'Trail-blazing' U.K. Attack Sub Proves Itself in U.S.


NORFOLK, Va. - HMS Astute, Britain's first new attack submarine in more than two decades, is the most advanced undersea craft ever fielded by the Royal Navy. But the sub's many improvements often have been masked by a long-running series of developmental and operational problems - including design issues, cost overruns, production missteps, lengthy construction delays, an embarrassingly public grounding last year in Scotland and a tragic shooting on board in April.

Now operating from the U.S. East Coast as part of a lengthy trials period, the Astute finally has had a chance to show what it can do, and in November test-fired Tomahawk cruise missiles in the Gulf of Mexico. But the British media, even in reporting on its successes, continue to label the ship a jinx.
Cmdr. Iain Breckenridge, the submarine's commanding officer, bristled when asked about the jinx moniker during a Nov. 29 interview on board his ship.
"The media will always jump at an easy target. So we're an easy target, they're having a field day," he said.
"Fine by me, that's well behind us. I don't dwell on it, I don't look back. Myself and my team move forward to prove what a great submarine she is. With the Tomahawk firings recently, our successful torpedo firings in the summer in the U.K., pushing forward to get all trials completed, getting to Norfolk to meet the senior U.S. leadership, going to AUTEC [the U.S. Navy's Atlantic Undersea Test and Evaluation Center test range] in January to finish trials, and getting her back to the U.K. in March, ready to go back into the yard for her final maintenance period before she becomes operational, for us, that's all good news.
"So the media won't use that, because that's not an interesting story. If anything minor happens, they'll jump on it and go, 'wow, wow, jinxed submarine!'
"Well, ask any of my ship's company, any of our supporting personnel, anyone in the Navy, any of our families, any of our friends in the U.S. submarine force; in fact, anybody that basically understands what a first-of-class submarine's got to go through, and they'll recognize that the term 'jinx' is just a very easy one that the media jumps on.
"Does it bother me? Used to, initially. Not bothered by it anymore. There are much more important things to deal with. It's a fantastic submarine to deliver to the front line as soon as possible. And I've got a really good team helping me do that."
TESTS, TESTS AND MORE TESTS
Breckenridge, a veteran submariner who previously commanded HMS Tireless, brought the Astute to the U.S. in October to begin a series of weapons, sensors, systems and warm-weather trials.
"We've got to prove the design, and prove the build," he said. "Over subsequent submarines, they just have to prove the build."
The boat loaded Tomahawk cruise missiles at the U.S. Navy's submarine base in Kings Bay, Ga., then launched two T-hawks from the Gulf of Mexico onto a missile range at Eglin Air Force Base, Fla. "Both flew beautifully," Breckenridge said.
Operations on the AUTEC range in January will fully prove the submarine's new Type 2076 integrated sonar suite, and more Spearfish torpedoes will be test-fired.
Breckenridge ticked off a list of new features aboard the sub, which is fitted with six 21-inch torpedo tubes, one more than previous classes. The weapons room also is larger, with a lower deck, allowing for a 50 percent increase in the number of weapons carried - "on the order of 36," he said.
The submarine features a large lockout chamber aft of the fin, or sail, and can carry a drydeck shelter to allow swimmers to enter and leave the sub while submerged.
"That was a real design driver for the boat, and that's why we've got a big sail," he explained. "The shapes and curves [of the hull] help the dry deck shelter sit in the right place."
In the control room, Breckenridge pointed proudly to the Thales Optronics mast displays. Astute is the first British submarine to dispense with traditional periscopes and adopt photronics masts, similar to the arrangement aboard U.S. Virginia-class submarines.
"Much as I loved my old peri-scopes, this is much better," he said. Using the periscope on older submarines at night, he said, required "lights off, curtains draped, black lighting, can't see anything, not good for your eyes. This submarine," he said, has a "better working environment, better for the team. A really good capability. This is U.K. trail-blazing stuff."
The attack center control room on Astute is traditionally located forward on 1 Deck - topmost of the sub's three deck levels - but without the need for hull-penetrating periscopes, designers will have more flexibility to move it. Later ships in the seven-unit class, Breckenridge said, may move the room to 2 Deck and aft a bit. "There's more room down there," he said.
The captain was especially proud of the sub's maneuvering and hovering capabilities, featuring independent diving plane controls handled by a new, complex autopilot system.
"One of the limiting factors in designing a submarine maneuvering envelope is having a stern plane failure to dive or rise," Breckenridge explained. "In my situation, I've got a much wider operating envelope because, if the stern plane does fail to dive, it's probably only going to be one of them, and I can immediately correct it by slowing down and putting the noncasualty plane to rise. It gives us a much broader operating envelope."

S. Korean Official Warns of Provocations from North


SEOUL - South Korea's defense chief said Dec. 1 that North Korea may use provocations next year to deal with economic woes and political instability stemming from a second dynastic succession.
Defense Minister Kim Kwan-Jin described 2012 as a critical year for security saying the military should stay alert against any provocations by North Korea.
The regime has set the goal of becoming a "great, powerful and prosperous" country by 2012, Kim said.
It also faces "economic hardships, public discontent and political instability" next year as the third-generation hereditary succession is under way, Kim added.
"To address these issues and find a breakthrough, North Korea may again resort to provocations," he told a meeting of key military commanders.
North Korean leader Kim Jong-Il, 69, is believed to have speeded up the succession plan after suffering a stroke in August 2008.
In September last year he gave his youngest son Jong-Un senior party posts and appointed him a four-star general, in the clearest sign yet that he is the heir apparent.
The North suffers severe economic problems, exacerbated by sanctions, and persistent serious food shortages. It is also under international pressure to shut down its nuclear weapons program.
"In these extremely difficult times, our military should stay focused on our missions. As in the past, our enemy could catch us by surprise when we appear vulnerable," the minister said.
Relations have been tense since Seoul accused its neighbor of torpedoing a South Korean warship in March 2010 near the Yellow Sea border, with the loss of 46 lives.
The North denied sinking the ship, but South Korea has since staged a series of military drills alone or jointly with U.S. troops.

Brazil Boosts Navy, But Fleet's Age, Size a Concern


SAO PAULO - As it bids for great power status, Brazil is boosting its naval power in the South Atlantic with an ambitious submarine program to protect its huge deep-water oil reserves and project its growing influence.

The emerging powerhouse already boasts Latin America's largest navy, but its aging fleet, including the Sao Paulo aircraft carrier - formerly the French Navy's Foch - nine British-built frigates and five coastal diesel-electric submarines, is in urgent need of modernization.
"The fleet is currently inadequate to carry out its assigned missions" in the South Atlantic, an area Brasilia regards as of high strategic value, Nelson During, chief editor of Brazil's respected defense website DefesaNet, told AFP.
Under the National Defense Strategy unveiled in 2008, the navy was tasked with developing a force to protect the country's huge "sub-salt" oil reserves, the Amazon river basin and its 7,491 kilometers (4,655 miles) of coastline.
The oil fields, located off Brazil's southeast Atlantic coast beneath kilometers of ocean and bedrock, could contain more than 100 billion barrels of high-quality recoverable oil, according to official estimates.
In a speech to the Navy's top brass in June, President Dilma Rousseff stressed that the buildup, including the acquisition of the country's first nuclear-powered submarine, was a key "instrument of deterrence."
Earlier this month Adm. Luiz Umberto de Mendonca told a congressional panel that some $117 billion would be needed by 2030 to fund the buildup, including the acquisition of 20 conventional submarines, six nuclear-powered ones and the creation of a second fleet to be based on the northeastern coast.
But During said such plans were "totally unrealistic given the 26 percent cut in this year's 15 billion real ($8 billion dollar) defense budget," adding that the navy only gets a third of that.
"We don't have the money and defense is not a priority in Congress," During added. "There is a feeling that we are a large country at peace with the world, with no external conflicts."
Eric Wertheim, an analyst with the US Naval Institute in Annapolis, said that Brazil, with "a powerful economy and around 200 million people ... must be able to defend its deep-water oil fields and protect the Amazon region.
"The country (must) also be ready for an unpredictable future that might include demands like escorting merchant ships that are vulnerable to piracy attacks on the other side of the world," Wertheim, who edits the Naval Institute Guide to Combat Fleets of the World, told AFP.
The recent oil spill from a well operated by a U.S. energy firm off Rio de Janeiro state "showed how unprepared the navy was to deal with such emergencies," he said.
The centerpiece of the naval buildup is the ProSub program, under which France is to supply four diesel-electric submarines and help develop the non-nuclear components of Brazil's first nuclear-powered fast attack submarine.
Except for the first boat, expected to be ready around 2016, all submarines are being built, with French technology transfer, at the Itaguai naval base and shipyard near Rio.
Brazil already has the uranium enrichment technology required for producing nuclear fuel and wants to use it to power the submarine.
But During said that because of repeated delays, the $2.66 billion nuclear submarine was not expected to be completed before 2025.
In addition to its deterrence value, a nuclear sub would give Brazil "status" and add "credibility" to its ambition to become a permanent member of the U.N. Security Council, he added.
Brazil also "intends to show the flag" in the South Atlantic, in view of its growing trade ties with African countries across the ocean, particularly former Portuguese colonies such as Angola, During said.
Some Brazilian strategists argue that Brazil should become "the dominant naval power in the South Atlantic, without excluding others," he added.
Last year, former defense minister Nelson Jobim raised eyebrows when he described any expanded NATO presence in the South Atlantic as "inappropriate," and some Brazilian lawmakers expressed concern when the United States decided to reactivate its 4th Fleet in the area in 2008.
But During dismissed those comments "as rhetoric for domestic consumption."

India To Develop AIP Technology for Subs

NEW DELHI - Even as the Indian Navy has announced that it is floating a global tender to procure six air independent propulsion (AIP) submarines for $11 billion, Indian Defence Minister A.K. Antony told the parliament Nov. 28 that the Defence Research and Development Organisation (DRDO) is developing such technology itself.
"The DRDO proposes to develop a technology to reduce vulnerability of the submarines available with the Indian Navy. The Naval Material Research Laboratory (NMRL), Ambernath, under the Defence Research and Development Organisation (DRDO), is progressing a technology demonstration project, 'Development of Land-based Prototype for Air Independent Propulsion (AIP),' for submarine propulsion," Antony told the parliament in a written reply, according to an Indian Defence Ministry statement.
The system is likely to be demonstrated by 2015, adds the release.
Last year, the Defence Ministry cleared the plan to procure six conventional submarines with AIP technology, and the request for proposals is likely to be floated by the end of the year or early 2012.
In 2004, India contracted the licensed production of six Scorpene conventional submarines for about $3.9 billion, but the production has been delayed by almost two years.
Under the proposal, six submarines are to be procured, of which three are likely to be built at the state-owned Mazagon Docks in Mumbai; one built at the state-owned Hindustan Shipyard in Visakhapatnam, with the help of a foreign collaborator; and two purchased directly from the overseas vendor.
The six submarines are being procured under the Navy's Project-75, and the subs will be equipped with stealth, land-attack capability and the ability to incorporate future technologies, such as AIP systems, to boost their operational capabilities.
The RfP is likely to be issued to French company DCNS, Germany's HDW and Russia's Amur Design Bureau.

German Navy Christens New High-Tech Sub

BONN - The German Navy on Nov. 15 christened its most modern submarine at the Howaldtswerke-Deutsche Werft (HDW) shipyard in Kiel. The vessel includes improved communication, sensor and combat systems.
The U35 is an updated version of the Navy's four 212A-class submarines, which were put into service between 2005 and 2007. After having bought the four boats, the German military in 2006 placed an order with ThyssenKrupp Marine Systems subsidiary HDW for two additional vessels. While staying with the basic design, the U35 and U36 will benefit from recent experiences with the first batch of subs.
With an air-independent propulsion system that combines hydrogen fuel cells and diesel engines, they can remain submerged for weeks.
At about 56 meters, both boats are about 1.2 meters longer than the earlier version. The two submarines have a displacement of about 1,450 tons and are operated by a crew of 27 sailors.
The two new submarines feature a communications system suitable for network-centric warfare, as well as an integrated German sonar, command and weapon control system. The Callisto B submarine communication system, with its towable transmitter buoy, allows each boat to communicate while remaining deeply submerged.
The flank antenna array will be substituted with a superficial lateral antenna. One periscope will be replaced by the Carl Zeiss Optronics OMS 100 Optronic non-hull penetrating mast system. It can be remotely controlled via a multifunctional combat system console.
The mast system offers various automatic functions such as sector scan or quick look-round. The sensor unit consists of a third-generation thermal camera and a high-definition TV camera, and it can be refitted with a laser rangefinder.
The improved boats also feature a special diver lock-out system integrated into the sail to deploy special forces.
U35 is expected to be officially put into service in the summer of 2013. Until then, systems checks and sea trials will be conducted. U 36 is scheduled to be put into service in the winter of 2013.

Norway Should Maintain Submarine Fleet: Study

HELSINKI - Norway's national defense capability would be best served by either extending the life of its submarine fleet or acquiring a next-generation sub, according to a study commissioned by the Ministry of Defense (MoD).
The study, which examined Norway's submarine needs after 2020 when the Navy's Ula-class fleet is due to be renewed, determined that no other military capabilities are suited to replace its submarines. The direct inference is that Norway should replace its submarine fleet with a new-generation of Arctic-class stealth subs.
The study is a collaboration among MoD, the Defense Forces Command and the National Institute of Defense Research. The Ula-class submarines have had midlife upgrades and are due to be phased out after 2020 unless a new investment program is established.
MoD now plans to analyze how the Navy's submarine fleet can be replaced. This investigation will form a central part of a new study to be completed in 2014.
This new study will examine available options, including extending the life of the current Ula-class fleet or acquiring a next-generation submarine after 2020. It is expected that a final recommendation will be submitted to the MoD and parliament in 2017.
The study given to MoD on Nov. 3 considered three primary options before it concluded that maintaining a submarine fleet is in the best interests of national defense and key to the government's High North and Arctic security strategies.
The study contemplated the consequences of halting investment in submarine capability and phasing out the present fleet. The second option considered the impact of a continuation of the submarine fleet. This included the possibility of prolonging the life of the Ula-class subs, a new acquisition program or a combination of the two. A third option explored alternatives to the submarine, such as the expanded use of surveillance technologies, including sensors.
Sweden has had informal discussions on the possibility of selling its next-generation A26 submarine, which is under development, to Norway. Other possible European acquisition options include France's Barracuda-class submarine or the German-designed Type 212 or Type 214 subs.
Norway's submarine capacity was reduced in the late 1990s when the Kobben-class subs were phased out. This left the Navy with six diesel-electric propulsion Ula-class vessels.
The Ula-class boats are primarily active in coastal policing and defense operations, being limited in their diving depth to around 820 feet. All six subs came into active service in 1989-92 and comprise a mix of German, Norwegian and French engineering technologies and weapon control systems, including Kongsberg's MSI-90U torpedo fire-control platforms.

Vietnam In Talks to Buy 4 Sigma-class Corvettes

TAIPEI - Vietnam is in talks with Dutch-shipbuilder Damen Schelde Naval Shipbuilding (DSNS) for the purchase of four Sigma-class corvettes, a U.S. defense official said.
Two of the ships will reportedly be built in Vietnam, where the technology transfer will be an "important contribution" to the country's ability to develop its navy and a "national capability for warship repair and maintenance," said Sam Bateman from the S. Rajaratnam School of International Studies at Nanyang Technological University in Singapore.
In 2005, Vietnam canceled plans to build Project 2100-type corvettes because the task was beyond its technical capacity.
"Vietnam has been able to assembly BPS 2000 corvettes from knock up kits, but was not able to step up to taking charge of the construction process," said Carlyle Thayer of the Australian Defence Force Academy.
But the SIGMA vessels - the acronym stands for Ship Integrated Geometrical Modularity Approach - "represents a revolutionary new modular technology in which ships from 50 meters to 150 meters can be built," Thayer said.
There has been no confirmation on what type of Sigma-class vessel is under consideration.
Vietnam will be joining Indonesia and Morocco in operating Sigma-class vessels. Indonesia began taking delivery of four Sigma-class vessels in 2007; a year later, Morocco signed a $2.12 billion contract for three vessels that are now being delivered.
"This represents a major stride forward in Vietnamese defense industry capabilities," Thayer said. "The SIGMA class represents a major step forward in technology and tonnage."
Vietnam's navy has been expanding both its surface and submarine fleet with new procurements from Russia, including Kilo-class submarines. The modernization effort is part of a response to China's growing military clout in the South China Sea and territorial disputes over islands claimed by both nations.
"The bottom line is that Vietnam is stepping up the pace of acquiring modern ships capable of defending Vietnamese interests in its Exclusive Economic Zone, such as armed escort for oil exploration vessels," Thayer said.
Beijing has thus far used mainly civilian enforcement vessels in its dispute with Vietnam, but now "China will now have to decide whether to accept the new status quo or commit to deploying PLAN [People's Liberation Army Navy] ships," he said.
In May, three Chinese vessels operated by the State Oceanic Administration harassed a Vietnamese oil exploration seismic survey vessel inside Vietnam's Exclusive Economic Zone.
China and Vietnam have been bumping into one another in the South China Sea since the 1970s. In 1974, China took the Paracel Islands by military force from then-South Vietnam, but Hanoi continues to claim the islands. Then, in 1988, China and Vietnam fought over the Johnson South Reef in the South China Sea. China sank two Vietnamese naval vessels and opened fired on Vietnamese troops occupying the reef, killing 30.

Venezuelan Navy Chases Off Nuclear Sub: Chavez

CARACAS - The Venezuelan Navy this week chased off a "nuclear-powered submarine" that violated its territorial waters, President Hugo Chavez said, without pointing to any specific country.
In a televised call to state TV on Nov. 9, Chavez said naval forces had detected the submarine on Nov. 8 and pursued it, but "it escaped because it was much faster than ours."
"Obviously, given the speed and the velocity, it was a nuclear-powered submarine, but we are investigating," he added.
Chavez said his government had its "suspicions" concerning the origin of the vessel, but said "we are not accusing anyone" at the moment.
"We cannot say exactly who it was, because we have no evidence, but it was certainly a submarine," Chavez said.
He added that "the imperialists," referring to the United States, "have grown accustomed to strolling around the Caribbean and being all over the place, including by using satellites for espionage."
The fiery leftist Chavez has long accused the United States of meddling in Latin America and has cultivated ties with Washington's arch-foes, including Cuba and Iran.

Taiwan Hawkeye Aircraft Head to U.S. for Upgrade

TAIPEI, Taiwan - Taiwan has sent two early warning aircraft for upgrading in the United States and will send two more as part of an arms deal that upset U.S. ties with Beijing, media and the air force said Nov. 8.
The island's air force confirmed that two U.S.-made E-2T aircraft, which have served the island's air force for 15 years, are being upgraded in the United States and are scheduled to be sent back before the end of the year.
Another two of the planes were transported to the southern Kaohsiung harbor early in the morning under tight security, the state Central News Agency said. The air force declined to comment on that report.
Analysts say all four E-2Ts will be upgraded to the Hawkeye 2000 configuration, which further reduces warning time if the Chinese were to launch an air attack on the island.
The upgrading was part of a $6.5 billion arms sale agreed with Taiwan in 2008. The sale also included advanced interceptor Patriot missiles, Apache attack helicopters and submarine-launched missiles.
Ties between Taipei and Beijing have improved markedly since Ma Ying-jeou of the China-friendly Kuomintang party came to power in 2008 on promises of boosting trade links and allowing more Chinese tourists to visit the island.
But Beijing still sees the island as part of its territory awaiting reunification, by force if necessary, even though Taiwan has governed itself since 1949 at the end of a civil war.
China has repeatedly threatened to invade Taiwan should the island declare formal independence, prompting Taipei to seek more advanced weapons, largely from the United States.

Turkey Pens Submarine Rescue Ship Contract

ANKARA - Turkey's procurement authorities have signed a contract with a local shipyard for the production of one submarine rescue mother ship (MOSHIP) and two towing vessels (RATSHIP), the first deal of its kind for Turkey's thriving military shipbuilding industry.
The deal was signed Oct. 28 between the country's procurement office, the Undersecretariat for Defense Industries (SSM), and Istanbul Tersanesi, a private shipyard based in Istanbul. SSM and company officials did not reveal the contract price.
Speaking at a ceremony for the contract signing, Defense Minister Ismet Yilmaz said that although it took three years to conclude negotiations with the shipyard, the government was determined to locally build military platforms needed for modernization programs.
Also speaking at the ceremony, SSM's chief, Murad Bayar, said the Turkish Navy is keen to award its vessel contracts to private (local) shipyards.
Under the contract, Istanbul Tersanesi will deliver the rescue vessels to the Navy within three years. The Turkish MOSHIP will be able to evacuate the crew of a distressed submarine at depths of up to 600 meters, according to company officials.
The proposed vessel is 91 meters long with a beam of 18.5 meters and a draft of 5 meters. Space is provided for 131 personnel, and it has a maximum speed of 18 knots and a range of 4,500 nautical miles at a speed of 14 knots.
The ship also will be able to perform rescue and towing operations for broken-down, wrecked or aground vessels. Equipped with remotely operated vehicles (ROVs), diving units and an atmospheric diving suit, the ship can conduct underwater maintenance and wreck-removal operations.
The two planned RATSHIP vessels will be 69 meters long with a beam of 13.5 meters and draught of 4 meters. They will be able to attain the same speed and endurance levels of the MOSHIP and have space for 104 personnel.
The RATSHIPs will be equipped with ROVs and a diving suit for underwater missions, but they also are tasked with towing targets for surface shooting practice.
Company officials say the vessels can pick up the target ship and torpedoes from the sea during torpedo practice. Additional roles will include firefighting, support for submarine rescue operations and offshore towing operations.

Germany Wavers Over Sub Sale to Israel: Report

JERUSALEM - Germany is reconsidering its sale of a sixth submarine to Israel in the wake of new tensions over Jewish settlement construction, an Israeli newspaper reported Oct. 26.
Yediot Aharonot said Berlin was rethinking the deal because of German frustration over Israel's decision to approve new settlement building in annexed east Jerusalem, which has raised tensions between the two countries.
The Israeli daily, citing unnamed "high-ranking officials," said the deal had been jeopardized by fraying relations between Israeli Prime Minister Benjamin Netanyahu and German Chancellor Angela Merkel.
Merkel was reported to have strongly criticized the Israeli premier during a telephone call last month, saying she had "absolutely no understanding" of Israel's decision to increase settlement building in east Jerusalem.
Speaking to Israeli public radio Oct. 26, Defence Ministry Director General Udi Shani declined to confirm or deny the reported problems with the submarine deal.
"It's a very complicated, very sensitive file that is under discussion. There are many parameters that have to be taken into account," he said.
There have been conflicting reports about whether Israel even wants to buy a sixth Dolphin-class submarine from Germany.
The Israeli navy currently has three Dolphin-class submarines, two of which were bought after the 1991 Persian Gulf War. Two others are on order from Germany and being built at the Kiel shipyard. They are due for delivery in 2012.
Media reports have said the submarines can carry nuclear warheads and have an operating range of 4,500 kilometers (2,800 miles).
In July 2010, the Defense Ministry denied that Israel was looking to purchase a sixth submarine, after media reports said Berlin had rejected an Israeli request for subsidies for the sale.

Russia Delivers Radar Jammers to Iran

MOSCOW - Russia has sent a set of mobile radar jammers to Iran and is negotiating future deliveries that Moscow believes do not contravene current United Nations sanctions on the Islamic state's regime, an official said Tuesday.
The Avtobaza truck-mounted jammers are part of a broader line of arms Russia hopes to sell Iran despite concerns over Tehran's nuclear program, the deputy head of the military and technical cooperation agency said.
"This is a defensive system," the agency's deputy director Konstantin Biryulin was quoted as saying by the state RIA Novosti news agency.
"We are not talking about jets, submarines or even S-300 (missile) systems. We are talking about providing security for the Iranian state.
"We are in constant talks with Iran over that country's purchases of military technology that does not fall under UN sanctions," he was quoted as saying.
The arms delivery was disclosed the same day as a Western diplomat said Russia and China were urging the UN atomic agency to soften, or even hold back, a report detailing Iran's suspected efforts to develop nuclear weapons.
Russia had strongly defended its close trading partner until agreeing in September 2010 to cancel a planned sale of S-300 missile systems and supporting stronger sanctions against Tehran.
But limited arms shipments have continued and Iran last month finally put a Russian-made nuclear power plant on stream in Bushehr after years of delays.
Biryulin did not disclose when the radar systems were delivered or how many units were sold.

Russian Nuclear Sub Lightly Damaged in Collision

MOSCOW - A Russian nuclear-powered submarine suffered light damage to its hull after being hit by a fishing boat in the Pacific and is undergoing repairs in port, naval officials said Sept. 22.
No one was injured or radiation released in the accident, which occurred on the southeastern tip of the Kamchatka Peninsula facing the Bering Sea, news agencies quoted regional navy sources as saying.
"The submarine suffered insignificant damage to its external hull," an unnamed source told the RIA Novosti news agency.
"There was no release of radiation," another Russian Pacific Fleet source told Interfax.
The Svyatoy Georgiy Pobedonosets, a Delta III class submarine built for the Soviet Union in 1980, is equipped to carry 16 nuclear missiles.
But Russian naval craft are only equipped with weapons when they go out for planned exercises or other missions, or in cases of heightened alert.
Navy sources said the submarine, which was anchored at bay, was hit by a fishing vessel that itself had been trying to maneuver out of the way of another ship in tight quarters.
The incident came less than five months after a Russian atomic-powered icebreaker developed a nuclear leak in the frozen seas of the Arctic before limping to port near Murmansk, near Norway.
In Russia's deadliest naval accident, 118 sailors were killed in August 2000 when the Kursk nuclear-powered submarine sank after catching fire and being hit by a series of powerful on-board explosions in the Barents Sea.

Sea Trials Begin for Chinese Aircraft Carrier

TAIPEI - China's state-run Xinhua News Agency announced Aug. 10 the beginning of sea trials for China's first aircraft carrier, the former Soviet aircraft carrier Varyag.

"China's refitted aircraft carrier left its shipyard at Dalian Port in northeast Liaoning Province on Wednesday morning to start its first sea trial," said the Xinhua report. "Military sources said that the first sea trial was in line with schedule of the carrier's refitting project and would not take a long time. After returning from the sea trial, the aircraft carrier will continue refit and test work."
Photos of the Varyag indicate it has been outfitted with an active phased array radar (similar to the U.S. Aegis System), a Type 381 Sea Eagle Radar, a 30mm Type-1030 close-in weapon system, and an FL-3000 Flying Leopard air defense missile system.
The large number of personnel on board recently and the testing of the engines, with smoke belching from the funnel, indicate that the propulsion systems have been installed and the ship is reaching seaworthiness, said Gary Li, an intelligence analyst for U.K.-based Exclusive Analysis.
Debate and mystery still surround the former Kuznetsov-class carrier. Procured by a Hong Kong travel agency in 1998 for $20 million, purportedly to serve as a casino in Macau, the Varyag has been the focus of debate among China watchers ever since it bypassed Macau for the Dalian Shipyard in northeast China in 2002.
The Chinese-language media are still arguing over whether the vessel will be christened the Shi Lang, after the Ming-Qing Dynasty naval admiral who conquered Taiwan in 1681, or Liu Huaqing, the father of China's modern Navy.
What is certain is that it will not be the last Chinese aircraft carrier. There are indicators, though anecdotal, that China is preparing to build up to three carriers at the Jiangnan Shipyard on Changxing Island in Shanghai.
Job-wanted advertisements in local newspapers have dropped hints the work is for a carrier program, Li said.
Li said one recent job advertisement for a heavy-lift vehicle contract said it sought "drivers to work on carrier project." There have also been reports by residents that "blonde foreigners," possibly Ukrainian engineers, have been seen living in a hotel near the shipyard.
Observers must be careful not "to fall into the trap of using every bit of gossip from some dockside fruit seller as fact," he said. China's carrier program has become a "heavy rumor mill." With 11 aircraft carriers at its disposal, the U.S. has little to fear from China's carrier program. Even if China had several aircraft carriers, "I don't think it will reshape the strategic balance much in favor of China," said Zhuang Jianzhong, vice director of the Center for National Strategy Studies at Shanghai Jiao Tong University.
However, Taiwan, the Philippines and Vietnam face a different scenario. China has threatened to invade Taiwan if it continues to resist unification. An aircraft carrier off Taiwan's eastern coast would close off access by the U.S. military coming to the island's aid during a war.
Vietnam and the Philippines have been facing problems with an aggressive Chinese Navy in the South China Sea, which China claims as a "core interest." On Aug. 3, the People's Daily, China's main Communist Party newspaper, warned the Philippines against building a shelter on the disputed Nansha Island in the Spratly Islands, calling it "a severe strategic error." As part of Vietnam's insurance against continued Chinese threats, the Navy is procuring Russian arms, including six Kilo-class attack submarines, two Gepard-class missile frigates and 20 more Sukhoi Su-30 fighter aircraft armed with anti-ship missiles. Vietnam's Navy has five aging Russian-built Petya-class frigates, two North Korean-built Yugo-class midget submarines, along with several missile corvettes. Any conflict between the navies of China and the Philippines or Vietnam would be an "unequal contest," said Carl Thayer, a Southeast Asia specialist at the Australian Defence Force Academy.
"China's South Sea Fleet should be quite capable in fending off any threats that Vietnam could offer. The Philippines Navy in its present state would be destroyed at a distance due to lack of sensors, appropriate strike weapons and air cover," Thayer said.
At present, the Vietnamese could land some punches, he said.
"Vietnam might be able to pull off a few surprises through deception with hit-and-run raids by guidedmissile fast-attack craft or by luring Chinese ships into range of its Bastion land-based anti-ship missiles," he said.
Vietnam possesses some "potent" anti-ship missiles but lacks the experience to stand up to China's South Sea Fleet.
Such a conflict would most likely occur with sufficient warning time for the Philippines and Vietnam to withdraw their naval forces and not engage in a head-to-head naval confrontation, Thayer said.
"The United States has promised to assist the Philippines with maritime domain awareness, and it is not inconceivable that the U.S. might forewarn Vietnam if China began to build up and deploy a naval force on Hainan Island," he said.
Chinese plans to field one or more aircraft carriers would change the equation. China's South Sea Fleet has already been improving 3-D combat at sea - surface, subsurface and air - with numerous exercises over the past two years. China could also bring in elements from the East and North Sea fleets to assist in any sea battle in the South China Sea.

Vietnam to Get Sub Fleet in 6 Years: State Media


HANOI - Vietnam will have a submarine fleet within six years, the defense minister reportedly confirmed Aug. 4, in what analysts say is intended as a deterrent to China's increasing assertiveness at sea.
"In the coming five to six years, we will have a submarine brigade with six Kilo 636-Class subs," Defence Minister Phung Quang Thanh was quoted as saying by the state-controlled Tuoi Tre newspaper.
Russian media reported in December 2009 that Vietnam had agreed to buy half a dozen diesel-electric submarines for about $2 billion.
Thanh said the fleet was "definitely not meant as a menace to regional nations," according to the report.
"Buying submarines, missiles, fighter jets and other equipment is for self-defense," he was quoted as saying.
Ian Storey, a regional security analyst at the Institute of Southeast Asian Studies (ISEAS) in Singapore, said the submarine deal has been driven by events in the South China Sea, where China and Vietnam have a longstanding territorial spat over the Paracel and Spratly archipelagos.
Tensions rose after Vietnam in May accused Chinese marine surveillance vessels of cutting the exploration cables of an oil survey ship inside the country's exclusive economic zone.
"These purchases are designed to deter the Chinese from encroaching on Vietnamese sovereignty," Storey told AFP.
He said the country already operates two midget submarines bought years ago from North Korea.
In the newspaper report, Thanh did not specify how Vietnam was paying for its naval upgrade.
"It depends on our economic ability. Vietnam has yet to produce modern weapons and military equipment, which are costly to import," he said.
Analysts say the country's economy is in turmoil with galloping inflation, large trade and budget deficits, inefficient state spending, and other woes.
Much of Vietnam's military hardware is antiquated but this week it received the first of three new coastal patrol planes for the marine police, announced the manufacturer, Madrid-based Airbus Military.
Russian media reported last year that Vietnam ordered 12 Sukhoi Su-30MK2 warplanes in a deal worth about $1 billion.
Other nations in the region have accused China in recent months of becoming more aggressive in enforcing its claims to parts of the South China Sea.
The Philippines, Malaysia, Brunei and Taiwan also have overlapping claims to all or parts of the waters, which are potentially rich in oil and gas deposits and straddle vital commercial shipping lanes.

Malaysia to Deport French Lawyer in Graft Probe


KUALA LUMPUR - A French lawyer for a rights group in an inquiry into alleged corruption linked to Malaysian Prime Minister Najib Razak was detained July 22 in Kuala Lumpur and will be deported, the government said.
The Malaysian government has dismissed graft allegations linked to a $1.1-billion submarine purchase in 2002, when Najib was defense minister, saying it is an opposition-backed attempt to smear his image.
At the request of Malaysian human rights group Suaram, French judicial officials opened a probe in March 2010 into the sale of the two Scorpene submarines, which were made by French shipbuilder DCN.
William Bourdon, Suaram's lawyer in France, was detained by immigration officials when his plane arrived at Kuala Lumpur International Airport on a domestic flight July 22, he said.
"After a few questions, two hours of waiting and different transfers, a deportation order was served on me," he told AFP.
"I told the Malaysian police that I did not understand this decision, which is devoid of any justification. I was not given any explanation, and nor was the embassy representative who was with me."
Bourdon had arrived in Malaysia on July 21 to speak at a Suaram fundraiser in Penang state, and had been due to speak at another function July 22.
Immigration director general Alias Ahmad confirmed in a statement that Bourdon had been arrested and would be deported.
"Investigations by the immigration department revealed that Bourdon had violated the terms of his social visit pass," he said without elaborating.
Bourdon said he was told he would be sent back to France on Sunday evening and would be held in the airport detention centre in the interim, but took the initiative to leave as soon as possible.
"This expulsion is serious interference with the exercise of the legal profession, which is protected under international law," he said.
"I wonder if the expulsion isn't a sign of a certain nervousness among the Malaysian authorities."
Suaram alleges DCN paid a commission of 114 million euros ($160 million) to a company called Perimekar, which is linked to Abdul Razak Baginda, an associate of Najib's.
Abdul Razak has been acquitted of charges of abetting the 2006 murder of his mistress, Mongolian interpreter Altantuya Shaariibuu, which the opposition has also been trying to link to Najib.
But Najib has denied any link to that case. The Malaysian government has also maintained that the submarine deal, brokered when Najib was defense minister, was free of graft and that Perimekar had not improperly benefited.

Iranian Navy Planning Atlantic Deployments


TEHRAN, Iran - The Iranian navy plans on deploying warships to the Atlantic Ocean as part of a program to ply international waters, Rear Adm. Habibollah Sayari said in statements published July 19.
But the commander of the navy, quoted by Kayhan newspaper, said he was waiting for "final approval" before launching the operation.
"In case of final approval, a fleet of the navy will be sent to the Atlantic [Ocean]," Sayari was quoted as saying without giving details about the fleet or where in the Atlantic Ocean it would be deployed.
"The presence [of ships and submarines] in the Mediterranean Sea, the Suez Canal and the Indian Ocean and international waters is still on the agenda of the navy," Sayari said.
According to Sayari, navy ships assigned to long-distance missions will be equipped with Noor cruise missiles.
"Ships going on missions are equipped with surface-to-surface Noor missiles," which have a range of 125 miles (200 kilometers), Sayari said.
Iran in February moved two warships into the Mediterranean Sea, crossing the Red Sea and the Suez Canal, triggering anger in Israel, which branded the move "political provocation" and put its navy on alert.
The ships docked in Syria on Feb. 24, marking Iran's first such mission since the 1979 Islamic revolution.
Analysts said Iran was trying to project its clout in the region at a time when anti-government protests sweeping the Arab world are shifting the regional balance of power.
In recent years Iranian warships have also guided Iranian ships and those of other nations as they made their way across the pirate-infested Gulf of Aden.
Kilo-class Iranian submarines escorted warships to the Red Sea "to collect data" in June, in their first mission in distant waters.
Iranian maritime forces are composed mainly of small units equipped with missiles and are operating under the control of the Revolutionary Guards in the Gulf.
The ocean-going fleet is also small and under the command of the Iranian navy. which comprises a half-dozen small frigates and destroyers from 1,500 to 2,000 tons, and three submarines of 3,000 ton Kilo class, purchased from Russia in the 1990s.

Reports of Taiwan Sub Missile Test False: Experts

TAIPEI - Recent local media reports that Taiwan test-fired an anti-ship Hsiung Feng 2 (Brave Wind) missile from a Dutch-built Hai Lung (Sea Dragon) submarine during an exercise in late June now appear to be false.
On July 7, the Chinese-language Liberty Times reported the missile test, which was picked up by an English-language media service in Taipei without confirmation. The Liberty Times is closely linked to the pro-independence Democratic Progressive Party, which opposes unification with China.
Taiwan's Hai Lung's have "absolutely no capability" of launching anti-ship missiles from their torpedo tubes, said a former Taiwan Navy official who worked with ordnance used on the submarines. "This is common sense since they still have problems with just launching torpedoes with the old fire control system."
A former U.S. defense official agreed the fire control system was antiquated.
"This technology is believed to require significant and costly annual care and maintenance," he said.
Taiwan has only two combat operational diesel submarines acquired in the 1980s from the Netherlands and midlife upgrades on both are on hold until the Navy can secure the funds. Taiwan also has two World War II-era Guppy submarines used for training. In 2001, the U.S. offered to sell Taiwan eight diesel submarines, but political and technical problems haunted the program from the beginning.
The U.S. released a $200 million package for 32 UGM-84L sub-launched Harpoon anti-ship missiles to Taiwan in 2008, but the Navy has not gone forward with the order due to submarine upgrade delays and other budgeting issues.
"One of the optimal solutions is to replace the existing fire control system with a new one that would have Harpoon processing and also the existing torpedo launch capability embedded in it - the upgraded or new fire control system also would be able to handle future torpedoes," the former U.S. official source said.
However, the Taiwan Navy appears to favor a stand-alone processing and control system with links to the Harpoon or Hsiung Feng missile. This creates problems because all interaction between the torpedo and the missile would have to be "manual and not automated - meaning more time, weight, efficiency; not to mention the missile would be fired with less accurate data," he said.
Taiwan's Air Force and Navy have been using Harpoon anti-ship missiles since the 1990s on fighter aircraft and surface ships, not submarines, and recent sales demonstrate a continued reliance on the U.S. system. On July 7, the Pentagon's Foreign Military Sales Program awarded Boeing a $27 million contract for the procurement of two Lot 86 Harpoon missile bodies, two exercise Grade B canister All Up Round (AUR) and eight anti-submarine rocket AURs for Taiwan.
Taiwan's military-run Chungshan Institute of Science and Technology (CSIST) does have an indigenous anti-ship missile program. The Hsiung Feng family includes three variants and CSIST is now working on a land-attack cruise missile, the HF-2E, capable of hitting targets in China.

$2.7B Turk Sub Deal With Germany Takes Effect

ANKARA - A 2 billion-euro ($2.7 billion) deal between Turkey's arms procurement agency and Germany's ThyssenKrupp Marine Systems for the joint manufacture of six submarines formally took effect July 1, the German group announced.
"The 2 billion-euro order for six U214 submarine material packages placed with ThyssenKrupp Marine Systems by the Republic of Turkey has entered into force with receipt of the advance payment," the group said in a statement July 1.
"As a longstanding partner and supplier to the Turkish Navy, ThyssenKrupp Marine Systems can now begin executing the order," the statement said. "The order will contribute to securing employment at [ThyssenKrupp's] HDW in Kiel, as well as at many subcontractors in Germany and Turkey, for the next 10 years."
A major loan deal on the last day of 2010 between German banks and the Turkish Treasury rescued the contract between the Undersecretariat for Defense Industries, the Turkish government's procurement agency, and German shipyard Howaldswerke Deutsche Werft (HDW), Turkish procurement officials said earlier. Since then, the two sides had discussed the loan's conditions, and that process ended successfully in late June.
Turkey and HDW, an affiliate of the ThyssenKrupp conglomerate, originally signed the submarine contract in July 2009, but no price was disclosed at the time. Turkey originally selected HDW over French and Spanish rivals in the summer of 2008, when officials said the German offer was worth 2.5 billion euros.
Renegotiations over price and a clear road map for Turkish local participation led to a final agreement on a price reduction of more than 500 million euros, bringing down the program's final cost to about 2 billion euros.
Under the Turkish modern submarine program, the non-nuclear vessels will be built at the Navy's Golcuk Shipyard on the Marmara Sea coast near Istanbul. The submarine program will become Turkey's largest defense modernization project after a planned $13 billion deal to buy 100 next-generation F-35 Joint Strike Fighters for the Air Force.
Ankara is hoping the U214 submarines will enter service shortly after 2015, two years later than the original schedule when the program was launched a few years ago.
With a decision to proceed, Turkey scrapped a modernization plan for its older Ay-class submarines, also built by HDW.
Turkey also is building its own corvette-type ships and hopes to produce its own frigates by the end of this decade. Several Turkish shipyards are producing patrol boats, coast guard boats and other amphibious platforms.

Russia to Deliver Sub to India By Year End: Report

MOSCOW - Russia will deliver a long-awaited nuclear submarine to India by the end of the year, the country's navy chief was quoted as saying by the state RIA Novosti news agency on July 1.
The date for the delivery of the Nerpa submarine in which 20 people died in an accident during sea trials in 2008 has been pushed back several times.
"We will definitely deliver the submarine to the customer by the end of the year," Russia's navy commander Vladimir Vysotsky was quoted as saying in Russia's second city of Saint Petersburg.
He added that an Indian crew was fully trained and ready to receive the vessel.
The Nerpa was undergoing trials in the Sea of Japan in November 2008 when its fire-fighting system went off by accident, filling the submarine with a toxic gas that killed 20 sailors and shipyard workers.
Russia supplies 70 percent of India's military hardware but New Delhi has been unhappy about delays to arms orders from Moscow and looked to other suppliers including Israel and the United States in recent years.
