, a classic sign of hypoxia. Haney was known as a prodigiously skilled aviator who was in line to attend the elite Air Force Weapons School.
Air Force officials have said they have not yet completed the investigation into the crash.
Asked for comment about the possibility that F-22 pilots had been exposed to carbon monoxide, an Air Force spokesman, Maj. Chad Steffey said, "The safety of our aircrews is paramount, and the Air Force continues to carefully study all factors of F-22 flight safety."
Asked about other toxins, Steffey referred questions to the Air Force Safety Center at Kirtland AFB, N.M., where officials did not repond by press time.
Officials with Lockheed Martin, which builds the aircraft, said they are cooperating with the investigation but cannot comment further.
Carbon Monoxide?
Beside the various toxins found in the pilots' blood, carbon monoxide is another potential cause of the hypoxia incidents.
The gas, one of many generated as exhaust by the plane's jet engines, might be getting into the cockpit, sources said.
Part of the problem, at least for pilots flying from Joint Base Elmendorf-Richardson, Alaska, where many of the known incidents have occurred, may be the startup procedures used in winter, one source said.
Because of the harsh climate, pilots often start their jet engines inside a hangar before taking off. That could allow exhaust gases to be trapped in the building, sucked back into the engines, and ingested into the bleed air intakes that are located within the engines' compressor sections that supply the OBOGS, sources said. The layout, sources added, is standard for modern jet aircraft.
But another source said that many of the hypoxia incidents have occurred well into flights or even during a day's second mission, long after the plane has left the Elmendorf hangar.
The U.S. Navy had problems with the OBOGS on its F/A-18 Hornet, which sucked carbon monoxide into its oxygen system during carrier operations. Between 2002 and 2009, Hornet aviators suffered 64 reported episodes of hypoxia, including two that killed the pilots, according to the July-August 2010 issue of "Approach," a Navy Safety Center publication.
The Navy modified the planes' OBOGS, has had no recent similar incidents and is not currently investigating the systems, Naval Air Systems Command officials said.
USAF Expands Investigation
In January, a safety investigation board led by Maj. Gen. Steven Hoog began looking into the the OBOGS on the F-16, F-15E and F-35 fighters; the A-10 attack jet and the T-6 trainer, according to May statements by officials with the service's Air Combat Command, which oversees combat aircraft.
In May, Air Force Secretary Michael Donley had ordered the service's Scientific Advisory Board to conduct a "quick-look study, gather and evaluate information, and recommend any needed corrective actions on aircraft using on-board oxygen generation systems," according to a July 21 statement by service officials.
The release indicated that the service is now looking at more types of aircraft: the B-1 and B-2 bombers and the CV-22 tilt-rotor and "other aircraft as appropriate."
According to the release, the investigation is conducting a "series of carefully controlled in-flight tests, the team will examine the subsystems identified in reported incidents. These include the pressurization system, mask and cockpit oxygen levels."
The release said the Scientific Advisory Board investigation followed the grounding of the F-22 fleet, but did not say whether it superseded, replaced or is merely accompanying the Hoog investigation.
One source said that F-22 test pilots at Edwards AFB, Calif., last week started flying sorties as the investigate OBOGS concerns as part of the Air Force safety investigation.
Air Force officials have confirmed only that some test pilots at the base are flying their jets under a special waiver granted to them to test an unrelated software upgrade.
However, the operational fleet remains grounded, with pilots and ground crews practicing in simulators as much as they can. But that is not a real solution because the pilots won't be able to maintain currency, one former F-22 pilot said.
"After 210 days, they've got to start retraining everybody," he said.
It would take weeks for the instructor pilots at Tyndall to re-qualify themselves and then start to train others, the former pilot said. Pilots with lapped currencies would be re-qualifying each other.
It would take four to six weeks afterward to re-qualify the operational squadrons. Service officials confirmed that 12 Raptors are stranded at Hill AFB, Utah, but declined to identify their squadron. The jets came to the desert base for a Combat Hammer exercise in which pilots and ground crews practice loading and releasing live air-to-ground weapons. Service officials said the jets are from the 1st Fighter Wing at Langley AFB, Va.
Meanwhile, Lockheed can't deliver new Raptors to the Air Force because the company and the Pentagon's Defense Contract Management Agency are unable to fly required test sorties needed to certify the jets meet specifications. Four aircraft have technically been delivered to the service but can't fly to their new home at Langley AFB.
At least two additional aircraft have been completed but remain at the factory undelivered.

F-22 Deliveries Halt as Grounding Continues

Deliveries of F-22 Raptors to the U.S. Air Force have been halted due to the continuing suspension of flight operations for the stealthy fifth-generation air superiority fighter.

Even though manufacturer Lockheed Martin continues to build the aircraft at its Marietta, Ga., factory, the company is unable to do required flight testing for each aircraft as it leaves final assembly. Nor can government test pilots from the Pentagon's Defense Contract Management Agency (DCMA) fly their acceptance flights for new aircraft as they are readied for delivery.
"Our final assembly is scheduled through December 2011. That is still ongoing at Marietta. We delivered aircraft 4181, and that was on June 22, to the Air Force, so they have that as their aircraft," said Lockheed spokeswoman Stephanie Stinn. "After that aircraft, we can't do the required acceptance flights."
Technically, four aircraft have been delivered to the Air Force, but are being stored at Marietta pending the lifting of the flight restrictions. When the Air Force resumes F-22 flight operations, those aircraft will be flown to Langley Air Force Base (AFB), Va.
Two further aircraft, 4182 and 4183, have been completed, but the company and DCMA can't do required flight testing on those jets, Stinn said. The aircraft are being stored in a near-flight-ready status, she said.
Aircraft "4182 and 4183 were scheduled to deliver in July, but they're not in a position to do any sort of test flights, so we can't deliver," Stinn said. "Maybe early August, but we don't have a definitive date."
Aircraft 4182 and onwards, which have not undergone any of their acceptance flights, have yet to receive their final stealth coatings. The coatings are applied only after a number of flight tests have been completed, and as a result, a backlog is slowly building up.
Before the stealth coatings are applied, the aircraft fly coated only with a primer.
The Raptors have been "stood down" since May 3, according to Air Force spokeswoman Capt. Jennifer Ferrau, due to a suspected problem with the aircraft's oxygen generator.
According to one Air Force document, after reviewing work on a study of the F-22 On-Board Oxygen Generation System (OBOGS), the chief of Air Combat Command, Gen. William Fraser, instituted a temporary flight restriction for the F-22 and directed a Class E Safety Investigation.
The investigation, which began in January, includes the OBOGS installed in the A-10, F-15E, F-16, F-22, F-35 and T-6 aircraft. Fraser appointed Maj. Gen. Steve Hoog, commander of Ninth Air Force, as the investigating officer.
The flight restriction applies to all F-22 crews, but test pilots at Edwards AFB, Calif., are operating under a flight waiver that allows them to fly certain test sorties. Air Force officials at Edwards could not immediately say what kind of test sorties those aircraft are flying.
The grounding is hurting the readiness of operational F-22 pilots, who cannot maintain their currency on the twin-engine jet. The Air Force is using simulators to ease the problem as much as it can.
"Pilots and ground crew continue to train in simulators and perform ground tasks to stay as proficient as possible. Once the aircraft are cleared to fly again, there will be a period where the pilots will need in-flight training to become fully proficient on the aspects of flying that simulators cannot replicate," Ferrau said. "Some live flight is required for high-G maneuvering flight, a true outside visual, and in-flight decision-making in a dynamic environment where simulators are lacking."
