Finland to Widen Missile Shipment Inquiry: Customs


HELSINKI - Finland wants to widen an inquiry into the illegal transit of 69 Patriot missiles through its territory aboard a regular merchant vessel, Finnish customs said Dec. 30.
Two Ukrainians - the ship's captain and the first mate - remained in Finland and were subject to a travel ban during the ongoing investigation.
"Next week ... we will want to hear more suspects or persons of interest in the case. It is possible there may be others of interest," the head of the Finnish customs anti-crime unit, Petri Lounatmaa, told AFP.
The surface-to-air missiles, produced by U.S. firm Raytheon, were discovered last week on the British-registered Thor Liberty docked in the southeastern Finnish port of Kotka and bound for the Chinese port city of Shanghai, according to Finnish police. Finnish customs are investigating the case as one of illegal export of defense material.
Lounatmaa said customs and police investigators had "been in contact with several countries" and the information gathered would help them "focus ... investigations in the right direction."
He declined to provide any details on the nature of the information received, noting only that some of it had come in the form of intelligence briefs.
More official information would be needed as evidence if the case goes to criminal proceedings, he said.
Last week, a German defense ministry spokesman said the missiles came from the German military and were destined for South Korea, not China. He said it was a "legal sale on the basis of an accord between two states at the government level" and that export authorizations were in order.
However, a senior Finnish defense ministry official said Finland had not received any transit license application for the missiles from Germany.
On Dec. 26, Finnish transport safety officials cleared the Thor Liberty to leave Finland, after the missiles and most of the cargo of 150 tons of explosives had been unloaded from the vessel.
However, the vessel remained grounded by the travel ban on its first officers.

Australia to Let-Go Foreign Troops: Come Here


SYDNEY - Australia's military is looking to recruit foreign troops, particularly those let go in Britain where the government has announced cutbacks on defense spending, according to a Dec. 27 report.
The Australian Defence Force has struggled to fill recruitment quotas and was seeking highly skilled specialists such as fighter pilots and submarine crews from overseas, The Australian newspaper said.
The Royal Australian Navy (RAN) recently sent a delegation to Britain to look into the possibility of recruiting recently retrenched sailors, it added.
The Australian Defence Force, which is facing competition for personnel - particularly engineers - due to the nation's lucrative mining boom, confirmed that talks had taken place with British officials.
"The Royal Australian Navy has been in talks with the Royal Navy about this possibility and that obviously will depend on those personnel meeting the Royal Australian Navy's requirements," a spokesman told Agence France-Presse.
He did not comment on whether the military, which has some 1,550 troops in Afghanistan, was prepared to fast-track Australian citizenship for foreign recruits, as reported by The Australian.
The development comes after British Prime Minister David Cameron unveiled 8 percent cuts to the armed forces budget and set out plans to reduce the size of the Royal Army, Navy and Air Force by 17,000 troops.
The report in The Australian said Australian Navy chief Ray Griggs assured his British counterpart that Canberra would not recruit personnel the British needed to maintain their capabilities.
The Australian Defence Force was also looking to other western countries, including the United States, Canada and New Zealand, to build up personnel, particularly for its submarine crews, the newspaper said.
On its website, the Australian Defence Force says it "looks to overseas candidates to fill gaps in our services that can't currently be satisfied by standard recruitment."
It said its Navy recruitment program was aimed at "serving or immediately ex-serving officers and sailors of foreign naval forces [not greater than three years since separation from military service] with specific qualifications and/or experience that is directly transferable to the RAN."

Pentagon Chief Sees Close Partnership with Libya


TRIPOLI - U.S. Defense Secretary Leon Panetta said that Tripoli could become an important security partner of Washington as he visited Libya on Dec. 17 for talks with new regime officials.
"We are and will be your friend and partner," Panetta said at a news conference with Libyan Prime Minister Abdel Rahim al-Kib.
"This new and free Libya can become an important security partner of the United States," he said, adding that Washington was looking forward to building a close partnership.
"We stand ready to offer whatever assistance in the spirit of friendship and a spirit of mutual respect."
But Panetta, who also met Defense Minister Osama Jouili, stressed that his talks in Tripoli did not involve military equipment.
"At this stage there was certainly no discussions involving arms or military equipment," he said when asked about the type of security cooperation he envisioned.
Earlier he had told the travelling press, including an AFP correspondent, that his brief visit to Tripoli was to confer with the country's new rulers on the security needs of their government.
"The purpose of my trip to Libya is to have an opportunity to look at that situation up close but to also pay tribute to the Libyan people to what they did in bringing (former leader Moammar) Gadhafi down and trying to establish a government for the future," Panetta said.
He acknowledged that Libya's rulers would face huge challenges but said he was confident they would "succeed in putting a democracy together in Libya."
"I'm confident that they're taking the right steps to reach out to all these groups and bring them together so that they will be part of one Libya and that they will be part of one defense system," he said.
Panetta said he expected the Libyans "to determine the future of Libya" and "determine what assistance they require from the United States and the international community."
Libya's rulers are facing a big challenge as they try to disarm militiamen who fought to topple Gadhafi and secure thousands of surface-to-air missiles stockpiled under the former regime.
Pressure to disarm the former rebels has mounted after local media reported several skirmishes between militia factions in Tripoli, with some resulting in casualties.
There are concerns that the Man-Portable Air Defense Systems, or MANPADS, could be used by militant groups against commercial airliners and helicopters.
For his part Libya's interim premier said the United States was willing to help Libya "without any interference."
Kib also acknowledged that his government had a difficult task ahead.
"We know how serious the issue is," he said, adding: "I'm very optimistic."
"The Libyan people are known to be peaceful and I'm sure that they will be back to that mentality," he said in English.
Panetta's visit came a day after the United Nations and the United States lifted sanctions on Libya's central bank in a bid to ease a cash crunch in the post-Gadhafi era, diplomats said.
The U.N. Security Council ended a freeze on the assets of the Central Bank of Libya and the Libyan Foreign Bank, which was ordered in February as part of sanctions against Gadhafi.
The U.S. government said it would be freeing more than $30 billion (23billion euros) of assets belonging to the central bank and LFB in a bid to help the new Libyan government.
The Tripoli authorities have stepped up calls in recent weeks to release the estimated $150 billion frozen abroad to help pay salaries and keep services running.
On top of the $30 billion held in the United States, British Foreign Secretary William Hague said his government would immediately act to free about 6.5 billion pounds ($10 billion) held in Britain.
The easing of the sanctions "marks another significant moment in Libya's transition," Hague said in a statement.
"It means that Libya's government will now have full access to the significant funds needed to help rebuild the country, to underpin stability and to ensure that Libyans can make the transactions that are essential to everyday life."
Panetta was also to lay a wreath at the graves of 13 U.S. sailors killed in 1804 when their ship exploded during the very first foreign intervention by military forces of the recently independent United States against pirates based in North Africa.
He travelled to Libya from Turkey, where he held wide-ranging talks. On Dec. 15, he was in Iraq to take part in a ceremony marking the end of the U.S. mission there.

Capability Reviews Bring Changes for Australia's Navy


MELBOURNE, Australia - The Australian government this week announced its response to two reports that criticize the operational capability of the Royal Australian Navy.
Speaking to media on Dec. 13, Defence Minister Stephen Smith and Jason Clare, minister for defense materiel, announced the Navy would acquire an additional sealift ship to improve its amphibious capability, following withdrawal of two amphibious warfare vessels, Kanimbla and Manoora, due to poor condition earlier this year.
The ministers also detailed responses to the recently released first phase of a review of maintenance of the Navy's six Collins-class submarines by John Coles, an independent expert from BMT Defence Services in the U.K.
The review was commissioned following revelations that most, and sometimes all, of Australia's submarines were not able to put to sea for a period of time and that sustainment costs had increased dramatically.
Speaking during the commissioning of the RAN's amphibious ship Choules in Western Australia, Smith responded to Phase 1 of the Coles review, saying that implementation of the recommendations will begin immediately.
"The report shows very deep, long-standing difficulties so far as maintenance and sustainment of the Collins-class submarine is concerned," he said. "It points to very serious flaws over a long period of time and draws attention to the need for fundamental reform in the way in which maintenance and sustainment is effected. The report itself makes very salutary reading, and it is a no-holds-barred report into what I regard as a long-standing systemic difficulty so far as Collins-class maintenance is concerned."
The report identified a range of shortfalls, including poor availability, a lack of cohesion in strategic leadership, a lack of clarity about accountability and responsibility, unclear requirements and unrealistic goals.
Its recommendations include increasing the provision of spare parts, further training and the development of an In-Service Support Contract between the government's Defence Materiel Organisation and the Australian Submarine Corp., manufacturers of the Collins boats.
Phase 2 of the Coles report will be released in April.
The Rizzo report, commissioned to investigate Australia's amphibious capability and conducted by independent external reviewer Paul Rizzo, was submitted to government in July and has directly resulted in the plans to acquire a third vessel to complement Choules and the existing landing ship, Tobruk.
To cover the shortfall in the interim, the Australian Defence Force is leasing the subsea operations vessel Windemere from civilian sources.
"A commercial off-the-shelf vessel will be sought so that minimal modifications will be needed, allowing the ship to enter service in the course of 2012," Smith said. The new ship "will primarily be used to transport troops and supplies in support of humanitarian and disaster relief operations domestically and in the region. Detailed discussions on the purchase will be taken in the near future."
Responding to the Coles and Rizzo reviews, Chief of Navy Vice Adm. Ray Griggs said, "I see these reviews as a very important opportunity for Navy, and for me as the capability manager, to be able to exercise my responsibilities. I don't see them as a threat. I see them - and their candor and honesty - as extremely useful to me to exercise my responsibilities and to make sure that we work together to get the sustainment of our Collins submarines right."
Australia plans to build 12 conventionally powered submarines to replace the Collins boats in the next decade, and Smith and Clare also announced Dec. 13 that French shipbuilder DCNS, Germany's HDW and Spain's Navantia will be issued requests for information.
Australia has also contracted with Babcock to study the establishment of a land-based propulsion systems test facility in response to a Rand Corp. study into Australia's submarine design capabilities and capacities.
The government has held high-level discussions with the U.S. Navy on the Future Submarine Project, most recently during November's AUSMIN ministerial talks.
"The Future Submarine Project is the biggest and most complex defense project we have ever embarked upon," Clare said. "It will involve hundreds of companies, thousands of workers and a lot of skills that do not currently exist in sufficient numbers.
"Some of those skills are available overseas; others will have to be grown here. Now is the time to develop a plan to make sure we have the skills we need when we start designing and building the submarines."
Clare said future announcements regarding the program will be made in 2012.
Smith and Clare also announced a study into alternate methods of crewing some naval vessels with a mix of civilian and military crews in a manner similar to the Military Sealift Command in the U.S. or Britain's Royal Fleet Auxiliary.

Final Upgraded Lynx Helo Returned to British


LONDON - AgustaWestland has handed over the last of 22 Lynx helicopters to the British Army in a deal aimed at improving the machine's ability to operate in Afghanistan.
The Ministry of Defence has spent 92 million pounds ($142.4 million) upgrading the light helicopter with a new engine, surveillance sensors, secure communications, a .50-caliber heavy machine gun and other equipment changes under an urgent operational requirement procurement which started in late 2008.
The first new Lynx Mk9As were delivered to theater in May last year and about a quarter of the fleet now operates in support of British troops and others in Helmand province.
AgustaWestland said the upgrade program, undertaken at its Yeovil plant in southwest England, had been completed on budget and three months ahead of schedule.
Prior to the upgrade, earlier versions of the helicopter using the Rolls-Royce Gem engine had been unable to effectively operate in the hot and high conditions of an Afghan summer. The M3M machine and new sensor suite allows the Mk9A to perform a variety of roles, including convoy overwatch, helicopter support, and surveillance and reconnaissance tasks.
The Italian helicopter company pulled through technologies such as the powerful CTS800-4N engine, which is destined for the Lynx Wildcat program being developed for the Royal Navy and British Army, to deliver the first Mk9A within 18 months of the project starting.
The Wildcat is now undergoing flight trials ahead of being delivered for duty with the Navy in 2014 and the Army a year later.

Japan Picks F-35 as Mainstay Fighter: Reports


TOKYO - Japan has chosen the U.S.-made F-35 stealth jet as its next-generation mainstay fighter in a multibillion-dollar deal, reports said Dec. 13.
The Defense Ministry picked the jet made by Lockheed Martin to replace its aging fleet of F-4 jets over two rivals, the Boeing-made F/A-18 Super Hornet and the Eurofighter Typhoon, the Yomiuri Shimbun said.
Japan's biggest daily said the Defense Ministry had "agreed in principle" to select the F-35, with a formal announcement expected Dec. 16 at the Security Council of Japan, chaired by Prime Minister Yoshihiko Noda.
Kyodo News cited unnamed government sources as saying the ministry had decided to buy 40 F-35 fighters, while the Nikkei business daily said only that the jet remained a "prime candidate."
Earlier reports said Japan could buy as many as 50 new jets, equipped with stealth technology, with a price tag of more than $6 billion.
A Defense Ministry spokesman on Dec. 13 declined to confirm the reports, saying: "We are still trying to do our best to make a final decision by the end of this year."
And Chief Cabinet Secretary Osamu Fujimura denied the reports that a final decision had been made, Dow Jones Newswires said.
The F-35, the most expensive weapons program in Pentagon history, has been plagued by cost overruns and technical delays.
The jet, co-developed with British defense giant BAE Systems, is the most expensive among the three candidates, with a price tag estimated at $113 million per aircraft.
Japan initially aimed to acquire the F-22 stealth fighter to renew its fleet, but U.S. law prohibits exports of the jet because the U.S. has said it would halt production of the model.

Lockheed: Pentagon Order for F-35s Undefinitized


Lockheed Martin has signed an undefinitized contract that establishes a price ceiling for the fifth low rate production lot for the F-35 Lightning II Joint Strike Fighter, company officials clarified late on Dec. 10.

The Pentagon announced earlier on Dec. 10 that it had awarded Lockheed Martin a $4 billion contract to build 30 F-35 Joint Strike Fighter aircraft for the U.S. Air Force, Navy, and Marine Corps.
"Lockheed Martin has signed an undefinitized contract that establishes the funding for Lot 5 up to the level announced by the DoD today," said Lockheed Martin spokeswoman Laurie Quincy in an email. "The final Lot 5 contract amount will not be known until we have a definitized contract sometime in 2012."
She said in a statement that the award is welcome news for the company and its F-35 suppliers.
"This … will help ensure we continue to meet production schedules outlined by the program," Quincy wrote. "This is an important first step in paving the way for full LRIP 5 production contract negotiations with our government customer."
The fixed-price-incentive contract calls for 21 F-35A conventional take off and landing (CTOL) for the Air Force, three F-35B short-take off and vertical landing (STOVL) aircraft for the Marines, and six F-35C carrier variants for the Navy.
Broken down by service, two-thirds of the value of the contract - $2.65 billion - is for the Air Force; $937 million, or 23 percent, for the Navy; and $426 million, or nearly 11 percent, for the Marine Corps.
The contract also provides for "associated ancillary mission equipment and flight test instrumentation" for the planes, and flight test instrumentation for the United Kingdom.
The contract was awarded through the Naval Air Systems Command.

DoD Urges Stronger Ties to Stop Chem-Bio Attack


The Pentagon sees stronger allied partnerships as key to preventing chemical and biological attacks, according to a senior U.S. Defense Department official.
Agreements with the United Kingdom, Canada and Australia to work together to thwart "the unique threats that are coming our way" are even more critical as defense budgets decline globally, the officials said.
"We recognize, more so than ever, it's our partnerships that's going to enable us to field the best capabilities for our forces, for our nations working together," the official said Dec. 8. The official spoke on condition of anonymity due to the sensitive nature of topic.
The Pentagon is facing a more than $450 billion reduction to planned spending over the next decade. It is unclear how the Pentagon budget reductions will impact the chemical and biological division. However, "there's a shared understanding that the [weapons of mass destruction] threat is very real, very serious and it is still a very high priority."
To that end, Pentagon officials are conducting a "strategic review and analysis" of chemical and biological defense programs, which kicked off in August, the official said. To address the spending reductions, officials realize "we needed to relook the whole" chemical and biological defense enterprise.
In addition, the Pentagon has started participating in a series of exercises with South Korea that are "taking a look at the bio defense problem in that region," the official said. The drill uses a "whole-of-government approach" and includes Seoul's Ministry of Defense, Center for Disease Control, law enforcement and others.
"We're helping our colleagues there go through some of the learning experiences we had in the United States in that interagency environment," the official said. "It's a new challenge for them, but the threat is ever more present on the peninsula today."

Women To Be Allowed on Royal Navy's Subs


Women will now be allowed into Britain's Royal Navy submarine service, Defence Secretary Philip Hammond announced Dec. 8, ending a ban that has been in place since 1993.
Nearly 10 percent of those serving in the Royal Navy are women.
The first group of women officer volunteers will begin training next year and are expected to arrive onboard one of the four Vanguard-class ballistic missile submarines in late 2013, the Royal Navy said in a statement.
Female enlisted ratings will be recruited and trained from 2014.
Women also will be assigned to new Astute-class hunter-killer attack submarines beginning in 2016, the service said, following "necessary modifications" to the boats' accommodations.
"Our primary objective in the Royal Navy is maintaining our operational effectiveness both now and in the future," Vice Adm. Charles Montgomery, the Navy's second sea lord and head of personnel and training, said in the statement.
"This carefully considered decision will allow the Submarine Service to draw on the widest range of talent and skills of our people - those in service and those yet to join."
Hammond, in his first address as the new defense secretary, said the move will help the service maintain operational effectiveness.
"The Royal Navy has always been at the forefront of innovation," Hammond said, "and this decision represents another step in its distinguished tradition of recognizing the contribution of its people and making the very best use of the talent from which it can recruit."
The 110-year old submarine service has never allowed women to serve on its undersea craft. Women began serving at sea with the Royal Navy in 1990, but the service decided in 1993 not to allow them on submarines, citing health concerns. At issue were worries that higher levels of carbon dioxide in a submarine's atmosphere threatened women's health.
The Navy statement noted that "recent research by the Institute of Naval Medicine in Gosport showed that these risks were unfounded and that there were no medical reasons for excluding women from service in submarines.
"That research came as part of an 18-month review conducted by the Royal Navy looking at the legal, operational, health, social, technical and financial issues of allowing women to go to sea with the Silent Service."
The U.S. Navy in 2010 reversed a long-standing policy against allowing women on its submarines, and the first group of women is preparing to report this month aboard their first boats. So far, women are being assigned only to large missile submarines, and there are no current plans to allow females to serve aboard smaller attack subs.
No decision on allowing U.S. enlisted women to serve on submarines has been announced.
The objections to women on subs in the U.S. Navy were based more on cultural grounds. In particular, spouses of men serving in subs were often vocal objectors.
Service aboard submarines can be a more grueling experience than on surface ships. The boats are cramped, and passageways, working and living spaces aboard even large submarines are tight. Nuclear submarines can remain submerged for weeks, even months at a time, and submarine sailors are constantly urged to be polite and considerate of their shipmates.

'Trail-blazing' U.K. Attack Sub Proves Itself in U.S.


NORFOLK, Va. - HMS Astute, Britain's first new attack submarine in more than two decades, is the most advanced undersea craft ever fielded by the Royal Navy. But the sub's many improvements often have been masked by a long-running series of developmental and operational problems - including design issues, cost overruns, production missteps, lengthy construction delays, an embarrassingly public grounding last year in Scotland and a tragic shooting on board in April.

Now operating from the U.S. East Coast as part of a lengthy trials period, the Astute finally has had a chance to show what it can do, and in November test-fired Tomahawk cruise missiles in the Gulf of Mexico. But the British media, even in reporting on its successes, continue to label the ship a jinx.
Cmdr. Iain Breckenridge, the submarine's commanding officer, bristled when asked about the jinx moniker during a Nov. 29 interview on board his ship.
"The media will always jump at an easy target. So we're an easy target, they're having a field day," he said.
"Fine by me, that's well behind us. I don't dwell on it, I don't look back. Myself and my team move forward to prove what a great submarine she is. With the Tomahawk firings recently, our successful torpedo firings in the summer in the U.K., pushing forward to get all trials completed, getting to Norfolk to meet the senior U.S. leadership, going to AUTEC [the U.S. Navy's Atlantic Undersea Test and Evaluation Center test range] in January to finish trials, and getting her back to the U.K. in March, ready to go back into the yard for her final maintenance period before she becomes operational, for us, that's all good news.
"So the media won't use that, because that's not an interesting story. If anything minor happens, they'll jump on it and go, 'wow, wow, jinxed submarine!'
"Well, ask any of my ship's company, any of our supporting personnel, anyone in the Navy, any of our families, any of our friends in the U.S. submarine force; in fact, anybody that basically understands what a first-of-class submarine's got to go through, and they'll recognize that the term 'jinx' is just a very easy one that the media jumps on.
"Does it bother me? Used to, initially. Not bothered by it anymore. There are much more important things to deal with. It's a fantastic submarine to deliver to the front line as soon as possible. And I've got a really good team helping me do that."
TESTS, TESTS AND MORE TESTS
Breckenridge, a veteran submariner who previously commanded HMS Tireless, brought the Astute to the U.S. in October to begin a series of weapons, sensors, systems and warm-weather trials.
"We've got to prove the design, and prove the build," he said. "Over subsequent submarines, they just have to prove the build."
The boat loaded Tomahawk cruise missiles at the U.S. Navy's submarine base in Kings Bay, Ga., then launched two T-hawks from the Gulf of Mexico onto a missile range at Eglin Air Force Base, Fla. "Both flew beautifully," Breckenridge said.
Operations on the AUTEC range in January will fully prove the submarine's new Type 2076 integrated sonar suite, and more Spearfish torpedoes will be test-fired.
Breckenridge ticked off a list of new features aboard the sub, which is fitted with six 21-inch torpedo tubes, one more than previous classes. The weapons room also is larger, with a lower deck, allowing for a 50 percent increase in the number of weapons carried - "on the order of 36," he said.
The submarine features a large lockout chamber aft of the fin, or sail, and can carry a drydeck shelter to allow swimmers to enter and leave the sub while submerged.
"That was a real design driver for the boat, and that's why we've got a big sail," he explained. "The shapes and curves [of the hull] help the dry deck shelter sit in the right place."
In the control room, Breckenridge pointed proudly to the Thales Optronics mast displays. Astute is the first British submarine to dispense with traditional periscopes and adopt photronics masts, similar to the arrangement aboard U.S. Virginia-class submarines.
"Much as I loved my old peri-scopes, this is much better," he said. Using the periscope on older submarines at night, he said, required "lights off, curtains draped, black lighting, can't see anything, not good for your eyes. This submarine," he said, has a "better working environment, better for the team. A really good capability. This is U.K. trail-blazing stuff."
The attack center control room on Astute is traditionally located forward on 1 Deck - topmost of the sub's three deck levels - but without the need for hull-penetrating periscopes, designers will have more flexibility to move it. Later ships in the seven-unit class, Breckenridge said, may move the room to 2 Deck and aft a bit. "There's more room down there," he said.
The captain was especially proud of the sub's maneuvering and hovering capabilities, featuring independent diving plane controls handled by a new, complex autopilot system.
"One of the limiting factors in designing a submarine maneuvering envelope is having a stern plane failure to dive or rise," Breckenridge explained. "In my situation, I've got a much wider operating envelope because, if the stern plane does fail to dive, it's probably only going to be one of them, and I can immediately correct it by slowing down and putting the noncasualty plane to rise. It gives us a much broader operating envelope."

EU May Use Brussels HQ for Horn of Africa Ops


BRUSSELS - EU foreign affairs ministers are considering using a civil-military headquarters in Brussels for small-scale operations off the Horn of Africa.
In conclusions to their meeting here Dec. 1, they say they have agreed "to accelerate planning for the activation of an EU Civil-Military Operations Centre for Horn of Africa operations, at the latest by the next Foreign Affairs Council."
The next EU affairs meeting is scheduled for late January. Currently EU operations have their HQs in individual member states.
According to an EU ministers statement, "When the nature of the operation does not require a national HQ, the Council stands ready to activate on an ad-hoc basis the Operations Centre in accordance with its terms of reference for a specific Common and Security Defence Policy [CSDP] Operation."
The decision appears to signal a U-turn in the U.K.'s stance on the issue. Back in the summer, Catherine Ashton, the EU's high representative for foreign and security policy, proposed an EU HQ for planning and carrying out EU military and civil missions abroad. In July, U.K. Foreign Affairs Minister William Hague said, "the U.K. will block any such move now and in the future."
The EU is currently running two operations in the Horn of Africa - the Atalanta counterpiracy mission and the EU training mission in Somalia. The Brussels' operations center may be used for any new, small-scale contributions to the Horn of Africa, such as building regional maritime capacity, said an official from the EU's Military Staff.
Where the EU has an existing command structure, such as Atalanta at the Northwood HQ in the U.K., an official from the EU Military Staff said "there is no intention of changing a working system on conduct.
"For Atalanta in particular, they are extremely well-placed in Northwood - allowing synergies with the NATO counterpiracy operation - and the scale of the command is far outside of the capacity of the Brussels' operations center," he added.
"We need to help regions [off the Horn of Africa] conduct counterpiracy themselves," Lt. Gen. Ton Van Osch, director-general of the European Union Military Staff, told Defense News in an interview. "A new line of EU action is to help countries develop their own coast guards and navies. Here, the EU military could do the training as part of a civilian mission if the political and security committee decided on a mission."
In the interview, Van Osch gives his views on various issues, including pooling and sharing proposals relating to air-to-air refueling and smart munitions.
On pooling and sharing, ministers recalled "the need to develop cooperation on military capabilities on a longer term and more systematic basis," and stressed the need "to further examine the impact of reduced defense spending on capabilities, including its possible impact on key industrial and technological capacities to be maintained and developed in Europe."
The ministers also encouraged further coordination between the European Defence Agency and the European Commission, "in particular in the field of Research and Technology, in particular regarding the new European Framework Programme for Research and Technology (Horizon 2020)."
They also recalled the commitment of the EU defense chiefs to establish or widen collaborative pooling and sharing projects by mid-2012, urged member states to take on the role of lead nation for concrete projects, and "will assess the progress made in April 2012."
They also stressed "the need to further analyze and address the constraints related to the availability, usability and deployability of existing military capabilities in CSDP operations and missions."
In addition, they bemoaned the fact that, in the first semester of 2012, "only one [EU] battlegroup will be on stand-by" and called for "efforts in order to remedy such shortfalls in the future."
