Ukraine Secretly Ramps Up Ties With NATO: Report

MOSCOW - Ukraine is ramping up cooperation with NATO, dealing a blow to Moscow's hopes that its neighbor would align itself more closely to Russia under President Viktor Yanukovych, a report said Tuesday.
The Kommersant Ukraine daily newspaper, citing a secret document on Ukraine's program with NATO for 2011, said Yanukovych sought closer ties with the bloc even more earnestly than his openly pro-Western predecessor, Viktor Yushchenko.
The dramatic turnabout in Kiev's foreign policy comes despite Ukraine last year cementing in law its non-aligned status, and amid disappointment over terms and conditions of rapprochement with the Kremlin, the paper said.
The confidential document approved earlier this year includes a schedule of 64 bilateral events, the newspaper said, adding that the two sides were set to discuss such sensitive issues as Ukraine's energy security, missile defense, and the future of Russia's Black Sea fleet based in Crimea.
Two meetings scheduled for this month are set to address basic principles and strategy of Ukraine's foreign policy.
Asked about the report June 21, Yanukovych said that Ukraine remains a neutral country. The Ukrainian president is visiting Strasbourg, France, the home of the European Parliament.
"Our position remains unchanged: We have been and remain a non-aligned country, just as is dictated by our law," Yanukovych said in comments released by his office.
He added that Ukraine "has not and does not plan" to take any part in the new NATO missile defense shield for Europe, which Russia fears is aimed at its own defenses.
Yanukovych has worked hard to improve relations between Moscow and Kiev since defeating the leaders of the pro-Western Orange Revolution in presidential elections last year.
Soon afterward, he signed a landmark deal with Russian President Dmitry Medvedev to keep Russia's Black Sea Fleet based in Crimea at least until 2042, in exchange for a 30 percent discount on Russian gas exports to its neighbor.
But over the past few months, Kiev has grown disillusioned with the prospects of closer ties with Moscow, which it says has tried to strong-arm Ukraine into joining a Russian-led customs union and threatened it with sanctions, the newspaper said.
"Moscow wants us to be in its orbit and pay for that, too," a high-ranking source in the Ukrainian government told Kommersant. "It's not us who are pulling away from Russia. It is pushing us away."
Earlier this month, Russia protested the arrival in the Black Sea of a U.S. Navy cruiser equipped with a ballistic missile defense system. The ship will take part in naval exercises with Ukraine, but Russia said it is a threat to its national security.
Ukraine's foreign ministry shot back, saying the exercises did not present any "real or potential threat" for the countries of the Black Sea region.

Russia Objects to U.S. Navy Cruiser in Black Sea

MOSCOW - Russia on June 12 protested the arrival of a U.S. Navy cruiser equipped with a ballistic missile defense system in the Black Sea to take part in naval exercises with neighboring Ukraine, saying it was a threat to its national security.
"We have a number of questions regarding the arrival in the Black Sea of the U.S. Navy cruiser Monterey equipped with the Aegis anti-missile system to participate in the Ukrainian-U.S. Sea Breeze 2011 exercises," the Russian foreign ministry said.
"The Russian side has repeatedly stressed that we will not let pass unnoticed the appearance of elements of U.S. strategic infrastructure in the immediate proximity to our borders and will see such steps as a threat to our security," it said in a statement.
The protest comes as Russia and the West failed this week to reach a breakthrough on a missile shield project for Europe with Moscow complaining that its demands were falling on deaf ears.
In 2009, U.S. President Barack Obama said he would shelve his predecessor's plans to site parts of a missile defense shield in Poland and the Czech Republic, and instead deploy more mobile equipment targeting Iran's short and medium-range missiles.
The foreign ministry noted it understood that the stationing of the Monterey in European waters was part of the U.S. missile defense shield plan but added it did not see why the warship had to be so close to its borders.
"According to an official U.S. version, they [warships] can be deployed to the Black Sea in case of necessity, for example, in case of a flare-up in the region," the statement said.
"We would like to understand what 'flare-up' the U.S. commanders had in mind when they moved the primary striking unit of NATO's future anti-missile system from the Mediterranean to the east?" it said, noting the aim of the naval exercises was to practice anti-piracy raids.
Russia has expressed fears that the planned anti-missile system would be directed against its defenses, with the dispute threatening a rapprochement between Moscow and the Western alliance.
Moscow has recently said it would be ready to drop its opposition to NATO installing missile defense facilities in Europe if it provided legal guarantees the system would not be directed against Russia.
NATO has rejected the proposal, saying legal guarantees would be hard to put on paper.
The Russian foreign ministry said Monterey's arrival in the Black Sea demonstrated blatant disregard for Moscow's concerns.
"It is being done deliberately, as if to show to Russia that no-one is going to take its opinion into account," it said.
"The reconnaissance by U.S. anti-missile ships of the Black Sea waters confirms once again the need to work out precise legal guarantees of the anti-missile system deployed in Europe not being directed against Russia's nuclear containment shield."

China To Launch Carrier This Year: Taiwan

TAIPEI - Taiwan's spy chief on April 25 said China could bring its first aircraft carrier into service before the end of the year, kindling fears in Taipei over Beijing's continued naval buildup.

Tsai Teh-sheng, head of the island's National Security Bureau, said Varyag - a half-completed Soviet-era aircraft carrier Beijing obtained from Ukraine in 1998 - is expected to make its maiden voyage before the end of 2011.
The warship has been docked in China's Dalian harbor, where it has undergone extensive refurbishing work since 2002.
"Varyag has restored its sailing capability, and is expected to start providing training missions before the end of 2011," Tsai said in response to a parliamentary question by Lin Yu-fang of the ruling Kuomintang party.
Tsai said the warship will have "certain combat capability" and will serve as a base for an unknown number of China's home-grown fighter jets, which are modeled on Russian-made Su-33s.
Taiwan's defense ministry has expressed alarm at China's naval buildup although experts say it may still take time for the People's Liberation Army to operate its first carrier group complete with fighter jets.
"The Chinese communists' acquisition of their first aircraft carrier will threaten not only Taiwan but the stability of Asia," said David Lo, spokesman for Taiwan's defense ministry.
Taiwan plans to build a new "stealth" warship armed with guided missiles next year in response to China's naval build-up, military officers have said.
An aircraft carrier group would potentially double the military threat posed to Taiwan by China by allowing the Chinese to approach from directions other than across the strait, experts warn.
Ties between China and Taiwan have improved significantly since Ma Ying-jeou became the island's president, vowing to adopt a nonconfrontational policy toward the mainland. But China still regards Taiwan as part of its territory awaiting to be reunified by force if necessary, although the island has governed itself since 1949, when a civil war ended.

Varyag Aircraft Carrier

Varyag
Varyag is an ex-Soviet Navy aircraft carrier constructed in the 1980s. The vessel construction stopped in 1992 after the break up of the Soviet Union. It remained in the Ukrainian shipyard unfinished until 1998 when a Macau-based Chinese company bought it for US$20 million. In March 2002, the vessel arrived in the Dalian Shipyard in northern China for refurbishment and has been stationed there since then. System installation of the vessel finally began in 2010/2011, and the vessel is expected to enter service with the PLA Navy as a training carrier around 2012.
History
Originally named Riga, Varyag is the second hull of the Soviet Navy Project 1143.5 (Admiral Kuznetsov class) aircraft carrier. The 67,500t vessel was laid down at the Nikolayev South Shipyard (formerly Shipyard 444) in Nikolayev on 6 December  1985 and was launched on 4 December 1988. In late 1990s, the vessel was renamed Varyag. After the dissolution of the Soviet Union in 1991, the ownership of the vessel was transferred to Ukraine. Construction stopped by 1992 as Ukraine was unable to fund the project by itself. By then, 70% of the construction had been finished. The vessel was structurally completed but without weapons, electronics, or propulsion.

The unfinished Varyag remained at the dock of the Nikolayev South Shipyard unattended for six years. In the late 1990s, the vessel was put up for auction and it was bought by a Macau-based Chinese company for US$20 million. The company claimed that the vessel would be converted into a floating entertainment centre in Macau, consisting of amusement park, hotel, Casino, restaurant, etc. The contract with Ukraine prohibited the buyer from using the carrier for military purposes. Before handing the ship over, the Ukrainians removed any equipment onboard Varyag that could be used to turn the vessel into a commissionable warship.
Varyag finally left the dock of the Nikolayev South Shipyard in 1999, towed by several high-power tug boats. However, the Turkish government refused the vessel to pass through the Bosporus Strait on the ground that without rudder and engine, Varyag posed too great a danger to other ships as well as facilities in the strait. The vessel was stationed near the strait for three years, until the PRC government was involved to resolve the issue. Following some negotiations with the two countries and handing the Turkish government US$1 million as a guarantee bond, Varyag was finally allowed to pass through the Bosporus Strait.
Restoration
Varyag arrived in the Dalian Shipyard in northern China in 2002 and has been stationed there under tight security since then. It has become clear that the ship would not become an entertainment centre. Instead the vessel was handed to the PLA Navy for research and restoration. It was speculated that following extensive studies the ship would be finally converted into a fully operational aircraft carrier for training purpose. This was partially confirmed when the ship emerged from a Dalian Shipyard dry dock painted in PLAN grey in 2005. The restoration work was completed in late 2006 and the scaffolding on the ship's bridge has also been removed.

System Installation in 2011
System installation finally began in late 2010. By March 2011 the island of the aircraft carrier was almost complete, with painting finished and scaffolding removed. Among various sensors on the island are a ‘Top-Plate-style’ long-range air/sea search radar on the top of the main mask, and four multifunctional phased array radar panels, possibly similar to those installed on the Type 052C Luyang-II class destroyers.

Pakistan Targets Air Combat Needs To Protect Air Defense, C2 Early in War

TAIPEI - The Pakistan Air Force (PAF) has not seen serious air combat since the 1965 and 1971 wars with India, but the ability to defeat a massive Indian assault on its air defenses early in a war remains its primary mission.
In 1965, Pakistan successfully trumped India in air combat, but it was ill-prepared for the 1971 conflict in which India dominated the skies. Fears of losing another war, much less a nuclear war, are unthinkable, and the PAF is modernizing its air interdiction, air surveillance and reconnaissance, command and control, and honing its air delivery skills for nuclear weapons.
Air interdiction is the PAF's primary mission, but it has not ignored retaliatory strike missions, said Haris Khan of the Pakdef Military Consortium. The PAF has expanded modernization efforts to include "nuclear weapons delivery, support of ground operations, fleet protection/maritime strike, and search and rescue are secondary," he said.
The PAF believes the Indian Air Force will launch a massive assault on Pakistan's air defense and command-and-control hubs during the first wave of a war, said A.B. Mahapatra, director of the New Delhi-based Centre for Asian Strategic Studies - India.
The Indian Air Force's primary mission is to neutralize Pakistan's nuclear option, he said.
"Thus, PAF is enhancing its air combat profile to encounter such future challenges," Mahapatra said.
The PAF's interdiction efforts include new and refurbished Lockheed Martin F-16s, now on order, and JF-17 Thunder fighters, built by Pakistan with Chinese assistance, now being manufactured.
In June 2006, the PAF ordered 18 F-16 C/D Block 52M fighters along with an option to procure another 18. A midlife upgrade will augment its existing fleet of 40 F-16 A/B Block 15s, along with buying 20 more F-16 A/B models via the Excessive Defense Articles program.
The F-16s will not be outfitted with nuclear weapons, but question marks remain for the JF-17. Known as the Chengdu J-10 Vigorous Dragon, the JF-17 will replace about 450 aging Nanchang A-5C Fantans, Dassault Mirage III/Vs and Chengdu F-7P Skybolts in the air-to-air combat and ground-support roles.
"The replacement will not be matched by an exact number, but initial reports indicate between 250 and 300 aircraft will be purchased by PAF," Khan said.
Khan said the Pakistan Aeronautical Complex is conducting flight evaluations of prototype aircraft "fitted with the Chinese-built NRIET KLJ-10 radar" and "Chinese-designed SD-10/PL-12 active-homing medium-range air-to-air missile."
The first 50 JF-17s will be outfitted with Chinese avionics, radar and missiles. But under an agreement with France in February, newer JF-17s will be outfitted with MBDA Mica air-to-air missiles and Thales RC 400 multimission radars.
The Russian-built RD-93 turbofan engine outfitting the JF-17 will have to be replaced due to pressure from India on Russia. Khan said the Chinese-built WS-13 Taishan engine is the most likely replacement.
There are unconfirmed reports, Khan said, that the PAF has ordered four aerial refueling tankers, possibly the Ukrainian-built Il-76.
Tentative UAV Plans
PAF also is improving its surveillance and reconnaissance capabilities.
"Pakistan uses UAVs for surveillance and is keen to augment the reconnaissance capabilities to a new height," with plans to procure up to 60 UAVs by 2010, Mahapatra said.
The Army has ordered the Luna short-range UAV from Germany and the Italian-built Galileo Falco UAV.
"An agreement was also signed in July of 2006 between the PAF and Turkey to jointly manufacture a UAV, which will meet the requirements of both air forces. The PAF UAV program is still in its adolescent stage, but they acknowledge the significance of the program for its future war plans," Khan said.
In April, the first of five Saab 2000 turboprop aircraft equipped with the Saab-Ericsson Erieye Airborne Early Warning & Command (AEW&C) system was rolled out during a ceremony in Sweden. Delivery to Pakistan is expected in mid-2009. Khan said there are discussions with China to co-develop an AEW&C aircraft designated as ZDK03 modeled on the Shaanxi Y-8F-400.
"PAF has mapped a very detailed and comprehensive plan for an early warning system to cover Pakistan's airspace with both airborne platforms and a ground-based radar network," he said.
Pakistan will integrate this plan with ground-based radar, including the U.S.-supplied AN/TPS-77 and Chinese-supplied JYL-1, JL3D-90A and JY-11 D air surveillance radars.
Khan points to other efforts, including a 2006 test of the Czech Vera passive radar system and an order for a number of MBDA Aspide/Spada 2000 low- to medium-altitude air defense batteries.
"These missiles are supposed to replace Thales Defence Systems Crotale. PAF is actively looking to purchase a high-altitude missile air defense system," with the Chinese-built FT-2000 as the front-runner, Khan said.
In the 1965 and 1971 wars with India, Pakistan successfully attacked ground targets, including high-value targets, within 200 miles of Pakistan's border.
Khan said in any future conflict with India, "I believe PAF will employ similar tactics," but with more intensity on high-value targets.
"PAF would, in the first instance, be tasked with countering India's planned advance into Pakistani territory by seeking to prevent the Indian Air Force from achieving local tactical air superiority," he said. "At the same time, it would be required to strike surface-to-surface missile launchers, if these can be identified. It would also be called upon to provide air cover for the strike corps in their limited advance to occupy Indian territory."
