Nominees Announced for 4 Pentagon Posts


The White House has asked Congress to approve nominees for four key U.S. Defense Department positions, including undersecretaries for acquisition, policy and personnel.
President Barack Obama has nominated Frank Kendall to be the undersecretary of defense for acquisition, James Miller to be the undersecretary of defense for policy and Erin Conaton to be the undersecretary of defense for personnel and readiness.
In addition, Obama nominated Jessica Lynn Wright to be assistant secretary of defense for Reserve affairs.
Kendall previously served as the principal deputy undersecretary of defense for acquisition and is now the Pentagon’s acting acquisition executive. If confirmed, he would fill the slot previously held by Ashton Carter, now the deputy defense secretary.
Miller is currently the principal deputy undersecretary of defense for policy. If confirmed he would replace Michèle Flournoy, who is stepping down as undersecretary of defense for policy on Feb. 3.
If confirmed, Conaton, the current undersecretary of the Air Force, would replace Clifford Stanley, who resigned last fall.
Wright is currently the deputy assistant secretary of defense for manpower and personnel.

USAF to get 5 more Globemasters


The U.S. Air Force has awarded Boeing a $693 million firm-fixed price contract modification to buy five additional C-17 Globemaster III strategic airlifters.
The original compact was an indefinitely-delivery/indefinite-quantity contract that was awarded on May 13 to buy the first five planes in the Air Force’s 2010 requirement. The contract was issued by the Aeronautical Systems Center at Wright-Patterson Air Force Base, Ohio.
The aircraft will be built at Boeing’s Long Beach, Calif., factory and work should be completed by March 20, 2013, according to a Pentagon release.

Russian Nuclear Sub Sails under Indian Crew


NEW DELHI — Indian navy personnel will take command of the country's first nuclear-powered submarine in two decades on Monday after collecting the vessel near the Russian port of Vladivostok, an official said.
Moscow offered the Russian-built Chakra II to the Indian navy on a 10-year lease, a move that has angered India's archrival and nuclear-armed neighbor Pakistan.
The Akula II class craft is the first nuclear-powered submarine to be operated by India since it decommissioned its last Soviet-built vessel in 1991.
"INS Chakra II is being handed over to Indian personnel in the east, near Vladivostok," a senior navy source in India said, asking not to be named because Russia will formally announce the transfer.
The 8,140-ton submarine, capable of firing a range of torpedoes, as well as nuclear-tipped Granat cruise missiles, will sail under the Indian flag to its base at Visakhapatnam in the Bay of Bengal.
India is currently completing the development of its own Arihant-class nuclear-powered ballistic submarines and the Russian delivery is expected to help crews train for the domestic boat's introduction into service next year.
The submarine was due to be handed over to India in 2009 but has been hit by various problems during testing.
During trials in the Sea of Japan in November 2008, 20 sailors were killed when a fire extinguisher released a deadly chemical that had been accidentally loaded into the system.
The INS Chakra was commissioned by India in 2004 and has seen the South Asian nation pay $650 million in construction costs.
Earlier newspaper reports in India said New Delhi may end up paying as much as $900 million under the terms of the deal. Russia's RIA Novosti news agency valued the contract at $920 million.
Russia supplies 70 percent of India's military hardware, but New Delhi has been unhappy about delays to arms orders from Moscow and has looked to other suppliers, including Israel and the U.S., in recent years.

American Carrier crosses Strait Of Hormuz Unharmed


The USS Abraham Lincoln  aircraft  carrier passed  through  Strait of Hormuz on Jan. 22 and is now in the Persian Gulf, the Pentagon said, after Tehran threatened to close the strategic shipping route.
"USS Abraham Lincoln ... completed a regular and routine transit of the Strait of Hormuz ... to conduct maritime security operations as scheduled," Pentagon spokesman Navy Capt. John Kirby said in an email to AFP. "The transit was completed as previously scheduled and without incident." 
The carrier, which can have up to 80 planes and helicopters onboard, was escorted by the guided-missile cruiser Cape St. George and two destroyers.
Earlier, Britain's Ministry of Defence said a British Royal Navy frigate and a French vessel had joined the carrier group to sail through the waterway.
While allied ships often participate in U.S. naval exercises and sometimes are part of joint naval flotillas, the presence of British and French ships seemed to be a message to Tehran about the West's resolve to keep the route open.
"HMS Argyll and a French vessel joined a U.S. carrier group transiting through the Strait of Hormuz, to underline the unwavering international commitment to maintaining rights of passage under international law," said a spokesman from Britain's MoD.
He said Britain maintained "a constant presence in the region as part of our enduring contribution to Gulf security."
Iran's military and political leaders had warned they could close the strait — a key transit route for global oil supplies — if increased Western sanctions over Tehran's suspect nuclear program halt Iranian oil exports.
The Islamic republic's navy had also warned it would react if the U.S. tried to redeploy one of its aircraft carriers to the waterway.
U.S. Defense Secretary Leon Panetta has repeatedly said closing the strait would cross a "red line." Two of the 11 U.S. aircraft carriers are in the region.
Since then, Iran has tried to ease tensions, with Foreign Minister Ali Akbar Salehi saying last week that Tehran had never tried to close the strait.
“We want peace and stability in the region," Salehi said.
European Union foreign ministers meeting Jan. 23 in Brussels are expected to agree to sanction Iran's central bank and announce an embargo on buying Iranian oil.
The U.S., France, Britain and Germany accuse Iran of seeking to build a nuclear bomb, but Tehran says its nuclear drive is peaceful.

U.S. won't cut Carriers below 11

ABOARD THE AIRCRAFT CARRIER USS ENTERPRISE — Pentagon budget cuts will not threaten the U.S. aircraft carrier fleet and the U.S. Navy plans to keep 11 afloat, Defense Secretary Leon Panetta said Jan. 21.
“The carriers play a major role in our force, not only today but they will play an important role in the future. You’re part of what keeps our force agile and flexible and quickly deployable and capable on taking on any enemy anywhere in the world,” Panetta told about 1,700 sailors.
“It’s for that reason that the president of the U.S. and all of us working at the Department of Defense, have decided that it is important to maintain our carrier force at full strength and that means we’ll be keeping our 11 carriers in our force,” Panetta said to a swell of cheers in one of the ship’s hangars.
The Pentagon has to find $487 billion in spending cuts in the next decade.
Experts and analysts speculated in recent weeks over the upkeep costs for aircraft carriers as Panetta will have to deliver a belt-tightening budget in the near future.
He said maintaining the carriers, each of which carry near 80 aircraft and helicopters, was key to U.S. military projection in the Pacific and Mideast, but indicated that the Navy would face some cost-cutting.
“We have to look at every area,” Panetta said.
USS Enterprise, cruising off Georgia, is supposed to be taken out of service at year end, after 51 years at sea. The Navy will have 10 carriers for three years — the time it will take to finish building USS Gerald Ford.
Panetta said that USS Enterprise, which is headed to the Middle East in March, would pass through the Strait of Hormuz, the strategic shipping lane that Iran is threatening to close.
“It will be going through the Strait of Hormuz,” Panetta said, noting that two U.S. carriers — the USS Carl Vinson and the USS Abraham Lincoln — were already in the Gulf region.
“Obviously we are fully prepared to deal with any contingency in that part of the world,” Panetta said.
“We’ll continue to work with the international community, we’ll continue to put sanctions on them,” he said, referring to Iran. “We’ll continue to make those messages clear. The most important way to make those messages clear is to show that we are prepared, that we are strong, that we’ll have a presence in that part of the world.”

U.S. Military Chief visits Israel amid Iran Tension

JERUSALEM — U.S. Chairman of the Joints Chiefs Gen. Martin Dempsey on Jan. 20 urged Israel to keep the channels of communication open amid concerns the Jewish state could launch a military strike on Iran’s nuclear facilities.
After talks with Defense Minister Ehud Barak on his first visit to Israel since taking office last October, Dempsey said both sides would benefit from greater engagement over regional issues, in an apparent reference to the Iranian nuclear standoff.
“We have many interests in common in the region in this very dynamic time and the more we can continue to engage each other, the better off we’ll all be,” he said, quoted by Barak’s office.
Israel fears a nuclear-armed Iran would pose an existential threat to the Jewish state and has refused to rule out a resort to military action to pre-empt it, although earlier this week Barak said any such decision remained “very far away.”
Reports suggest Washington is against such a strike, and the U.S. administration is understood to be putting pressure on Israel to hold off.
In the morning, Dempsey said Israel and Washington shared a “common challenge” and stressed U.S. backing for the Jewish state in remarks addressed to Israel’s chief of staff, Lt. Gen. Benny Gantz.
“Your characterization of the common challenge we face and the sacred trust we have to protect those values of freedom — I couldn’t agree with you more,” said Dempsey, whose comments were carried on Israel’s public radio.
“And I assure you that America is your partner in that regard,” said the chairman of the Joint Chiefs of Staff who arrived late on Jan. 19 for the visit.
He had an early morning meeting with Gantz before talks with Barak, after which he traveled to Jerusalem with the chief of staff to meet President Shimon Peres and pay a brief visit to the Yad Vashem Holocaust museum.
He concluded a meeting with Prime Minister Benjamin Netanyahu later in the day before leaving in the early evening. Netanyahu’s bureau did not release a statement following the meeting.
Peres’s office said that at the meeting with Dempsey and Gantz, they had “discussed the political-security developments in the Middle East and the world.”
“I am sure that we shall win this battle,” Peres said in remarks carried by public radio, apparently alluding to the Islamic republic.
“It is not only for the United States of America, not only for Israel. It is really a struggle to make the world a free place, a safe place for people.”
Israeli press reports said the visit was to focus on Western sanctions against Tehran that Netanyahu said earlier this week did not go far enough, as well as on the possibility of a pre-emptive Israeli strike against Iranian nuclear facilities.
“The main disagreement pertains to the possibility of a strike on the Iranian nuclear sites,” the Maariv daily said.
“While an increasing number of voices can be heard in Israel supporting such a move, U.S. officials are trying to calm the atmosphere, and fear that Israel could act without informing them or only provide a warning shortly in advance.”
Quoting officials engaged in preparatory talks ahead of Dempsey’s visit, Maariv said they “would try to reach an understanding with the Americans and set a kind of red line based on various criteria, including timetables and actions on Iran’s part.”
Israel and its U.S. ally, like many other Western governments, suspect Iran of seeking to develop a nuclear weapons capability under cover of its civil program, an ambition Tehran strongly denies.

France considers Afghan pull out after Troop loss


PARIS — President Nicolas Sarkozy warned Jan. 20 he may accelerate the French withdrawal from Afghanistan after an Afghan soldier shot dead four unarmed French troops during a sports session inside a base.
Sarkozy suspended French military training and joint combat operations and dispatched Defence Minister Gerard Longuet to probe Friday’s attack in which at least 15 French soldiers were wounded, eight seriously.
“The French army stands alongside its allies but we cannot accept that a single one of our soldiers be wounded or killed by our allies, it’s unacceptable,” Sarkozy said.
“If security conditions are not clearly established, then the question of an early return of the French army will be asked,” he said.
A security source said the shooting happened as “the French were just finishing their sports session” at the Gwam base.
“The soldiers were not protected. They could not defend themselves. He fired at the group. Then they neutralized him,” the source said.
Longuet described the attack as “murder.”
“They were not armed, they were literally murdered by an Afghan soldier. We don’t yet know if it was a Taliban who infiltrated or if it was someone who decided to act for reasons as yet unknown,” Longuet said.
Foreign Minister Alain Juppe said France would await a report from Longuet and military chief of staff Admiral Edouard Guillaud on their return from Afghanistan before taking any decision on an early pull-out.
“Their main task will be to establish the circumstances and responsibilities of this tragedy and then report to the French government what measures the Afghan authorities promise to undertake to sort out Afghan army recruitment and ensure the French contingent’s security,” Juppe said.
“Based on this report, the president and the government will decide whether the security conditions are credible.
“If this is not the case, we will draw the conclusions... including the acceleration of a complete withdrawal of our contingent set for the end of 2013,” Juppe said.
France has about 3,600 soldiers serving in the country, mainly in the provinces of Kabul and Kapisa, the scene of Friday’s shooting.
Their deployment is deeply unpopular in France, and Sarkozy is facing a tough reelection battle in less than three months.
French troops have fanned out around their base in the eastern province and are not allowing any Afghan soldiers to approach, a security source told AFP. The French force currently in Afghanistan will be reduced to 3,000 by late 2012, with 200 due to leave in March. NATO is due to hand security over to Afghan forces before withdrawing all its combat troops by the end of 2014.
Training Afghan forces and accompanying them into battle against rebels is the core of the French mission within the NATO-led coalition in Afghanistan, the force having already scaled down its own operations.
Afghan President Hamid Karzai sent his condolences to the French people over the deaths, saying relations between the two countries had “always been based on honesty, which makes Afghans happy.”
“The president is saddened at the incident and expresses his deep sympathy and condolences to the president and people of France and the victims’ families,” his office said in a statement.
NATO chief Anders Fogh Rasmussen also expressed his condolences, but insisted the attack was isolated.
“This is a sad day for our troops in Afghanistan and the French people,” Rasmussen told reporters during a visit to NATO ally Latvia.
“I would like to express my condolences for the four French soldiers who were killed today and my sympathy to those who were wounded,” he said, warning against seeing a new trend of attacks from renegade Afghan troops.
“Such tragic incidents are terrible and grab headlines but they are isolated,” he said, noting that 130,000 NATO-led international forces are still serving alongside more than 300,000 Afghans.
The latest deaths brought to 82 the number of French soldiers killed in Afghanistan since French forces deployed there at the end of 2001.
Suicide attacks, roadside bombs and insurgent attacks had a heavy toll on French troops in 2011. A total of 26 were killed, the most in a single year during the 10-year war.
The shooting was the latest in a string of incidents of Afghan soldiers turning their weapons on members of the foreign force fighting an insurgency by hardline Taliban Islamists.
Last month, two soldiers of the French Foreign Legion serving in Afghanistan were shot dead by a man wearing an Afghan army uniform during a mission in Kapisa, site of the main French base in Afghanistan.
The Taliban claimed responsibility for that attack.
In April last year eight U.S. soldiers were killed in a shooting at a military airport in Kabul, but a Pentagon report this month said the killings were the actions of a disturbed Afghan military officer who acted alone.
While some attacks have been claimed by the Taliban, others have been put down to arguments or personal animosity between soldiers from the two forces serving together.

U.S. Navy rescues third Iranian crew


WASHINGTON — The U.S. Navy announced Jan. 18 it led a rescue operation to assist the crew of an Iranian fishing vessel in distress in the Gulf of Oman, the third in 10 days in an area marked by tension between Washington and Tehran.
A Seahawk helicopter from the guided-missile destroyer Dewey spotted an Iranian fishing boat sinking early Jan. 18, while two other vessels tried to tow it to safety, according to a Navy press release.
One sailor remained onboard the sinking boat, called the Al Mamsoor, while two other crew members took refuge on the vessels that came to help.
The helicopter stayed overhead while the Dewey joined the rescue operation.
“Once we talked with their captain, it was clear that they needed food and water,” said Navy Lt. Jason Dawson, the leader of the rescue team.
The Al Mamsoor crew had fought flooding for three days before abandoning their vessel, the Navy said.
The rescue team gave the crew about 150 pounds of food, water and other supplies before returning to the Dewey.
On Jan. 7, Navy destroyer rescued 13 Iranian fishermen who were being held hostage by Somali pirates. The guided-missile destroyer Kidd made the rescue after one of the kidnapped fishermen revealed in a radio communication that pirates held his vessel’s crew captive.
The destroyer is one of the U.S. warships the Iranian government has warned to stay out of the Strait of Hormuz, which is used by ships that carry about one-fifth of the world’s oil supply.
On Jan. 11, the U.S. Navy rescued six Iranian merchant marines from a sinking cargo ship in the Persian Gulf.
Despite Iranian threats to close the Strait of Hormuz, Washington has pledged to maintain its warships in the area. The Dewey is a carrier escort ship that Tehran has threatened with reprisals.
The Iranian government threatened to close the Strait in retaliation for economic sanctions by Western nations against Tehran’s suspect nuclear program.

NATO warns Russia on Military build up


VILNIUS — NATO chief Anders Fogh Rasmussen urged Russia on Jan. 19 to refrain from building up its military near the alliance’s borders, saying it was a concern.
Rasmussen questioned Russian moves to bolster its forces in its Kaliningrad territory, which borders NATO members Lithuania and Poland, part of Moscow’s Cold War-era stamping ground.
“These Russian statements are, of course, a matter of concern for NATO allies,” Rasmussen said. “It is a complete waste of Russian financial resources because it is a buildup of offensive military capacities directed against an artificial enemy, an enemy that doesn’t exist.
“NATO has no intention whatsoever to attack Russia,” he added, speaking alongside Lithuanian President Dalia Grybauskaite.
Moscow has warned that it plans to deploy Iskander missiles in Kaliningrad, and earlier this month, Russian media reported that an S-400 Triumph anti-aircraft missile system would go into service there in April.
Russia repeatedly has said it will be forced to take additional measures if it fails to agree with NATO on a missile defense shield.
The U.S. insists a shield is needed against potential threats from Iran, but Russia counters that anti-missile facilities planned in Poland would undermine its own security.
Rasmussen said it was time for a reality check.
“It doesn’t make sense to build up offensive military capacities in the Kaliningrad region,” he said. “I would encourage the Russians to face a new reality. We are not enemies. We are not adversaries. We should be partners, and it would be of mutual benefit if we develop peaceful cooperation.”
Lithuania and fellow Baltic states Estonia and Latvia are nervous about Russian military moves. They won independence in 1991 after five decades of Soviet rule, joined NATO and the EU in 2004, and have strained relations with Moscow.
“Russian actions do not increase trust between NATO and Russia,” Grybauskaite said. “We invite Russia to be open for dialogue, to see new threats and realities, and to seek smart defense.”
With a population of 6.3 million and professional forces of 20,500, the Baltic states lack enough fighter planes to police their skies. Other NATO members therefore take turns doing so, from a base in Lithuania.
Lithuania, Estonia and Latvia want to extend the air patrol accord, which expires in 2014. Rasmussen said he was hopeful NATO’s upcoming summit in Chicago would approve a “long-term arrangement.”

New Zealand to join U.S. backed WGS program


WELLINGTON — The New Zealand Defence Force (NZDF) is joining an international partnership that will give it guaranteed satellite communications for the next 20 years, Defence Minister Jonathan Coleman announced Jan. 18.
The NZDF is joining the Wideband Global Satellite (WGS) program, a network of nine military satellites built by Boeing and operated by the U.S. Defense Department.
Coleman said WGS will increase the NZDF’s access to satellite broadband “more than 20-fold, with guaranteed access and at a fixed price, ensuring better value for money.”
New Zealand will join Canada, Denmark, Luxembourg and the Netherlands in a joint agreement for access to the network in return for partially funding the ninth satellite. Australia has been involved in a similar agreement since 2007.
Currently, the NZDF purchases bandwidth on commercial satellites at spot prices, which can involve a premium of up to 100 percent depending on demand, and which can also limit availability of bandwidth.
The NZDF will spend 83.2 million New Zealand dollars ($67 million) on WGS over 20 years. The country’s current annual spending on satellite communications for the military is about 4.3 million New Zealand dollars, growing at some 10 percent per year.
                                                                                                                                              
                

USAF disputes on testers of KC-46 Tanker


The U.S. Air Force disputes the assessment by the Pentagon’s top tester that the test program for its prized KC-46 tanker program is not executable.
“The Air Force respects the opinions of the Office of the Director, Operational Test & Evaluation, but does not agree with its assessment that the KC-46 test program is ‘not executable,’” Air Force spokeswoman Jennifer Cassidy said in an email. “The Air Force does acknowledge that Boeing’s overall KC-46 program schedule is considered medium risk, in part due to its aggressive flight-test schedule.”
Cassidy wrote that the service worked with plane-maker Boeing, the U.S. Federal Aviation Administration and the Pentagon’s operational and developmental test force to build a plan that is comparable to the flight test programs for other commercial-derivative aircraft. She cited the KC-10 tanker program as an example.
“The Air Force structured the KC-46 program to ensure that no decision to enter operational test or production would be made without first meeting specific and measurable flight test results,” Cassidy wrote. “The Air Force also structured the KC-46 development contract as a fixed price contract to protect the DoD and taxpayers from any cost growth on the program if the test program is not executed as planned.”
Earlier in the month, J. Michael Gilmore, the Pentagon’s chief tester, found in his annual report that the program will likely need at least eight more months than planned by the Air Force and the prime contractor Boeing. That test schedule for the KC-46A tanker is far too ambitious and “not executable,” Gilmore said.
According to the report, the test program includes several “deficiencies.” The number of proposed flight hours per test aircraft, per month, exceeds “the historical average that the Air Force and Navy have experienced during other large aircraft test programs,” the document says.
In addition, the monthly schedule “is far too aggressive for flight tests that are more specialized, higher risk and more resource-intensive” than Federal Aviation Administration certification, the report says. The Air Force acknowledged last fall that Boeing’s flight test schedule is so aggressive; the company stands to lose money early on.
The development portion of the KC-46A contract — which the Air Force awarded to Boeing last February— has a ceiling of $4.83 billion. Boeing estimates the program’s cost at $5.2 billion, which means that the company will swallow a loss of about $300 million unless it can bring costs down, Shay Assad, the director of defense pricing, told lawmakers in October. The entire program, including development and production of 179 aircraft, is valued at more than $30 billion.
Boeing officials said they were unable to comment by press time.
Cassidy said, “The Air Force will continue to work with the Office of the Director, Operational Test & Evaluation and all our test stakeholders to ensure the test program is executed in an effective and efficient manner.”

The first night flight for the F-35 took place Jan. 18 at Edwards Air Force Base, Calif.

Pilots at Edwards Air Force Base (AFB), Calif., have started to test fly the F-35 Lightning II fighter at night, Lockheed Martin announced Jan.19.
Flown by company test pilot Mark Ward, aircraft AF-6, which is an F-35A conventional takeoff and landing variant, took off at 17:05 on the afternoon of Jan. 18 and landed a little after sunset. The jet flew for a little more than an hour.
The sortie consisted of basic straight-in approaches, Lockheed’s press release said.
Meanwhile, on the other side of the country at Eglin AFB, Fla., Marine Maj. Joseph “O.D.” Bachmann flew the 33rd Fighter Wing’s third F-35B to the seaside base on Jan. 19. The addition of the short takeoff vertical landing fighter brings the total number of F-35s at the Florida base to nine. Two B-models and six F-35As were delivered earlier.


U.S. warns against North Korea's provocations


WASHINGTON — The United States urged China on Jan. 19 to press North Korea’s new leader to exercise restraint, saying that South Korea would face “enormous pressure” to respond to any provocations.
Kurt Campbell, the top U.S. diplomat on Asia, admitted that little was known about North Korea’s young leader Kim Jong-Un and warned that “provocative steps have the risk of triggering deeply unforeseen consequences.”
“We need to handle the situation with the greatest care and we expect China in their deliberations with North Korea to ensure that that message is deeply understood,” Campbell said at the Stimson Center think-tank, echoing remarks made on a tour of East Asia earlier this month.
North Korea in 2010 shelled an island in the South and was accused of torpedoing a warship, incidents that killed 50 people and which some analysts saw as a way for young heir Kim to prove his mettle.
Campbell, an assistant secretary of state, said that South Korean President Lee Myung-Bak, a close U.S. ally, showed “remarkable restraint” after the deaths.
“But their leaders have made clear that they’ve reached a point that if they faced further provocations, they would have enormous pressure to respond.
And we understand that,” Campbell said.
China is the closest ally of isolated North Korea, although Campbell said that even officials in Beijing were in the dark about Kim Jong-Il’s Dec. 17 death until North Korean state television announced the news two days later.
Kim’s death threw into flux U.S. plans for fresh diplomacy with North Korea, including a possible resumption of American food assistance to the impoverished state and more formal talks on ending Pyongyang’s nuclear program.
“We have made clear through both public channels and privately that we are prepared to start a new chapter to deal clearly with outstanding issues of nuclear matters and the like,” Campbell said.
Campbell met Jan. 17 with senior officials from Japan and South Korea to coordinate action. In a statement, the countries urged North Korea to recommit to past agreements to end its nuclear program.

U.S. joins Europe in drive for code of conduct for outer space


BRUSSELS — The European Union hopes to organize multilateral meetings this year leading to an international code of conduct for outer space that would be broadly adopted, an EU source said.
Momentum has been building as the U.S. recently said it will join the EU and other countries in their efforts to come up with an international code.
“The United States has decided to join with the European Union and other nations to develop an International Code of Conduct for Outer Space Activities. A Code of Conduct will help maintain the long-term sustainability, safety, stability, and security of space by establishing guidelines for the responsible use of space,” U.S. Secretary of State Hillary Rodham Clinton said in a Jan. 17 statement.
“The long-term sustainability of our space environment is at serious risk from space debris and irresponsible actors,” the statement said. “Unless the international community addresses these challenges, the environment around our planet will become increasingly hazardous to human spaceflight and satellite systems, which would create damaging consequences for all of us.”
However, the statement adds that the U.S. “has made clear to our partners that we will not enter into a code of conduct that in any way constrains our national security-related activities in space or our ability to protect the U.S. and our allies.”
In a separate statement, the U.S. says that “the European Union’s draft Code of Conduct is a good foundation for the development of a non-legally binding International Code of Conduct focused on the use of voluntary and pragmatic transparency and confidence-building measures to help prevent mishaps, misperceptions, and mistrust in space”.
In 2010, the EU agreed on a draft for a Code of Conduct for Outer Space Activities, which it is using as a basis for consultations with non-EU countries. One key principle in the code that other countries may adopt is “the responsibility of states, in the conduct of scientific, commercial and military activities, to promote the peaceful exploration and use of outer space and to take all appropriate measures to prevent outer space from becoming an area of conflict.”
An EU source said Russia was one of the first countries to be consulted by the EU and that the EU has been very active consulting other countries.

Europe need financial backing for Missile Shield


PARIS — Europe has technological capabilities it could contribute to NATO’s planned missile shield to protect European territory but a financial commitment is needed, François Auque, the chief executive of EADS’s Astrium space division, said Jan. 19.
The NATO summit in Chicago in May will be of strategic importance to Astrium as decisions are due to be made on contributions intended to extend the Active Layered Theater Ballistic Missile Defense system to a territorial coverage, he said. The system was designed to protect NATO deployed troops.
“In technological terms, Europe has a certain number of competences it can contribute,” Auque told journalists. “It could contribute to the architecture for the system. The knowledge of the missile threat allows one to organize the defense architecture.”
France could contribute by making available its Spirale launch early warning satellite, a demonstrator project, he said. Spirale has a limited life and needs a program launch, he said.
“Europe could also contribute an interceptor vehicle, which would require a certain amount of development,” he said.
“There are technological bricks,” he said. “The only real subject is the financial thing.”
Astrium is prime contractor for the French M51 submarine-launched ballistic missile, which was delivered on time and on budget, Auque said. There is no better qualification to design a defense architecture than the knowledge gained from building a ballistic missile, he said.
The M51 missile entered service in 2010 after an extremely limited test-fire program, due to budgetary constraints, he said. There were five test fires and five successes, Auque said.
“That takes risk-taking to the limit,” he said. “Really.”
Astrium’s experience in building ballistic missiles helped the company win from Kazakhstan a contract for two Earth-observation satellites, when it emerged that the Kazakh minister who agreed to meet Auque for a brief presentation had been a senior rocketry officer in the former Soviet Union, Auque said.
This year, Astrium is expecting the second phase of a feasibility study on future architecture for the ballistic missile early warning system and a formal NATO staff requirement for the architecture for a territorial ballistic missile defense.
The Direction Générale de l’Armement (DGA) procurement office recently launched work on maintaining a capability for a future nuclear deterrence, he said.
Astrium had 2011 sales of 5 billion euros ($6.4 billion), which is expected to increase to around 5.5 billion to 5.6 billion euros with the integration of the U.S. military telecommunications satellite company Vizada.

U.S. Navy Document Plans Carrier Air Wings’ Future


The U.S. Navy’s carrier air wings of tomorrow will look very different from today’s, according to a new document produced by the sea services.
By 2032, the Navy’s fleet of F/A-18E/F Super Hornet fighters and new EA-18G Growler electronic attack jets will have begun to be replaced by new types, a new document called Naval Aviation Vision 2012 says.
The Navy will consider manned, unmanned and optionally manned aircraft to replace the long serving Rhino, as the F/A-18E/F is known to carrier deck crews. The Super Hornet will begin to reach the end of its service life around 2025 and must be replaced. The document says a competitive fly-off will be held at some point in the future.
The Super Hornet-derived EA-18G will also start being replaced by a new aircraft, but the document offers no further details.
Additionally, a new Unmanned Carrier Launched Surveillance and Strike (UCLASS) is to be integrated onto the carrier deck around 2018 — possibly with four to six planes embarked. The aircraft could make use of technologies developed by the X-47B program. The Navy document calls for “balanced survivability” so that the unmanned strike plane will be effective in “specified tactical situations.”
The F-35C will serve alongside these prospective aircraft.
But the Navy isn’t going to stop with replacing just its fixed-wing assets, as the document calls for the wholesale replacement of its helicopter fleet.
The MH-60 helicopter fleet will be supplanted by a new rotary-wing aircraft. The Fire Scout unmanned helicopter will also be replaced as will the MH-53E Sea Dragon counter-mine and heavy lift helicopter. In the case of the MH-53E, a replacement aircraft needs to be operational by 2026, the document says.
The Marines will get a Cargo Resupply Unmanned Aerial System (CRUAS) by 2032, and the service’s entire fleet of tactical remotely operated drones will be replaced. The Navy will continue to fly the Broad Area Maritime Surveillance version of the Global Hawk unmanned plane in 2032.
The training aircraft fleet will look similar to today’s, the document says. The T-6 and T-45C will soldier on, as will the TH-57 training helicopter. But the T-44 and TC-12B multi-engine turboprop trainers will be replaced with a new aircraft. The Marines’ C-20 and Navy’s C-26D and UC-12 fleets will also be replaced. As well, a new plane will take the place of the C-2 Greyhound carrier onboard delivery plane starting in 2026.
Nor has the Navy forgotten about its fleet of F-5 and F-16 aggressor aircraft. A replacement aggressor aircraft is envisioned for 2025, according to the document.

JSF may miss acceleration Goals

The F-35 Lightning II may not meet acceleration goals, a Lockheed Martin official said.



The F-35 Lightning II’s transonic acceleration may not meet the requirements originally set forth for the program, a top Lockheed Martin official said.
“Based on the original spec, all three of the airplanes are challenged by that spec,” said Tom Burbage, Lockheed’s program manager for the F-35. “The cross-sectional area of the airplane with the internal weapons bays is quite a bit bigger than the airplanes we’re replacing.”
The sharp rise in wave drag at speeds between Mach 0.8 and Mach 1.2 is one of the most challenging areas for engineers to conquer. And the F-35’s relatively large cross-sectional area means, that as a simple matter of physics, the jet can’t quite match its predecessors.
“We’re dealing with the laws of physics. You have an airplane that’s a certain size, you have a wing that’s a certain size, you have an engine that’s a certain size, and that basically determines your acceleration characteristics,” Burbage said. “I think the biggest question is: are the acceleration characteristics of the airplane operationally suitable?”
A recent report by the Defense Department’s top tester, J. Michael Gilmore, says that the Navy’s F-35C model aircraft, which has larger wing and tail surfaces, is not meeting requirements for acceleration.
The report doesn’t say whether the F-35A and F-35B have hit similar snags.
Richard Aboulafia, an analyst with the Teal Group, Fairfax, Va., said that the revelation was not particularly surprising.
“It’s a strike fighter,” Aboulafia said. “It’s not an interceptor; it’s not an F-22.”
Aboulafia said it was unclear whether additional engine power could boost acceleration in the difficult transonic regime. So far, doubts about the aircraft’s aerodynamic performance haven’t diminished Lockheed’s sales prospects, he said.
The F-35 transonic acceleration specifications were written based on clean-configuration F-16 Fighting Falcon and F/A-18 Hornet fighter, Burbage said.
But unlike the Hornet or the F-16, the F-35 has the same configuration unloaded as it does loaded with weapons and fuel, Burbage said. When an F/A-18 or F-16 is encumbered with weapons, pylons and fuel tanks, those jets are robbed of much of their performance.
“What is different is that this airplane has accelerational characteristics with a combat load that no other airplane has, because we carry a combat load internally,” Burbage said, the F-22 Raptor notwithstanding.
Even fully loaded, the F-35’s performance doesn’t change from its unencumbered configuration, he said.
In the high subsonic range between Mach 0.6 to Mach 0.9 where the majority of air combat occurs, the F-35’s acceleration is better than almost anything flying.
Thus far, Lockheed has not had issues with the plane’s acceleration, Burbage said. There are top level Key Performance Parameters from which lower level detailed engineering specification are derived and Lockheed’s job is to meet as many of those specifications as possible within the laws of physics, he said. Discussions are underway about if those original specifications are relevant given the jet’s acceleration in a combat configuration, Burbage added.
Air Force Lt. Col. Eric Smith, director of operations at the 58th Fighter Squadron at Eglin Air Force Base, Fla., and F-35 test pilot, said that flying the aircraft is a thrilling experience.
“I can’t even explain the adrenaline rush you get when you light the afterburner on that thing,” Smith said. “The acceleration is much better than an F-16.”
But the F-35’s aerodynamic performance is not what makes the jet special, Smith said. The F-35 powerful sensors and data-links and how that information is fused into a single coherent and easy to use display are what will make the jet an effective warplane.
Burbage added that while the F-35 is designed as a supersonic fighter, it’s not optimized for the extremely high supersonic speeds that the Raptor was designed to operate at.
“This is not a supercruising airplane like the F-22,” Burbage said.




U.S. prepared for Hormuz Action


WASHINGTON — The United States is “fully prepared” for any confrontation with Iran over the strategic Strait of Hormuz, but hopes a dispute would be resolved peacefully, Defense Secretary Leon Panetta said Jan. 18.
“We obviously always continue to make preparations to be prepared for any contingency, but we are not making any special steps ... because we’re fully prepared to deal with that situation now,” Panetta told reporters.
Tehran threatened to close the strait — a chokepoint for one-fifth of the world’s traded oil — late last month, in the event of a military strike or severe tightening of international sanctions over its disputed nuclear program.
Washington is beefing up its naval presence in waters just outside the Gulf in response to the threats.
“We have always maintained a very strong presence in that region. We have a Navy fleet located there,” Panetta said.
“We have a military presence in that region ... to make very clear that we were going to do everything possible to help secure the peace in that part of the world.”
The defense chief said Washington has been clear on its effort to prevent Iran from obtaining a nuclear weapon and from closing the Strait of Hormuz.
“Our goal has always been to make very clear that we would hope that any differences that we have, any concerns we have can be peacefully resolved and done through international laws and international rules,” he said.
“We abide by those international laws and international rules. We would hope that Iran would do the same.”
He declined to comment on a report which said Washington had sent a letter to Iran regarding its threatened closure of the waterway, but said “we have channels in which we deal with the Iranians, and we continue to use those channels.”
On Jan. 13, the New York Times, citing unnamed U.S. officials, reported that Washington had used a secret channel to warn Iran’s supreme leader Ayatollah Ali Khamenei that closing the narrow strategic waterway would cross a “red line” and provoke a response.
Panetta said the postponement of joint military exercises with Israel came at the request of his Israeli counterpart, Ehud Barak.
“Minister Barak approached me and indicated that they were interested in postponing the exercise,” he said.
“We looked at it and determined that in order to be able to plan better and to do this so that we would be able to conduct that exercise that it would be better to postpone.”
Israeli officials said on Jan. 16 that the postponement was because of regional tensions and instability, and that the drill will probably take place in the second half of 2012.
The joint maneuver was to have been the biggest yet between the two allies and was seen as an opportunity to display their joint military strength at a time of growing concern about Tehran’s nuclear ambitions.
But it was to come at a time of rising tensions over Iran’s nuclear program, which Israel, Washington and much of the international community believe masks a weapons drive.

Chinese Virus hits DoD access cards


A Chinese-based cyber attack is targeting the U.S. Defense Department’s Common Access Cards with technology that could steal information from military networks while troops and civilians work at their desks, researchers say.
The new cyber weapon apparently can get inside individual computers after users unwittingly open a standard PDF email file. Once embedded, it logs the users’ keystrokes to obtain personal identification numbers or codes associated with that card and user, according to AlienVault, a Silicon Valley-based cyber security firm.
“Basically, they are able to steal the PIN and then they can get access to whatever they want,” said Jaime Blasco, the lab manager for AlienVault who published detailed technical information about the attack.
The attacks are a variant of a virus, or malware, known as “Sykipot” and date back as far as March 2011, Blasco said.
The new Sykipot strain specifically targets the technology used to support the Pentagon’s CAC system and the emails seeking to spread it often are disguised as official military or government communications, Blasco said.
To lure defense workers to open the infected attachment, some of the emails have used information about new drone technology and pictures of unmanned aerial vehicles, he said.
The hackers behind the virus can access military systems only as long as an infected user’s card remains logged into a system.
Pentagon spokeswoman Air Force Lt. Col. April Cunningham declined to comment on the details published by AlienVault.
“We are aware of reports regarding this matter and take these type of reports seriously. However, due to operational security, we are not able to provide further details,” she told Military Times.
Blasco said the virus is linked to a “command and control server” that appears to be based in China; some flaws buried deep in the code revealed Chinese language characters, suggesting that only a Chinese speaker would be able to launch it.
Defending against attacks using this technology is extremely difficult. The best way to keep military networks secure is to train troops and civilian employees not to open any unfamiliar files or email attachments, Blasco said.
Many military officials are eager to begin widespread use of smart phones, tablets and other wireless devices, but cyber security experts caution that such technology can be more vulnerable to cyber attacks.
